Our Work In Sierra Leone

Partners In Health Sierra Leone LLC (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.





Position Overview

The TBA Manager is a member of the PIH Sierra Leone team and will work in collaboration with, Traditional Birth Attendants (TBAs), the clinical and support services staff to enhance high-quality, comprehensive maternal and newborn health services at community and Primary Health Unit (PHU) level. The TBA Manager will work closely with the Reproductive Maternal Neonatal Child and Adolescent Health Program Manager; all hospital based maternal and child health clinical staff; DHMT/PHU Staff; Community Based Program staff; TBAs, Community Leaders/stakeholders, and Women’s groups, community stakeholders, and significant others to improve the quality of maternal and newborn health services and reduce maternal and neonatal morbidity and mortality in Kono District. The main focus will be coordinating and managing TBAs activities in the all the Chiefdoms in Kono District, and the PHUs. Providing training, supportive supervision, and mentorship to TBAs under RMNCAH-GAC project.

Essential Duties And Responsibilities

  • In consultation and in line with the RMNCAH Program Manager, DHMT/MOHS and GAC objectives she will develop/adapt a training curriculum for TBAs with adherence to the Sierra Leone National Protocols and Guidelines for Emergency Obstetric and Newborn Care. Develop appropriate training tools, facilitate training in a conducive environment for the TBA’s.
  • Conduct community engagement and stakeholder’s meetings to re-introduce a revamped TBA program in Kono district.
  • Participate in the baseline assessment of the TBA program in Kono and facilitate the hiring of the TBAs.
  • Strengthen the TBA counselling and referral skills and enhance behavior change to promote Antenatal care, facility deliveries and reduce home deliveries through on-the-job training, coaching and mentorship and supportive supervision.
  • In conjunction with the RMNCAH Lead, Clinical Facilitator, International/National Midwife Mentors, DHMT and MEQ team, the TBA Manager will develop assessment tools to monitor TBAs competencies and provide practical on the job support as needed to staff who are not achieving said competencies.
  • Develop Quality improvement projects for the TBA program to enhance quality service provision at community and PHU level.
  • Conduct regular monitoring visits to targeted health facilities and communities to monitor quality and performance of mentored TBAs and completion of monitoring tools.
  • Ensure TBAs are competently able to refer women, complete proper documentation in all required registers with the help of the CBP Team.
  • Provide training and other technical support to Community Health Workers and TBAs on RMNCAH topics as needed.
  • Work cohesively with the M & E team to collect data, compile and share activity and monthly reports with RMNCAH Lead, GAC Project Associate, CBP Manager, CBP Supervisors and designated others.
  • Support maternal and newborn health outreach activities in collaboration with the RMNCAH Program Manager.
  • Provide compassionate care in line with the PIH mission
  • Other responsibilities as designated by the RMNCAH Program Manager, CBP Manger and GAC Project Lead.

Qualification and Experience

  • Qualified SECHN/SRN Certificate/Diploma, Diploma/Certificate in Midwifery. Public Health Nurse/Midwife qualification is also desirable.
  • Proven knowledge and experience of BEMONC, CEMONC, Essential Newborn Care and Pass in ETAT Course.
  • Experience in recognizing and managing high risk pregnancies, complicated deliveries, postpartum complications and post abortion care.
  • 5 or more years’ experience as a practicing midwife. With most recent practice not less than 2 years ago.
  • Experience in basic midwifery training skills. With working knowledge of the Sierra Leone National Protocols and Guidelines for Emergency Obstetric and Newborn Care.
  • Fluent verbal and written communication skills in English, Krio and preferably in the local dialect (Kono) as the role includes health promotion outreach activities and community engagement.
  • Basic proficiency in Microsoft Office (Word, Excel, PowerPoint) and Exchange Email.
  • Ability to work independently and as an autonomous practitioner.
  • Ability to work well in a team, be dependable, and hard working.

How can you make a difference?

in 2020, UNICEF Sierra Leone started implementing a new country programme with a vision of ensuring that more children and women, particularly the most deprived, have increased access to inclusive quality health, nutrition, WASH, education and child and social protection services, especially in a country that has recently suffered unprecedented surges of emergencies such as the Ebola, flash floods, mudslides and COVID-19.

As part of visibility commitments around the programmes, UNICEF will need the services of photographers to create powerful visual materials that highlight the impact of investments in the different programme areas and support efforts to fundraise for the country office. These services are required on a regular basis throughout the year and oftentimes, this speciality is required as an immediate, especially during times of emergency.

The purpose of this is ToR is therefore for UNICEF to have in place a pool of videographers, who can be listed in the internal roster for standby arrangements and called upon as and when a need arises.





Objective

The photographs produced will highlight the impact of UNICEF supported programmes. They will demonstrate how UNICEF and Government, with support from various donors have put in place interventions to support the survival, growth and development of children across the country.

The hi-resolution photographs will be used on global online platforms and used to support donor reports which are require powerful use of human character-driven stories to highlight the work of UNICEF and also to demonstrate the current needs of children and their families

Methodology and Technical Approach

    • The photographer will work with the External Relations and Advocacy unit and the various programme sections to capture and edit powerful visual materials that highlight the impact of investments in the different programme areas.
    • Edit and finalize photos into publishable content for the UNICEF website, social media and/or other platforms. Throughout the process, the contractor will receive regular input and feedback from UNICEF.
    • The number and specifications of the various photographs required, will be agreed on between the contractor and UNICEF.





To qualify as an advocate for every child you will have…

    • The Contractor should have a minimum of 5 years’ experience producing high quality and powerful photographs – example of similar work will be required together with the Curriculum Vitae.
    • Relevant professional qualifications in media and communication (Including photography and editing) are required.

Scope Of Work

IRC, along with its Consortium partners has bid for a funding opportunity from DFID – Saving Lives (Phase II) as the lead for the NGO consortium. The Saving Lives programme seeks to support the Government of Sierra Leone (GoSL) to save women’s and children’s lives by improving the quality, availability and accessibility of reproductive, maternal, newborn, child and adolescent health services. This will be achieved by increasing the utilization of quality RMNCAH services through a multifaceted approach that seeks to strengthen quality, expand access, and build the demand for RMNCAH services in Sierra Leone. The programme duration is October 2018 – March 2021.

The IRC is recruiting for District Clinical Mentors (DCMs) for the Saving Lives programme in Sierra Leone based in Kailahun. The DCMs are the most crucial link in the programme, providing direct clinical mentorship to facility and hospital staff in the respective districts. The Saving Lives DCMs will work under the oversight of the District Delivery Senior Manager in the respective districts.

Women and girls’ safety, significance and solidarity have emerged as the benchmarks for both their protection and empowerment, and it is these aspects that this new program embraces through five cross-cutting themes: 1) adolescent girls protection & empowerment; 2) women and girls’ leadership, voice, advocacy, and movement building; 3) education and economic empowerment; 4) health, well-being, and psychosocial support (PSS); and 5) access to justice, social justice.





Job Summary

This position of Adolescent Girls Officer will form part of the health program team and will be based in Kono district. The Adolescent Girls Officer will be responsible for working day to day on continuing to establish and develop informal adolescent girls’ groups, outside of the school setting, within communities. Working closely with girls and communities, the Adolescent Girls Officer will ensure the selection of safe spaces, where girls meet regularly and relate to other girls and assigned a mentor. The safe spaces will allow girls to reduce their social isolation, build supportive friendships and solidarity. Girls will be encouraged to think, imagine, create and act will develop confidence and voice. Building their social, health and economic assets will enable girls to process their experiences and be empowered to make informed choices about their health. The reinforcement of their social and human capital will enhance girls’ safety and security, thus preventing violence. These groups will also aim to provide a route to disclosure for the girls with appropriate support and follow up .

Specific Responsibilities

Program implementation and quality

  • Work directly on the implementation of the Adolescent Girls Protection and Empowerment program in their district, and manage associated day-to-day tasks, including:
    • Work closely with the IRC health officers to provide practical and hands-on support to ensure that the resources developed for mentors and girls, and any activities and programming have a psychosocial and well-being component, and that girls in the program are provided with strong and regular psycho-social support

Budgeting

  • Know and understand program-related lines across all budgets to ensure all activity spending is in line with the money budgeted for those activities
  • Raise appropriate Purchase Requests (PRs) for activities, with correct budget codes and in-line with the allocated budget for those activities, and track until fully processed and complete





Monitoring and reporting

  • Provide the District Delivery Senior Manager with regular updates on your work (daily/ weekly)
  • Work closely with the health team and partner organizations to ensure systems and tools are in place to monitor the project
  • Ensure that participatory monitoring and evaluation (M&E) is conducted for all girls group activities
  • Provide timely and accurate information to the District Delivery Senior Manager for weekly/monthly project; contribute to writing reports against indicators relevant to the position

Staff development and support

  • Actively take part in health capacity building opportunities and ensure learning and experiences are shared with the wider WGPE team and program partners

Job Summary:

Catholic Relief Services Sierra Leone launched its vision 2030 strategy this year which aims to promote health, education, urban resilience, agriculture, and livelihoods in Sierra Leone.  Gender mainstreaming and social inclusion are key aspects of CRS 2030 priorities with the goal to retain boys and girls in schools and support them to reach their full potential. According to the United Nations, Sierra Leone has the 19th highest prevalence rate of child marriage globally, with 39% of girls married before their 18th birthday. The recent COVID-19 outbreak which led to the closure of schools across the world including Sierra Leone, with deepening economic and social stress, coupled with restricted movement and social isolation measures, increasing the risk of gender-based violence and Child, Early and Forced Marriage (CEFM) in particular.  Given the potential for – and past experience of – child marriage increasing during times of crisis and school closure, there is a need to assess current patterns, and where possible, to mitigate and engage communities on this form of SGVB in communities where CRS works.  Within this context, CRS is looking for a national consultant to conduct an assessment on child, early, and forced marriage in CRS operational areas to inform its programming.  The consultant will play an essential role working closely with the CP Communications Manager/Gender Focal Point, MEAL Coordinator, and Regional Technical Gender Advisor in conducting a literature review, designing data collection tools, collecting, and analyzing data, writing the report, and engaging stakeholders to collect and validate data on child, early, and forced marriage in Sierra Leone.

The national consultant will be responsible for the following tasks:




  • Develop and design data collection tools and questionnaire for the study.
  • Proactively engage all relevant line Ministries, Department and Agencies, individuals, and NGO’s.
  • Conduct a literature review of available information about legislative and institutional frameworks and policies on early marriage in Sierra Leone, as well as currently available reports and studies, to inform focused data collection tools and research questions.
  • Facilitate training for enumerators and provide overall supervision for enumerators.
  • Support the development of ethical protocols for the study.
  • Lead in conducting Focus Group Discussions and Key Informant Interviews with selected respondents in the target districts as per the assessment scope of work.
  • Design and establish feedback mechanisms for the assessment.
  • Analyze data, develop draft report, and organize validation/integration workshop to validate findings.
  • Develop final report on the assessment.
  • Ensure that all activities are in line with CRS safeguarding policies and guidance.

Qualification and Experience:

  • Bachelor’s Degree in Gender Studies, Sociology, Legal Studies, or related field.
  • Minimum of 5 years work experience with international organization (s) on gender integration, research, or related functions.
  • Experience in qualitative data collection with ethical protocols in place, including safeguarding of minors and vulnerable groups.
  • Experience conducting similar qualitative research, including organizing interviews and focus group discussions on sensitive topics in rural settings (Please submit similar work if possible)
  • Knowledge of child, early, and forced marriages in Sierra Leone.
  • Experience coordinating high-level stakeholders’ engagements and participatory action planning and community engagement.
  • Practical experience of analytical and presentation skills.

Background

Despite significant investment in health sector over the past several decades, Sierra Leone continues to have some of the worst health indicators in the world, with the third highest maternal mortality ratio in the world at 1,120 deaths per 100,000 live births, and high neonatal, infant, and under five mortality rates at 31, 81, and 109 deaths per 1,000 live births, respectively (WHO 2019; UNICEF 2020).





Purpose and objectives

The purpose of the consultancy is to support MoHS in introducing the application of AI approach as organizational and community transformation tools to strengthen management practices, staff motivation, and accountability among health planners/managers and service providers as well as community ownership and engagement and social accountability, and thereby improving quality of care.

The specific objectives of the assignment are to:

  • Lead the development of AI initiative for quality of care in 16 hospitals with SCBUs and facilitate its implementation along with other technical resource persons
  • Integrate AI approach into the local level planning (LLP) and Periphery Health Unit (PHU) business planning processes for MNCAH+N services in two selected districts and facilitate its implementation along with other technical resource persons
  • Lead the development of AI initiative for community engagement and facilitate its implementation as part of LLP and PHU business planning processes in the two selected districts

Activities, Tasks, Outputs and Deliverables

Under the overall guidance of Chief, Health and Nutrition, and working closely with Health Specialist (maternal and newborn health) and Health Specialist (Policy and Planning), the international consultant has the following tasks and responsibilities and more: Lead AI initiative for quality of care in 16 hospitals with SCBUs

Lead application of AI approach in the LLP, PHU business planning and community engagement processes for MNCAH+N services in 2 districts.





Facilitate evidence generation

Deliverables:

  • Inception Report
  • AI engagement strategy document, implementation plan (including AI based motivational and skill development capacity building plan), monitoring and evaluation (M&E) plan with indicators for two selected districts

Timeframe

Estimated number of working days required for this assignment is 190 days over a period of 18 months

Position Overview

Pact is seeking an experienced Capacity Development Manager for the anticipated USAID- West Africa Biodiversity and Low Emissions Development (WABiLED) Activity. The overall goal of WABiLED is to promote biodiversity conservation and climate resilient, low-emissions development in West Africa. The activity will be implemented across Economic Community of West African States (ECOWAS) member countries, with field work in terrestrial transboundary landscapes of Mano River Union countries (Guinea, Sierra Leone, Liberia, and CoÌ‚te d’Ivoire). WABiLED’s main components include: combatting wildlife trafficking; reducing deforestation, forest degradation and biodiversity loss; and reducing greenhouse gas emissions and increase carbon sequestration from improved land use. This is anticipated to be a five-year activity. This position is contingent upon award and location of office for the position will be in one of the four activity countries: Guinea, Sierra Leone, Liberia, and CoÌ‚te d’Ivoire.

The Capacity Development Manager will provide technical leadership and oversight of the project’s strategy to strengthen regional, national, and local partners’ operational and technical functions through the provision of high-quality, demand-driven support services. The Capacity Development Manager will lead in the coordination and articulation of capacity development activities to these partners across key landscapes in the Upper Guinean Forest region and aforementioned technical areas of focus towards achieving sustainable results. S/he will supervise a team with the shared responsibility to facilitate assessments, provide direct support, and coordinate the provision of support to regional, national and local partners.

  • S/he will lead the development and implementation of the project’s comprehensive Capacity Development strategy to strengthen the organizational and technical capacity of regional, national, and local partners.

  • Seven to ten years of experience in strengthening of civil society, government institutions, and other relevant entities; community-based natural resource management; and/or other relevant programming, preferably for USAID natural resource management or biodiversity conservation programs.
  • Excellent grasp and demonstrated experience in participatory capacity development, organizational development, adult learning, and other related methodologies.

S/he will provide direction for development of regional and country level strategies for partnerships that mobilize both private and public capital for conservation and sustainable land management and that incorporate landscape investment principles into business models.

The role will also require representing the Activity at meetings and events as required, and managing relationships with relevant USAID implementing partners and private sector partners.

S/he will develop a range of initiatives and investment products including but not limited to:

  • Map drivers for economic value created through sustainable land use and other conservation activities, including private sector cashflow modeling
  • Conceptualize, design and structure a range of products with different risk profiles to market to investors with specific risk tolerances
  • Structure green finance mechanisms with investors and other relevant stakeholders
  • Undertake natural capital and ecosystem services valuation alongside government and business entities

Basic Requirements

  • Master’s degree in economics, business administration, and/or equivalent transactional experience either structuring investment vehicles or making direct investments (CFA or equivalent).
  • Working experience/Strong familiarity with conservation finance vehicles (REDD+, Payment for Ecosystem Services, impact bonds, etc.).
  • 5+ years demonstrated experience working with stakeholders, at regional, national and local levels, to promote alternative finance, innovative business models, livelihoods interventions, sustainable income generation.

Pact is seeking a part-time local consultant to assist with this project. The National Mineral Processing Expert will work report to and work closely together with Pact M2M’s Project Manager (Jorden de Haan), alongside two other national consultants. The consultant will support mercury abatement efforts and gold trader engagement in the field and in Freetown. Additionally, the consultant will support the Project teams with inception meetings, a field assessment, Mine Plan development (focusing on technical and environmental aspects), and gold trader/exporter engagements. Pact is seeking a full-time local consultant to assist with this project. The National Coordinator will work report to and work closely together with Pact M2M’s Project Manager (Jorden de Haan), alongside two part-time national consultants. The consultant will lead community engagement, training and CRAFT reporting efforts, liaise with local partners, and support the Project Manager in coordinating local project activities from Freetown with frequent field trips. The consultant will work for a period of performance up to 298 days’ LOE starting on February 08, 2021.

Duties and Responsibilities

The position will support the Project Manager and collaborate with the Project Technical Supervisor and local consultants to ensure coordination and provide administrative and technical support where required to ensure all project activities run smoothly and outputs are delivered in a timely fashion. Besides technical tasks, this will include day-to-day co-management of project activities, coordination with GIZ, the Government of Sierra Leone and other project stakeholders, and ongoing reporting and monitoring and evaluation of the project activities and context.

1.) Legal Aid Coordinator

Job Summary:

The Legal Aid Coordinator provides a range of clerical and administrative services including but not limited to processing legal documentation, preparing correspondence, liaising with the various stakeholders, Government Departments and the general public and providing basic referral information services to beneficiaries to support the effective and efficient operation
of legal services within the Anti-Trafficking Program.

• He/she should be familiar with the sources, principles, and application of the law to help;
• Keeps beneficiaries informed by maintaining contact, communicating case progress;
• Document case studies, best practices and lessons learned from the legal cases handled;
• Handle the identified legal cases and provide individual counselling and case
management;
• Provide effective telephone and counter services to beneficiaries on a regular basis, including provision of information about Legal Aid Services and referral to other agencies;
• Responsible for coordinating training;

2.) Monitoring, Evaluation and Learning Manager
Reports to: Anti-Trafficking Program Manager

Job Summary:

The principal responsibilities of this post are to provide Monitoring, Evaluation & Learning (MEAL), and assuring quality in data management systems – design, data collection/analysis, monitoring, evaluation, and research. He/she will guide policy and planning interventions to respond to child trafficking issues in Sierra Leone, in partnership with African
Programing & Initiative to End Slavery (APRIES) for the PARC-TIP Project.
Responsibilities:
• Setting up the MEAL system of the project and ensuring that the system and tools produce relevant, timely, quality data in accordance with the MEAL plan;
• Manage the project-level MEAL plan, including activities related to data collection, data entry, data management, and data analysis;
• Produce monthly dashboards, summarizing data from monthly reports on MEAL findings and prepare presentations based on M&E data as required;
• Develop qualitative and quantitative reports on monthly, quarterly, annually and end of project basis in line with reporting needs and share with program manager for review;

• Design and establish knowledge sharing platforms including case studies, workshops, and forums to disseminate lessons & best practices;
• Document evidence towards completion of project milestones and outputs;
• Oversee Project Officers to facilitate appropriate and confidential data collection, compilation, and storage;
• Training of field staff in monitoring and evaluation processes and providing ongoing coaching;
• Carry out field spot checks to monitor quality of reported data;
• Provide the Project Manager with management information which may be required;
• Conduct baseline and end line evaluations and disseminate findings and project results to donors and other stakeholders;
• Support evaluations towards the learning questions and support any additional research;

Education / Qualification:
• Postgraduate degree, preferably in a relevant discipline with strong evidence of analytical exposure – Desirable

3.) Field Officer

Job Summary:

The Field Officer is responsible for combatting trafficking of human beings (prevention, prosecution, and protection), including the existing practices, procedures, national legal framework, and the international human rights standards. He/she is responsible to collect, register, report and maintain information on project activities, follow up on all aspects of specific
projects, including the provision of functional support to project implementation; in coordination with implementation partners assess and report on program implementation and related issues.

• Attends and contributes to briefings and gives presentations to visiting delegations, with a particular emphasis on trafficking of human beings and human rights;
• Does field visits and participates fully in subsequent discussions and decision making regarding follow up actions on projects;
• Monitors and reports on the human rights issues related to trafficking of human beings, including gender aspects, with a focus on prevention, prosecution and protection;

Terms of Reference for a ‘Senior Programme Officer’ role to support Assistive Technology (AT) activities in the Directorate of NCDs, Mental Health and Disability under GDI Support 

Background

The countries around the world are gearing towards all-inclusive agenda including disability set under Sustainable Development Goals 2025.Disability is featured in various parts of the SDGs and specifically in parts related to education, growth and employment, inequality, accessibility of human settlements, as well as data collection and monitoring of the SDGs.





The AT sector in LMICs including Sierra Leone faces multiple market barriers both in supply of appropriate, affordable, and quality products and in demand for these products by users, service providers, and national health systems. A well-functioning, health system that has the capacity to provide assistive products and services at an affordable price and in a timely manner is instrumental to ensuring equitable access to AT.

CHAI Sierra Leone (SL) with support from Global Disability Innovation (GDI) Hub (through UK aid) conducted a comprehensive landscape assessment of AT sector and documented gaps and opportunities in assistive technology services in the country. Building on the report, CHAI Sierra Leone anticipates one year support from GDI to implement select activities identified in the roadmap.

Objective of the role

SPO will support a set of activities and provide technical guidance in understanding the need for AT, financing and service entitlements as per national benefits package and be aware of existing legislation, policies, as well as AT products and services provided through different systems, including public, private and non-governmental organizations. This would involve desk review of existing policies and legislations, meeting key stakeholders, developing in-depth interview tools, collecting and analyzing data and holding validation workshops etc.

Terms of engagement

Initially for one year but contingent on clarity from GDI on possible extension and satisfactory performance of the incumbent during the contract period. The staff will receive all the benefits of office utilities, health insurance etc. of a full time CHAI staff.




Specific job description:  

  • Lead the creation of a larger disability TWG and establishment of various sub groups such as AT Subgroup
  • Provide technical guidance on the development of ToR for each group and coordination for holding periodic meetings
  • Responsible for holding consultations with key stakeholders of the groups, prepare and disseminate white paper to MoHS  and other inter-sectoral ministries to ensure inclusion of AT services
  • Lead day-to-day coordination with MoSW, MoHS and other development partner for review of house hold census survey questionnaire from the perspective of AT assessment
  • Revise the disability questionnaire and ensure inclusion of the same into census survey with support from MoHS and MoSW
  • Responsible to provide technical support for creation of service delivery tool for various level of facilities and ensure coordination with DPPI for inclusion of the same into service delivery Forms under DHIS2
  • Coordination for mobilization of resources for printing and dissemination of DHIS2 tools till the facility level
  • Lead the development of 5 year costed AT Strategy document to guide the implementation of AT services in the country
  • Responsible for revision of existing rehabilitation policy to ensure commitment from AT services in the country
  • Manage coordination for dissemination of both strategy and policy document to raise awareness and mobilize resources for implementation
  • Provide technical support to the development of service delivery package including referral linkages at various level of the PHUs and hospitals
  • Providing other support related to the implementation of the activity and assistance in preparing for high-level meetings, developing materials and key updates to facilitate discussions etc.
Qualifications and Experience

 Minimum qualifications
  • Essential: Master’s degree in Public Health/Health Policy/Health Management/Health Admin with 10+ years of experience working in disability/health sector primarily around health system strengthening, policy and government. The highly relevant experience can also be counted against the Master Degree requirements.
  • Well versed with disability issues, Assistive Technology products, health systems policies and sectoral reform processes, and disability stakeholders’ landscape
  • Past experience in developing key strategy documents, and policies in disability and rehabilitation sector
