How can you make a difference?

Sierra Leone has been polio free since 2010 but is currently facing an outbreak of circulating vaccine derived poliovirus type 2 (cVDPV2). As of January 2021, three cVDPV2 cases have been confirmed in three out of the country’s 16 districts. No cases of wild polio have been discovered.

As an immediate response to the polio outbreak, the Ministry of Health and Sanitation (MoHS) plans to conduct two rounds of the national polio vaccination campaign starting in February/March 2021 to stop the transmission of poliovirus. A total of 1,472,813 children under five years of age are to be vaccinated in each round. Vaccination will be house-to-house.

Objectives

The objective of the consultancy is to provide C4D support to the District Social Mobilization Coordinators at the District Health Monitoring Teams to plan, implement and monitor communication and social mobilization activities for polio vaccination campaigns in Sierra Leone.




Description Of The Assignment/Scope Of Work/Specific Tasks

Under the direct supervision of the International Polio C4D Consultant and the Country Office Communication for Development Specialist, the consultant will perform the following duties and responsibilities:

    • Before polio vaccination campaign
    • Provide technical assistance for the development of evidence-based communication micro-plans
    • Provide technically support to district and chiefdom social mobilization pillars;
    • Provide support to District Social Mobilization Coordinators to map out hard-to-reach areas,
    • Provide technical support to building capacities of District Social Mobilization Coordinators and other stakeholders in planning and implementation of advocacy and social mobilisation for polio vaccination;
    • Ensure that national communication guidelines are well received and understood at sub-national levels;

 

  • During Polio Vaccination Campaign (Round)
      • Oversee the implementation of communication and social mobilization activities especially in areas with underserved and hard-to-reach populations focusing on vaccine refusals and hesitancy;
      • Provide strategic support to address refusal cases and rumors/ misinformation;
      • Encourage and facilitate community participation in coordination meetings at all levels;
      • Encourage and facilitate participation of community and religious leaders;
      • Support the collection and reporting of communication data;
      • Monitor funds utilization at subnational levels.
  • After polio vaccination campaign

      • Provide support to active search and retrieval of NOPV2 in health areas;
      • Provide support to campaign independent monitoring with specific focus on lessons learned, good practices and recommendations for communication and social mobilization.

      • All districts have social mobilization and communication micro-plans.
      • Special populations and anti-vaccination groups at sub-national levels are mapped out and updated before each round.
      • Vaccine and vaccination refusals are duly and effectively addressed.
      • Religious and community leaders are oriented for the importance of vaccination and they publicly support children’s immunization.
      • Monthly technical reports on completed assignments are certified and submitted.
      • Final consultancy report

    To qualify as an advocate for every child you will have…

    The consultant is required to have the following technical background, experience and competencies:

      • University 1st degree in one of the disciplines of social/behavioral/communication sciences or university degree in other fields with relevant certified trainings in behavioural and social communication.
      • A minimum of three years of professional experience in advocacy, social mobilisation and C4D programme planning and management at the national or sub-national level preferably in a developing country.
      • Relevant experience in immunisation programme, polio supplementary immunization activities (SIA), project development and management in any UN system agency or organization is an asset.
      • Ability to work independently and to meet deadlines.
      • Ability to write clear and concise reports in English.
      • Demonstrated ability to effectively work and communicate in a multicultural environment.
      • Computer literacy with high ability to use excel spread sheets.

SUMMARY OF THE POSITION

To support the development of new sponsorship product and process quality sponsor communications, data and files transactions in ChildData .





DIMENSIONS OF ROLE

  • Supports the identification, development and implementation of new sponsorship products
  • Provide support in the implementation of sponsorship requirements as per the sponsorship manual and other local policies and procedures
  • In the absence of the Sponsorship Coordinator should take up sponsorship coordination duties at PIIA level
  • Should work with minimum supervision and direction.

ACCOUNTABILITIES

  • Prepares and dispatches ‘to do lists’ for volunteers and updates on the 25th of each months
  • Receives, reviews and conducts quality check (100%) on SCI/SCU questionnaires received from Volunteer
  • Receives, reviews and conducts quality checks on SC/SF photos, process in CD-PET and input into Child Data (CD).
  • Receives from NOs/CO, SC gifts and letters, reviews (100%) quality checks and logs them into CD and dispatches to field
  • Receives and conducts quality check (100%) on all responses of SC gifts and letters submitted by Volunteers and processes in CD.
  • Groups SC responses per NO, records and package for mailing to CO.
  • Reviews SCCDRs submitted for the attention of the Programme Implementation and Influencing Area Manager (PIIAM)
  • Enters primary data of all replacements, and creates folders for new SCIs.
  • Keeps a clear record of all SC folders at the PIIA and inform the Programme Implementation and Influencing Area Manager of any irregularities with copy to the Sponsorship Support Manager.
  • Assists the PIIAM in the facilitation and identifying eligible children and volunteers for the sponsorship program in the PIIA.
  • Assists in the preparation of annual sponsorship operational plan for the PIIA.
  • Assists the PIIA in preparing the production of Program Area Overviews (PAOs), Program Area Updates (PAUs) and Graduation/Cancellation Memo for Sponsor Children (G/CMSC) for review and approval by the Sponsorship Support Manager.
  • Assists the PIIAM in sponsor visits preparation, prepares and adheres to the local sponsor visit guidelines and processes.
  • Assists in the production of weekly, monthly, quarterly, annual and sponsor visit reports as agreed with the PIIAM.
  • Assists the PIIAM in ensuring adequate availability of logistics for sponsorship activities at the PIIA
  • Complies with the sponsorship standards in the Sponsorship Manual.
  • Participates in all sponsorship and PIIA meetings.
  • Assists in the preparation of monthly budget forecasts for sponsorship activities at the PIIA level.




  • Liaises with colleagues in the PIIAs to ensure quality checks on all communication items received from the NOs in line with Sponsorship Commitments 7 and
  • 100% quality check and follow up on all cancellations submitted to the PIIA by Gender Transformative Animators and seek Programme Implementation and Influencing Area Manager’s approval before processing in CD.
  • Performs any other duties to be assigned by the supervisors to support the achievement of organizational goals.
  • Support the PIIAM in the PIIA caseload (new and existing quota).

KEY RELATIONSHIPS

  • There is a medium contact with Plan International partners working on sponsorship programs in reviewing sponsorship documents to ensure they meet the Sponsorship manual controls in place.
  • Maintains medium contact with staff in country and program unit offices in the soliciting their support for the implementation and compliance with sponsorship program activities.

  • At least 3 years’ experience in data processing, tracking and monitoring

Job Vacancy at Abt Associates – Field / Insectary Technician

Abt Associates, a major American business and government research, technical assistance, and consulting company, manages the USAID-funded Vector Control Task Order 1. Task Order 1 will support the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control approach with the overall goal of reducing the burden of malaria. Abt has implemented indoor residual spraying (IRS) for PMI since 2011, delivering high-quality IRS programs and gathering the most comprehensive vector control entomological data in the world. Under this contract, Abt will expand entomological monitoring to guide programs focused on insecticide-treated mosquito nets and IRS and continue to assist PMI in reducing the burden of malaria through IRS and capacity building in 22 African countries where malaria is endemic. Abt also will continue to support PMI in IRS monitoring and evaluation, as well as environmental compliance.





Under the supervision of the Entomology Field Coordinator, the seasonal Entomology Field/Insectary technician  will be responsible for timely and high quality field entomological work and will assist with the management of the insectary and laboratory.

Specific duties and responsibilities include the following:

  • Support implementation of the following set of entomological field activities:
    • Monitor vector susceptibility tests to currently use and candidate insecticides on annual basis.
    • Implement standardized protocols for rearing of mosquito colonies.
    • Daily care for the mosquito colony maintained in the insectary.
    • Ensure that required supplies and equipment are in stock and organized.
    • Maintain the cleanliness in the insectary and all supported areas (laboratory, store etc…)
    • Maintain the cleanliness and order of the insectary storage areas.
    • Ensure that all insectary practices comply with health and safety directives.
    • Assist with any other duties assigned by the supervisor
    • Rear the animal for mosquitoes blood feeding




    • Monitor vector behavior on monthly basis in the targeted sentinel districts using World Health Organization (WHO) standard mosquito sampling methods.
    • Conduct the morphological identification of all the mosquitoes collected and label them properly.
    • Conduct ovaries dissection on the unfed malaria vectors
    • Ensure proper and timely data recording on the data collection forms
    • Conduct larvae collection
  • Participate in other field activities as required
  • Adhere to the Standard Operational Procedures for these activities
  • Ensure proper and timely data recording and entry.

Qualification requirements include the following:

  • Bachelor’s Degree (desirable), in Entomology, Biology, veterinary or other related field.
  • At least one (1) year of experience in laboratory or veterinary work.
  • Knowledge in computer skills (able to run programs such as Microsoft word, Excel ).
  • Knowledge of English.
  • Experience with laboratory animal rearing is an added advantage.

JUNIOR LEVEL QUALIFICATION REQUIREMENTS include the following:

  • Diploma in biological studies/molecular biology/laboratory techniques or,
  • Bachelor of Science Degree (desirable) or a Master of Science Degree.

International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1991 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. Since January 2018, the two countries have been clustered and now operating under a single management structure. The coordination office is based in Freetown, Sierra Leone overseeing the operations in Moyamba Field Office and Liberia Country Office.
Action Against Hunger is recruiting a suitably qualified Sierra Leonean as Program Manager –Climate Change Adaptation and Mitigation, to be in charge of the overall implementation of the project in Moyamba District, being consistent with standards set by Action Against Hunger and national policies, working in partnership with SLARI





KEY ROLES AND RESPONSIBILITIES
– Lead the implementation of the project activities related to climate change adaptation and mitigation in the target communities
– Manage the project staff, beneficiaries and capacity development

TERMS OF REFERENCE FOR A CONSULTANT – PROGRAM MANAGER

WORLDREADER PILOT PROGRAM

Background and Objective

The impact of COVID-19 in Sierra Leone is far reaching and in addition to the high risk it poses to the education sector, measures to contain the epidemic such as lockdowns travel restrictions and economic disruptions has heightened socio-economic vulnerability. The most severe implications have been in the lives of school-aged kids particularly girls, who are bearing the largest burden of caring for their families while having their learning disrupted.

CARE Sierra Leone, WorldReader, and CRS Sierra Leone are coming together to implement a technology-based solution ‘BookSmart’ to provide learning accessibility and reduce learning loss due to the disruption caused by COVID-19. The solution encourages reading and other learning outcomes through access to digital books via a mobile application. This program will focus on primary school age students in grades 4-6, typically between the ages of 9-14, who are most at risk of dropping out and/or not continuing to secondary school.

The BookSmart solution allows parents and caregivers to access a library from their e-reader/tablet to support their children’s learning during this time of disrupted education. BookSmart’s reading facilitation can help children maintain their readiness, enhance their reading outcomes, and support their critical thinking, skills development and socio-emotional learning.

The Worldreader pilot program will be undertaken in Falaba and Koinadugu Districts in Northern Sierra Leone where the need for learning and e-integration has been identified as one of the most underserved communities in Sierra Leone.





SCOPE OF WORK

The objectives of this consultancy are to generate information and assess how students are learning with the reading materials provided by WorldReader and how this information shapes their world view on stigmatized societal issues such as peer pressure, menstrual hygiene management (if applicable), sexual and gender based violence (SGBV), gender equity etc in addition to assessing their reading skills and competency for both primary school boys and girls in classes 4-6.

III. Target Groups

  1. 1.   598 pupils in Koinadugu and Falaba Districts
  2. 2.   It is estimated the reading clubs will have 25-30 pupils in each group across 13 communities/schools.

Methodology:

  • The recruited consultant will be expected to propose a detailed methodology as part of the inception report (based on the information given in this ToR) suggesting adjustments to the methodology recommended below and to the available tools as necessary to meet the objectives of the evaluation as detailed above.
  • The consultant will be expected to review project documentation, interviews with a broad range of stakeholders including project management and field staff (in person or Skype calls), local partner organizations and government representatives where relevant and possible, as well as representatives of beneficiaries. Other methods including observations, documentation of the most significant change stories/case studies are also highly recommended.
  • For field assessments, monitoring and evaluation the consultant will conduct field trips, with support from the CARE’s staff in arranging for field evaluation works.
  • The consultants will be selected by CARE Sierra Leone based on the acceptance of the consultant on the above outputs and timeframe. The recruitment will be proceeded based on CARE’s  Administrative procedure.




Key deliverables are the following

  1. An inception report detailing out: methodology for evaluation, delivery schedule, and research tools.

2.Workshop to present the inception report for validation; to be approved before commencement of actual data collection.

  1. Soft and hard copies of draft of evaluation report / dataset.

4.Final evaluation report both soft and hard copies addressing all objectives, evaluation questions and including clear recommendations. The final evaluation report is the sole deliverable expected from the consultant.

DESIRED FIELDS OF EXPERIENCE OR KNOWLEDGE

The required qualifications and skills for this job assignment are:

  • Must have a Bachelor’s in Education, Development studies or any related field. Masters will be a plus for the candidate.
  • Proven Experience in mobile applications for e-learning

  • Proven experience in training or designing training curriculums
  • Minimum 3 years’ experience in the development sector either in education and programming.

Field visits play a large part of this role and as such, it is expected that the candidate is willing and able to take part in such activities.

JOB PURPOSE

To coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Support monitoring and implementation of the assistance programme at the sub-office /field level, in close collaboration with the cooperating partners;
  • Provide COMET related support at sub office level for Food Release Note (FRN) creation, inputting of distribution reports, distribution points of interest etc;
  • Monitor and review the distribution and redemption of cash and or vouchers, and verify that the related data management and reporting is accurate;
  • Supervise the efficient and proper distribution of food items and vouchers at the site and provide feedback to the WFP Officer and others on the distribution;
  • Undertake assessments, M&E/VAM data collection (Baselines, Tracking and Post- Distribution) and ensure that collected data for M&E/VAM purposes are handled in the proper way and according to methods and via tools designed and implemented;

2.) Programme Associate (Crises Response), SC6

 

JOB PURPOSE

To provide effective coordination and specialized support to WFP’s emergency food assistance programme for COVID-19 response.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide specialized expertise and contribute towards the development of project activities, plans and processes for emergency food assistance activities, ensuring alignment with wider programme policies and guidelines.
  • Provide efficient coordination and specialized project management support to WFP’s emergency food assistance programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  • In support of emergency food assistance activities, prepare a variety of reports and substantial data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and make recommendations to Head of Sub Office and activity manager, ensuring deliverables adhere to corporate standards and quality control.
  • Lead and ensure accurate, timely recording of data within the emergency food assistance programme and consistency of information presented to stakeholders, including working in collaboration with partners at field level to undertake beneficiary targeting processes in accordance to the selection criteria shared the activity manager.
  • Coordinate and liaise with internal counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities.
  • Effectively manage relationships and support partnership-building with local partners, agencies, NGOs and government institutions, including the Ministry of Social Welfare and Sierra Leone Red Cross Society to effectively identify the most vulnerable in targeted communities and to ensure efficient delivery of food assistance.
  • Proactively and systematically monitor project implementation of partners to identify challenges and bottlenecks in a timely manner, report them to the activity manager and provide technical oversight to effectively troubleshoot to ensure the project meets its goals.
  • Support the capacity building of WFP staff, cooperating partners and national government within a specific technical area.
  • Act as an escalation point for complex query resolution on all matters within the area of responsibility.
  • Follow standard emergency preparedness practices to ensure WFP can quickly respond and deploy needed resources to affected areas at the onset of the crisis.
  • Ensure implementation of the Beneficiary Feedback Mechanism at field-level, and assure that beneficiary protection is prioritized and enforced throughout the project cycle.
  • Perform any other related duties as assigned.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. Preferably a university degree in development studies, social sciences, statistics or a related field is required.

Experience: At least five years of progressively responsible work experience in programme or other related field.

Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
