Project Information:

Freetown’s water supply system has been hugely impacted by a disproportionate trend in water supply as against the number of consumers. This has resulted in an intermittent water supply system to be able to serve consumers through rationing. Even though this is the most viable option to sustainably carry out the mandate of the GVWC, potential downsides to this include the risk of waterborne diseases through potential intrusion of contaminants into the distribution system from pressure transients during off-supply hours when the pipes are empty and pressures below atmospheric.

With funding from the Japanese government, the project ending in March 2025 covers technical studies including mapping of customer databases, validation and update of the existing network, procurement of pipes and fittings for leakage management, and establishment of well-defined DMAs to enable GVWC to carry out proper water balance. The main focus on leakage management will be the prevention of water ingress into the water supply system thereby improving the water quality reaching the consumers and subsequently incidences of waterborne and water-related diseases. Interventions will be developed taking into consideration the priorities for people in Freetown in collaboration with the Guma Valley Water Company. This intervention will benefit 250,000 people directly and 15,000 meter connections in Freetown

Overall objective

The project aims at increasing access to safe water and reducing waterborne diseases in Freetown.

Outcome

  •  Improved and increased access to safe water in priority areas (beneficiaries: 250,000 people in Freetown)

Education/Experience/Language requirements

A. Education

  •  Advanced University Degree (Masters Degree) in Project Management, Procurement/ Supply Chain Management, Engineering, Construction engineering, Architecture, vertical infrastructure (buildings, etc.) or other relevant discipline is required.
  •  A Bachelor’s degree with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

B. Work Experience

  •  A minimum of 2 years progressive experience in infrastructure is required;
  •  Experience working in development sector is an added advantage;
  •  Experience in a Project Management role (incl. Team Leader, Lead Engineer, Technical Coordinator, Deputy PM or Acting) in the delivery of development projects is highly desirable;
  •  Demonstrated experience working with multidisciplinary teams is desired;
  •  Past experience involved in procurement of goods/services/ works is a distinct advantage;

BACKGROUND 

The IMPAACT4HIV project will pilot innovative models of disease management for people living with  advanced HIV (children, adults and adolescents) through a simplified, decentralized approach in target  countries. It will focus on early detection, identification and decentralized management in primary  structures and community channels. This includes rapid diagnosis of HIV, disease and opportunistic  infections, linkage to antiretroviral treatment, short-course therapy with enhanced prophylaxis and  treatment of opportunistic diseases, and a management strategy for severe bacterial infections. The  project will implement community-based, people-centered approaches and introduce innovative tools to  improve the effectiveness and efficiency of services.

The project, funded by UNITAID, will be managed by a consortium led by Aurum with DNDI, PATA, MAA  and SOLTHIS, and implemented in South Africa, Côte d’Ivoire, Mozambique, DRC and Sierra Leone. It will  run for 42 months (about 3 and a half years) from January 2024. SOLTHIS will oversee deployment in Côte  d’Ivoire and Sierra Leone.

The SOLTHIS team will comprise a Program Coordinator based in Abidjan and two implementation teams  in Abidjan (Côte d’Ivoire) and Freetown (Sierra Leone). In this context, we are looking for a Project  Coordinator to oversee the overall implementation of the project in Sierra Leone. 

SPECIFIC TASKS  

The IMPAACT4HIV Project Coordinator in Sierra Leone is responsible for the overall management of the  project in the country. He or she oversees implementing activities and achieving the objectives set out in  the contract with the donor, as well as managing his or her team, representing the project to partners and

stakeholders, and overseeing the administrative and financial aspects of the project. He/she works under  the direct coordination of the IMPAACT4HIV program coordinator based in Freetown, Sierra Leone.

1- Implementation and monitoring

2.) HIV technical officer

SOLTHIS is an international health NGO which contributes to the strengthening of health systems to  improve the access to quality care in countries with limited resources and/or with the vulnerable populations.  Solthis is registered and has been operating in Sierra Leone since 2011 where our teams have been  providing comprehensive technical support at both health facility, national and community levels to improve  quality of HIV care.

BACKROUND 

From 2022, Solthis is supporting the implementation of the New Funding Model 3 (NFM3) to accelerate the  achievement of 95-95-95 targets in Sierra Leone by 2024. The intervention through quality-oriented  capacity building approaches, complement the national healthcare workers’ capacity building activities such  as on-site training, clinical mentorship, supportive supervision and coordination planned by the NACP &  NAS in the NFM3. It focuses on strengthening the capacity of HCWs at Health Facilities (HF) and DHMTs’  staff to provide quality of HIV services delivery including prevention, HTS, ART, eMTCT, DSD, EID, Viral  Load, TB/HIV etc. It also strengthens the Supply chain management and laboratory component to improve  the accessibility and availability of HIV commodities at health facilities, and to support DHMTs to allocate  the available resources in the best possible way to minimize service provision disruption. Finally, the  intervention supports Data management system and usage of data to improve HIV related indicators. The  intervention is implemented in seven districts including Western Area (Rural and Urban), Port Loko,  Bombali, Tonkolili, Bo and Kenema Districts

supporting the New Funding Model 3 (NFM3) implementation in supported facilities 

POSITION SUMMARY 

Under the supervision of the the Project Coordinator NFM3, the HIV technical Officer main responsibilities  are (1) provision of capacity building to health care workers (HCWs) providing HIV services in order to  improve the quality of HIV services to people leaving with HIV (PLHIV); and (2) implementation of National  program (NACP) priorities at facility level with the aim to improve on the 3 UNAIDS 95

SPECIFIC TASKS AND RESPONSIBILITIES 

Technical Support to district coordination bodies 

  • Provide support to District Health Management Team (DHMT) to ensure the integration of HIV in  their routine activities
  • Attends coordination meetings relevant to the project within the district of intervention and at national  level whenever needed.
  • Maintains a good relationship with other implementing partners in the district.

Provides onsite guidance and support to improve quality and organization of care and promote  involvement of all stakeholders

Supports for the organization of care: ART dispensation based on Differentiated Service Delivery  (DSD) Model, organization of the patient flow, involvement of peer educators/CHWs, organization  of the system of consultations and file archiving, implementation of Pre and Post Exposure  Prophylaxis approaches.

Builds the capacity of the Health Care Workers with respect to counselling, targeted testing, and on  time linkage to care for new case

Support the retention to care initiatives for HIV patients

Diagnosis and management of opportunistic infections including tuberculosis. Conduct planned assessment at facility level and propose capacity building plan accordingly.  Participate in the evaluation of training and reporting activities

  • Ensure proper and correct documentation in ART registers, ART cards and other required reporting  tools
  • Conducts Joint-supportive supervision with District Management Teams
  • Works closely with District Mentors identified and trained by NACP.
  • Participates in training with other actors according to identified needs (associations, community, District  Management teams…)

About the Project: 

 

ChildFund received grant funding from TRADIN ORGANIC AGRICULTURE BV as part of the Sierra Leone Agro-Tech Development Support. The grant funding should support an increase in Fair-trade-(Regenerative)-Organic cocoa yields and farmer living income, increase farmer income and food security through agroforestry and decrease dependency of loans under implementation cluster four in specific aims at a sustained and further expanding agroforestry through effective financial management with Village Saving and Loan Associations at community-level.

 

ChildFund has selected N’domakeh to establish 45 Village Savings and Loan Associations (VSLAs) for proper financial management and connect the VSLA’s to the Farmer Field Schools to be established as part of the project and to monitor and report on these actions. The establishment of the 45 VSLA’s will be done in two years, 25 in the first year (January 2024 – December 2024) and 20 in the second year (January – 2025- December 2025) in 3 districts (Kenema, Kono and Kailahun). The establishment of the 45 additional VSLA’s is a continuation of the Integrated community-based approach to Combating Child Labour Project (FBK) from 2021-2023. N’domakeh Federation will be implementing this grant and coordinate with ChildFund Sierra Leone in the project administration and monitoring, ensuring a smooth implementation of the project activities in the areas where Tradin Sierra Leone is actively sources cocoa.

 

About the Role:

Reporting to the Project Coordinator, the Project Officer will be responsible for the day -to day direct implementation of all components of the project activities within targeted communities in Kailahun District.

Specific Responsibilities

  • S/he will be responsible for mobilizing community stakeholders and Tradin Organic Farmer Field School (FFS) members for the establishment of Village Savings and Loan Associations (VSLA) in targeted beneficiary communities.
  • Carry out on the ground facilitation of VSLA trainings in targeted communities, community engagement and mobilization
  • Working with the Project Coordinator, s/he will collect reliable monitoring data form the VSLA groups on a weekly and or monthly basis in a timely manner
  • Coach and support VSLA Management Committees for proper meeting sessions and recording of transactions.
  • Work with community support structures to ensure that children are protected from harm, abuse, exploitation and neglect, especially against child labour.
  •  Actively participate in capacity building opportunities and share learning and experiences with project partners and the wider project team.
  • Support the Project Management team by representing N’domakeh Federation at any related district level and chiefdom level coordination meetings and when required.
  • Acts as liaison between ChildFund and other stakeholders, and between beneficiaries and communities at the district level.

About the role

The four-year Youth Voices Lab’ (YVL) programme seeks to create a more youth-responsive and inclusive society.  The programme focuses, primarily, on interventions to support young Africans in the continent and the diaspora in Europe in their journey towards increased engagement, connection, and empowerment, and interventions that support enablers/decision-makers (AU and EU, governments, CSOs, Corporates, others) in their journey to develop equal partnerships with young people and to create the conditions to address the key needs and priorities of the younger generation. In turn, these outcomes contribute to the availability and implementation of budgeted and relevant youth-responsive policy frameworks (AU-EU cooperation plans/partnerships, strategies, others), leading to a more youth-responsive and inclusive society in which the aspirations of existing and future development frameworks are delivered, leaving no one behind.

The programme is driven by a consortium of five (5) partners; OXFAM (Lead), Restless Development, SEARCH for Common Ground (SEARCH), Youth Makers Hub (YMH), and  Make sense Africa, with in-country programming in 15 intervention countries, and youth and stakeholders engagement outside the intervention countries across Africa and Europe.

The programme has two interrelated objectives:

  1. Young people and youth-led groups and networks effectively advocate for their concerns and priorities at various levels, including local, national, continental and cross-continental, and around the AU-EU partnership in Africa.
  2. Institutions, governments, partners, and corporations are more youth-centered and meaningfully collaborate with youth in the development and implementation of their policies/decision-making moments and spaces.

The Senior Programme Coordinator is the person responsible for the overall efficient implementation of the programme for Restless Development Sierra Leone, ensuring objectives are met, budget is spent appropriately and results are achieved. The Senior Programme Coordinator will act as the in-country liaison for the project.

The Senior Programme Coordinator will ensure overall strategic programme delivery, coherence and alignment with other Restless Development countries of implementation, as well as contribute to global learning across the agency and establish strategic links between the Youth Collective in Sierra Leone and Youth Voices Lab. She/He will also engage with partners and youth networks in-country to guarantee strategy coherence, cross-learning, and collaborative advocacy.

ABOUT WFP

The World Food Programme (WFP) has been present in Sierra Leone since 1968. It supports the Government through a range of integrated life-saving and resilience-building activities.

To build the resilience of smallholder farmers, WFP provides support along the entire value chain, from production to marketing. Currently WFP directly supports almost 9,000 smallholder farmers to produce, process and market rice, nutritious vegetables, legumes and Orange Fleshed Sweet Potato. WFP’s flagship programme is Home-Grown School Feeding, which synergies local production and consumption, providing a market for smallholder production through supplying the National School Feeding programme. WFP provides daily school feeding in 5 districts across the country, covering over 1,000 schools and approximately 240,000 beneficiaries. To expand the benefits associated with school feeding, in select schools, WFP is undertaking a Home-Grown School Feeding approach, based on local procurement from smallholder farmers.

In Bonthe district, WFP covers 166 schools and over 36,000 beneficiaries with School Feeding. The Government of Iceland is funding the conversion of 136 of these schools to Home-Grown School Feeding modality (currently only 5 schools are on this modality) through the inclusion of locally produced fresh vegetables in the food basket and orange-fleshed sweet potato/fish in select schools. The package also includes the construction of kitchen/storage facilities and installation of fuel-efficient stoves.

CONTEXT OF THE CONSULTANCY 

We Are Purposeful is looking for a dedicated and dynamic Consultant to serve as Facility  Coordinator as Purposeful moves into a new Movement Building Hub in Freetown. The  building will be a home for the Purposeful team and bring together girls, allies, and  movement allies. The consultant will work closely with the Operations Manager to oversee  the facilities of the building, and its equipment and ensure that it is safe and functional.  The duties include working with service providers, inspecting facilities to meet safety  regulations, and coordinating renovations and updates.

ROLES AND RESPONSIBILITIES OF THE FACILITY COORDINATOR CONSULTANT 

  1. Facility Management
  • Manage and upkeep the different office spaces within the building. ● Manage the running of the conference hall for all Purposeful and external events and activities.
  • Work with caterers and office assistants in running the canteen.
  • Oversee the running of the playground.
  • Supervise the cleaning company responsible for cleaning the internal and external areas of the office.
  • Work with the gardener from the cleaning company or contract a gardener to install and maintain the flowers and green spaces on the property.
  • Oversee the maintenance and repairs of the organization’s equipment/assets ● Coordinate with various service providers on maintenance when required. ● Ensure there are proper records and filing of all maintenance requests. ● Monitor and ensure garbage is collected regularly.
  • Advise on and facilitate the fumigation of the office when required.

  • Ensure that the fire protection systems are in place (fire alarm and extinguishers)

CONTEXT OF THE CONSULTANCY 

We Are Purposeful is looking for a dedicated and dynamic agency preferably female led or with women in leadership positions that have the necessary skills to provide  effective cleaning services at the new Movement Building Hub in Freetown. The building  will be a home for the Purposeful team and bring together girls, allies, and movement  allies.

SCOPE AND DELIVERABLES OF THE COMPANY/FIRM 

The scope and deliverables of the Contract shall include but not be limited to the  following:

▪ Cleaning of office space, meeting rooms, stairways, and common areas daily. ▪ Cleaning of all Library, and Reception area

▪ Cleaning of art display center after events.

▪ Monitoring and cleaning of the playground to ensure a healthy and non-hazard  environment.

▪ Cleaning of the floor of all toilets, bathrooms, and their fixtures

▪ Cleaning of the Kitchenette, canteen, and balcony

▪ Cleaning of ceilings, windows, and glass doors – internal and external Waste  management.

▪ Cleaning of the car park area and compound

▪ Regularly emptying office bins and ensuring proper management and disposal of  waste in the building.

▪ Cleaning of the Conference Hall to ensure the venue is ready for events and even  after.

SUPPLIES AND EQUIPMENT 

The contractor will provide all equipment, as well as environmentally friendly cleaning  supplies required for carrying out the work. This comprises but is not limited to, such as  powder and bar soaps, scrubbing brushes, brooms, towels, mops, etc.

We are Purposeful will provide all the supplies for toilets, kitchenettes, and desk cleaning  including – toilet paper, paper towels, disinfectants, kitchen towels, kitchen paper towels,  washing-up liquid, soap and replacement, soap detergents for the kitchenettes,  dishwasher supplies, as well as hand sanitizer refills. We would provide a dedicated  storage room on the premises for keeping cleaning supplies and equipment.

 

REQUIRED SKILLS, EXPERIENCE, & QUALITIES 

The submitted proposal must include the following mandatory attachments. If any of the  documents and information is missing, the proposal shall be rejected.

▪ Company profile and qualifications of contractor

▪ Proven track record in rendering satisfactory services to high-end premises.  ▪ Submit references from at least three companies /organizations where similar  cleaning services have been or are provided by your company in the last five (5)  years and shall include customer name, official email, address of the company, and  telephone number.

▪ Business registration certificates and Tax Clearance.

▪ Detail pricing proposal

▪ The personnel must have training and experience in rendering cleaning services in  such environments and must not have criminal records or pending court cases  against them.

▪ Provide full uniforms to cleaners identified with the company logo and protective  wear i.e., shoes, gloves, and nose masks (occupational health and safety)

The Purposeful Fellowship is a paid work program that provides practical work experience  in a dynamic work environment, interaction with our amazing partners, including girls  across the country, and an opportunity to be part of a viable movement for change. It is  designed by Purposeful for young graduates and non-graduates with outstanding lived  experiences to gain work experience for three to six months for a minimum of 28 hours a  week.

WHY WE ARE PURPOSEFUL FELLOWSHIP 

Purposeful also recognize the lived experiences of non-graduates and how that ties into  the work we do. Thus, we encourage young women with outstanding experiences to  apply for a fellowship. Recent graduates i.e., who have graduated within a year, or who  are about to graduate (completing their final requirements) can also apply for this  fellowship with Purposeful. The duration of a Purposeful fellowship is 6 months with the  possibility of extension by an additional six months.

CONTEXT OF THE FELLOWSHIP 

We Are Purposeful is looking for a dedicated and dynamic young graduate who is  passionate about changing the game for girls to join our fourth (4th) Cohort of Purposeful  Fellows as Purposeful moves into a new Movement Building Hub in Freetown. The building  will be a home for the Purposeful team and bring together girls, allies, and movement  allies. The Fellow will work closely with the Special Project Manager who will oversee the  execution of new initiatives, planning, and coordination of activities and events of the  movement building hub.

ROLES AND RESPONSIBILITIES OF THE SPECIAL PROJECT FELLOW 

❖ Collaborate with the Special Projects Manager to plan and execute events,  workshops, book club, exhibitions, and wellness activities.

❖ Support with the coordination of logistical aspects, including venue setup,  catering, participant registration, etc.

❖ Provide administrative support to the Special Projects Manager in project-related  tasks.

❖ Assist in the development and implementation of project plans for various  initiatives within the Girls Building Project Space.

❖ Assist in drafting and disseminating communications related to events and  activities.

❖ Support the Special Projects Manager in fostering collaboration with external  partners, allies, girls, and organizations to enhance the impact of the Girls Building  Project

❖ Work closely with team members across different departments to ensure seamless  coordination of activities.

❖ Welcome guests/visitors and clients in a professional and friendly manner.  ❖ Ensure all visitors to the office sign in the visitors’ book for future reference. ❖ Answer phone calls, take messages, and direct calls to the appropriate staff  member.

❖ Maintain a neat and organized front desk area.

❖ Support and refer guests appropriately to team members within the office. ❖ Acknowledge receipt of letters, packages, and documents, and distribute them  accordingly.

❖ Ensure that the library is well organized, and books are properly cataloged and in  great condition.

❖ Manage the inventory of the library and keep an updated library record.  ❖ coordinates the use of the library space making sure it is tidy and presentable. ❖ Assist with research requests and provide reference assistance as needed.  ❖ Assist with administrative tasks such as scheduling and organizing meetings in the  library space.
