Under the supervision and guidance of the Chief Education Section, the programme associate supports the Education Section through providing a range of procedural, administrative, and operational support in developing, implementing, executing and monitoring their country programme, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.

SUMMARY OF KEY FUNCTIONS/ACCOUNTABILITIES

  •  Facilitating the development of programme cooperation agreements (PCAs) by providing information and drafting selected sections of it.
  •  Ensuring the timely and accurate recording and administrative processing of government & NGO’s proposals and requests for direct cash transfers (DCTs).
  •  Conducting programme monitoring in UNICEF focus districts for cash and supplies and informing team-members on the status.
  •  Helping conduct regular spot checks of partner’s projects to assess their financial record-keeping, expenditure controls and reporting systems.
  •  Monitoring and tracking the efficient distribution of supplies that are required for effective programme delivery.
  •  Supporting the programme section in researching, compiling and analyzing qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate programme delivery as well as preparation of reports, working papers and presentations.
  •  Carrying out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs),and making amendments and alterations as per section revisions when necessary.

  •  Regularly monitoring budgets and financial expenditures of the section by employing applicable tools, ensuring compliance with UNICEF rules and regulations, and keeping supervisor informed and advised on actions for decision and/or follow up.
  •  Helping prepare periodic or ad-hoc financial reports relating to country office and donors to support the office in optimizing use of programme funds.
  •  Supports capacity development activities related to programme development by preparing training materials and participating in exercises.

Inter-religious Council of Sierra Leone (IRCSL)BACKGROUND 

The Inter-religious Council of Sierra Leone (IRCSL) is an interfaith organisation working on, inter alia, national reconciliation, health and religious harmony. The IRCSL came into existence to facilitate interfaith collaboration as part of the efforts to end the country’s civil conflict. Inaugurated in 1997, it is composed of adherents of the two main religions in Sierra Leone – Christianity and Islam. The organisation has a network of clergy and imams in every part of the country, from village, town, chiefdom, and district, to national levels. They are entrusted with undertaking sensitisation, awareness raising and community education. Its core values and mission include the fundamental responsibility to promote interfaith dialogue, promote peaceful co-existence in communities and provide spiritual, moral guidance for congregations. In the nearest possible time, organization will undertake for the first time to develop their Country Strategic Plan which will broaden the scope of its interventions across the country and further strengthen partnerships with existing and potential donors.

In partnerships with Catholic Agency for Overseas Development (CAFOD) and Catholic Relief Services (CRS), IRCSL seeks applications from suitably qualified and competent persons for its ‘Promoting national cohesion, peace consolidation and youths’ transformation with employability skills’ project and generally lead in the design, planning, coordination, development and management of programmes.

JOB SUMMARY

The Programme Development Manager serves as the focal person for all programme-related issues and is responsible for proper planning, designing, coordination, monitoring, sound financial management and programmes, high-level representation, programme quality development, capacity strengthening and effective relationships with partners and potential donors. The Program Development Manager will search for new funding opportunities, develop and maintain partnership with other organisations, writing concept notes and proposals and maintaining donor liaison to secure funding for new projects and programmes for IRCSL.

The scope of the post-holder will be within the confines of the following broad functions:

KEY RESPONSIBILITIES

Programme management and development in line with the New IRCSL’s Programme Strategy

  • Participate in the development of IRCSL’s Programme Strategy and support in guiding the process for appropriate features of development interventions are entrenched.
  • Develop and manage donor-supported programmes and ensure they are aligned with the new programme strategy developed for IRCSL.
  • Lead the process of developing concept notes and proposals and maintaining donor liaison to secure funding for new projects and programmes for IRCSL are secured.
  • Searches for new funding opportunities through donor websites and donor engagement meetings.
  • Reviews the funding opportunities and checks alignment with programme strategy, organizational policies, programme priorities and capacity.
  • Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plans in line with donors’ requirements.
  • Work closely with the General Secretary on grant-award agreements and amendments for IRCL and lead internal review processes on grant-award documentation.
  • Work closely with the General Secretary to manage project cycle meetings; namely opening, implementation, close-out, and learning meetings, where the IRCSL is the lead organization or sub-grantee in a coalition.

Partnership management and stakeholders’ relationships strengthening.

  • Coordinate and oversee working relationships with all relevant stakeholders and serve as the liaison between them and the organization in consultation with the General Secretary.
  • Support and work closely with the Exco Officials of the IRCSL and program team for all partnership related issues.
  • In the event of donor issues, work closely with the General Secretary to agree on the appropriate corrective actions.
  • Ensure the processes of internal due diligence processes are followed and completed in a timely manner for all donors with which IRCSL seeks to engage with on new opportunities.
  • Ensure the capacity building and development plans from the due diligence are tailored accordingly and prioritized for actions within the required timeframe.
  • Establish strong working relationships with CAFOD, CRS and other stakeholders.

Internal and external representation.

  • Meeting at least quarterly with the Standing Committee of the IRCSL for dialogue and discussion of programme and project issues with a view to building ownership of and for the programmes and projects undertaking.
  • Participate in government and INGOs/NGOs’ coordination meetings, technical working groups, and general meetings.
  • Represent the IRCSL body at various levels as delegated by the General Secretary where and when needed.

Networking and advocacy.

  • Ensure linkages between CAFOD, CRS, relevant government departments, ministries, and other agencies.
  • Nurture and sustain relationships and effective communications with relevant stakeholders, including local government, national networks, bi-lateral agencies, and other agencies.
  • Carry out advocacy work with relevant stakeholders at local, national and international levels and to consolidate national peacebuilding, national cohesion and peace in the country.

Financial management, monitoring and reporting of programmes and projects.

  • In close co-operation with the Finance Manager and General Secretary, prepare financial forecasts, manage and monitor budgets and expenses.
  • Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to staff assigned to the organization.
  • Support the review and revision of project reports, narrative and financial, and support the internal coordination and review process.
  • Work with project staff to develop a systematic and realistic monitoring system that captures progress on project performance indicators and disseminates with relevant stakeholders.
  • Reports on monthly, quarterly, annual, and end of project basis in line with reporting needs as agreed with any donors or sponsors.
  • Carry out field spot checks to monitor any activities implemented by IRCSL across the country.
  • Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements.
  • Capture and report on program challenges, major decisions, lessons learned, and best practices gathered and disseminate with the General Secretary, Exco Officials of IRCSL and other relevant bodies.
  • Communicate constructively with the General Secretary regarding donor and IRCSL requests and requirements to ensure prompt actions appropriately.
  • Report to the Standing Committee of the IRCSL regarding all programmes and projects being implemented by the IRCSL.

Staff management and development.

  • Identify and adapt appropriate staff development materials (training, distance learning, self-study) to support the building of capacity in resource acquisition, such as assessment and proposal development skills, basic elements of donor compliance.
  • Coordinate the provision of any logistical and administrative support to staff and faith leaders to accomplish assigned tasks.
  • Support the Project Staff to facilitate capacity-building sessions with the faith leaders (District and Chiefdom Coordinators), especially in reporting and project implementation.
  • Delegate tasks and responsibilities among team members, ensuring a balanced workload and efficient utilization of skills and expertise.
  • Foster a positive and inclusive work environment, promoting teamwork, collaboration, and mutual respect among team members in the organization.

Safeguarding 

  • Conduct assessment of the existing safeguarding policy to identify gaps and areas of strengthening and modify to suit the safeguarding for the prevention of sexual exploitation and abuse (PSEA).
  • Conduct regular orientation of the safeguarding policy with project staff and other relevant persons contracted to undertake assignment on behalf of IRCSL.
  • Responsible for ensuring that the programme work IRCSL are accountable for is safe, accessible, dignified and inclusive.
  • Create a safe environment for children, young people and vulnerable adults and to prevent their physical, sexual or emotional abuse.
  • Report any suspicion or ascertained case of violation of Do Not Harm and Safeguarding requirements that may arise.

QUALIFICATIONS

  • At least First Degree in international development, project management, business administration.
  • Master’s degree in international development, project management or business administration will be an added advantage.

EXPERIENCE AND SKILLS

  • At least 8 years of work experience delivering humanitarian and/or development projects, with minimum 3 years of management experience.
  • Previous experience in managing a variety of high-value projects across different themes.
  • Proven record of success in delivering the full project management cycle, including experience in developing concept notes and proposals.
  • Prior knowledge of donor regulations and sound understanding of implementation and management of different donor compliance requirements in the context of partnership.
  • Proven leadership skills, and experience of managing staff.
  • Accomplished in networking, influencing and delivering results with key stakeholders.
  • Excellent written and spoken English.

solthisSolthis is an international health NGO which contributes to the strengthening of health systems to  improve the access to quality care in countries with limited resources and/or with the vulnerable  populations. Solthis is registered and has been operating in Sierra Leone since 2011 where our teams  have been providing comprehensive technical support at both health facility, national and community  levels to improve quality of HIV care.

From 2022, Solthis is providing a Technical Assistance (TA) to NACP for the implementation of the New  Funding Model 3 (NFM3) in seven districts including Western Area (Rural and Urban), Port Loko,  Bombali, Tonkolili, Bo and Kenema health districts. Through quality-oriented capacity building  approaches, the TA complements healthcare workers’ capacity building activities such as on-site  training, clinical mentorship, supportive supervision and coordination planned by the NACP. The TA  focuses on strengthening the capacity of healthcare workers (HCWs) at Health Facilities (HF) and Key  Population Drop-In Centers (DIC) levels and DHMT staff to provide quality of HIV services delivery  including prevention, HTS, ART, eMTCT, DSD, EID, Viral Load, TB/HIV etc. It also supports data  management system and usage of data to improve HIV related indicators; and strengthens the supply  chain management and laboratory component to improve the accessibility and availability of HIV  commodities at health facilities and DICs, and to support DHMT to allocate the available resources in  the best possible way to minimize service provision disruption.

SPECIFIC TASKS AND RESPONSIBILITIES 

A- Project implementation and monitoring 

  1. Implementation of activities :
  • Ensures proper project implementation in line with Solthis’ standards and contractual deadlines. • Conducts analysis of project context and environment (current and prospective). • Guarantees the production and quality of defined deliverables.
  • Manages project budgets, including co-financing.
  • Applys fraud and abuse prevention and management procedures
  • Sets up, monitors, and updates project management documents (action plan, logical  framework, etc.).
  • Handles internal start-up processes (recruitment, kick-off meetings, operational planning, etc.).

 

  1. Reporting : 
  • Produces a critical analysis of the results achieved for the projects.
  • Drafts monthly internal reports according to a template defined beforehand. • Prepares internal quarterly meeting PowerPoint presentations and organizes the review  meeting i.e. schedules the meeting, sends invitations to participants, presents the presentation  during the meeting to participants

  1. Monitoring & evaluation: 
  • Oversees the development and implementation of the project Monitoring & Evaluation (M&E)  plan
  • Ensures the documentation and completeness of project program data.
  • Disseminates validated key results to partners and national programs.
  • Contributes to the terms of reference for external and/or internal evaluations and ensures  proper conditions for evaluation.

 

  1. Relations with donors and partners  
  • Ensures commitments to the donors are met in terms of budget management and reporting  schedules
  • Organises and leads quarterly review meetings with NACP and IHPAU, and other technical,  implementing partners
  • Participates in the various HIV thematics national Technical Working Groups and other national  steering committees
  • Liaises with and maintains good relations with NACP, IHPAU, NAS, implementing partners, CSOs, UNAIDS, WHO, and others organizations involved in HIV prevention in Sierra Leone

 

  1. Advocacy / Capitalisation / Communication on projects : 
  • Facilitates communication between operational and MEAL Coordinator
  • Participates in national consultation frameworks on the various HIV thematics  • Defines operational communication actions for projects, i.e. visibility, dissemination of results,  closure, etc.
  • Documents and disseminates lessons learned from projects
  • Ensures that all project-related documents are archived on SharePoint.
  • Participates in international conferences related to project themes (pending availability of  funds)

 

  1. Technical Support: 
  • Provides technical support to the NACP and NAS in developing or/and reviewing standard  treatment guidelines, policies, and manuals, as well as jobs and SOPs.
  • Represents Solthis in national and district-level activities.
  • Provides technical assistance and guidance to Solthis supported facilities in clinical case  management for HIV patients.

B- Team management 

  • Works with the Programme Coordinator to recruit and integrate the NFM3 TA project team. • Set objectives to be achieved at the end of the trial period.
  • Conducts regular individual reviews, providing honest, constructive, and benevolent feedback  on performance.
  • Supports the setting of annual objectives and assesses, once a year, the performance and skills  of the employees under his/her direct supervision, and proposes skills development actions. • Identifies and address disciplinary problems in collaboration with the Programme Coordinator  and HR Management if necessary.
  • Ensures that the teams concerned are involved in the decision-making process.

 

  1. Administrative and financial monitoring  
  • Manage the project budget in collaboration with the AFM & Deputy AFM
  • Provides the AFM & Deputy AFM with all information affecting the project budget at monthly  meetings.

The Ministry of Basic & Senior Secondary Education (MBSSE) in partnership with the Qatar-based Education Above All Foundation (EAA) seeks to implement a project to facilitate enrolment into formal and non-formal learning programs for 120,000 out of school children (OOSC). The MBSSE will receive funding to provide effective accelerated learning programmes that support the enrolment, retention, completion, learning outcomes and transition of OOSC of Sierra Leone. The main objective of this project is to support and reinforce foundational learning for all, with special attention to vulnerable children, such as girls, pregnant girls, and children with disabilities, children from rural and underserved areas and from low-income families, who are at risk of dropping out of school and are currently out of school.

Concern is part of the NGO Consortium (led by Save the Children Int.)  that will implement, together with MBSSE, 3years project (Delivering Learning for Out of School Children (OOSC) in Sierra Leone to facilitate the identification and enrolment, of at least 60,000 out of schoolboys and girls in 10 districts of Sierra Leone through community engagement, capacity building and support for vulnerable learners. Job Location: Tonkolili District (based in Magburaka, with frequent travelling to the field and Freetown Office)

Job Purpose: Concern is seeking a Project Manager for the anticipated Delivering Learning for Out of School Children (OOSC) Project. 

The Project Manager will be responsible for overall supervision, management and leadership for the project in target communities and chiefdoms. The Project Manager will provide technical expertise and effective leadership and management of the project staff and resources. Ensure accurate and timely financial budgeting and reporting (financial and narrative). S/he will be responsible for the day-to-day management of the project team, developing and implementing project plans including MEAL, activity and procurement plans; and ensuring adherence to Concern and the EAA consortia policies and procedures.

Approximately 50% of his/her time will be spent in the field in Tonkolili carrying out supportive supervision visits to the team. S/he will ensure close coordination with other Project Managers in Tonkolili for sharing learning and integration. S/He will build and maintain positive relationships with District Ministries, District Council and other stakeholders.

S/He will receive technical support from the Education Programme Coordinator both on programming and on budget management.

This position is contingent on funding.

Main duties &  

Responsibilities:

Programme Cycle Management: 

  • Prepare annual Procurement plan and Detailed Implementation Plan (DIP), with realistic budget that correspond to approved donor proposal in coordination with Education Programme Coordinator; and ensure DIP and procurement plans are effectively monitored, managed and updated at least quarterly;
  • Prepare and ensure the project is implemented according to agreed annual, quarterly and monthly work plans and budgets that correspond to the approved donor proposal and budget; delivers against timeframes, output and outcome targets/objectives;
  • Prepare regular narrative reports on project activities for internal management purposes, highlighting any areas of variance with suggested corrective actions;
  • Responsible for the production of timely, accurate, and quality project reports and other relevant project documentation for submission to Education Programme Coordinator;
  • Develop annual project budgets including cash flow forecasting – ensure ToRs are in line with agreed budget; conduct budget review and management including reforecasts at least quarterly, and monthly donor management account review and feedback submission to Finance department to ensure that expenditure is being accurately recorded and to avoid any under- or over-spends – in coordination with Education Programme Coordinator;
  • Ensure all expenditure is authorised and spent in accordance with Concern’s internal procedures and donor requirements. Ensure the allocated budget is utilised effectively and any necessary adjustments are requested in a timely manner.
  • With Education Programme Coordinator ensure that all Project Officers fully understand the project’s design, objectives, activities, results framework, and technical approaches, and implement activities in line with these documents;
  • Ensure all aspects of EAA Project activities adhere to programme quality standards and policies (PM&E, accountability and mainstreaming) in a coherent and integrated manner;
  • In collaboration with the Consortium MEAL Manager, Concern PDQ coordinator and project MEL Officer ensure that the project’s MEAL framework, plan, tools, and systems are well embedded into all project activities, fully understood and regularly implemented by staff and partners, and are in line with the project’s results framework
  • Ensure that project activities are continuously monitored and evaluated according to project MEAL plan, including accuracy of data collection by project MEL officer and project staff; and use of project learnings to improve programming;
  • In coordination with PDQ, ensure identification and documentation of good project practices and case stories;
  • Work closely with the PDQ team to ensure that all project accountability and feedback mechanisms are operational, functional, and used, including by children.

People Management: 

  • Manage or participate in staff recruitment as needed for the project;
  • Line manages 3 Project Officers, contributing to their capacity building and career development through technical support and on-the-job training and coaching, including in particular a thorough induction at the start of their contract;
  • Ensure that each member of the team fully understands outcomes which are expected of them, by setting SMART objectives, and that they are aware of the success criteria relating to their work;
  • Ensure that all EAA Project staff are aware of and comply with all of Concern’s and project related policies and procedures;
  • Monitor and review performance of EAA Project staff and hold staff accountable for meeting their success criteria; give corrective feedback where required and take decisive action in the case of poor performance;
  • Ensure that work within the team(s) is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently;

Visibility and Representation

  • Participate in consortia meetings, trainings and working groups as require.
  • Represent Concern externally in education related fora. Support Education Programme Coordinator to develop and maintain effective partnerships/relationships with relevant INGOs/LNGOs and Sierra Leone government institutions
  • Maintain positive relationships with all relevant government agencies and stakeholders, particularly with DDE and TSC in the Target District, ensuring they are regularly updated and invited to participate in or monitor activities as relevant.
  • Proactively reach out to other organisations, groups, and agencies that are doing similar or related activities in the project area to strengthen collaboration and synergy, and to avoid duplication.
  • Work closely with the advocacy/communications and PDQ teams to maintain an integrated and joined approach to advocacy and programme work as relevant.

General

  • Ensure full adherence to and promote Concern’s and consortia key policies – especially the Code of Conduct & Associated Policies (Programme Participants Protection Policy, Child Safeguarding Policy, Anti-trafficking Policy), Anti-Fraud Policy and Core Humanitarian Standards (CHS), including the complaint and response mechanism (CRM), to ensure maximum protection of programme participants and the efficient and transparent use of project resources;
  • Promote and protect the reputation of Concern in external settings, ensuring that the organisation’s experience and expertise is well communicated/presented, and that we are looked upon as a professional organisation, guided by policies and our Code of Conduct.
  • Contribute to the ongoing reviews and updating of Concern in Sierra Leone’s Security Management Plan (SMP), the country strategic plan, PEER plan, and other Concern initiatives.

Person specification: Essential 

  • Bachelor’s Degree in education, development studies, and social sciences related discipline or appropriate equivalent professional qualifications/experience.
  • Minimum 5 years’ experience working at management/coordinator level in education (formal and non-formal) related development programmes in Sierra Leone.
  • Demonstrated experience of external networking and representation/influencing with government and non-government education stakeholders (NGOs, UN agencies, donor institutions, etc.) at national and other levels. Previous experience of working in partnership with the MBSSE and other key institutions will be a particular advantage.
  • Demonstrated experience in line management and building cohesive high performing teams.
  • Good budget and financial management skills;
  • Ability to organise and plan effectively;
  • Excellent English written and verbal communication skills.

Reporting Lines

Under the overall supervision of the FAO Representative in Sierra Leone and the technical supervision of the project Lead Technical Officer (LTO), the NPC will be responsible for the overall management and coordination of the project implementation including the day-to-day project management and regular monitoring of project results and risks as well as social and environmental risks.

Technical Focus

The Government of Sierra Leone has made considerable progress in land sector in the past 10 years, partially as result of a successful application of the Voluntary Guidelines on the Responsible Governance of Tenure (VGGT) principles in different reform processes supported by the Government and CSOs. Starting from the adoption of the National Land Policy in 2015, a progressive Customary Land Rights Act and a Land Commission Act have been promulgated by the Parliament in August 2022, as well as the Gender Equality and Women’s Empowerment Act (GEWE) signed by the president in January 2023. All these instruments represent a milestone in the advancement of securing tenure rights for the most vulnerable and a significant step towards the realization of women’s land rights in the law. At the same time, the implementation of such laws will require the definition of clear road maps and implementation plans. To this aim FAO is supporting the implementation of the project Promoting inclusivity for improved local tenure governance.

First the project will strive to improve local land governance by reinforcing and capacitating local institutions (traditional and newly established) which play a crucial role in the implementation of the legislative framework, paying particular attention to the role of women and youth. Secondly, to further support improved land governance, the project will strive to increase the capacity of national actors to define land reform targets, indicators and agree long term monitoring mechanisms, in line with the VGGT principles, with the ultimate objective of increasing accountability.

The NPC will liaise with the LTO on all aspects of project coordination and implementation including but not limited to: Tasks and responsibilities

  •  Day-to-day management of the project and coordination of planning, implementation supervision of activities to ensure efficient provision of both administrative and technical support services.
  •  Manage and coordinate project activities to ensure efficient provision of both administrative and technical support services.
  •  Coordinate the timely and quality implementation of overall project components by providing technical support and ensuring appropriate linkages amongst the consultants and other actors.
  •  Closely monitor the implementation of the project to avoid delays, under spending and overspending.
  •  Timely compilation and submission of project reports (every 6 months in accordance with FAO reporting requirements).
  •  Work closely with the FAO admin unit to monitor project finances and review progress made towards stated objectives and results on a half year basis.
  •  In collaboration with FAO Procurement Officer and Procurement Committee, prepare bid documents including TORs for project experts/consultants working on the various aspects of the project and to the selection processes.

Reporting Lines

The National ESIA and Safeguard Consultant reports to the FAOR, Sierra Leone. On technical front, the ESIA/Safeguard Consultant must engage and consult with the International Environmental and Social Assessment Expert, the Regional Project Coordinator and coordinate and liaise with the Forest/Environment/Climate (FEC) Projects Coordinator, the National Project Coordinator, AFAOR, Head of Programmes and the REDD+ Focal Person appointed by the Government.

Technical Focus

The National ESIA and Safeguard Consultant will conduct detailed environmental and social impact assessment and provide comprehensive report with environmental safeguard measures to use. S/he must be technically inclined to undertake comprehensive environmental and social impact assessment and provide environmental safeguards and guidelines for the country. The Environmental, social Assessment and Safeguards Consultant will provide a technical support to the REDD+ National Coordination and the Safeguards Technical Working Group for all activities related to environmental and social assessment and safeguards. He/she will also provide guidelines for the development of the Safeguards Information System for the country. S/he will also lead and provide guidelines for the development of the Safeguards Information System, the Environmental and Social Management Framework (ESMF)/Environmental and Social Management Plan (ESMP).

Tasks and responsibilities

  •  Support activity 1.3.1.1 in collaboration with a national communication and stakeholder engagement consultant
  •  Conduct the assessment of REDD+ strategic options in order to increase environmental and social performance of the REDD+ national strategy under activity 2.2.2.3 (Assess REDD+ strategic options to increase environmental and social performance of the REDD+ national strategy) for Sierra Leone;
  •  Implement activity 2.2.2.6 (Develop the Environmental and Social Management Framework (ESMF) for the national REDD+ strategy) and activity 2.2.2.7 (Conduct a national workshop to validate the REDD+ national strategy and the ESMF) for Sierra Leone;
  •  Activity 1.1.4.1 Establish a Safeguards technical working group (STWG) to support all process related to safeguards. Based on the deliverable 2.2.2.3a, an Environmental and Social Management Framework (ESMF) for the national REDD+ strategy will be developed.

Education/Experience/Language requirements

A. Education

Main duties & 

Responsibilities:

Programme planning and implementation 

Under the supervision of the Nutrition Team Leader:

  • Contribute to the development of monthly and weekly work plans with the team based on the overall project work plan and timeframe;
  • Participate in project community entry meetings and identification of vulnerable households using PRA tools;
  • Participate as active participant in relevant project training of trainers;
  • With line manager identify and support mechanisms for greater sharing and coordination between FNS including organising regular meetings and field visits with DHMT, PHU and FNS members
  • Promote participation of FNS
  • With LANN Nutrition Team Leader – Support the roll out of the Nutrition Smart Communities Nutrition Camps intervention including:
  • Organising screening of children in project counties aged 6 months to 3 years (anthropometric measurements by trained animators and Community Health Workers);
  • Participatory targeting of vulnerable households with malnourished children to engage in nutrition camp sessions;
  • Support nutrition camp sessions in areas of expertise: hands-on infant and young child feeding practices; cooking demonstrations of low-cost nutritious recipes; preparation and demonstrations of low-cost nutritious instant mixes for children; education on food and personal hygiene, safe drinking water, active feeding and care during illness.

Job Location: Port Loko Concern Office (50% in the field in project sites)
Contract Details: Fixed term: 12 Months with possibility of extension
Job Purpose: The LANN-NSC Project Manager will provide overall supervision, management and leadership for the LANN-NCS project in target communities and chiefdoms of Port Loko District.

The Project Manager will provide technical expertise and effective leadership and management of the project staff and resources. Ensure accurate and timely financial budgeting and reporting (financial and narrative). S/he will be responsible for the day-to-day management of the project team, developing and implementing project plans including MEAL, activity and procurement plans; and ensuring adherence to Concern policies and procedures. Approximately 50% of his/her time will be spent in the field in Port Loko carrying out supportive supervision visits to the team. S/he will ensure close coordination with other Project Managers in Port Loko as well as Livelihoods District Delivery Manager for Yoti Yoti (for sharing learning and integration). S/He will build and maintain positive relationships with District Ministries, WHH and other stakeholders.

S/He will receive technical support from the Livelihoods Programme Coordinator both on programming and on budget management.

The post will be based in Port Loko District with participating in WHH partnership meetings, as well as government and stakeholder meetings as needed.

Main duties & 

Responsibilities:

Specific Roles and Responsibilities

Project Cycle Management

  • Prepare annual Detailed Implementation Plan (DIP), with realistic budget that correspond to approved donor proposal in coordination with Livelihoods Programme Coordinator; and ensure DIP are effectively monitored, managed and updated at least quarterly;
  • Prepare annual Procurement Plan that aligns to the budget and DIP; in coordination with Livelihoods Programme Coordinator and Senior Logs Coordinator; and ensure the procurement plan is updated at the same time as the DIP.  are effectively monitored, managed and updated at least quarterly;
  • Develop annual project budget including monthly cash flow forecasting; Ensure ToRs are in line with agreed budget; Conduct budget review including reforecasts at least quarterly; Conduct monthly Donor Management Account review with feedback; Submit monthly cash forecasts – in coordination with Livelihoods Programme Coordinator
  • Ensure the project is implemented according to agreed annual, quarterly and monthly work plans and budgets; delivers against timeframes, output and outcome targets/objectives;
  • Ensure timely project-related procurements, including timely submission of ToR and SRs for project activities (that are in line with agreed budget), purchase of supplies, maintenance and repairs, and related expenses;
  • Ensure that all project advances are liquidated properly, in line with Concern  policies and procedures, and with required supporting documents
  • Provide regular updates on project progress to Livelihoods Programme Coordinator highlighting any areas of variance with suggested corrective actions;
  • Provide leadership to ensure:
  • Effective design and delivery of training models, learning processes, resources, and workshops (including ToTs for staff) – in coordination with WHH Effective implementation of all project activities including LANN-NCS agreed Modules;
  • FNS platform is active;
  • Effective LANN+ PLA
  • Effective Sustainable Integrated Crop and Livestock Farming Systems
  • With Livelihoods Programme Coordinator and WHH ensure the is a plan in place that is implemented for effective closure of LANN-NSC project – with a focus on sustainability post-project and documenting learnings
  • Provide strong management and technical support to project staff throughout the project cycle, giving constructive feedback and ensuring their plans and activities take on all commitments in the proposal.
  • Assist in ensuring all LANN staff in the district are familiar with and adhere to all Concern financial and procurement policies and procedures.

Networking, advocacy and representation 

  • Participate in quarterly partner review meetings with WHH and Irish Aid;
  • Ensure effective collaboration and build/maintain strong relationships with District Council, District Ministries: Ministry of Agriculture and Food Security, Ministry of Social Welfare, Ministry of Gender and Youth Affairs, Ministry of Water Resources and Sanitation, District Health Management Team, District Environmental Protection Officer etc. as well as International Non-Governmental Organisations (INGOs) for successful implementation of the project
  • With District Council support Nutrition Team Leader to ensure sustainability and functionality of  the FNS Committees at District, Chiefdom and Community levels including identification of training needs on FNS concepts, monitoring, roll out of FNS plans, etc ;
  • Representing LANN-NCS and in relevant forums and meetings at district and national level.
  • Serve as a key focal person for arranging support for all project visitors to the district.

Monitoring, Evaluation and Reporting 

  • Collaborate with WHH in the organisation/implementation of  mid-term and final evaluation and other assessments –  highlight areas of the adaptation of LANN-NCS to Port Loko context;
  • Ensure that project activities are continuously monitored and evaluated according to project MEAL plan, including accuracy of data collection by LANN-NCS MEL officer and project staff; and use of project learnings to improve programming;
  • Ensure up-to-date database of all activities on a quarterly basis by MEL Officer;
  • With support from the MEL team ensure that all collected data are analysed according to logical framework of the project;
  • Ensure high quality, timely monthly reports are compiled for submission to WHH – for internal management purposes and donor reporting
  • Input into the  annual report (led by WHH) including case studies as per guidelines;
  • Prepare draft of input for Concern annual report with line manager
  • In coordination with PDQ, ensure identification and documentation of good project practices and case stories.

Human Resources  

  • Line manage the Team Leaders,  contributing to their capacity building and career development through technical support and on-the-job training and coaching, including a thorough induction at the start of their contract;
  • Ensure that all staff are aware of and comply with all of Concern’s Policies and procedures and are updated of any changes;

Person specification: Essential

  • Degree in Nutrition, Agriculture, Agro Economics or Natural Resources Management, International Development or Social Sciences or accepted equivalent professional experience;
  • Strong overall technical and/or programming knowledge in area of responsibility;
  • Minimum 5 years’ experience working as Manager in INGOs and demonstrated success in programme management in Food, Incomes,  Markets, Gender-sensitive Agriculture and/or Livelihoods including project design, Planning, financial management, reporting, M&E, and staff management;
  • Experience in working with district sector offices (such as health, welfare, gender and equality, agriculture, education…), local NGOs and INGOs;

Job Purpose: The purpose of the role of the Consortium Finance and Compliance Coordinator is to ensure consistent application of relevant finance and operations policies and procedures to ensure effective programme implementation as well as compliance with relevant FCDO regulations. You will play a leading role in ensuring effective due diligence processes with partners and consortium members and developing & implementing effective, mutually designed, capacity building plans
Main duties & 

Responsibilities:

Consortium Financial Systems.

  • Managing the financial aspects of Concern’s role as Lead Agency in the consortium delivering a 5 year, FCDO funded Health Systems Strengthening Programme in a consortium of seven (7) partners, in line with donor requirements and Concern’s policies & procedures.
  • Ensure that financial management systems & records are adequate in order to identify and protect the assets & interest of the Consortium.
  • Ensure that processes and procedures related to sub-grants are standardised and implemented consistently across the programme, including pre-award compliance checks, agreements, disbursements, reporting, timelines and partner capacity building.
  • Ensure that adequate controls over cash and bank management are constantly monitored and updated to minimise the risk of fraud or misappropriation.
  • Closely monitor all financial activities and keep the contract management team informed of any situations that may have a negative impact on internal controls or financial management performance.
  • Undertake regular field visits in order to assess the financial systems of consortium members & put forward recommendation for improvements where appropriate.
  • Review and monitor budgets of consortium members to support financial stability, on-going programme viability, efficient cost structures and value for money that meet the requirements of external funding agencies.
  • Act as lead in the finance and systems working groups, organise finance meetings and workshops for consortium members aimed at standardising compliance and financial procedures and addressing outstanding issues. Financial Control/Risk Management

  • Ensure that donor compliance is adhered to within the Consortium Coordination Unit and Consortium members
  • In collaboration with the consortium coordinator review and update the risk register on an ongoing basis developing and improving appropriate controls to mitigate the risk as appropriate in compliance with donor policies and procedures
  • Maintain an effective & efficient system of internal controls which comply with donor and consortium financial guidelines to minimize the risk of fraud or misappropriation.
  • Ensure that all financial records & accounts are compiled timely, accurately and in line with international accounting standards & donor regulations.
  • Ensure that the consortium financial operations comply with legal & statutory requirements e.g. audit & financial reporting to all relevant national authorities.
  • Lead the preparation of the annual and revised consortium and donor budgets, including the preparation of the budget template, and complete responses to budget feedback.

  • In collaboration with the Systems Director, work with consortium members to ensure that relevant donor procurement rules are followed for all grants with periodical reviews of the procurement plans and participating in tender/purchasing committees with member agencies where joint procurement is being undertaken.
  • Provide support to consortium members to ensure consistent compliance with the terms of sub-grant agreements, including financial management and compliance with donor regulations, as needed.
  • Conduct visits to member agencies’ offices including field programme offices for periodical review of records and have a thorough understanding of activities in the field and recommend corrective actions for improvement reporting to the Head of Partner Organisation and Consortium Director..
  • Supervise external and donor audits and annual expense verification exercises with external auditors and facilitate audits with Consortium members.
  • Keep track of lessons learnt and share with consortium members during the course of implementation.

Financial Reporting 

  • Review and consolidate financial reports, fund requests, expenditure forecast and budget of member agencies and the consortium unit in a timely and up to a high standard as the grant calendar dictates.
  • Monitor budget utilization of the consortium unit and consortium members and take appropriate action on any significant variances.
  • Maintain accounting records for the Consortium Coordination Unit.
  • Support CFC for work related to year end accounts for external auditor and provide any ad-hoc year reports for head office.

Staff Management and Capacity Building

  • Train and develop the capacity of the partners’ financial team in donor and consortium financial requirements to ensure that a good level of financial management is maintained.

Other Duties

  • Ensure quality information management related to this grant by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal documentation and consortium unit tools.

  • Preparing monthly cash flows and ensuring adequate cash levels in the field and for partners.

Person specification: Essentials:

  • Bachelor’s degree in accounting/business or finance with professional accounting qualifications.  E.g. ACCA, CIMA, CPA or CA or their equivalent.
  • At least five (05) years post qualification experience in a finance/accounting role, in an overseas position in the International NGO sector. Auditing experience with NGOs would be an advantage.
  • Experience of working on projects funded by major international donors such as FCDO, ECHO and USAID.
  • Excellent written and spoken English.
  • Experience in risk management
  • Strong analytical, interpersonal, communication and organisation skills.

Concern Worldwide, along with its Consortium partners has bid for a funding opportunity from FCDO – Saving Lives (Phase III) as part of an NGO consortium. The Saving Lives programme seeks to support the Government of Sierra Leone (GoSL) to save women’s and children’s lives by improving the quality, availability and accessibility of reproductive, maternal, newborn, child and adolescent health services. Main duties & 

Responsibilities:

Monitoring and Evaluation 

  • Develop detailed M&E plan for the 5 year programme
  • Contribute to the planning and facilitation of start-up workshop with consortium to include completion of detailed activity planning and M&E planning.

  • Manage the implementation of M&E activity plans in coordination with consortium staff across all partners

This is a fantastic opportunity to ensure our programmes deliver results for Sierra Leoneans through excellence in programme, financial, risk and commercial management. The posts require the ability to build trusted and influential relationships with suppliers and partners to deliver effectively. Programme officers at the BHC Freetown are likely to work on a range of different programmes and thematic areas. Successful candidates may be offered roles in the following teams (subject to experience, skills, and the needs of the BHC on appointment):

  •  Human Development Team (HDT) – leads on some of our most important impactful programme areas and which form the bulk of our current portfolio – including on education, health, the empowerment of women and girls, and wider social development policy and practice.
  •  Political and Governance Team (PGT) – leads on programmes that help to address a range of high-profile challenges covering the rule of law, accountability and anti-corruption as well as a focus on national civil society and governance strengthening.

The Team leads on providing strategic direction of the BHC programme portfolio, assurance, coherence, support for capacity building to deliver our goals. This includes management of cross-cutting areas and also of a new Strategic Partnerships Facility Programme.

In all cases, these roles will include managing the programme cycle, managing risks, finances, engaging with implementing partners, driving forward implementation, and ensuring programmatic compliance. The post-holder will be working closely with a range of delivery partners including multilaterals, international and Sierra Leonean NGOs, and private sector suppliers.

What will the jobholder be expected to achieve?:

An EO Programme Officer (PO) leads the programme management of less complex or lower spending programmes or components within programmes and supports an Higher Executive Officer Programme Manager on more complex programmes / components. They will work alongside the Programme Managers, Technical Advisers, and Senior Responsible Officers (SROs). They are expected to have a solid understanding of the Smart Rules and to be able to provide advice on programme compliance and straightforward issues, although they are likely to need support on more complex issues. POs support the management of the Team’s portfolio by providing accurate information on their own programmes and components. POs understand the distinction between programme management and advisory roles and seek inputs accordingly.

The post-holders will need to demonstrate a commitment to working collaboratively, transparently and accountably with colleagues in their team and across the office. We are looking for people with a pro-active attitude, the willingness to work responsively across several issues simultaneously, learn quickly and an ability to work with a range of different stakeholders. The post-holders should be committed to programme delivery excellence and be willing to actively invest in lesson learning, their own L&D and that of others to support this aim.

Key responsibilities include:

1. Managing aspects of the project cycle for the programmes / components you are responsible for. A PO may lead programme management of less complex or lower spending programme / components and support the HEO PM on more complex programmes/ components. They will ensure compliance with the Smart Rules for any programmes / components on which they lead and will support the PMs / SROs in ensuring broader compliance across the portfolio. Specific duties will vary depending on the stage of the programme but may include engaging with the Procurement and Commercial Department on procurement, inputting into Business Cases, developing Terms of Reference, participating in and drafting parts of the Annual Reviews or Project Completion Reports, and managing the processes and timelines for all these activities on BHC/FCDO systems.

2. Ensuring the effective financial management of programmes to ensure agreed programme and departmental spending targets are met, variances are minimised and Value for Money is achieved. Where you are leading on programmes / components, you will be expected to work closely with the SRO and PM to proactively manage accurate financial forecasts over the year and profiling for outer years, ensure timely payment of invoices, and robust scrutiny and follow up of financial reports and Annual Audited Statements, liaising with the finance team. This will also include the ability to clearly explain the programme activities behind forecasts or variances in financial performance. You will lead on financial management engagement with the programme’s partners including budgeting, forecasting and financial reporting. Where POs are not leading on components / programmes, they will be expected to support PMs in delivering effective financial management. PMs will also be expected to have an understanding of how their programme contributes towards team- and office- level finances and to support team-level financial management.

3. Proactively managing risk (including fraud risk) of programmes, drawing on the risk management framework, Due Diligence guidance, Delivery Chain Risk Mapping, Counter Aid Diversion Strategy and best practice, maintaining up to date records (including robust asset management procedures) and escalating risks as appropriate. A PO proactively supports the recording and management of risks of a programme including utilising and updating risk tracking. POs may be expected to lead on routine due diligence assessments (DDA) and DDA action plans, although more complex DDAs will be undertaken by PMs.

4. Establishing and maintaining strong supplier and partner relationships of projects to improve their performance in line with agreements / contracts / Memorandum of Understanding (MoUs), commercial best practice, and suppliers’ code of conduct. You will be expected to challenge and help your programme partners develop their understanding and capacity on risk, safeguarding, finance, reporting and general programme management.

5. Implementing the effective monitoring of projects, including through spot checks and field visits, timely reviews, ensuring adherence to reporting requirements and scrutinising performance reports. You will work with the team to track the implementation of our programmes and verifying partners information, to raise confidence and assurance that the portfolio is delivering to its objectives.

6. Managing and strengthening programme management capacity in your team and the wider BHC Freetown. This will involve sharing lesson learning across the office and helping to build the office evidence base on what works.

7. Support wider team and / or cross office priorities as required. This may include supporting the Senior Programme Manager / Team Leader on management of the team portfolio including lesson learning in programme management. You will have the opportunity to support cross office working including assisting with communications briefings, Parliamentary Questions, VIP visits and corporate returns, so taking an active interest in the strategic aims of the department is important.

CONTEXT 

SOLTHIS has been working in Sierra Leone since 2011 on health issues, more specifically around the challenges  of HIV, TB and health systems strenghtening. SOLTHIS operates in Sierra Leone via a coordination office in the  capital city Freetown and two sub-offices in Bo and Makeni Districts. Interventions are implemented by a team  of 25 staff..

The Program Coordinator is responsible for the sound management of ongoing and start-up projects, and  supervises the project coordinators in the implementation of their projects. In particular, he/she ensures that  project management tools are correctly implemented for each project, and supports the appropriation of  these tools by all project teams. He/she ensures that a solid steering and reporting systems are in place.  He/she manages and supports project coordinators and a Monitoring Evaluation Accountability and Learning (MEAL) coordinator, and facilitates interaction with support departments. He/she coordinates the  development of new projects with the Country Director, and support teams and project coordinators to  achieve projects activities in a timely manner and in compliance with donors’ regulations.

Since 2022, SOLTHIS is supporting the implementation of the New Funding Model 3 (NFM3) to accelerate the  achievement of 95-95-95 targets in Sierra Leone by 2024 through a Technical Assistance to the NACP (National  HIV/AIDS control programme) in 7 districts (Rural and Urban Western Areas, Port Loko, Bombali, Tonkolili, Bo  and Kenema Districts. SOLTHIS is also implementing a Programme for strengthening health systems and  services (PROSSAN II) funded by the French Development Agency (AFD) Group that aims to strengthen the  quality of and access to health services and ensure the active participation of communities, particularly  women and young people, in national health issues. In Quarter 4, 2023, SOLTHIS will be launching the multi  countries project ‘’Partnership to Improve Population Health in West Africa’’ (CPP) Project funded by the AFD

 

and focusing on knowledge generation and lessons learning of both current and past implemented projects by SOLTHIS.

KEY DUTIES 

The Program Coordinator is responsible for the sound management of ongoing and start-up projects, and for  supervising project coordinators in the implementation of their projects. The Program Coordinator is also  called upon to set up new projects, either to provide support or coordination.

In order to carry out his/her mission, the Program Coordinator :

Supervises project coordinator:s : 

  • Is responsible for project implementation, including team recruitment, contracting with partners, setting  up project management tools (budget monitoring, operational planning, etc.) and monitoring the quality  of project activities, in liaison with technical management and MEAL management
  • Supervises quarterly and annual meetings and project reporting: leads the production of the analysis of  results achieved by each project, pre-validates reprogramming proposals for each project, ensures the  completeness and quality of deliverables produced.

Position:Social Worker

Number of vacancies: 3

Duty Station: Western Area District – Eastern Freetown

Department: Project

Role specifications:

  1. To work directly under the supervision of AVSILocal Coordinators;
  2. To assess vulnerable situation in targeted schools and communities;
  3. To follow up vulnerable cases in the school and within their homes, assessing children’s well-being and CP issues;
  4. To monitor school attendance;
  5. To select beneficiaries for project activities according to vulnerability factors;
  6. To assist Local coordinatorsand staff in updating files and databases;
  7. To develop and implement recreational activities in the selected schools involving in particular the most vulnerable children selected schools;
  8. To implement educational trainings courses in targeted schools;
  9. To attend and collaborates to the planning and evaluation meetings;
  10. To bring professional and constructive contributions to the periodic meetings of experience sharing;
  11. To contribute to project monitoring;
  12. To develop donor reports;
  13. To develop communication to private sponsors;
  14. To follow and accompanies the collaboration with school’s teachers and heads.

Required skills:

  • Good oral and written communication skills;
  • Proactive and problem-solving skills;
  • Detail oriented and works with a high degree of accuracy;
  • Highly organized and flexible;
  • Ability to multitask and meet changing deadlines;
  • Strong Team building
  • Must be self-directed and able to complete projects tasks with limited supervision;
  • Maintains information confidentiality;
  • Good computer skills are compulsory;
  • Held a driving license and ability to drive bikes, will be an added advantage.

Required qualifications:

  • 2 years or more related experience in social projects in a reputable and well establish institution or organization, preferably in NGO;
  • Associates Degree or higher from a recognized university OR its equivalent, in field of Social Work, development, sociology and other related fields;
  • Preferably at least 2 years of direct working experience with children and/or families.

Position: Project Coordinator – ICS Marketing and Distribution Coordinator

Scope of the position: The Project coordinators will be responsible to coordinate and implement the EnDev project aiming at boosting the market development for ICS.

Type of employment: Full time (40 hours per week)– National contract

Duty Station: Bo – with periodic visit to project sites

Department: Project

Report to: Project Manager and Program Coordinator

Summary of the key responsibilities:

  • Organize and manage sales and marketing activities for improved cookstoves, ensuring timely and effective delivery for the achievement of expected outputs.
  • Coordinate and oversee staff and contractors involved in the implementation of trainings, and capacity building and sensitization activities addressed to ICS producers, sellers and communities;
  • Ensure follow up to beneficiaries to monitor project progresses and redefine if needed strategies and activities.
  • Strengthen the skills of producers and sellers in drawing up business plans;

 

  • Develop and facilitate training modules on business plans, financial education and leadership for vendors and producers;
  • Coordinate the radio programmes and activities of partner organisations for the dissemination of improved cook stoves;
  • Facilitate context analysis, baseline studies, monitoring and evaluation of activities to identify current situations, future impacts, and guide implementation
  • Develop marketing and data collection tools;
  • Reporting and proposing budgets for marketing and distribution of improved cookstoves;
  • Facilitate the creation of sales outlets and supervise and manage the performance of field agents;
  • Plan and organize road shows and mobilisation of associations and communities to adopt improved stoves;
  • Prepare and submit progress reports detailing activities undertaken, tasks (including monitoring plans) to be undertaken and indicators of performance and prepares progress reports for work implementation;
  • Perform any other duties that may be assigned to support the achievement of organizational goals.

 

Required qualifications:

  • Advanced Degree from a recognized university OR its equivalent, in related fields.
  • A minimum of 5 years of professional experience in management, coordination of development project in Sierra Leone.
  • Demonstrated experience in energy, clean cooking and marketing sectors.
  • Sound experience in organizing training, marketing and distribution activities, workshops, sensitization campaigns
  • Knowledge of EnDev grant management principles and procedures (preferred)

 

Skills:

  • Excellent communication skills (both oral and written);
  • Excellent organizational skills;
  • Detail-oriented and works with a high degree of accuracy.

  • Participate in coordination meeting with stakeholders to discuss work progress and develops appropriate strategies to ensure the attainment of project objectives and foster enabling environment for ICS market development;
  • Prepare and submit progress reports detailing activities undertaken, tasks (including monitoring plans) to be undertaken and indicators of performance and prepares progress reports for work implementation;
  • Perform any other duties that may be assigned to support the achievement of organizational goals.

 

Required qualifications:
