General Description of GOAL’s Work in Sierra Leone  

GOAL has been present in Sierra Leone since 1999, with an overall aim to contribute to poverty and vulnerability reduction  through the implementation of integrated, multi-sectoral interventions, with a primary focus on improving Reproductive,  Maternal, Neonatal, Child and Adolescent Health (RMNCAH) specifically addressing teenage pregnancy. GOAL is also  improving rural water supply, and urban WASH focusing on faecal sludge management and promoting social inclusion,  empowerment, and decent work through systems-based programme approaches and community-led social and  behavioural change. GOAL currently operates in Western Area Urban (Freetown), Kambia, Bombali, Koinadugu, Moyamba  and Kenema Districts, with funding from Irish Aid, Charity: Water; BOSCH, UNCDF, and IRC/FCDO and now the  Community Foundation Ireland for its new blue economy program that is focused on food security and livelihood  improvement.

General Description of the Programme 

GOAL Sierra Leone will act as an overall enabler and facilitator of the C2CC by assuming facilitation and coordination  responsibilities for the C2CC on behalf of and in close coordination with FCC and Zurich, including financial and fiduciary  responsibilities. While the strategic lead lies with the partner cities and the FCC in close coordination, the Project  Implementation Unit (PIU) has the technical lead, while GOAL Sierra Leone assumes the role of the overall coordinator of  the C2CC, ensuring the smooth interaction between the different implementation levels and partners, with a special  advisory function for the FCC Project Manager.

As part of the fiduciary responsibility, GOAL Sierra Leone is the custodian of the C2CC budget, receives and manages the  financial contribution of Zurich as well as other possible funds, subcontracts Technical Implementation Partners (eg  contractors, technical specialists, etc.), and is accountable for the financial management of the C2CC. GOAL Sierra Leone  coordinates and implements procurement processes, thereby commissioning Technical Implementation Partners in  close coordination with the C2CC Strategy Group (partner cities and PIU chair), for TOR definition and selection.

GOAL Sierra Leone under the FCC Project Manager is responsible for reviewing, approving, and executing subcontractor  payments. Furthermore, GOAL Sierra Leone supports the capacity-building of the FCC Project Manager and Project  Implementation Unit (PIU) by advising on project management as well as by providing technical know-how to reinforce the  capacities of the FCC and the PIU. The FCC also requires additional technical advice and capacities to ensure effective  implementation of the C2CC interventions, ranging from infrastructural regeneration measures to stakeholder  involvement and safeguarding measures. Ideally, GOAL Sierra Leone can provide some additional technical capacities  with a clear knowledge transfer plan for FCC. The technical expertise not available directly from GOAL Sierra Leone must  be commissioned through subcontractors (procured through GOAL Sierra Leone).

Finally, GOAL Sierra Leone is responsible for monitoring and reporting C2CC implementation progress and financial  developments both through regular informal exchanges with the partner cities and annual periodic reports. The annual  report focusing on operational and financial developments is prepared by GOAL Sierra Leone in close coordination with  the FCC Project Manager and the PIU. To support operational monitoring and strategic steering by the partner cities, GOAL  Sierra Leone organizes regular C2CC Strategy Group meetings at semi-annual intervals comprising senior representatives  of the partner cities, the Cooperation Partner as well as the chairperson of the PIU (to be identified) and possibly other  representatives of the PIU.

Overview: 

The role of the CBD Regeneration Project Engineer is to provide the development of the overall technical design,  stakeholder engagement, and implementation of the measures for the CBD regeneration project. This position will  coordinate and implement the CBD regeneration project through the CBD Regeneration Project Engineer thereby  ensuring project objectives are achieved within the project time frame and approved budget. The position also contributes  to the development of the CBD regeneration project strategy and mainstreaming climate change in the project. To fully  discharge these responsibilities, the post holder will closely work with the GOAL SL Assistant WASH and CC Coordinator.

Summary of Responsibilities: 

The CBD Regeneration Project Engineer will play a pivotal role in supporting the implementation of the CBD  Regeneration Project under the UNHABITAT (the back Donor is City of Zuric)-funded project in Freetown. Primary  responsibilities include design development, engagement/coordination, monitoring, and reporting. The selected  candidate will work closely with the GOAL Sierra Leone Assistant WASH and CC Coordinator, FCC team, SLRA team,  SLRSA team, Sierra Leone Police, and various other stakeholders to implement the project objectives.

Key Responsibilities: 

  • Lead in developing the design and contract specification for the implementation of the measures for the  CBD Regeneration Project.
  • Engagement with other technical team members in the PIU to develop collaborative strategies and  arrangements for the implementation of the project.
  • Work with the FCC to ensure that CBD Regeneration Programme objectives and plans are aligned with the  Council’s land use policies and CBD Area Action Plan. Ensuring that the Councils and other relevant  stakeholders put in place measures for clearing the Right of Way.
  • Set up a process that will be used to engage both the FCC, GOAL and UN-Habitat and the City of Zurich for  monitoring, ensuring the CBD Regeneration project achieves its objectives.
  • Provide monthly reports to the PIU, the UN-Habitat project lead, and other stakeholders.
  •  Have regular meetings with the FCC, SLRA, SLRSA and the Sierra Leone Police on the project  implementation progress and engage the councils on any concerns and challenges they may have and  feedback to the PIU.

Qualifications and Experience: 

Education: 

  • The candidate must have a postgraduate qualification in project management or highway in traffic  engineering is desirable.

Experience: 

  • Over 10 years of post-graduate experience in the delivery of infrastructure projects in areas including  transport planning, traffic management and parking, road safety, highways, and drainage engineering.  Demonstrate experience in implementing significant changes in the urban environment through a range of  interventions, including infrastructure improvement works.
  • Experience in developing international best practice solutions in tackling significant urban mobility  challenges through engagement with local communities and interest groups.
  • Professionally qualified engineer with a recognized professional institution.
  • Over 10 years of proven experience in leading teams of engineers, transport planners and technicians and in  setting up staff development programmes.
  • Proficient use of relevant technical software as well as AUTO CAD, Arc GIS

It is critical that the project be designed to be community led  and take a gender sensitive and youth-centred approach, ensuring that gaps, needs, barriers, and opportunities are  identified for women, youth, and vulnerable communities through their direct participation in the project’s activities. This  approach builds on the existing capacities, knowledge, and resources, drawing on local and indigenous knowledge  wherever possible.

Responsible for:  Enhance resilience of rural communities through women led conservation, financial  inclusion and livelihood diversification project 

 

Overview of the role 

To directly manage and oversee the implementation and monitoring of blue economy, food security and livelihood  program in Kambia District and Western rural Sierra Leone.

Main responsibilities 

  1. Programme Management 
  • Manages the implementation of the GOAL Blue economy, food security and livelihood project in Kambia District and  Western rural, Sierra Leone. Including oversight of trainings, quality assurance assessments, data collection, and site  supervision.
  • Directly line manage relevant blue economy staff in the district. Monitor the HR management of these staff and teams,  including forming job descriptions, formulation and follow up of annual, quarterly, monthly, and weekly objectives,  and conducting annual staff performance appraisals as may be deemed under direct supervision.
  • Manage budget, making sure that expenditures are in line with budget and activities are implemented in line with  longer-term programme plans and proposals agreed with donors JOA,ICSP etc. in the duty stationed district. • Responsible draft development of monthly, quarterly, and annual activity planning and budget reforecasting for the  blue economy program in western rural and urban area in line with program broader objectives and targets.  • Timely submission of blue economy activity reports to blue economy, food security and livelihood coordinator or to  the program director and country director where the Program coordinator is absent.
  1. Technical support
  • Provide technical assistance to blue economy programming within GOAL Sierra Leone as appropriate, especially in  the areas of social and behaviour change, food and nutrition security assessments and fisheries program  development.
  • Use participatory approach (community development approach to small scale fisheries for food security and  livelihood programming), ensuring active involvement of beneficiary and communities in needs assessments prior to  new project proposal design and during implementation including all stages of the project cycle.
  • Provide technical expertise in blue economy concepts, with a focus on livelihood enhancement and natural resource  restoration.
  • Stay abreast of the latest advancements, best practices, and innovations in blue economy management. • Liaise with the Blue economy program coordinator and the Program director on programme technical design and  implementation.
  • Identify capacity building needs for Freetown Blue economy Staff and communicate with the line manager. • Ensure that the western rural and urban project is inclusive, making sure that the most vulnerable and marginalize  groups are catered for in the programme design.

Budget Oversight 

  • With technical oversight from the Program coordinator, and the Program director manage Freetown location budget  and provide operational support in the respective operating districts.
  • Ensure that the district resources are used effectively and transparently on prioritized blue economy, food security  and livelihood activities.
  • Support good quality district applications for the innovation fund under the programme for the program location. • Support in the Review Budget-vs-Actual, financial reports, and spending plans for the program in Freetown  • Promptly respond to all budget-related inquiries when referred.

Relationship Management 

  • Build good working relationships with other health stakeholders in the district including other NGOs, MFMR, Research  institutions, other line ministries, CBOs and donors; and be ready to represent GOAL at relevant district meetings and  blue economy forum as required or referred.

Strategy development 

  • Participate in developing plans, programme designs, proposals, and budgets for projects and project extensions in  conjunction with the relevant team.

Monitoring and Evaluation 

  • With relevant staff, develop and implement mechanisms for the collection of key data for programme monitoring and  evaluation.
  • Quality check data collected and ensured that data is utilised to direct programme activities. • Use the power BI as a project management and monitoring tool.
  • Document and share success stories and case studies.
  • Conduct supportive supervision and monitoring, develop a follow up plan that clearly state when & how each issue  identified will be addressed which is updated or track on regularly basis.

Other 

  • Mainstream food and nutrition security, sustainable fisheries, natural resources conservation and other environment  in activities.
  • Perform other duties as required by the line manager.

Requirements 

Essential

  • BSc in Fisheries & Aquaculture, Marine Biology and Oceanography, Natural resources management,  with conservation and community development experience/trainings/ science related degree with  masters is an advantage
  • At least 5 years of relevant field experience with managing staff.
  • Experience in planning and management of programmes in Sierra Leone, including experience in  implementing/managing small scale fisheries programs.
  • Proven management experience, including work planning, report writing, monitoring and evaluation, staff  management, and project coordination.
  • Good communication and report-writing skills; Highly organized.
  • Ability to operate under time pressure and meet deadlines, to work independently, and take initiative.  Good team building, negotiation, and conflict resolution skills and the ability to deal respectfully with people from  varied backgrounds.
  • Experience in building and maintaining good working relationships with other organisations and government  ministries.
  • Previous experience working in a similar role in an NGO/humanitarian organization is an asset.  Willingness to work in disadvantaged communities.

CHILD SAFEGUARDING: Level 3 – The responsibilities of the post may require the post holder to have regular contact with children or young people; in this context all posts are considered to be level 3 in view of potential situations which may allow staff unsupervised access to vulnerable children and young people.

ROLE PURPOSE: Save the Children is recruiting 10 Project Officers to lead the implementation of the Sierra Leone Coastal Resilience Project at the community level, a $27M, five-year project funded by the Green Climate Fund.

The Sierra Leone Coastal Resilience Project will be one of the largest community-based adaptation projects ever delivered in West Africa. Mainly funded by the Green Climate Fund (GCF), it has been designed to improve the climate resilience of communities across 5 coastal districts of Sierra Leone. It will increase communities’ resilience to climate variability, extremes and change and build the adaptive capacity required to ensure communities can maintain a good quality of life in the face of climate change.

The project will do this by:

  •  Community mainstreaming of climate change adaptation through governance, partnerships, education and training,
  •  Enhancing climate resilience of food production systems and value chains to secure food and livelihoods, especially for women, youth and children
  •  Delivering ecosystems-based adaptation for coastal protection and natural resources

The SLCRP is a partnership between the Government of Sierra Leone through the Environmental Protection Agency (EPA), and Save the Children International Sierra Leone, supported by four other NGO implementing partners.

The Project Officers will be based in Pujehun, Bonthe and Moyamba, with frequent travels to stay overnight in riverine communities and they will be responsible for implementing project activities in their designated project communities, and in close collaboration with community structures, in order to achieve the overall project objectives; and will report to the District Project Managers. They will work in collaboration with government, local partners, and other project stakeholders; and with all other SCI staff from other departments and offices. In the event of a major humanitarian emergency, they will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

Project Implementation:

With guidance from the Project Manager and technical support from the Technical advisor and Project Director:

  •  Conduct numerous project assessments (HEA/Market Assessment, Climate Health Assessment, etc), in the community; and report the outcomes of the assessments to guide project interventions in the community.
  •  Develop community profiles, and recommendations for the provision of programming and technical support to the benefitting households.
  •  Using the agreed criteria, and in collaboration with the community, ensure a transparent, accountable, and gender-equitable selection of project beneficiaries.
  •  Work closely with local partners to establish community adaptation communities, Community Mangrove Stewardship Committee, Coastal Livelihoods Circles and WASH maintenance committees with the representation of women, men, girls and boys.
  •  Conduct training for communities (based on capacity assessment) ensuring representation of women and youth, on planning for and responding to climate hazards.
  •  Work closely with the community mangrove stewardship committee to conduct monitoring and training and awareness raising on conservation and restoration of mangroves.
  •  Lead in the distribution of livelihood materials to project beneficiaries, as part of component two.
  •  Work with MBSSE at the district level to conduct trainings for teachers and school pupils to build school-based resilience approach towards climate change and the establishment of gender-based school clubs for out of school adolescents.
  •  Establish and train new VSLA groups in communities, and train existing groups where required using EA$E model.
  •  Identifying and training VSLA members on financial literacy, entrepreneurship and business skills, and accessing existing finance (e.g. microfinance, bank loans), focusing on women and youth and mobile last-mile banking.
  •  Train lead farmers and fishers / fish preservation practitioners on peer-to-peer extension services.
  •  Work with skilled fishermen to facilitate the construction of Fish smoking ovens, solar dries and ensure they are in line with the project design and standards.
  •  Work with the project team and the SCI Advocacy and Communications team to generate public awareness on Climate Change issues (especially the advantages of local production, quality, climate change and safety); and to communicate the project to a wide range of stakeholders
  •  Facilitate the development of community bylaws on environmental protection and conservation/ community-led, participatory planning in national policy
  •  Plan and implement all project activities within the scope of its design and results framework; and within the PMM / PRIME methodologies and systems.
  •  Always upload project documents to the project team online shared folder.
  •  maintain a quarterly planning cycle with the development of concept notes on a timely basis.
  •  Perform any other duties and function as required by the Project Manager
  •  ensure that the project fully meets all of SCI’s key performance indicators (KPIs) as relevant.

The Health and Nutrition Technical Specialist will be responsible for ensuring that Health and Nutrition responses in Sierra Leone is supported with quality technical inputs and to drive the child survival breakthrough, drawing upon Health and Nutrition strategic priorities. Responsibilities

The Director of Finance and Operations (DFO) manages the finances of the activity and will supervise the procurement, finance, human resources, and administrative staff. The DFO position ensures that adequate and appropriate internal financial management controls are in place, in compliance with USAID policies and procedures. She/he will also ensure that the Activity’s financial management processes and controls meet generally recognized accounting standards. The DFO oversees and manages all bookkeeping, bank accounts, and cash flow, and manages SIHSA project funds for appropriate execution of the activity.

The DFO is also responsible for tracking project expenses, overseeing and approving the preparation of monthly financial reports, quarterly accrual projections, while leading the annual budgeting process. He/she manages the financial and administrative aspects of all sub-agreements under the activity, as well as managing all financial aspects of the activity. The incumbent shall serve as the principal point of contact to USAID in these areas, while keeping the COP informed of all contact and communications with USAID.

Key areas will include:

  • Leadership & People Management: provide leadership direction, support and capacity build in all areas of finance and operations for the project
  • Financial Management & Reporting: prepare and monitor budgets, advise on burn rates, review and consolidate monthly reports, oversee and support on-granting to partners etc.
  • Compliance & Risk: ensure compliance with USAID rules and regulations, manage the project risk register, conduct regular compliance checks. Remain abreast of local regulations and laws to ensure to project remains compliant.
  • Procurement: manage project procurements.

Person Specification

The Director of Finance and Operations is expected to have the following skills and qualifications:

  • Master’s degree or higher, ideally in finance, business administration, procurement, or related area;
  • An internationally accredited Chartered Accountant qualification (ACA, ACCA, CIMA, CPA or equivalent).
  • Experience in managing large grants with international health non-governmental organizations and/or private voluntary organizations;
  • Direct experience of at least two to three (2-3) years in supervision of staff and team management;
  • At least 5 years of experience with U.S. Government financial management instruments, policies, financial and operational procedures and requirements;

Job Purpose

The Senior Monitoring, Evaluation and Learning Advisor is responsible for the overall management and technical oversight of the monitoring, evaluation, adaptive learning, and any research efforts of the SIHSA activity. He/she shall develop monitoring, evaluation and reporting systems that align with existing Sierra Leone data reporting systems, such as DHIS2, as well as with data reporting systems used by USAID. The Senior Monitoring, Evaluation and Learning Advisor would oversee selection of appropriate SIHSA activity indicators, baseline data, targets, and preparation of a plan to evaluate activity performance and produce timely, accurate and complete reporting.

The Senior Monitoring, Evaluation and Learning Advisor has the responsibility for oversight and approval of the Activity AMELP. He/she is responsible for designing and implementing monitoring and evaluation systems, and information analyses, and reporting on progress, outcomes and challenges. Responsibilities

 The Deputy Chief of Party/Technical Director (DCOP) will serve as the project’s technical leader, responsible for providing the vision and ensuring quality implementation of the project. The DCOP will support the Chief of Party (COP) as needed, acting as delegate and carrying out tasks assigned to ensure proper management of the activity. Beyond technical responsibilities of leading the range health system technical activities focused on maternal, newborn and child health, family planning, reproductive health, adolescent health, and malaria, the DCOP will manage the performance of senior and mid-level staff overseeing these technical activities, ensuring that there is a shared vision for project activities and outcomes, addressing implementation challenges and encouraging the sharing of best practices and project successes. The DCOP will have a key role in ensuring there is a culture of learning, knowledge exchange, innovation and capacity strengthening. The DCOP will also have a role in engaging with consortia partners, health system actors, USAID and national and district authorities. In collaboration with the COP, the position of DCOP will provide quality assurance of the project, providing programmatic and financial monitoring and oversight, ensuring program activities and deliverables are met in a timely and efficient manner alongside high quality reporting.

The Deputy Chief of Party/Technical Director is expected to have the following skills and qualifications:

  • Master’s degree in international development, public health, business or similar
  • At least 6 -8 years of experience implementing and managing donor-funded projects in developing countries and working in consortia.
  • At least 5 years’ experience implementing health strengthening projects of a similar scale/scope to SIHSA in the areas of maternal, newborn and child health, family planning, reproductive health, adolescent health, and malaria, in Sierra Leone or in other comparable developing country settings.

  • Ability to build strong relationships and partnerships across a range of diverse stakeholders.

4.) WASH & Climate Change Coordinator

GOAL has been operating in Sierra Leone since the late 1980s, initially in emergency response, with a permanent presence since 1999 response, with a permanent presence in country since 1999. GOAL operates from its main office based in Freetown, with other sub operational offices in Kenema, Kambia, Bombali, and Moyamba Districts. GOAL implements programmes in 8 of Sierra Leones 16 districts: Western Area Urban, Kambia, Kenema, Bombali, Port Loko, Koinadugu, Karene, Moyamba, and hires over 165 staff across the country. Our programmes focus on the WASH and Health sectors including urban and rural WASH programmes, health system strengthening, social and behaviour change; Blue Economy and FSL; and emergency response programming.

The GOAL Sierra Leone WaSH programme has two components: Urban and Rural WaSH. While the Rural WaSH focusses on creating access to safe drinking water, the urban WaSH component has focused on Waste Management. GOAL co manages an Urban Waste Treatment Plant (Fecal Sludge Management) in Sierra Leone, in collaboration with the Freetown City Council. Innovative climate change adaptation and mitigation project components were developed on top of and building on the experience of the Liquid Waste Treatment plant and have been in implementation in tandem: Home Biogas; Compost and Briquette production-these are waste to energy and value micro projects intended to join the dots in the circular economy. Besides, SatoPans are being piloted and marketed to enable households adopt their use with the bid to enhance their sanitary and hygiene a practice as well as reduce possible emissions from Waste by linking it with the innovative micro projects.

RURAL WaSH

GOAL operates rural WASH programming in Kenema and Moyamba Districts, integrated with positive sanitation community approaches.

• Construction of over 500 sustainable water points in hard-to reach communities with continued Operation and Maintenance support through the Water Management Committees. • Social Behaviour Change approach used in every community to effect positive change in hygiene and sanitation through CLA and CLTS.

URBAN WaSH

GOAL is one of the lead urban WASH operators in Sierra Leone, and has supported Freetown in improving liquid and solid waste management since 2016 by:

• Constructing Freetown’s first wastewater treatment plant opened in May 2021 • Capacity development of the FCC on FSM, Business Development Services (BDS), and Service Level Agreement (SLA) in operationalisation of liquid waste vacuum trucks.

• Supporting the importation of low-cost sanitation marketing approach • Development of end-use product innovations from the treatment plant including cooking briquettes and co-compost.

• Innovative FSM solutions for hard-to-reach communities including the waste to energy innovation HomeBiogas.

Health: GOAL SL GOAL also focuses on health system strengthening with Irish Aid-funding on Adolescent Sexual and Reproductive Health.

Blue Economy and FSL: Moreover, GOAL SL has engaged since 2022 in the assessment of the Fishery sub sector in Western Urban and Rural and subsequently implemented micro projects while aiming to expand its work in 2024 and beyond with funding from Community foundation Ireland and Faroe Isalnas and the IcSP.

The WaSH portfolio of GOAL SL also has gotten a new FCDO grant that runs for 4 years and focusses on WaSH systems for Health and its focus include Solid and Liquid Waste management, enhancing access to and utilisation of WaSH services and action by the Health Service facilities and WaSH Governance , which is mainly networking and advocacy as well as WaSH accounting. The focus of the programme is Urban West and Five Districts. In a nutshell, the WaSH and Climate Change coordinator will coordinate WaSH and CC themes across the GOAL SL programmes.

Purpose of the Role

The post holder will provide overall strategic leadership, guidance, and coordination of integrated Environment, Climate Change and WASH programming in terms of technical support in system strengthening and capacity development; design, implementation, monitoring, and evaluation; accountability, learning and innovation; and resource acquisition, engagement & networking. All these are aimed at achieving well designed, integrated, and sustainable climate change response initiatives and sustainable WASH systems for building climate resilient systems and communities.

In order to successfully do so, the post holder must be able to effectively communicate GOAL Global Climate Change Policy, Programme and approach and demonstrate the linkages between and among the different programmes on resilience and climate change; and ensure adaptation and mitigation measures are planned and executed as unique selling points of the GOAL SL programme in CC programming and innovations. The post holder is responsible to provide technical support in Climate Change mitigation and tailored services in the origination, development, and financing of carbon interventions, such as introducing cleaner and more efficient cooking technologies and Nature-based adaptation solutions to climate change through coordination across Sierra Leone. The postholder will pay particular attention to system strengthening, private sector engagement, localisation, and partnership, mainstreaming of climate change through all programmes, design, operationalization and promoting CC innovation Hub, and catalysing and mediating between the different institutions and communities.

GOAL mainstreams gender, child protection, HIV and environment across all programs and operations. GOAL is engaged in direct implementation of hardware and software activities as well as supporting a mix of national and international partners including community-based organizations which require significant capacity building of operational and technical capacity.

Key Areas of Responsibility

Technical Support and system strengthening

  • Provide effective technical support to project teams on roll out of Partnership and other recognized and approved models on WASH, Environment & Climate Change (e.g. Participatory Forest management approaches, Climate Smart Agriculture, climate smart urban sanitation, Conservation Agriculture with Trees, Nature-Based adaptation solutions to climate change, clean cooking practices – Renewable Energy sources and energy Saving Cook-stoves for Carbon Credits projects, Climate Resilient WASH programming, PPP, Private sector engagement, etc);
  • Provide technical support to systems strengthening at various projects of Climate Change and WASH portfolio like Operation and Maintenance for WASH infrastructures; Operations and systems for Faecal Sledge Management; Deepening privatisation of mechanized emptying services through Service Level Agreement and supporting the restructuring/strengthening the governance of urban sanitation with FCC taking the lead ; etc
  • Support the strengthening of the technical capacity and overall governance of the FSM unit and Environmental sanitation department to ensure the senior leadership of the FCC (Department of Environment and Sanitation) takes more roles and ownership of the management of urban sanitation systems including FSTPs and leased vacuum trucks (SLA) with enhanced and better engagement.
  • Support the strengthening of the O&M system of the Rural Water Infrastructures including networking and representation at National level.
  • Participate in joint technical coordination, planning and review meetings for all WASH, Environment & Climate Change actions;
  • Identify capacity gaps in WASH, Environment & Climate Change to inform the GSL and key partners staff capacity development strategy;
  • Ensure skills and capacity development for staff and partners in WASH, Environment & Climate Change strategies, models and approaches;
  • Coordinate regular learning forum to profile, communicate and ensure adoption of promising practices;
  • Lead the development of National Strategy, Technical Approaches and Programmes regarding WaSH and Climate Change- including other GOAL SL portfolios .
  • Ensure Linkage and lead coordination with Health Coordinator, WASH Coordinators/Managers, Blue Economy and FSL Coordinator for continued backstopping to enable quality programming in WASH and Climate change within GOAL SL programmes;
  • Identify, collaborate and develop business models with the local partners including mainly the private sector for their involvement in the climate change and circular economy in urban waste management and sanitation marketing and closely work with the Partnership HUB for GOAL Global which is based in our Uganda office.
  • Work towards the development of a private sector strategy for GOAL SL (in collaboration with The financial inclusion advisor, the PD and relevant staff) and ensure it aligns with our localisation policy as well as is fit for purpose for operationalising PPP (CGOAL mediates amongst the communities, private sector and public institutions).
  • In coordination with the CD and PD, develop and operationalise a strategy to strengthen our product and service marketing (deepening the problem solving and acceptability of our products and services including HomeBioGas, Compost, Briquette, SatoPans, etc)).
  • WASH, Environment & Climate Change Implementation Guidelines are available at the project and country level;
  • Lead Climate change innovations, mitigation, and adaptation actions, promote GOAL SL as centre of excellence in Climate change Innovations in SL and GOAL Global;

Accountability, Learning and Innovation

  • Support programs/projects to ensure that high quality Technical Program/Project Designs are in place;
  • Ensure interpretation and utilization of assessment, baselines, evaluations and verification on quality of designs;
  • Ensure development of standardized monitoring tools are in use with appropriate feedback;
  • Analyse and interpret Climate Change assessment findings and utilize the findings to generate evidence-based recommendations for subsequent Programme designs across all GOAL SL programmes;
  • Gather and analyse data at National level for reporting on WASH, Environment & Climate Change;
  • Support in ensuring quality (re)-design for WASH, Environment & Climate Change projects, proposals and concepts as per MEAL guidelines and other standards;
  • Upscale and support GSL’s current work and integration on Environment & Climate Change within and among GSL areas of operation;
  • Facilitate Programs to develop high quality integrated Environment & Climate Change projects through conceptualization, innovation, development and planning;
  • Expose GSL staff on issues of green economy, carbon trading, and possible ways that communities can benefit from the two; and
  • Ensure that lessons learnt are shared across programmes and are fed into GSL’s policy and practice.
  • Coordinate pilot innovative CC actions and scale up while creating demand for the products and deepening acceptability of products like Sato Pans, energy efficient stoves/ fuel saving stoves; carbon finance actions-stoves, clean water structures, etc.

Programme and Business Development

  • Lead in development and utilization of MOUs / working agreements with Environment & Climate Change strategic, funding and program/project implementation partners such as UNEP, GCF, and other accredited organizations.
  • Participate in Go-No Go Processes, write ups, meeting with prospective donors and submission of concepts/proposals.
  • Technically support PDQM and PD team to develop proposals/concepts to prospective donors for WASH , Environment & Climate Change Projects.
  • Respond effectively to calls and queries by donors on Urban Resilience, WASH, Environment & Climate Change Concepts/Proposals in coordination with PD and PDQM; and work closely with the PDQM Department in the production of materials for donors and for marketing purposes.

Coordination, Partnership, and Advocacy

  • Establish and maintain strategic contacts with the UN, Government, INGOs, Universities, Research Institutions, Donors, and Embassies.
  • Catalyse/mediate between and amongst the varying local to national institutions in pursuit of GOAL Climate change, resilient WASH agenda including capacity support.
  • Work with relevant institutions like Ministry of Environment and Climate Change, EPA, MoWS, MoPED, Ministry of Agriculture; Ministry of Fisheries and, etc to develop key national baselines and parameters useful for programme design, accessing funds, etc.
  • Work with government institutions and facilitating changes in the enabling environment and mitigation and removal of barriers for promoting stakeholders’ engagement; etc.
  • Ensure GSL representation in key strategic WASH, Environment & Climate Change working groups and forums to strengthen key partnerships & networks;
  • Ensure mainstreaming of advocacy in Environment & Climate Change projects and working with climate change advocacy organisations like Trocaire; and ensure key International Days are celebrated.

The Person

  • A very strong and solid experience in liquid and solid waste management in urban settings
  • Minimum of a Master’s degree in Environmental sciences, climate change, waste management, urban planning, Climatology, Forestry, Agriculture or related discipline.
  • Minimum seven years of relevant work experience in a similar or related position.
  • Literate in Microsoft Office and data analysis programs such as SPSS, EPI Info; etc
  • Knowledge and awareness of current end emerging climate change related narratives and discourses;
  • Experience and interest in Agro-forestry, waste to energy and clean cooking practices and technologies, Carbon markets/projects and related issues;
  • Willing to learn more on issues related to climate change and carbon markets;
  • Ability to work and communicate in cross-cultural environment;
  • Ability to establish and maintain effective working relationships with Environmental organizations, business community, civil society and government officials;
  • Self-motivated and ability to make decisions.

5.) Project Manager (Kingtom FSM Plant)

Job Purpose

Reporting to the GOAL WASH Programme Lead based in Freetown, the Project Manager has responsibility for managing the upgrade and operational improvement programme planned for the Freetown Faecal Sludge Management Plant. The Project Manager is intended to develop resilient operation of the plant, work with site staff to improve operational practices, logistics of the truck deliveries including schedule control, document an Operations and Maintenance Manual, including schedule and specification details of consumables and spare parts.The Project Manager would be expected to liaise with Freetown City Council (FCC) and to work towards transitioning the operation of the plant from GOAL to FCC (or third party operator). As part of the role, you will be expected to liaise and engage with GOAL Head Quarters (HQ) and its Water-Share partners in Ireland who will provide technical and financial support.

Key Areas of Responsibility:

  • Manage the delivery of the programme of work defined by GOAL including the liaison with FCC, GOAL locally and in Ireland and its Water-Share partners
  • Ensure all procurement processes are carried out in accordance with GOAL procedures.
  • Coordinate activities on site, including for separate projects, with responsibility for overall health and safety at all times.
  • Develop the project plan(s) and ensure resources are allocated to achieve planned work schedules, manage any contractors or other service providers.
  • Manage and report on status, risks, issues and report monthly on all aspects of the work, setting out progress, expected work in the following period and seeking any guidance or decisions needed, report on all stakeholder relationships and dependencies in Freetown.
  • Actively manage all stakeholders across the project lifecycle to meet the project needs.
  • Manage budgets and timescales to ensure adherence to approved milestones and overall budget.
  • Ensure the project team develops detailed plans for all improvement works, develop plans for implementation including taking possession of and installing equipment provided from Ireland as part of the Water-Share support.
  • Ensure user training and post-go-live support is established and completed to support project commissioning and operation.
  • Manage relationships with all suppliers and contractors, monitoring their progress and adherence to the contract, minuting all meetings and following up on actions.
  • Influence the continuous improvement of project operation and document best practice operation, maintenance, including procurement of spares and consumables.
  • Collaborate with key internal and external stakeholders.
  • Responsible for promoting and delivering health and safety and hygiene commitments.

The Person:

Job Summary

As a full time role of the Grant Cycle 7 grant of The Global Fund , the position supports the Associate Finance Director in all aspects of accounting and financial reporting, budgeting, Sub-Recipient management, financial management and compliance of the grant, as per donor regulations and policies, WVISL policies and procedures and applicable laws.  Provides ongoing monitoring, analysis and advisory on acceptable grant burn rates including re-allocating unallowable expenses to unrestricted funding sources and ensuring awards are fully liquidated. Successfully supports start-up, implementation and closure stages of the grant. Capacity building of finance and programme staff and staff of partner organizations in grants financial management and regulations.

 

MAJOR RESPONSIBILITES

Activity: % of time

Financial Management Compliance: 25% of time

  • Monitor the compliance of the GC7 grant and ensure general and specific requirements of The Global Fund on financial management are adhered to.
  • Monitor grant to prevent over/under-expenditure, avoid disallowable cost and ensure awards are fully expended.
  • Coordinate successful start-up and closure of the grant and ensure retention of key grants documents and vouchers.
  • Facilitate and support external and internal audits by providing required documents and information.
  • Support expenditure verifications by the Local Fund Agent (LFA) on a semester basis and ensure that expenditure is fully supported and defended, with zero disallowed cost.
  • Coordinate for timely implementation of audit recommendations for the grant.
  • Collaborate with WVUS to facilitate timely commitment of funds on Partnership Budget and Actuals System (PBAS).
  • Conduct regular (quarterly) financial monitoring of the SRs and Service Providers (SPs) of the GC7 grant.

 

Monitoring and reporting: 25% of time

  • Prepare the schedule of financial reporting timelines for consortium, including SRs and Service Providers (SPs), and monitor timely submissions of reports.
  • Prepare donor facing reports (PU/PUDRs/Cash Reconciliations etc) and submit to Associate Finance Director for reivew.
  • Coordinate the reconciliation of all grant financial reports to the general ledger.
  • Provide information to accounting staff to ensure proper coding of grants expenditure.
  • Conduct periodical projects visits to enhance financial compliance.
  • Review and attach grant project reports on the Field Financial Reports (FFRs) database by required due dates.
  • Ensure that all committed budgets are captured in Sun6 reflecting the Detailed Implementation Plans (DIPs) and according to the WV chart of accounts.
  • Ensure all planned budgets are captured in Ledger G (Planned budget ledger) and accurately converted to ledger B upon commitment in Partnership Budget and Actuals System (PBAS).
  • Review financial reports received from the grant finance officers and partners for accuracy, completeness and compliance.
  • Use the Encumbrance financial report to proactively monitor project spending considering pending requisitions and purchase orders in Provision.
  • Keep updated trackers and reconciliations purchase orders and invoices of any outstanding expenditure in Provision to ensure timely and completely payment of suppliers and complete and accurate recording of expenditure within the grant period.
  • Collaborate and facilitate smooth month-end and year-end financial closure as per WVI policies and guidelines.
  • Ensure monthly FFR meetings are held, both by WVISL and its partners.

 

Managing, monitoring and building capacity of Sub Recipients (SRs) and Service Providers (SPs): 25% of time.

  • Facilitate quarterly and monthly meetings with partners to share projects updates and reports (desk review).
  • Conduct quarterly financial monitoring visits to support partners and proactively manage risk.
  • Provide response to partners on issues concerning project management timely and speed implementation of projects.
  • Effectively build relationships with both internal and external stakeholders.
  • Assess the capacity of Sub Recipients (SRs) and work on building their capacity.
  • Facilitate funding reconciliation for partners.

 

Capacity Building: 5% of time.

  • Build capacity of grant finance officers and partner finance staff.
  • Introduce tools, templates and systems that help to simplify and make the work of grants teams. faster and more efficient, for example encourage use of Power BI (PBI) as possible.

 

Budgeting and proposal writing: 10% of time

  • Support the Associate Finance Director in budget review process.
  • Support in grant budgeting process to ensure realistic budgets and compliance to donor requirements.
  • Monthly analysis of PBAS to ensure it is up to date.

 

In-Provision Spend/Timely Payments: 10% of time

  • Provide monthly analysis and advisory of the spending pattern of the office.
  • Provide advice to management on areas of gaps and proposals with regard to spending patterns
  • Coordinate with other team members to ensure office payment processes are timely and done in provision system.

Job Description:

Job Purpose

The selected Civil Engineer will be responsible for carrying out all civil engineering projects within WVISL_Programme Management Unit (PMU)_ GC7 Grant, from the sketch to the final reception of the work and develop various tender documents (DAO). He/She will exhaustively determine the estimated cost of each project necessary to cover each work.

The Civil Engineer will be placed under the responsibility of the Chief of Party – Global Fund_ PMU. He/She will work in collaboration with National Control Programs in the MoH and take on responsibilities at different levels in order to ensure the proper completion and monitoring of studies and construction sites technically.

 

Tasks and Responsibilities

These tasks will consist of:

  • Making bids on potential building projects
  • Working with MoH (different National Control Programs) to determine requirements for building projects
  • Developing initial estimates on structure costs, building time and special requirements
  • Preparing detailed drawings showing both the appearance and interior structure of a building project
  • Leading in the development of project drawings, studies and budgets
  • Preparing work contracts for building subcontractors
  • Visiting building worksites to ensure work is being done according to architectural plans.
  • Developing and giving presentations to inform the DHMTs/local authorities about upcoming public building projects
  • Supervise external contractors and report regularly about their activity.
  • Propose designing solution about any technical issue arising and discuss them with the Chief of Party.
  • Defend projects to the MoH and public administration until the building permit is obtained.
  • Write the Minutes of all meetings in which he takes part.
  • Distribute the minutes of all meetings by email.
  • Maintain a schedule to be able to follow the progress of the studies (sketch, preliminary design, project).
  • Prepare all execution files (execution plan and section, construction details, estimated and summary measurements, technical clauses of the specifications).
  • Participate in site meetings.
  • Write and distribute minutes of site meetings.
  • Checking technical designs and drawings for accuracy and to ensure that they are followed correctly.
  • Ensuring project packages meet agreed specifications, budgets and/or timescales.
  • Ensuring that health and safety and sustainability policies and legislation are adhered to.
  • Analyze the various technical trades (major and finishing work, electricity, plumbing/sanitary facilities, exterior fittings, etc.).
  • Prepare the files for the works to be rehabilitated according to the criteria defined by the Chief of Party on the available budgets.
  • Write provisional and final acceptance reports for construction sites.
  • Perform other duties as required.

 

Job profile

 

Qualification

  • Hold a Civil Engineer or Architectural Degree issued by a university or School of Architecture known and officially recognized by the National Order of Architects of the Republic of Sierra Leone or outside the country.
  • Having carried out construction work on behalf of companies in various sectors.
  • Have a good knowledge of the drafting of call for tender documents (technical specifications, establishment of quantitative and estimated schedules, different architectural and civil engineering plans, etc.).
  • Have perfect mastery of writing the various project activity reports and be able to work independently.
  • Having good command of IT tools, in particular Microsoft software (Word, Excel, PowerPoint, etc.) and Computer Aided Drawing (AutoCAD 2D or MicroStation) or similar is a major asset (Photoshop, Rino, Revit, SketchUp).
  • Diploma or certificate in team management is an additional asset.

 

Experience

  • The Civil Engineer candidate must have proven experience of at least 5 – 10 years of effective and discontinuous practice of civil engineer or architecture.
  • A portfolio listing his major projects over the last 5 – 10 years should be attached to the CV and cover letter.

Job Summary

Responsible for Global Fund Grant Cycle (GC) 7 grant on HIV, TB and Malaria’s overall risk identification, analysis and management through the implementation of measures to minimize the Grant’s risk in compliance with policies, procedures, standards and statutory requirements whilst facilitating a Risk Management Framework/Plan within which to effectively manage risks and inform decision making.

Planning and Control: 20% of time

  • Develop annual Risk Management Plan for the Global Fund Grant.
  • Facilitate the identification, measurement, assessment, monitoring, and control of risks in World Vision Malawi – Global Fund Grant.
  • Monitor compliance of the grant to ensure full and consistent compliance with general and specific requirements of The Global Fund.

 

Risk Monitoring and Reporting: 25% of time

  • Lead monitoring and reporting of deficiencies and material weaknesses in internal controls.

  • Coordinate full compliance with Labour Distribution Reporting (LDR) and timesheet reporting as per WVI policies and donor regulations
  • Review and confirm that fair share of support cost as allowable per donor regulations, and that the allocation of support cost demonstrates full cost recovery in compliance with WVISL cost allocation policy and donor requirements
  • Review On-Time-Payment performance and coordinate to supplier account reconciliations and sharing of payment advices and withholding tax deduction letters

Required qualifications:

  • Knowledge of energy sector, especially related to clean cooking and Productive Use of Energy (PUE) would be considered as a asset.

Hard skills:

Sierra Leone’s high exposure to extreme weather and climate-related events, which is compounded  by haphazard urbanization with increased informal settlement, poor waste management, lack of  development control resulting in unplanned development in disaster-prone areas, and a concentration  of a large percentage of the population in coastal areas, pose major challenges for sustainability of  growth and resilient development of the country. The 2018 World Risk Report ranked Sierra Leone  24th out of 172 countries in terms of risk to natural disasters, 8th in terms of vulnerability, and 6th in  terms of lack of adaptive capacities.1 This elevated level of risk is evidenced by frequent adverse  natural events that effect the population, disrupt livelihoods and economic production, destroy  physical infrastructure, and impose high public and private costs for rehabilitation. In the last four  decades, Sierra Leone was hit by thirty adverse natural events that affected over 300,000 people.2In  the medium to long term, the country could suffer annual losses of about US$7.72 million due to  flooding alone, the 2nd highest flood annual losses in Sub-Saharan Africa relative to capital stock.  Presently, over 100,000 people, or around 10 percent of the population and 12,000 buildings are  currently situated in high multiple-hazard zones in the capital city alone.

It is within this context that the Government of Sierra Leone has solicited funding from the  International Development Association (IDA) of the World Bank to strengthen urban management,  improve access to basic services and infrastructure, and enhance disaster resilience in the Western  Area (Freetown and Western Rural district) and select secondary cities of Sierra Leone (Makeni, Port Loko, Kenema, Koidu New Sembehum, Bo and Bonthe) Cities respectively.

Project Description 

The project development objective (PDO) is to strengthen sustainable urban management, improve  access to basic services, and enhance disaster resilience in the Western Area and select secondary  cities (urban centers?) of Sierra Leone.

The PDO will be achieved through the following four components:

Component 1: Institutional and capacity development in sustainable urban management a. Own source revenue mobilization

  2. Spatial data infrastructure

Component 2: Solid Waste Management:  

  1. Infrastructure enhancement – mainly landfill sites.
  2. Equipment for collection and at landfill sites, and
  3. Institutional capacity building

Component 3: Infrastructure delivery and upgrading.  

  1. Neighborhood upgrading of three communities in Freetown.
  2. Market upgrading in select secondary cities, and
  3. Flood and landslide mitigation, including with nature-based solutions.

Component 4: Disaster preparedness and response capacity development: 

  1. National disaster risk management institutional capacity support
  2. Early warning systems, and
  3. Contingent emergency response

Objective of the Assignment: The objective of the services is for the recruitment of a Social  Safeguards Specialist to support the implementation of the proposed Project.

Scope of the Assignment  

The Social Safeguards Specialist will be responsible for the management of the social safeguard related  activities of the project and the implementation of the project specific social safeguards instruments.  The Social Safeguards Specialist will liaise closely with the Environmental Safeguards Specialist,  Community Engagement and Communications Specialist, Gender and GBV Specialist and Project  Manager in undertaking his/her duties. He/She shall be directly responsible for the following:

  • Manage the overall implementation and monitoring of the social risk management plans of the  project including, but not limited to the Resettlement Policy Framework, Resettlement Actions  Plans as may be required, Grievance Redress Mechanism (GRM), Gender and Vulnerable  Groups Action Plan, including gender mainstreaming of all the project’s activities, its guiding  documents and implementation of activities throughout the project cycle, in order to ensure that  its objectives are met and the inclusion of vulnerable groups in the project activities is assured.  Undertake social due diligence for each sub-project as soon as conceptual technical design and  scope have been defined, as outlined in the safeguard’s instruments.
  • Work closely with the Environmental Safeguards Specialist to ensure the project’s compliance  with both the environmental and social safeguards standards of the World Bank and the  Government and in planning and managing social risks associated with the sub-projects.
  • Draft terms of references to undertake social assessments, RAPs for new activities and obtain  necessary clearances from the World Bank and/or designated project approving agencies. • Work with, advise, and supervise project consultants to undertake Social Impact Assessments  studies, and design Environmental and Social Management Plans (ESMPs), Resettlement  Action Plans (RAPs), Stakeholder Engagement Plans, Grievance Management Plans, etc. as  required, to manage and reduce project-related environmental and social risks.
  • Review all related social assessments, Resettlement Action Plans and other social mitigation  plans before submitting to the World Bank for approval.

 

  • Oversee the implementation of Grievance management and Gender Based Violence (GBV)  action plans.
  • Ensure all required safeguards documents are properly disclosed.
  • Develop monitoring templates and ensure adequate safeguards records, documentation and  reporting.
  • Ensure that gender, youth, and vulnerable groups’ dimensions are mainstreamed throughout the  project activity implementation, capacity building activities, IEC materials, and other aspects  of program implementation, and reflected accordingly in the project’s Operations Manuals.
  • Facilitate the development of a handbook for Facilitators with practical guidance on how to  implement the Gender Action Plan at the community level.
  • Provide and/or organize training on gender issues, gender sensitivity and analysis to project  staff, implementing partners, and other stakeholders in partnership with relevant local research  and training institutions and/or international experts; and ensure that project staff and other  stakeholders at all levels have been concretely trained about their specific roles, responsibilities  and how to implement the Gender Action Plan.
  • Ensure all contracts include a solid code of conduct for contractors to abide to, especially with  regard to workers being respectful to colleagues, stakeholders and communities, including  women.
  • Work closely with environmental safeguards specialist, project engineers, procurement unit  and implementing partners to ensure all relevant social safeguards standards are reflected in  bidding documents and respected by contractors.
  • Develop, organize and deliver environmental and social training programs and workshops for  the Implementing Agencies at the field level, contractors, field supervision staff and other  implementing agency officials as needed, on safeguard requirements and their management.
  • Ensure compliance with RAPs, GBV Action Plan during the construction period and maintain  close coordination with the technical team.
  • Organize review meetings with the safeguard’s officers of the various MDAs (implementing  partners) and visit project sites to monitor implementation of the safeguard’s instruments. • Prepare monitoring reports, in collaboration with the Safeguards Consultant as set forth in the  safeguard’s instruments.
  • Manage the project’s GRM system in collaboration with the Gender and Gender-based  Violence Specialist and provide technical support to design mechanisms developed for  increasing citizen’s participation in monitoring and supervision of infrastructure built under  the project.
  • Stakeholder engagement and information disclosure about the project: this is a key aspect of  the job that require the social specialist to coordinate with the communication and  environment specialist to implement the commitments outlined in the stakeholder engagement  plan.
  • Monitor and report the implementation of the project’s social risk management commitments  by the MDAs and contractors.
  • Regular compiling of monitoring and implementation reports of the social instrument’s  activities implemented by the PMU, MDAs and contractors.

 

  • Quality assurance of social risk management reports and instruments prepared by the MDAs  and contractors.
  • Stakeholder engagement and information disclosure about the project: this is a key aspect of  the job that require the social specialist to coordinate with the communication and  environment specialist to implement the commitments outlined in the stakeholder engagement  plan.

Minimum Required Qualifications & Experience  

The Safeguard Specialist should have:

  • A postgraduate degree in social sciences (development studies, geography, anthropology,  sociology, economics, law and politics) or related discipline with at least 5 years of direct  relevant experience in social development/safeguards issues.
  • At least 5 years of direct relevant experience in social safeguards issues in Sierra Leone is  desired, with experience working with communities, Non-Governmental Organizations or  International Organizations.
  • At least 5 years relevant working experience in the field of rural development, working  directly with communities and local authorities, with an emphasis on women and gender  issues would be preferable.
  • Demonstrated knowledge of World Bank’s social safeguard policies on Involuntary  resettlement, as well as the ability to provide technical advice to project teams.  • Minimum 5 years’ experience and knowledge on dealing with social issues on land  acquisition laws, resettlement and rehabilitation (including preparations of Resettlement  Action Plan or implementation relating to construction projects) and Gender Analysis are  desirable.
  • Demonstrated skills and direct work experience with at least one or more of the following:  public consultations; public hearings; participatory research methods (including  observation, surveys); participatory rural and urban appraisal; participatory poverty  assessments; participatory monitoring and evaluation; and grievance redress mechanisms.
  • Strong analytical, writing and communication skills with relevant professional experience  in conducting social assessments.
  • Experience working in West Africa or similar region, familiarity with urban communities  in developing countries (non-OECD);
  • Good knowledge and understanding of Sierra Leone’s biophysical and social environments,  national policies on social risk management and the WB social policies.
  • Good knowledge and understanding of occupational health and safety.
  • Experience conducting gender analysis and knowledge on GBV will be an added value.

  • Ability to read and write excellent English and produce project reports in English. • Ability to guide and deliver the range of social safeguards management activities required  by the project.

Duration of the Assignment:  

The start date of the contract will be August 2024, or soon thereafter. The contract duration will be 3  years inclusive of a 6-month probation period, renewable until the closing date of the project. The  successful candidate is expected to work full time including traveling outside Freetown.

The performance criteria that will be used to assess the performance of the Social Safeguards Specialist  at regular intervals and based upon which the Contract may be continued or terminated are the  effectiveness, efficiency and quality of delivering on the Scope of services, duties and responsibilities  and deliverables of the assignment.

Reporting Line  

The Social Safeguards Specialist will report to the Director of FDD, work under the close supervision  of the Project Manager, and work closely with PMU staff, other stakeholders, implementing agencies,  and WB staff.

BACKGROUND INFORMATION ABOUT THE ORGANIZATION

Daindemben Federation implementing a Child Sponsorship and Community Driven Development Programs is a Local Partner to ChildFund Sierra Leone.  The word “Daindemben” is derived from Kuranko and Madingo languages meaning ‘Help the child’.  The program area is found in the least served districts (Koinadugu and Falaba) in terms of social services in the country.  The Federation operates in eight chiefdoms: Morifindugu, Kamadugu Yiraia and Dembelia Sinkunia in Falaba District and Wara Wara Yagala, Kasunko, GbonkoboKayaka, Thamso and Sengbeh in Koinadugu District.  The main ethnic tribes are Kuranko, Yalunka, Limba, Fullah and Madingo.  The program office is located in Kabala in the Northern Province, about 314 km from Freetown, the country’s capital.

 

Daindemben Federation has been very effective, transparent and accountable through working closely with other partners (Line Ministries, Community Associations, Village development committees, School Management structures, parents, local authorities, Child Welfare Committees etc.). The Federation’s shared history and future trajectories are inextricably bound. OVERALL PURPOSE:

Daindemben Federation in Koinadugu and Falaba districts and Munafa M’Patie in Bombali district will be implementing an Agricultural Project mainly on cassava value chain strengthening for Improved Food Security and Sustained Income. This project is funded by ChildFund Deutschland e. V. Therefore, the responsible person will oversee and coordinate the implementation of the project in its entirety i.e. (improved income, food security and child protection) in the three districts.  This will include provision of effective leadership, planning, overall management, monitoring, technical and financial reporting and facilitating linkages and synergies between partners and district’s targeted capacity strengthening of local partners.

 

DUTIES/RESPONSIBILITIES:

PROGRAM QUALITY

  • Implementation of gender-sensitive project activities: Design project activities in such a way that they accommodate the typical responsibilities and preferences of women in the household (time, place, language, group composition during trainings)
  • Clear definition of ownership of crop production and processing activities: Careful selection of the business approach that best suits the local context.
  • Careful selection of Farmer Based Organizations (FBOs) for inclusion in the project: e.g. FBOs established with a focus on business or savings objectives; qualified and motivated individuals within FBOs.
  • Incorporation of lessons learned from past projects: Learn from best practices of two successful associations in cassava processing and vegetables; proactively prevent challenges of Agriculture Business Centers and cocoa processing centers in Koinadugu district.
  • Further develop the inclusion and leadership of innovative women and youth: Actively work with FBOs that already include women and youth in key roles and seek to ensure that women and youth are included in leadership positions in all FBOs.
  • Ensure culturally appropriate child protection activities: Child protection inclusive and no top-down teaching methods; utilize ChildFund’s existing Community Based Child Protection Mechanisms (CBCPM) process; capacity building for existing Child Welfare Committees (CWCs) and activities to facilitate understanding between FBOs and CWCs.

 

TEAM/TALENT MANAGEMENT:

  • Ensure strong project management: Provide overall leadership technical oversight in the implementation and management of the project
  • Support partner’s capacity building for all project activities.

  • Liaise with Finance & Admin department for the setting up of office space for staff in both Core Partners’ offices in Koinadugu and Bombali districts (Daindemben Federation in Kabala and Munafa M’Patie in Binkolo-Makeni)
  • Ensure the use of appropriate technical processing strategies: Locally produced processing technology and avoidance of high-tech or imported systems.
  • Ensuring economic feasibility: Cost-benefit analysis for processing units
  • Work closely with contractors/ technicians for the thorough assessment of the various sites for suitability for construction of the facilities.
  • Provide Technical support to FBOs for the development of business plans for processing facilities.
  • Organize annual exposure visits to existing cassava processing facilities.

Daindemben Federation has been contributing to the achievement of Sierra Leone’s strategic plans through the ChildFund’s Strategic Framework by supporting the transformation of children, families and communities to attain sustainable peace and progressive standards of living.  Daindemben Federation therefore is seeking a Project Officer to oversee and coordinate the implementation of the Strengthening for Improved Food Security and Sustained Income project in Falaba district funded by BMZ

 

OVERALL PURPOSE

Daindemben Federation will be implementing an Agricultural Project mainly on cassava value chain strengthening for Improved Food Security and Sustained Income in Falaba district. This project is funded by ChildFund Deutschland e. V. Therefore, the responsible person will be responsible for the day -to-day direct implementation of all components of the project activities within targeted communities in Falaba district.

 

DUTIES/RESPONSIBILITIES:

  1. ENHANCED CAPACITY FOR INCLUSIVE MANAGEMENT
  • Responsible for the day-to-day implementation of the BMZ Project at field level with leadership, monitoring and reporting roles.
  • To foster strong cooperation among stakeholders for quality, effective and sustainable program delivery in serving targeted beneficiaries.
  • Proper collaboration with state and non-state actors for effective implementation of Project design and evaluation and impact assessment.
  • Work closely with Farmers Federation through Ministry of Agriculture Forestry and Food Security (MAFS) to Identify and select Farmer Based Organizations (FBOs), support them to form inclusive management committees.
  • Conduct capacities needs assessment to provide training for basic literacy and numeracy and conflict management techniques as well as environmental safety and self-protection. Provide institutional, technical and leadership development training of local FBOs.
  • Ensure improved FBO capacity through relevant trainings in line with project output i.e.  cassava production, post- harvest, handling, processing and marketing, climate smart agriculture and improvement of agronomic practices on cassava; Train FBOs in the use of cassava waste to produce nutrition mushroom, baby cereals and animal feed etc.).
  • Identify and link FBOs with private sector companies/ individuals interested in cassava processing and input providers.
  • Support FBOs with the development of business plans for construction and equipment of processing facilities.
  • Provide training of FBOs on maintenance of cassava processing facilities,
  • Training of FBOs in the cassava value chain (processing, marketing, branding and food safety standards) (TOT)
  • Ensure FBOs have increased access, training and linkage to low- interest financing from Village Savings &Loan Associations (VS&LAs) and Micro Finance Institutions (MFIs) for cassava business with start -up kits.

 

  1. CHILD PROTECTION AND WELL BEING.
  • The Project Officer will take the lead to support FBO and FBO communities and children to deliver key trainings and awareness raising sessions with a child protection Lens through the media and community mobilization i.e. (positive parenting skills, child development, access to free Health care and education etc.).
  • Development and distribution of IEC Materials (Job aids, posters, brochures) on child labor.
  • Train Child Welfare Committees (CWCs) on child protection and referral pathways

 

  1. OPERATIVE AND ADVOCACY CAPACITIES OF BOTH LOCAL PARTNERS ARE IMPROVED
  • Conducting in- depth, project specific OCA
  • Train project staff in best practices to promote gender, people with disabilities and social inclusion in economic and livelihood programs.
  • Training of project administrative staff in financial management and reporting
  • Work in close collaboration with the Advocacy and Child Protection Manager in the review of relevant policies and legal frameworks for policy advocacy in the cassava value chain.
  • Regular monitoring visits for continuous monitoring of capacity development

 

COMPETENCIES:

  • Must be computer literate with reasonable proficiency in using Microsoft packages (Word, Excel, Power Point etc)

ABOUT THE ROLE
Reporting to the Sponsorship and Programs Director, the Project Coordinator will be responsible to oversee and coordinate the implementation of the School & Community Health Support Project.  S/he will be responsible for the overall management of quality of the project implementation in 7 districts: Bo, Moyamba, Kailahun, Bomabli, Tonkolili, Koinadugu & Falaba districts in Sierra Leone.

DUTIES/RESPONSIBILITIES

Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct yourself in a manner consistent with the Child Safeguarding Policy.

  • Facilitate the review and adjustment of annual implementation plans for the objectives of project interventions to ensure that annual performance indicators and program quality standards are met.
