Today, the Country Program has a robust portfolio built around several major programs in Health, Agriculture, Nutrition, Education and Urban Resilience. CRS Sierra Leone has its main office in Freetown and northern region field office in Kabala. CRS has a long history of responding to emergencies in Sierra Leone dating to the time of the civil war. CRS responded to the Ebola outbreak as well the mudslides in 2017. CRS implemented the START Fund emergency response to flooding in Freetown between July and September 2019.





As part of its urban resilience portfolio, CRS is currently implementing the FCDO-funded Improved Solid Waste System (ISWASTE) project in Freetown. Launched in 2019, the project aims to establish and operate seven waste transfer stations across Freetown, thereby laying the foundation for a functional solid waste management system. Leveraging its experience on ISWASTE, CRS i s also looking to expand its Municipal Waste Management programming in Sierra Leone.

Job Summary:
You will manage and provide technical oversight of the development and implementation of the Country Program (CP) Municipal Waste Management programming, particularly for large and complex projects, ensuring effective systems and processes are in place that support high-quality programming advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its Municipal Waste Management programming.

Roles and Key Responsibilities:
* Provide management, guidance, and technical oversight of all new and existing projects within the CP Municipal Waste Management throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices.
* Effectively manage talent for ISWASTE and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.





* Manage the ISWASTE consortium which includes up to two INGO partners
* Work with CRS Finance teams at HQ, regional, and country levels to ensure that FCDO’s financial reporting requirements are met and project budget implementation is on track. Work with grant manager to ensure that monthly forecasting reports are kept up to date and submitted on time.
* Lead the development of program learning – identify opportunities for learning, research and publications in the area of Municipal Waste Management and implementation of MEAL policy. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
* Contribute to the proactive pursuit of opportunities for new funding to ensure growth of the CP Municipal Waste Management sector portfolio in line with agency, regional, and CP Urban Resilience strategic priorities. Serve as the technical lead and technical writer to ensure quality proposals in Municipal Waste Management per agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.
* Oversee technical assistance and capacity strengthening activities in Municipal Waste Management for staff and partner organizations to enhance program quality and impact.
* Oversee the identification, assessment and strengthening of partnerships relevant to Municipal Waste Management and the appropriate application of partnership concepts, tools and approaches.
* Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.
Basic Qualifications
* Master’s Degree in International Development, International Relations or in the field of Environmental Management required. Additional experience may substitute for some education.
* Minimum of 5 years experience in relevant field-based project management experience required, with preferably at least 2-3 years working in the area of Municipal Waste Management,
* Experience in managing moderately complex projects preferably with an international NGO.

Required Languages – Fluency in English required, Krio desired

Travel – 60% in the Western Area District, and up to 10% international travel as required

Preferred Qualifications
* Good experience in project grants management, including project design, preferably for grants from multiple public donors, including USAID.
* Demonstrated ability to write high quality technical proposals.
* Experience engaging with partner organizations
* MEAL skills and experience required.
* Staff management experience and abilities that are conducive to a learning environment.
* Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Reporting to the Monitoring & Evaluation Manager, the M & E Officer is responsible for the collection and accurate inputting of information collected by the project field staff, and for supporting the overall data entry aspects of the program. The M & E Officer will work closely with the M &E Manager to maintain quality assurances of data collected. Specific Responsibilities:

Program/Project Design and learning:

  •  Develop and make sure the designated project has tested monitoring tools that capture both program activity and indicators progresses;
  •  Ensure records are checked during meetings for accuracy and provide support where necessary and share data with program managers.
  •  With support from the M&E Manager and or M&E Coordinator, collect program field level information required by IRC, donors and/or stakeholders; and establish and maintain project level information management system;

Monitoring

  •  Ensure on time execution of projects major monitoring and evaluation events including but not limited to data quality audit and field data supervision;
  •   Document findings from data quality audits and store in project files to ensure collective and sustainable access;
  •  Provide technical assistance to staff and or partner organization on information management system, proper data collection and record keeping;
  •  Provide consistent, supportive supervision to strengthen staff performance as necessary to meet monitoring objectives;
  •  Provide M&E inputs for reports written during project implementation at the field level;

Reviews & / Evaluation

  •  Provide summarized monthly data analysis showing target against progress over time
  •  Follow up with Community Facilitators on programme quality improvement action plans. Ensure action points are followed up and relevant measures taken and incorporated into programming; and verify entered data for completeness, correctness, and consistency and follow up on any data quality issues;
  •  Periodically lead in the presentation of M&E data trends during reflective practice forums at field office/ project level and gather lessons from project implementation processes.
  •  Support the implementation of processes to review the quality of existing project data, information collection methods and the suitability of the existing data for the provision of sound baseline information
  •  Maintain a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate




 

Qualifications

 

Education (Knowledge):

  •  Diploma in Statistics, Computer Science/IT/or any sector or sub-sector related field;

Experience:

  •  At least two years’ experience working in monitoring and evaluation;
  •  Experience working in Women and Girls programs and in rural settings.
  • Ability to clearly convey concepts to populations with limited numeracy and literacy skills;
  • Excellent training and mentoring skills with ability to work as part of a team with diverse backgrounds;

Project Designing and Planning

Qualifications

 

Education (Knowledge)

Experience

  • Minimum of 2 years’ experience in managing a women and girls empowerment program and/or a parenting curriculum project

1.) Project Assistant / District Coordinator (Bo)

Project Description
Abt Associates, a major American business and government research, technical assistance, and consulting company, manages the USAID-funded Vector Control Task Order 1. Task Order 1 will support the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control approach with the overall goal of reducing the burden of malaria. Abt has implemented indoor residual spraying (IRS) for PMI since 2011, delivering high-quality IRS programs and gathering the most comprehensive vector control entomological data in the world. Under this contract, Abt will expand entomological monitoring to guide programs focused on insecticide-treated mosquito nets and IRS and continue to assist PMI in reducing the burden of malaria through IRS and capacity building in 24 African countries where malaria is endemic. Abt also will continue to support PMI in IRS monitoring and evaluation, as well as environmental compliance.

Job Summary

Under supervision of the Operations Manager, the District Coordinator will focus on programmatic and management oversight for all aspects of the project’s spray operations Bo District including spray campaign planning, technical assistance and training, logistical and operational support and supervision, and activity tracking and reporting.  S/he will coordinate closely with provincial government counterparts, and oversee the activities of project field staff and seasonal spray teams.





Key Roles and Responsibilities

  • Manage robust IRS campaign planning efforts in assigned geographical area, including quantification of insecticides and equipment needs; identification and recruitment of spray teams; logistical planning for IRS distribution and transportation; insecticide and equipment storage, security, and environmental safety; and coordination with provincial level Ministry of Health counterparts.
  • Work in collaboration with the malaria and IRS focal point persons at the Provincial or District Health Office to manage the planning and coordination of IRS activities.
  • Oversee the recruitment, training, and supervision of spray teams and IRS spray operators.
  • Supervise and track inventory distribution and storage of materials, work with the logistics and procurement team to support procurement of IRS materials.
  • Supervise IRS implementation, and contribute to the trainings conducted in the assigned geographical area.
  • Ensure that routine program tracking and reporting are in place and delivered on time.
  • Supervise and monitor field data collection with project M&E team.
  • Manage the community mobilization and SBCC/IEC campaigns and data collection process.
  • Ensure that all risk prevention and environmental compliance measures are fully implemented and work closely with the project environmental compliance staff and district/province officers to address relevant issues.
  • Facilitate communication between the districts in the assigned geographic area and the project office.
  • Represents the program at meetings with the community leaders and local steering committees.
  • Prepare weekly and other activity reports as directed by the project Operations Manager.
  • The position requires frequent travel to field sites to support and oversee district and community level operations and activities.
  • Complete on timely manner with high accuracy any others actvities assigned by the Operation manager or Chief of Party.

Preferred Qualifications

  • Bachelors Degree in Public Health, Community Health, State Registered Nursing and any other related field with least two (2) years of relevant professional work experience, with significant amounts of experience directly in Vector Control and IRS Operations.
  • Experience in regulatory and operational aspects of insecticide use and management is preferred.
  • Good understanding of the National Malaria Control Program and the Distrcit Health Management Team operating environment
  • Demonstrated ability to work with a minimum of direction and supervision.
  • Demonstrated ability to work both as a member of a team and as a team leader, with the ability to accept the inputs of other team members.
  • Strong management and planning skills of project tasks and budgets.
  • Demonstrates leadership and team work and produces high quality work in a timely, cost effective manner and has excellent writing skills.
  • Excellent interpersonal communications, and organizational skills.
  • Excellent computer skills, computer software programs, including MSWord, Excel, and PowerPoint.
  • Experience with USAID funded programs and/or other international development experience.
  • English language fluency and able to speak Krio and Mende

UNDP Job Vacancy for National Youth Expert

Background

Organizational Context

The Peace Building Support Office (PBSO) approved in October 2020 a joint PBF project title “Empowering Youth at Risk as resources for sustaining peace and community resilience in Tonkolili and Kenema Districts in Sierra Leone” to be implemented by FAO, UNDP and UNFPA in support to the Government of Sierra Leone, national structures in charge of peace and security, Youth associations and local structures at community levels for a period of 24 months.

The project specifically aims at empowering youth at risk to violence with tools that will enable them become resources for sustaining peace, community resilience and social cohesion in the two targeted districts. The UNDP component will focus on ensuring increased youth civic knowledge, voice and inclusion in decision making on the one hand; while supporting institutions including security and civil authorities with capacities to adequately respond to the needs of vulnerable youths. The project will do this through:




•    Provision of possibilities and opportunities for the voices of youth to be heard and to participate in decision-making spaces (political participation), support sustainable livelihoods and increasing access to prevention and protection services (economic inclusion), including counselling, related to Gender-Based Violence (GBV) and harmful practices (including early marriages, drug, alcohol, and substance abuse).
•    Strengthening the capacities of the security and civil authorities at the national and local levels in project targeted areas to deal with youth-at-risk issues adhering to respect for human rights and dignity.
•    Promote judicial and non-judicial restorative processes for the rehabilitation and reintegration of youth at risk; and civic and peace education to improve peaceful living and the sense of civic responsibility among youth at risk in order to increase trust and confidence between them and state and local authorities.

Furthermore, the PBSO approved project aims at promoting judicial and non-judicial restorative processes for the rehabilitation and reintegration of youth at risk; and civic and peace education to improve peaceful living and the sense of civic responsibility among youth at risk in order to increase trust and confidence between them and state and local authorities. With youth at risk now considered the threat but also part of the solution to peace and security in the country, the outcome of this project will directly contribute to sustaining the hard-won peace in Sierra Leone.

To support the implementation of this project, UNDP is recruiting a National Youth Expert who will be responsible for the day-to-day implementation of the PBF project’s activities within the thematic areas/sectoral areas assigned. The incumbent will directly report to UNDP Chief Technical Specialist and the Governance Team Lead. He/She will receive overall oversight from the Deputy Resident Representative Operations and Programme and work in close collaboration with the other UNDP portfolios included in the programme units and operation teams, and other PBF project’s focal points from UN Agencies (FAO and UNFPA) involved in conjunction with the national counterparts from the Ministry of Youth, Youth Associations, local communities, district representatives, NGOs, CSOs, etc. as well as with the Technical Secretariat of the Priority Plan to ensure its coherence and all the partners involved in the programme process. He/She will also facilitate consultation with local youth organizations and youth individuals, to contribute to delivery of the project’s outputs, when need be.

 

Duties and Responsibilities

Summary of Key Functions

  • Supports implementation of UNDP PBF programme/project strategies focusing on achievement of the following results
  • Supports effective implementation/management of UNDP PBF project activities within the thematic/sectoral areas assigned focusing on quality control from formulation to implementation of the Country Programme
  • Participates in effective quality control within project’s cycle
  • Ensures provision of top-quality policy advice services to the Government and ensures facilitation of knowledge building and management.





1.    Supports implementation of UNDP PBF programme/project strategies focusing on achievement of the following results:

  • Support implementation of UNDP components of the PBF projects and programmemes within the framework of the Priority Plan of peacebuilding financed by the PBF;
  • Ensure the development of joint work plans and an implementation plan for all Youth related activities of projects and programmes, in complementarity and synergy with other PBF programmes and partners intervening in the consolidation of peace and in close collaboration with the focal points of the UN agencies participating in the programme as well as the national partners;
  •  Ensure the planning, implementation and monitoring of the project in the area of Youth interventions in alignment with CO programme and the PBF portfolio, and in close coordination with FAO and UNFPA;
  • Promote synergies with other UNDP programmes; UN Agencies’ programmes and exchanges with other key players in the project by bringing together other partners involved in the areas of intervention.

2.    Supports effective implementation/management of UNDP PBF project activities within the thematic/sectoral areas assigned focusing on quality control from formulation to implementation of the country programme achieving the following results:

  • Facilitate tracking and identification of youth emerging issues for consideration next stages of PBF project implementation cycle;
  •  Facilitate the strengthening of the organizational capacities of the existing local security committees by organizing and leading them in the different intervention zones;
  •  Facilitate and coordinate the work of implementing partners identified in the programme document ensuring services provided by IPs meet the technical standards and expectations of the project results;
  • Organize and facilitate discussion workshops and make diagnoses with the main key actors of the project and with youth organizations in order to identify consensual solutions likely to create a peaceful environment for the consolidation of peace;
  • Facilitate the operationalization and implementation of the project’s activities, in synergy with the other projects/programmes partners involved (Government, National Authorities, Youth Associations, CSOs, UN agencies, etc.)
  • Financial and substantive monitoring and evaluation of the project’s activities, identification of operational and financial problems, development of solutions.
  • Participation in project’s audit.
  • Contribute to evaluation of the project impact. Monitoring and analysis of the project environment, timely readjustments in portfolio.
  •  Participate in trainings, workshops, meetings and other activities and take part in steering committee meetings, forums and sectoral groups relating to actions of projects and programmes;
  •  Undertake field missions in the areas of project’s activities at local level.

3.    Participates in effective quality control within project’s cycle:

  • Contribute to monitoring and evaluation system to measure progress towards results, and readjust project activities, as necessary;
  •  Prepare and participate in joint field missions, evaluation and external audit missions and disseminate the results;
  •  Prepare all the documents necessary for the establishment of partnerships and the mobilization of additional resources
  •  Write periodic progress reports (quarterly, half-yearly, annual) as well as consolidated reports to be submitted to the PBF and to UNDP management;
  • Contribute to knowledge sharing on the rules and procedures in force within UNDP;
  • Perform any other tasks, in connection with the programme, which may be entrusted to it by the UNDP country office.

  4. Ensures provision of top-quality policy advice services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Periodically assess the achievements in the field and the progress of activities and ensure the documentation of knowledge (best practices, lessons learned and case studies) resulting from the implementation of projects and programmes in the intervention areas;
  •  Ensure compliance with procedures for the management of project funds and provide advice and recommendations on the use of project resources;
  •  Facilitate the visibility of the results of the project in close collaboration with the UNDP Communication Specialist and the communication officer within the PBF Technical Secretariat;
  •  Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.

Required Skills and Experience

Education

Master’s Degree/equivalent in Business Administration, Public Administration, Development Studies, Economics, Political Science, Social Sciences or related field with 5 years of relevant work experience or a Bachelors’ degree with additional two years of relevant work experience.

Experience

  • Minimum 5 years of demonstrated experience in designing, implementing and monitoring projects/programmes and leading/supporting project/programme management including at least 5 years focusing on youth programme;
  • Experience in managing post-crisis and peacebuilding projects and programmes
