SOS Children’s Villages Sierra Leone is recruiting Children’s Village Manager to manage its programme interventions within the Freetown or Makeni Village locations in line with the organisation’s vision, mission, values, policies, strategies and available resources. The role will support programme development in alternative care service delivery using the Family-like Care setting in line with the brand and approved strategies, policies, guideline of the organisation and national legislation.

 

The CV Manager will be involved in the planning, budgeting, implementation, monitoring and evaluation of the Children’s Village, Youth Care Programmes and Educational Programmes, which include the Kindergarten, Lower & Upper Basic School and High School.

 

He/she is also responsible to ensure there is ongoing monitoring and evaluation of the programmes and its efficiency according to the organisation’s policies and procedures.

 

Support the process of identifying local funding opportunities and applications for grants and other forms of local income (such as donations-in-kind and government subsidies).

 

S/he is to build and/or maintains effective relationship with local media and external bodies, so that child rights issues in general as well as the organisation’s mission and objectives can be promoted on a regular basis.

 

Provide the National Director and other senior staff with the required regular updates on programme activities and results.

 

Arranges, provides and coordinates the delivery of services to children and families in strong partnership with other services providers and in line with the family development plan.

 

Keeps regular contracts with child and family during the implementation of family development plan through phone calls, home visits and meeting in programme premises.

 

Advocates for the individual child and his/her family to have access to social entitlements or obtain needed services.

 

Qualifications and Experience

 

  • Bachelor degree or Master in psychology, or sociology, and or pedagogy, and or project management, and or community development, or any other diploma deemed equivalent.
  • Minimum 5 years professional experience in project / program management.
  • Have skills in human resources management and planning and monitoring and evaluation skills.
  • Have a great writing and reporting capacity and a mastery of the IT tool.
  • Highly developed communication with tact & diplomacy, interpersonal, networking, and negotiation skills.
  • Trustworthiness and confidentiality as well as modelling principled behaviour

SOS Children’s Villages in Sierra Leone is recruiting Maintenance Assistants to perform routine building and equipment maintenance duties, including painting, minor electrical repairs, plumbing, carpentry, and heating and ventilation systems maintenance within Freetown or Bo Village locations. Overseeing the work of contracted vendors as required.

 

She/he must maintain a comprehensive record of all major & minor maintenances & repairs carried out at any given time.

 

The Maintenance Assistant must keep a proper stock record of all tools and materials issued to him/her and use them efficiently.

 

Inspecting control panels and electrical wiring to detect any issues that require immediate attention.

 

Promptly responding to requests for emergency repairs and clean-ups.

 

Notify management of occurring deficiencies or needs for repairs.

 

Ensuring that all maintenance equipment is in good working order.

 

Skills, Qualifications and Experience

 

  • BECE Certificate
  • 2+ years of experience
  • Knowledge of Heating, Ventilation, and Air Conditioning (HVAC), plumbing, electrical, carpentry, and mechanical systems (including relevant equipment and tools) is a plus

SOS Children’s Villages Sierra Leone is recruiting a Social Worker to supervise and monitor all welfare issues with our participants (Children and Youth) in the Village, to promote and strengthen good social relationship in the village. Reporting directly to the Children’s Village Manager, the Social Worker will work closely with the biological families of our participants (Children and Youth), SOS Mothers and communities, based on the professional social worker practice, ethics, vales to achieve the sustainable development of the families and integration in the community.

 

Under the leadership of the Children’s Village Manager, the social worker supports programme development in the field of Family Based Care in line with the “Vision, Mission, Values”, the brand and approved strategies, policies, guideline of the organisation and nation legislation.

 

He is also responsible to ensure the timely completion of the case management procedures at all stages based on the individual approach and on the active participation of children, parents/caregivers.

Prepares transition plans, with the strong participation of the village team, caregivers, children and the multidisciplinary team.

COUNTRY CONTEXT/ ORGANIZATIONAL CONTEXT:

The West and Central Africa region is facing multiple crisis with a number of hotspots where the deterioration is already causing significant humanitarian impact, and others where violence and fragility threatens to cause further displacements, human and livelihood losses, and instability. This is against a well-known backdrop of chronic vulnerabilities, recurring shocks, state fragility and poverty, in particular in the central band of the region.

The Regional Bureau Dakar (RBD) provides support, guidance, and oversight to the 20 offices in Western and Central Africa.

 

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

 General background

Climate-induced hazards such as floods, storms, droughts, and earthquakes are seemingly gender-neutral; however, the gendered impact of such hazards is more far-reaching. Natural disasters affect men, women, boys, and girls differently, even when they belong to the same household. This means that men, women, boys, and girls experience differential impacts of disasters and consequently have different needs. This situation has posed challenges to disaster management practitioners since information on the affected populations is often limited to consolidated numbers which seldom exceed the number of households. A better understanding of the drivers behind the differentiated impact of disasters between men, women, boys, and girls will help inform policy development and improvement and tailor interventions for strengthening resilience.

Climate change, economic uncertainties, new epidemics, and food shortages are coming together in a way that evokes considerable concern. In addition, there are gender-based vulnerabilities to disasters which do not emanate from a single factor but reflect historical and culturally specific patterns of social institutions, culture, and personal lives. Gender equality is pivotal in building resilience and adaptation pathways in disaster risk management.

Trends across the Global South show that disaster management and response, including management of disease outbreaks, is traditionally viewed as ‘men’s business’ – planned by men for men (World Bank 2011). As a result, women’s needs are often not understood or addressed. Africa’s inability to adequately respond to disease outbreaks is compounded by the continent’s existing gender inequalities, usually defined by roles and responsibilities assigned to men and women. These manifest as: discriminatory traditional and social norms, and power relations; disproportionate access to and control over resources, services, and technology; limited women’s decision-making and leadership; and unequal literacy and education levels. These inequalities amplify the impact of disease outbreaks on girls and women, and deepen existing vulnerabilities, affecting the provision of other healthcare services such as immunising children and women.

According to the WHO, Africa faces on average about one hundred infectious disease outbreaks and other emergencies every year. Still, the continent’s ability to rapidly respond to these outbreaks and epidemics is a significant challenge for many African countries. The problem is that while investments have been made in national preparedness, the set-up of Emergency Operations Centers (EOC) and response planning, there is often no dedicated funding for countries for early response to outbreaks when they occur. As evident in the ECOWAS region, emerging infectious diseases increasingly threaten health, security, and development. Slow, unpredictable funding amplifies both the risk and impact of outbreaks. Moreover, countries with early warning and response systems for reporting and responding to outbreaks and epidemics rarely adequately consider gender differences in their interventions. Gender disparities, including access to resources and decision-making power, continue exacerbating the disease burden on women.

 

Sierra Leone context

Sierra Leone is a small but densely populated country in West Africa, ranked 182 out of 189 countries in the UNDP 2020 Human Development Index. It is a country not immune to disasters, having been historically prone to both natural hazards such as floods, landslides, tropical storms, and droughts as well as infectious disease outbreaks such as Ebola Virus Disease (EVD), Meningitis and Dengue Fever. These disasters have caused severe economic damage and loss of lives with disproportionate effects on the poorest and most vulnerable particularly women and children. During the 2014-2016 West Africa EVD Outbreak which ravaged Sierra Leone, Guinea, and Liberia, it was reported that 55-60% of mortalities across all countries were women. Natural disasters and infectious disease outbreaks exacerbate women’s existing socio-economic vulnerabilities such as a lack of education opportunities,  lack of income generation or diversification for farming households, as well as food insecurity.

In June 2020 the Parliament of Sierra Leone passed the National Disaster Management creating the National Disaster Management Agency (NDMA) with the aim of strengthening government response capacities as well as the capacity of communities to respond to emergencies. The Act further established an institutional architecture to manage disasters and emergencies from the national to the chiefdom level. Beyond the establishment of the Agency, the Act establishes a multisectoral body called the National Platform for Disaster Risk Reduction, chaired by the Vice President and comprising of 33 representatives from ministries, departments, agencies, and civil society. It is this Platform that has the primary responsibility for the coordination and management of national disasters (

The responsibility to prepare, prevent and manage infectious disease outbreaks sits with the Ministry of Health and Sanitation (MoHS) in particular the  Public Health National Emergency Operations Center (PHNEOC). The PHNEOC was established in January 2016 as a response to the 2014-2016 Ebola Outbreak. The PHNEOC was mandated to lead all public health emergencies as well as coordination in conjunction with the Office of National Security. These offices share information among the local, district, and national public health levels.

 

The Role of the African Risk Capacity

The African Risk Capacity (ARC) Group is comprised of ARC Agency, a Specialized Agency of the African Union founded in 2012; and the African Risk Capacity Limited (ARC Ltd), a hybrid mutual insurer and the commercial affiliate of the Group founded in 2014.

ARC Agency was established to support African governments in improving their capacities to better plan, prepare, and respond to natural disasters triggered by extreme weather events, outbreaks and epidemics. On the other hand, ARC Ltd offers complementary risk pooling and risk transfer services. Together, the two provide Member States with capacity building and contingency planning services, access to state-of-the-art early warning systems, and risk pooling and transfer facilities towards building resilience against natural disasters such as droughts and tropical cyclones. In the process, the Group strives to apply gender equality principles and achieve inclusivity in the programme to ensure that no one is left behind.

In December 2022, the ARC Group launched its outbreaks and epidemics risk insurance product. This innovative risk financing instrument, requested in 2015 by African Ministers of Finance in the wake of the West African Ebola Outbreaks in 2013-2016, aims at equipping countries with rapid and predictable funding to contain high-impact infectious diseases outbreaks such as Ebola, Marburg, and meningitis, and complement the efforts of the Africa Centres for Disease Control and Prevention (Africa CDC) to safeguard the health security across Africa.

ARC, through established partnerships with ECOWAS, the West African Health Organization (WAHO), and Institut Pasteur de Dakar, is supporting a capacity-building work to implement disaster risk management and financing practices, and build the capacities for surveillance, disease prevention, response and resilience to epidemics and other health emergencies in ECOWAS member states.

 

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the direction of the ARC O&E and Gender Units and the support of the Country Engagement Managers, we are seeking to recruit one Gender, Health Emergency and Disaster Risk Management Specialist for Sierra Leone to:

  • Conduct an in-depth gender analysis of the health sector from the Outbreak and Epidemics (O&E) perspective. The analysis aims to identify gaps & challenges and propose recommendations for gender integration in O&E towards gender transformation of the sector. The Consultant is to carry out an in-depth gender analysis to better understand where women, men and boys and girls are situated in O&E and Disaster Risk Management and Financing. Highlighting the barriers for women’s empowerment and participation in contributing to O&E and DRM and the opportunities for policy articulation to strengthen the integration of gender equality into O&E and DRM planning and implementation processes, by advancing recommendations to gender transformative approaches capable of ensuring gender equality for vulnerable men and women.
  • Carry out an in-depth gender analysis on Disaster Risk Management & Financing (DRM&F) to identify gaps & challenges and propose recommendations in policies, strategies, and activities to ensure a gender-responsive and transformational DRM sector.

 

CONSULTANCY DETAILS

In line with the objectives above, the critical elements of the assignment are:

  • Conduct an in-depth gender analysis of gender sensitivity and inclusivity from the perspective of i. Outbreak and Epidemics (O&E) and ii. the Disaster Management Sector– preferably using the gender audit methodology – and develop Gender Analysis Report(s)[1] incorporating a Plan(s) of Action.”
  • Develop a Policy Brief for advocacy and resource mobilisation, based on the gender analysis findings.
  • Using the Policy brief as a base, facilitating policy dialogue and donors’ round table to mobilise funds for gender transformative DRM and O&E financing.
  • Adapt the ARC Gender & DRM training modules to the country context and include a module on Gender and O&E
  • Conduct a Training of Trainers workshop for members of TWG and other ARC partners with the use of the developed training manual.
  • Facilitate the establishment of a ToT national network and the setting up the Gender, Advocacy and Communications sub-working group of the TWG.
  • Conduct the Training of Trainers of public officers and health practitioners in charge of national epidemics preparedness and response.

DUTY STATION, TRAVEL, AND INSTITUTIONAL ARRANGEMENT:

  • Duty station: Sierra Leonne / home based
  • The Consultant will be given access to relevant information necessary for the execution of the tasks under this assignment.
  • The Consultant will be responsible for providing their own working station (i.e., laptop, internet, phone, scanner/printer, etc.) and must have access to a reliable internet connection.

General Description of GOAL’s Work in Sierra Leone

GOAL has been present in Sierra Leone since 1998, with an overall aim to contribute to poverty and vulnerability reduction through the implementation of integrated, multi-sectoral interventions, with a primary focus on improving Reproductive, Maternal, Neonatal, Child and Adolescent health (RMNCAH) specifically addressing teenage pregnancy. GOAL is also improving rural water supply, urban faecal sludge management and promoting social inclusion, empowerment and decent work through systems-based programme approaches and community led social and behavioral change. GOAL currently operates in Western Area Urban (Freetown), Kambia and Kenema Districts, with funding from Irish Aid, Bill & Melinda Gates Foundation, the European Union and USAID through John Snow, Inc.

 

Scope Of Work

GOAL, in collaboration with Kenema//Kambia DHMT piloted decentralized clinical mentorship using the current MOHS structure, using chiefdom supervisors and midwives to provide mentorship in CHPs and MCHPs. This is contributing to the programme Government of Sierra Leone’s effort (GoSL) to improve the quality, availability, and accessibility of reproductive, maternal, new-born, child, and adolescent health services.  There is also a focus on improving the quality of data especially at the PHU level.

GOAL is recruiting for one District Clinical Supervisor (DCS) for the Irish Aid Clinical mentorship pilot in Kenema. The DCS will be responsible for ensuring that core components of the clinical mentorship by chiefdom supervisors and midwives are followed, document any adaptation to the original concept and act as the main focal point at the district level.

This position is needed urgently so applications will be processed as they are received.

 

AREAS OF RESPONSIBILITY 

  • With support from the HPM, work with the DHMT to support the clinical mentorship pilot providing   direct mentorship and on-the-job training to the chiefdom supervisors and midwives in 2 chiefdoms of Bombali District.
  • Provide direct support in collecting, collating and of all monitoring data related to the clinical mentorship pilot.
  • Provide support to troubleshoot mentees on the mentorship topics.
  • Link with the community facilitators to provide feedback loop to the communities about improvement of healthcare workers’ competencies in collaboration with the DHMT.
  • Support the DHMT and facility staff on meaningful supportive supervision under the guidance from the health programme manager.
  • Carry out regular spot checks to PHUs to see how the mentors are delivering the mentorship package.
  • Contribute to the monthly PHU-in charges meetings and feedback perspectives and analysis of health data from targeted facilities.
  • Support and contribute to the regular on going monitoring of the clinical mentorship and documentation to prove the concept of the clinical mentorship.
  • Ensure that regular updates on the progress of the mentorship pilot is shared with the DHMT and senior GOAL team.
  • Ensure that senior members of the DHMT and especially those chosen to lead on this are aware of what is going on with regards the mentorship
  • Document learning and share with senior GOAL health team colleagues.
  • Submit weekly, monthly, quarterly and annual reports to the HPM.

REQUIREMENTS

To effectively deliver this engagement, the applicant should meet the following requirements.

  • CHOs/Midwifes
  • At least 5 years’ experience of working in a clinical setting.
  • Demonstrated ability to mentor and supervise others.
  • Experience in providing clinical mentorship/trainings in Sierra Leone, including on RMNCAH-related areas is preferred.
  • Demonstrated knowledge and/or experience of having worked with district health systems.
  • Excellent English and Krio speaking/writing skills required.

GOAL’s Health Programs 

GOAL is implementing a Health System Strengthening (HSS) approach in 18 PHU areas in the western area, 10 PHU areas in Kambia, 16 PHUs in Kenema, will also be working in 10 PHUs in Bombali district. In collaboration with the Kenema DHMT GOAL and Eastern Technical University a decentralized mentorship using chiefdom supervisors and midwives (this approach will be the same Between GOAL and School of Midwifery/Ernest Bai Koroma University). HSS activities are focused on training, mentoring, monitoring, and technical assistance.  Community Health Facilitators that facilitate dialogue sessions on health and accountability issues in the community work closely with clinical mentors providing support in health facilities.  GOAL is also looking to strengthen health accountability, through facilitation of dialogue between facilities and the catchment community. Each PHU has a community-based Health Management Committee (HMC), which GOAL staff provide mentoring, guidance, and support to.

 

Description of the Role 

The Community Health Facilitators is responsible for the implementation at the community level, Community engagement activities to Promote ASRH Behaviours in Western Urban, Kambia, Kenema and Bombali Districts. S/he will work closely with the Community Health Workers and the Facility Management Committee or Village Development Committees to ensure health promotion and communities are engaged and create demand for health services through SBCC. S/he will work with Community Health Workers (CHWs) to organize community platforms and facilitate regular and frequent interface with communities, health facility staff and schools to discuss issues around adolescent and health accountability.

 

Key Responsibilities 

  • Implementation of Community Engagement Activities to Promote ASRH behaviours including teenage pregnancy reduction.
  • Together with other team members and in close collaboration with community stakeholders map out and select adolescence who will serve as positive or role model for the promotion of ASRH including TP reduction Actively participate in organizing, planning and facilitation of community engagement meetings to explain project and its relationship with ongoing work
  • Organize community stakeholders dialogue forum to discuss ASRH issues and TP reduction
  • Liaise with stakeholders of schools, to organize and set up school adolescent health clubs.
  • Support the community resource person to facilitate community dialogues

  • Collect and submit high quality data used to monitor the progress of the project against set objectives and indicators
  • Plan and undertake ongoing monitoring of project activities and share data with the MEAL team for analysis
  • Submit weekly, monthly and quarterly reports to the Community engagement supervisor and or other senior members of the health team as may deem necessary.
  • Attend all trainings required to build your capacity as Community Health

Facilitator.

  • Link up with other staff working on other project to organize meetings with Facility Management committees (FMCs) and Village Development Committees (VDCs) on ASRH and teenage pregnancy reduction activities and strategies to encourage community to take actions that will address issues relating to adolescent health including teenage pregnancy.
  • Properly file all field and project reports, plans and other documents in a well-organized manner that will ensure easy or user-friendly access to document as and when the need arises.
  • Attend and actively participate in weekly or biweekly internal program review meetings.
  • Establish and maintain excellent and professional working relationships with relevant community stakeholders, community groups, school/community authorities, PHU staff and any other body or individual that will be essential for the progress of the project activities

Position Overview
The Architect will support the day-to-day planning and management of various new-construction and rehabilitation projects at multiple Primary Health Units across multiple districts in Sierra Leone.

 

This position will work hand-in-hand with the Ministry of Health and Sanitation towards the successful designs for the renovation and expansion of 12 primary health units.

 

Essential Duties and Responsibilities:
 

  1. Documenting of Existing Facilities
    • Evaluates existing building conditions to understand spaces, integrity of structure, staff and patient flows
    • Compiles existing conditions into as-built documents; architectural floor plans, building elevations, ceiling plans, window and door schedules, site layout plans. All drawings and details shall be produced to-scale
    • Generates reports of all existing building conditions, surrounding areas
  2. Facility Layout and Design
  • Works with hospital clinical and administrative staff to understand spatial needs of the facility
  • Assess if there is need for extension or expansion of the facility in order to accommodate clinical services
  • Document required renovation works for each facility i.e., wall patching, painting, ceiling repairs, floor refurbishing, window and doors replacements, electrical works, plumbing works etc…

PIH-Sierra Leone is supporting the Ministry of Health and Sanitation in the implementation of the five-year World Bank funded QEHSSSP health systems strengthening project that will implement a comprehensive Hub-and-Spoke approach in 5 districts in Sierra Leone through focused investments in staff, stuff, space, systems and nutrition.

Through the project, Partners in Health, in the leadership of Ministry of Health and Sanitation, will be supporting 3 health facilities in the district (Jojoima, Buedu and Bandajuma) through comprehensive health systems strengthening approaches to develop these sites as sites for comprehensive Reproductive, Maternal, Neonatal, Child Adolescent Health and Nutrition services.

The positions will be based in one of the health facilities in Kailahun: Jojoima CHC, Buedu CHC or Yawei Bandajuma CHC

The assistant nutritionist will work under the supervision of facility in charge and will support in delivering high quality nutrition services to the patients. She/ he will also be responsible for monitoring the standards of food being provided at the birth waiting home. The incumbent will also be responsible for providing counselling on Maternal, Infant and young child nutrition and providing nutrition support to clients identified with under nutrition.

Main duties and responsibilities
  • Ensure the standards and operational procedures regarding the delivery of nutrition services are adhered to.
  • Collate individual and monthly reports on nutrition support provided through the facility.
  • Monitor the availability and usage of food supplies and develop a system for reordering so as to avoid stock out of nutrition commodity
  • To assist in maintaining dietetic standards and provide diet counselling to patients at the health facility.
  • To monitor the standard of food being prepared at the birth waiting home.
  • Provide counselling to clients on maternal, infant and young child feeding practices.
  • Ensure appropriate nutrition specific behaviors are being promoted at the Postnatal wards and in the OPDs

 Partners In Health (PIH) is looking for a detail-oriented, results-driven Award and Compliance Manager with experience working on World Bank financed projects. We are looking for someone with strong cross-cultural competence and superb interpersonal and organizational skills to provide guidance and support to PIH Sierra Leone in grant compliance and award management.

 

As part of PIH’s cross-site Grants Management and Compliance function, this position will report to the Associate Director of Award Management. The Award and Compliance Manager will provide focused support to PIH Sierra Leone on a five-year award from the World Bank to strengthen the quality of essential health services and systems, in partnership with the Ministry of Health and Sanitation Sierra Leone, ensuring internal controls are strong.
Sitting outside day-to-day operations, the Award and Compliance Manager will work closely with PIH Sierra Leone staff to ensure strong management of program, finance, procurement, human resource, and operational functions in line with the Project Implementation Manual and donor regulations. In each of the foregoing areas, the Award and Compliance Manager will play a pivotal role in ensuring the implementation of internal controls and donor requirements to deliver on time, on scope, and on budget. This position will be a primary grant compliance resource for the implementation and oversight of project operations and compliance systems and processes in accordance with PIH policies, the Project Implementation Manual, MOHS and donor requirements. This work includes ongoing monitoring, accompaniment, and training of staff for clear and accurate demonstration of results on the project’s goals, financial management, donor assessments, and audits.

Essential Duties and Responsibilities:
  • Ensure PIH Sierra Leone has adequate policies, procedures, systems, and staff capacity to operationalize the quality essential health services and systems project in accordance with the requirements of the project implementation manual.
  • Act as the primary point person for matters arising from the project implementation manual including comprehensive consideration of donor regulations into the activities and project operations. This work includes donor’s prior, post-approvals, and waivers for exceptional needs and circumstances.
  • Train and equip project implementation and administrative staff to effectively implement and oversee procurement, finance, and human resource functions. Oversee cost allocations and assets including underlying inventory and stock records.
  • In addition to the Senior Grant Specialist, serve as an additional control for conducting regular spending and budget reviews, identifying risks, assessing revenue and expenditures variances.

Position Overview
 

The main purpose of the position is to provide support for PIH Microbiology Laboratory (ML) to ensure reliable results on time to Clinicians for management with targeted treatment rather than empirical treatment by WHO standards and project needs and ensure that the role of the microbiology laboratory in antimicrobial stewardship is enhanced.

  • Support the PIHSL Microbiology Lab team to be operational based on the Clinical Laboratory Standards Institute (CLSI) or European Committee on Antimicrobial Susceptibility Testing (EUCAST) to process blood cultures for patients.
  • Support the activities from the project side and be the link between PIHSL and project team.
  • Ensure competency of all Lab personnel and adherence to PIH/MOHS Quality Management System.

 

 

Essential Duties and Responsibilities:
The Microbiologist will be responsible to oversees all aspects of PIH/MOH microbiology Lab at Koidu Government hospital in Kono District.

 

  • Train PIH/Ministry of Health (MoH) laboratory technicians on microbiology techniques in accordance with PIH/MOHS and international standards.
  • Ensure to provide timely, reliable, and reproducible identification of microorganisms and antimicrobial susceptibility results.
  • Actively participate in the antimicrobial stewardship committee and development of guidelines for the most common infectious diseases.
  • Ensure the implementation of an Internal and external quality control system in the laboratory.
  • Adapt the existing WHO Standard Operation Procedures for microbiology and other tools in accordance with MoH guidelines.
  • Ensuring proper registration and records of all microbiology lab-related activities, implementing the correct use of the surveillance program WHONET to have proper records of laboratory results.
  • Provide monthly reports based on extracted data from surveillance program WHONET.
  • Compile, analyze and report microbiology lab activities and results to the clinical team providing relevant information for AMR surveillance and IPC.
  • Plan and supervise, in close coordination with the project team, supply chain team for local and international orders for consumables and equipment needed for the microbiology laboratory.
  • Monitor laboratory stock ensuring that stock cards are updated to calculate proper Average Monthly Consumptions of commodities to avoid stock ruptures.
  • Collaborate with the M&E team in the development of data tools.
  • Ensure all equipment in the Lab is functional and report faults timely to the PIH Biomed and other reporting lines.

SCOPE OF WORK

To ensure that its programs are evidence-based, IRC undertakes routine quantitative and qualitative surveys to gather data, evaluate program performance, and inform decision-making. The enumerator will work in a team to collect quantitative and/or qualitative data in line with the survey methodology under the supervision of IRC project staff. 

 

DUTIES AND RESPONSIBILITIES

  • To participate and complete the required training for the data collection exercise.
  • Travel to different locations (schools, health facilities, communities, etc.) within the operational districts to conduct interviews as required.
  • Maintain the confidentiality of the people interviewed or surveyed, following protocols and policies on confidentiality to ensure that personal information is not shared.
  • Conduct interviews with the identified participants of the survey following pre-determined sampling methodology
  • Ensure collected data is accurately recorded and captured through the electronic or paper-based systems as specified by IRC
  • Ensure the accuracy and completeness of the data collected, verifying or checking the data for errors or inconsistencies.
  • Identify and report any challenges faced that could affect the quality of the data to supervisors
  • Work within the stipulated time of data collection.
  • Follow all relevant IRC policies including appropriate safeguarding procedures

The team  ensures that all forms of communication and messaging are carefully linked together across all service delivery and  marketing channels.

The team ensures that MSSL is continually driving towards program sustainability and increased uptake of FP and SRH  services for adolescents, youth and adults. MSSL uses social marketing to ensure that people have an option to buy  high-quality, affordable contraceptive products in the private sector. The Role 

The Adolescent & Youth Mobilisation Officer position’s primary role will be providing technical support to address female  and male adolescents and youth needs in Family Planning programming, including strengthening community  mobilization, increasing the use of appropriate IT and social media to meet Family Planning needs of adolescents and  youth, and ensuring that Family Planning training addresses adolescent and youth friendly services (AYFS) concept and  criteria.

International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1991 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. Since January 2018, the two countries have been clustered and now operating under a single management structure. The coordination office is based in Freetown, Sierra Leone overseeing the operations in Bonthe and Moyamba.

Action Against Hunger is recruiting a suitably qualified Sierra Leonean as the Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Officer that will  mainly be responsible to uphold the principles and practises of the organisational MEAL system in order to ensure effective data management, accountability and learning to improve quality programming.  

KEY ROLES AND RESPONSIBILITIES :

Program Monitoring and Evaluation

  • Conduct spot checks and routine field monitoring visit on project activities and sites.
  • Monitor the project performance indicators taking into account the program M&E plan and quantitative progress report.
  • Ensure the proper use of data collection tools, and the conscious use of data while respecting beneficiaries’ confidentiality rules.
  • Ensure quality control of data provided by program teams and partners
  • Participate in activities related to evaluation/ impact studies of the project (baseline assessment, mid-term evaluation, final evaluation, including quantitative as well as qualitative evaluations);
  • Contribute to the design and revision of data collection tools
  • Organize data collection (qualitative and quantitative) of the program in the field and ensure the quality of data collected for evaluations
  • Facilitate quarterly joint monitoring visit and review sessions with program and partners.
  • Maintaining a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate

Accountability and Learning

  • Strengthen feedback mechanism with community beneficiaries, stakeholders and project team through awareness raising and capacity building sessions.
  • Facilitate feedback gathering sessions on project performance
  • Manage and update the feedback and complaint database
  • Support the development of success stories and lessons learned by drafting and sharing information to the relevant managers for capitalization.
  • Facilitate quarterly program review meeting with team members and partners
  • When necessary, conduct post activity monitoring to gather feedback on activity outcome and relevance.

  • Internally advocate for best practices in M&E and project delivery among project staff.
  • As necessary, identify gaps in monitoring and evaluation practices to uplift effective MEAL system.
  • Facilitate capacity building of program teams and partners on the methodology and procedures of basic MEAL principles and practises

Data Management and Reporting

  • Ensuring data entering and management of feedback and complaint.
  • Conduct data cleaning, analysis and visualization on relevant dataset for onward reporting.
  • Regularly review and validate activity progress reports.
  • Participate and support the regular field activity reports
  • Ensure to produce weekly update of MEAL departmental achievement.
  • Prepare, produce and present MEAL activity reports, with analyses and summaries, to the MEAL Manager
  • Prepare and produce reports on program monitoring activities.
  • Review and validates technical reports submitted by the PMO

Gender Action

Activities:

  • Ensure the inclusion of youth and women in the project in all project implementation especially in AAH supported communities;
  • Help ensure all aspects of Action Against Hunger activities adhere to program quality standards and policies (accountability and mainstreaming) in a coherent and integrated manner.
  • Work closely with other MEAL and project staff to enhance synergy
  • Ensure that gender considerations are made with participants of projects to have clear statistics on gender inclusion.
  • Help ensure all aspects of Action Against Hunger activities adhere to program quality standards and policies (accountability and mainstreaming) in a coherent and integrated manner.

Others

  • Help ensure all aspects of Action Against Hunger activities adhere to program quality standards and policies (accountability and mainstreaming) in a coherent and integrated manner.

  • Ensure the highest stands of accountability through ensuring good communication and information sharing within the organisation.
  • Be aware of, understand, and comply with all of Action Against Hunger’s policies and procedures.
  • Contribute to ongoing security management and planning as necessary.
  • Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
  • Undertake other related duties as may reasonably be assigned by the MEAL Manager, Field Manager, Health and Nutrition Program Manager, Food Security and Livelihood Manager.
  • Adhere to all COVID-19 precautionary measures

QUALIFICATIONS

  • Bachelor’s degree in a relevant field of study (for example: Agriculture /Development / social science) with a minimum of 2 years working experience on monitoring, evaluation, accountability and learning.
  • Higher national diploma with 3 years working experience on programme monitoring, evaluation, accountability and learning.
  • Experience working in WASH, Health & Nutrition and Food Security & Livelihood.
  • Good motorbike riding skills with valid riders licenses
  • Solid knowledge and experience in the use of MS Word and MS Excel.
  • Excellent planning, communication and analytical skills
  • Ability to work with and support different teams
  • Experience in quantitative and qualitative data collection methods
  • Experience with use of mobile data collection tools like kobo software
  • Willingness and ability to travel to remote project areas

REQUIRED SKILLS

WORK CONDITIONS

STARTING DATE: May 2023

MONTHLY BASIC SALARY: 4,554.77 to 4,919.15 based on profile.

HOUSING AND TRANSPORT ALLOWANCE: 15% of basic salary each

DURATION OF CONTRACT: Twelve (12) Months, with possible  extension

LOCATION: Freetown – with travels to Moyamba, Bonthe, and other field areas
