POSITION SUMMARY

ICAP at Columbia University is an international non-governmental organization that aims to ensure the wellness of families and communities by strengthening health systems around the world.

ICAP in Sierra Leone is hiring a Project Mentor to support a new Epidemic Ready Primary Health Care initiative in targeted districts. Reporting to a district-level Project Officer, the Project Mentors will play a lead role in coordinating the implementation of Epidemic Ready Primary Health Care project activities at 20 primary health facilities, facilitation of IPC and IDSR training for healthcare workers, supportive supervision, and project-related data collection and use. The Project Mentor will visit each health facility at least monthly to assess IPC and IDSR performance, provide supportive supervision, and facilitate data collection, and will remain in close virtual contact with health facility staff between visits.

MAJOR ACCOUNTABILITIES

  • Together with the district-level Project Officer, conduct a rapid situational assessment of IPC performance at designated primary health facilities.
  • Plan, coordinate and document project activities at designated health facilities.
  • Conduct and document site visits to each supported health facility at least once a month
  • Support health facility managers to use standardized checklists, guidelines, SOPs, job aides and supervision tools to assess and improve facility IPC performance.
  • Support, assess, and mentor health facility staff in IDSR and IPC for COVID-19 and other infectious diseases.
  • Identify gaps in staff knowledge and skills, facilitate IPC and IDSR training, and provide on-the-job mentoring and supervision at each supported health facility.
  • Support creation of an IPC  and IDSR Committee (also referred to as Patient Safety Committee) at each supported health facility and support them in developing skills to coordinate their activities, chair their weekly meetings, produce minutes, follow up on action points, and report on its activities to the line manager.

MINIMUM EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS:

Essential

  • Applicant must have a clinical qualification; nurses and CHO are encouraged to apply
  • A minimum 2-year experience in the management of health facility infection prevention and control and surveillance activities.
  • Experience in supervision of clinical staff including training and mentoring

POSITION SUMMARY

ICAP in Sierra Leone is hiring a Monitoring and Evaluation (M&E) Officer to coordinate M&E activities for an Epidemic Ready Primary Health Care initiative in targeted districts in Sierra Leone. Reporting to the Senior SI Advisor, the M&E Officer will work closely with ICAP staff, the Ministry of Health, and other key stakeholders to plan, coordinate, supervise, and monitor project M&E activities, provide remote and in-person M&E training and supportive supervision, and foster information exchange and best practices within and between target districts. S/he will work with the Project coordinator to ensure that required data are collected, reviewed, analyzed, and reported on deadline and that program activities are documented and reported according to project objectives and donor requirements.

MAJOR ACCOUNTABILITIES

  • Develop M&E project tools and resources, including results framework, M&E plan, data collection tools, and data quality assurance tools
  • Train and supervise M&E project staff, including Project Mentors and other project staff involved in data collection and/or data management
  • Ensure that all required data are received, reviewed, and analyzed on a monthly basis
  • Write progress project reports, ensuring that the report meets or exceeds the expectations and requirements of the donor
  • Review progress on project indicators against targets and provide timely project snapshots status of achievements against set targets

MINIMUM EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS:

  • Candidate must have at least  bachelor in Social Science – Statistics, Economics or equivalent field experience
  • A minimum of five (5) years’ professional M&E experience in Sierra Leone
  • Demonstrated strong M&E skills, including data collection, data management, data quality assurance, and data analysis
  • Demonstrated proficiency in data analysis software, including DHIS2, SPSS, etc
  • Demonstrated success in project management, including developing and monitoring work plans, training and supervising staff, and ensuring timely and high-quality project deliverables
  • Experience in writing clear and effective assessment and project reports
  • Experience in developing data visualizations and PowerPoint presentations
  • Excellent English-language written and verbal communication skills
  • Capacity and willingness to be extremely flexible and accommodating in difficult circumstances

 

Desirable

  • Experience with M&E of infection prevention and control (IPC) initiatives

POSITION SUMMARY

ICAP is hiring a Project Officer to support the implementation of an Epidemic Ready Primary Health Care project. Reporting to the IPC Project Coordinator, the district-based Project Officer will provide technical support and mentorship to Project Mentors and healthcare workers at 20 primary healthcare facilities. The Project Officer will also provide technical support to the DMHT IPC and IDSR focal points and other stakeholders working in the assigned districts to develop, review, implement and monitor technical approaches and strategies for strengthening IPC and IDSR.

MAJOR ACCOUNTABILITIES

  • Work with the DHMT and other stakeholders to develop, review, implement, and monitor technical approaches and strategies for strengthening IPC & IDSR.
  • Provide technical assistance to assigned health facilities in designing and implementing IPC & IDSR strengthening interventions.

Job Purpose: Concern Worldwide is recruiting District Data Clerks for the Saving Lives 3 program in Sierra Leone based in Western Area Urban, And Kambia. The Data Clerks will work under the oversight of the M&E Officer in the respective districts. The DDCs will be responsible for carrying out data collection and entry while ensuring accuracy of data and supporting DHMT data staff.

This position is contingent on funding.

Main duties & 

Responsibilities:

Specific Responsibilities:

  • Assist in timely data collection for M&E requirements including routine monitoring and periodic evaluations;
  • Manage the program database in District – including updating/entering program data into the agreed framework/system;
  • Support data cleaning and providing basic data summaries as required;
  • Ensure that the program data is kept up to date at all times while liaising with the M&E Officer in case of any errors identified;
  • Support District Delivery Manager to monitor the project indicators against activity work plans;
  • Cross check the data with the data sources for accuracy before submitting the reports, carry out spot checks, data triangulation, validation, etc.;

Job Purpose: The Accountability supervisor will support in ensuring accountability within the Saving Lives Phase 3 Programme. This includes the management, functionality and popularisation of the Saving Lives Phase 3 Complaints Response Mechanism (CRM) system. The post holder will implementation, and maintain the context-specific community complaint and feedback mechanisms that can inform organizational accountability and best practice in the programme. Ensuring the CRM systems adheres to the key principles of Accessibility, Confidentiality, Transparency and Safety.  The successful candidate will be part of the Consortium coordination unit with strong linkage to the development and quality team and work within the wider organizational MEL framework.

The Accountability supervisor will be expected to maintain the Saving Lives 3 CRM database by ensuring proper documentation and aggregation of CRM data including, ensuring confidentiality and qualitative and quantitative analysis of complaints received, investigated and responded. S/he will provide anonymous detailed summaries of complaints issues to feedback to the program team during monthly and quarterly meetings/reports. The post holder will promote accountability in the programme though capacity building, championing and technical guidance.

The Accountability supervisor will work with key stakeholders (internal and external) to complement existing good practice and addresses current and emerging Accountability gaps.

This position is contingent on funding.

Main duties & 

Responsibilities:

  • Under the guidance of the CCU MEAL Manager, compile and ensure confidentiality of sensitive complaints like harassment, SEA, abuse, and exploitation and process according to the Concern CRM SOP.
  • Develop an activity implementation plan for complaints and feedback with support from MEAL Manager.
  • Lead/organize regular monitoring visits and if required project action plans revisions and modifications.
  • Ensure compliance with Core Humanitarian Standards on Quality and Accountability.
  • With the support of the MEAL Manager support partners to ensure that all programme participants and stakeholders have access to timely, accurate, and relevant information on their rights/ entitlements with in the Saving Live Programme

Job Purpose: Concern Worldwide is recruiting District based project officers for the Saving Lives 3 program in Sierra Leone based in Western Area Urban, and Kambia. The project officers will work under the oversight of the District Delivery Manager in the respective districts. This position is contingent on funding.
Main duties & 

Responsibilities:

Specific Roles and Responsibilities – Under the supervision of the District Delivery Manager

Project specific;

Oversee and ensure quality of activities and outcomes for the community system strengthening activities under Saving Lives phase 3

Increased access to quality Health services

  • Provide monitoring for the cascade mentorship program to ensure CHC mentors are visiting the target CHPs and MCHPs.
  • Support the health facilities to track and document priority health issues as part of the Surge approach.
  • Support the regular community data review through community dialogue meetings.
  • Support the interaction between CHWs, community members and health facilities.
  • Support the M&E team to conduct regular mystery client visits.
  • Support the mentorship or health facilities on Adolescent and youth friendly services and respectful and dignified nursing care.

Programme Cycle Management:

  • Oversee, manage and ensure quality implementation of activities and achievement of Saving Lives Project 3 outcomes coordinating with district counterparts in DHMTs as well as community stakeholders
  • Prepare regular narrative reports on project activities and submit to District Delivery Manager.
  • Ensure all aspects of project activities under their responsibility adhere to programme quality standards and policies (PM&E, accountability and mainstreaming) in a coherent and integrated manner;
  • Ensure that the project activities under their responsibility are accurately reflected in the integrated MEAL system, identifying activities to be monitored and data to be collected;

  • University degree in relevant area (Health; CHO, Midwife, SECHN, gender, community development, human rights, social studies, or accepted equivalent professional experience;

  • Minimum 3 year working with NGOs or CSOs;

Job Purpose: Concern Worldwide is recruiting for District Delivery Managers (DDM) for the Saving Lives Phase III program in Sierra Leone based in Western Area Urban and Kambia. The DDM will hold the overall responsibility for supporting the implementation of the Saving Lives 3 program in the assigned district. Working in close collaboration with the MoHS and other key stakeholders in the districts, the DDM will play a key role in ensuring that the Saving Lives 3 program is implemented to a high technical standard and is in full alignment with relevant national policies and protocols.

S/he will be responsible for ensuring day to day oversite of project district budget, reporting and implementation of MEAL and procurement plans and with Line Manager ensure harmonisation of project activities and cross district learning.  S/he will coordinate with Concern’s other projects in the District and represent the Saving Lives 3 Programme in external meetings and related events at the District Level as well as build and maintain positive relationships with District Ministries, and other stakeholders.

Approximately 50% of his/her time will be spent in the field carrying out supportive supervision visits to the project implementation areas

This position is contingent on funding.

Main duties & 

Responsibilities:

Specific Responsibilities:

 Programme Management 

  • Support the District Medical Officer (DMOs) and Medical Superintendent MS) in planning, management and implementation of the annual District Health Plan including; requests for and liquidation of funds.
  • Co-lead with the DMO and MS, in their respective districts, on developing the Saving Lives Phase III district plan in accordance to the District Health Plan, while ensuring the effective use of resources
  • Provide ongoing technical advice and mentorship on implementation of the Saving Lives Phase III plan
  • In collaboration with the M&E officer provide support and mentorship to DHMT and hospital staff on how to interpret and interrogate qualitative and quantitative data for decision making
  • Support and mentor DHMT and district hospital staff to ensure key human resource tools are available – job descriptions for key posts, organograms, key performance indicators, etc.
  • Support DMOs in the coordination of all RMNCAH partners in the districts
  • Support DMOs to organise monthly PHU-in charges meetings and use it as a forum for discussion and analysis of health data from facilities
  • Mentor and support the Social Mobilisation lead in the DHMT to hold regular adolescent sexual and reproductive health stakeholder meetings
  • Ensure adherence to the district level monitoring plan and timeline
  • Conduct regular field visits to the targeted Community Health Centres (CHCs) in the respective districts to monitor performance of the District Clinical Mentors.
  • Assist in preparing annual procurement and Detailed Implementation Plan (DIP), for respective District with realistic phased budget that correspond to approved donor proposal

Job Purpose: The M&E Officer will be primarily responsible for M&E and program quality tasks associated with the Saving lives phase 3 program in the assigned district. The M&E Officer will ensure that the Saving lives phase 3 projects’ M&E systems are used effectively. S/he will facilitate project staff, target communities and other stakeholders to carry out monitoring and evaluation of project activities, facilitating accurate data collection through standardised data collection tools, accurate computer entry, targeted analysis and systematic use of findings for program learning and improvement.  The M&E Officer will work closely with Concern’s National M&E Manager and Project Coordinator to ensure accurate and effective program monitoring and evaluation.
Main duties & 

Responsibilities:

Programme Cycle Management:

  • Prepare and implement district M&E activity plans that correspond to the approved consortium M&E plan.
  • Ensure that the Saving Lives 3 activities are accurately reflected in the integrated M&E system, identifying activities to be monitored and data to be collected.
  • Support the Program Quality unit to integrate mainstreaming activities (gender, HIV&AIDS, accountability) in the Saving Lives 3 program
  • Participate in reviews and revisions of project documents as necessary during the life cycle of the project

Program Monitoring and Evaluation:

  • Lead data collection, entry, and analysis activities for internal assessments including ongoing monitoring and periodic evaluations.
  • Manage Saving Lives 3 field activity reports and other means of program monitoring for the assigned district.
  • Clearly understand and support other project staff to understand the project log frame, objectives, indicators, and targets

Job Purpose: Concern Worldwide is recruiting for Program Coordinator for the Saving Lives Phase III program in Sierra Leone based in Freetown with regular travel to field sites in Western Area, and Kambia. The Saving Lives Project Coodinator will work under the oversight of the National Health Coordinator.

Overall the role of the Project Coordinator is to provide strong management of the Saving Lives III program operating in Western Area, and Kambia.

The Project Coordinator will provide solid leadership and management of the District Delivery Managers and other project staff and ensure accurate and timely program planning, budgeting and reporting. S/he will be responsible for the day to day management of the district based teams, developing project plans and ensuring they are carried out, and ensuring the M&E plan is properly implemented. Approximately 60% of his/her time will be spent in the operational districts carrying out supportive supervision visits to the team and 40% will be office based in Freetown. The Project Coordinator will ensure that close coordination between the health team and other sectors is maintained at all stages of the project while also maintaining positive relationships with District ministries, Consortium Partners and other district partner organisations.

Purpose:

We are seeking a passionate and experienced Project Coordinator to coordinate implementation of activities for a transformative project aimed at empowering young mothers in supporting their children and enhancing their lives in Sierra Leone. The ideal candidate will have a strong background in community engagement, project management, and gender-transformative approaches. The responsibilities include managing staff, project activities, local stakeholders’ coordination, and implementation of the activities within the program and is supervised by the Project Manager.

To provide day to day coordination and technical support to the Community-Led Two-Generation Approach Project activities in Sierra Leone

 

Key Responsibilities: 

Project Coordination

  • Collaborate with key local stakeholders on the design and plan the implementation of the project including conducting meetings with stakeholders and advocating for empowerment of children, AGYW and child protection.
  • In partnership with the Project Manager, complete a comprehensive project plan that outlines activities, timelines, and milestones for each phase of the project.
  • Establish good working relations with the project team, government and stakeholders at organization, districts, and regional level.

Gender-Transformative Approaches and Child Protection:

  • Ensure that gender-transformative principles are integrated into all project activities.
  • Support Project Officers and community champions in raising awareness to challenge harmful gender norms and promote gender equality within the communities.
  • Promote and ensure child rights-based programming at field and office level.
  • Promote and abide by internal policies and procedures including child protection and safeguarding policies.
  • Ensuring mandatory reporting to child abuse cases in play lab project operation.
  • Promote and facilitate child rights and gender inclusion based on play lab projects at field level.
  • Ensuring Child Protection Committees at Play Lab centers are fully functional and Safeguarding prevention and reporting mechanisms are in place for youth programming. Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
  • Ensuring all project team and relevant others, including Play Lab leaders, parents, AGYW, community champions and project stakeholders are aware and have access to Child Protection Policy and Safeguarding Policy and under their responsibilities in policy implementation.

Project Implementation and Management:

  • Coordinate implementation of project activities according to the project plan and in line with the established timelines.

  • Ensure Project Officers manage availability of required manuals and guidelines in Play Labs and conduct regular review.
  • Collaborate with partner organizations and institutions to enhance the capacity of ECD centers, teachers, and community service providers.
  • Collaborate with partner organizations and institutions to deliver social and economic empowerment of AGYW through linkages to existing services including adult literacy, TVET and non-formal community education.
  • With the Project Officers, link children in the communities under play lab centers with available services surrounding them.

  • Develop and submit to the Project Manager monthly, field progress and other reports in a timely manner.
  • Document project success stories/case studies/ best practices/lessons learned and submit them to the Project Manager as part of the month report.

Provide ongoing updates to stakeholders in coordination with the Project Manager

  • Contribute to the project reporting led by the Program Manager
  • Coordinate with the MEL team for project monitoring and learnings from monitoring reports
  • Provide coordination and support in stakeholders management especially children and communities in the districts and project locations and documenting what works in the project locations and share with Project Manager

The Project Officer will support the day-to-day activities of an integrated and transformative project aimed at empowering young mothers and their children in Sierra Leone. The ideal candidate will have experience in supervising program activities in the field, support mentors or community champions. The Project Officer will be based in the field and support in the project delivery of the project activities, results are achieved in a timely manner and according to the agreed standards in the project framework and in the grant agreement.

Key Responsibilities: 

Community Engagement and Sensitization:

  • Collaborate with community champions and other stakeholders to promote community engagement and participation.
  • Conduct sensitization sessions to raise awareness about the project’s objectives and benefits among community members.
  • Facilitate cross-gender dialogues, intergenerational dialogues, and community meetings to challenge harmful gender norms.

TITLE:  Chief of Party – EAA OOSC NGO Consortium

TEAM/PROGRAMME: Programme Operations

CHILD SAFEGUARDING: Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: Save the Children is seeking a Chief of Party (CoP) for the anticipated Delivering Learning for Out of School Children (OOSC) Project. The Ministry of Basic and Senior Secondary Education (MBSSE) in partnership with the Qatar-based Education Above All (EAA) Foundation seeks to implement a five-year program to facilitate enrolment into formal and non-formal learning programs for out of school children. The MBSSE through the World Bank will receive funding for a program aiming to provide effective accelerated learning programmes that support the enrolment, retention, completion, learning outcomes and transition of OOSC. An NGO Consortium led by Save the Children has been formed to co-implement this project alongside MBSSE.

The consortium will have a Project Management Unit; this Chief of Party position will lead the implementation unit, coordinating across consortium partners, with the GoSL and the WB

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.




SCOPE OF ROLE:

Role Dimensions: The COP is responsible for the overall management and representation of the activity, and is ultimately accountable for the delivery of desired program results, an effective adaptive management approach, relationships with a range of stakeholders, and management of the program team and consortium.

ROLE PURPOSE: Save the Children is seeking a Project Manager for the anticipated Delivering Learning for Out of School Children (OOSC) Project. The Ministry of Basic and Senior Secondary Education (MBSSE) in partnership with the Qatar-based Education Above All (EAA) Foundation seeks to implement a five-year program to facilitate enrolment into formal and non-formal learning programs for out of school children. The MBSSE through the World Bank will receive funding for a program aiming to provide effective accelerated learning programmes that support the enrolment, retention, completion, learning outcomes and transition of OOSC. An NGO Consortium led by Save the Children has been formed to co-implement this project alongside MBSSE.

 

The Project Manager will be responsible for overseeing specific project components directly implemented by Save the Children. They will lead implementation of activities executed in line with the project’s objectives and approved Annual Work Plan and Budget. They will work closely with the Chief of Party, Field Managers and other team members to ensure that the project’s deliverables are achieved on time and within budget.

KEY AREAS OF ACCOUNTABILITY: 

  • Support the Chief of Party with day to day management of the Save Children Component of the OOSC Project; Detailed Implementation Plan, resources, and all project deliverables within the scope of its design and results framework, and in line with SCI Programme Management Methodology (PMM) Principles
  • Ensure that all Project Officers fully understand the project’s design, objectives, activities, and results framework, and implement activities in line with these documents
  • Particularly ensure that Technical Approaches and are fully understood and correctly applied by Project Officers as well TSC staff supporting the project.
  • Maintain a detailed quarterly planning cycle for the project, ensuring that all concept notes are submitted to the PDQ team in sufficient time to allow for adequate planning and procurement.
  • Regular review on progress of activities, identify challenges or barriers to implementation and request support to resolve challenges in a timely manner.
  • Ensure that the project fully meets all of SCI’s key performance indicators (KPIs) as relevant.
  • Regularly liaise with the Technical Specialist to ensure that all project activities are implemented in line with quality standards.  This includes arranging for technical support visits, trainings, and so forth.
  • In collaboration with the Consortium MEAL Manager, ensure that the project’s MEAL framework, plan, tools, and systems are well embedded into all project activities, fully understood and regularly implemented by staff and partners, and are in line with the project’s results framework.
  • Responsible for the production of timely, accurate, and quality project reports and other relevant project documentation for submission to the Chief of Party in line with SCI procedures.
  • Work closely with other project/programme teams to ensure an integrated programme approach, identify ways of maximising links, sharing of experiences and lessons learnt.
  • Work closely with the MEAL team to ensure that all project accountability and feedback mechanisms are operational, functional, and used, including by children.
  • Prepare monthly project reports in the required template; participate in all monthly reviews, project kick-offs and closeout meetings, participate and support internal and external reviews

Human Resources Management

  • Manage or participate in staff recruitment as needed for the project.
  • Build a cohesive and high-performance team, which will deliver results and changes for children, and which is accountable to its beneficiaries, the donor, partners, and external stakeholders.
  • Ensure staff receive regular support, supervision and performance appraisals in line with HR policies; feedback mechanisms are in place; and capacity building opportunities are pursued as relevant/feasible.
  • Ensure that all members of the project team are in full compliance with all of Save the Children’s policies, protocols and procedures, both global and country level.
  • Approve staff monthly time sheets as per SCI’s effort reporting guidelines. Ensure annual leave plans are developed and leave is taken regularly, but in a manner that does not disrupt project delivery.

Financial Resources Management

  • Assist the Chief of Party to ensure that all components of the project budget are fully understood by the project team.
  • Ensure that all planned activities are delivered on time in line with expenditure forecasts
  • Help ensure that all activities and expenses are donor and SCI-compliant.
  • Prepare and regularly review project spend plans on monthly basis in line with BVA reports and transaction listings, identifying budget coding errors and missed postings.
  • Share budget variance explanations for 10% variance (under and over spend) for each budget line item on monthly basis.
  • Ensure detailed and accurate procurement plans are in place and adhere to appropriate lead times; ensure all procurement is done through ProSave and in line with required lead times.
  • Participate in periodic financial forecasts as required to inform master budget, ensuring these are realistic and as accurate as possible.

Representation and Coordination with External Stakeholders

  • Maintain positive relationships with all relevant government agencies and stakeholders, particularly with DDE and TSC in the three Target Districts, ensuring they are regularly updated and invited to participate in or monitor activities as relevant.
  • As delegated, represent Save the Children in various external/internal meetings and workshops, and strengthen links with relevant co-ordination mechanisms.
  • Proactively reach out to other organisations, groups, and agencies that are doing similar or related activities in the project area to strengthen collaboration and synergy, and to avoid duplication.
  • Work closely with the advocacy/communications and PDQ teams to maintain an integrated and joined approach to advocacy and programme work as relevant.

  • Prepare and submit regular weekly/monthly plans and reports of project activities.

The Coordinator is responsible for media communication, advocacy and documentation. As a member of the OOSC NGO Consortium Implementation Unit, S/he will support the development of high-quality products that enable excellent communications activities for the Consortium. The post-holder will be supporting the delivery of a comprehensive media and communications plan, ensuring smooth flow of information, good relations with visiting donors and the media (including social media), and high-quality case studies to showcase Save the Children’s work. Additionally, the Officer will work closely with the Consortium Partners to ensure that external messaging, branding and image is consistent with donor sign-off, branding, and visibility requirements as well as develop and deliver related guidance and training materials to staff and partners. As an advocacy lead, s/he will  support the to strengthen the voice of children and to support the OOSC NGO Consortium advocacy efforts towards duty bearers. The post holder will support program development, providing essential analysis, background and review support to program development teams.

BACKGROUND

Present in Sierra Leone since 1999, IRC supports Sierra Leonean institutions – government, civil society, community-based organizations, and private sector – to provide improved social services, decrease youth unemployment and mitigate gender-based violence.  The IRC does this through programs and partnerships designed to improve the lives of women, youth, and children by implementing Health, Education, and Women and Girls’ Protection and Empowerment (WGPE) programming.

 

The IRC through its WGPE sector will be implementing the “Adolescent Girls Empowerment and Protection Project” (AGEPP) Phase 2 from 2022 to 2025, and its main aim is ‘to support the empowerment of Adolescent Girls through relevant education, knowledge, and skills for obtaining their full potential and inclusive participation in society’.  This project will be implemented in Bo District and is a follow-on project from AGEPP Phase 1 (2019-2022).  It will primarily focus on adolescent girls over a 3-year period, with the recognition that their empowerment cannot be fully achieved without change occurring within the family and the community. Therefore, this project will also target female caregivers of the girls, male leaders within the community, boys, and the community at large. Using learning from the period of the COVID-19 pandemic, Ebola, and other natural disasters that have occurred in previous years, which resulted in increased vulnerability and incidence of adolescent girls to SGBV, teenage pregnancy, and FGM, the project will seek to bring about changes that will build resilience in the communities and will allow them to take full ownership of the problems and solutions of their adolescent girls leading to the reduction of early marriage and teenage pregnancy. To be able to achieve this effectively, the project will also explore through research, how climate change affects adolescent girls.

 

JOB SUMMARY

Reporting to the WGPE Senior Program Manager, the Project Manager will assume responsibility for the management of the WGPE project field staff and implementation activities in Bo for AGEPP Phase 2.  S/he will coordinate with IRC’s other programs; and represent the WGPE program in external meetings and related events in the Bo district.

SPECIFIC RESPONSIBILITIES: 

Project Implementation

  • Supervise and manage the Project Officers, building their capacity in project implementation and ensuring a positive team spirit is fostered encouraging innovative and quality programming.
  • Oversee project implementation including logistics support and organization of activities – training, meetings, and workshops for staff, clients, and other stakeholders, in line with donor requirements.
  • Develop actionable work plans to ensure the timely implementation of project activities, in collaboration with project team members

Education:

The Clinical Maternal Newborn Health Specialist position will report to the Project Manager. The incumbent will lead the design and implementation of all Maternal and Newborn interventions across two operational districts. She/ He will provide quality technical assistance to national and district stakeholders and program staff to ensure technical design and approach align with the Ministry of Health protocols and global MNH guidelines such as Helping Mother Survive and Helping babies Breathe.  She/ He will also provide technical support to build capacity of district health management teams and service providers to review and use MNH data for decision making to improve quality of care. KEY RESPONSIBILITIES:

Project Management:

  • Overall leadership and management of the program delivery, budget, staff, and other resources, ensuring that the project delivers its intended objectives on time, on budget, and with quality across all implementation areas.
  • With support from the Clinical Maternal Newborn Health Specialist and technical teams from Save the Children, and in collaboration with government institutions, ensure that the project is implemented in line with global and national quality standards, as well as Save the Children’s common approaches as relevant.
  • Ensure clear understanding of project objectives, results framework, and methodologies is fully understood among the project team and partners.
  • Ensure that the project is fully and effectively managed and updated in the PRIME system; and is implemented using the SCI Program Management Methodology tools as relevant.
  • Facilitate integration and synergy with other Save the Children programs as appropriate.
  • Ensure that the project meets all key performance indicators (KPIs) defined by Save the Children, with respect to delivery, quality, and compliance.
  • Work closely with MEAL Manager to embed MEAL framework, plan, tools, and systems into all project activities, promoting a culture of learning and regular review sessions.
  • Regularly identify, manage, and monitor risks to the project, developing mitigation plans when needed, and monitoring progress.

Human Resources Management:

  • Regularly assess human resource needs of the project and lead staff recruitment as necessary.

Financial Resources Management:

  • Review and approve monthly cash forecasts, procurement plans, and financial forecasts, in line with donor and organizational requirements.

ROLE PURPOSE: 

The Internal Control and Compliance Officer will support the Internal Controls and Compliance Manager to ensure compliance with all Save the Children policies & procedures, donor rules & regulations and local laws. Role Dimensions:

The role holder will need to work closely with the IC&C Manager, Finance and many different staff across the organisation and will need to build a network of key contacts relevant to his/her role and engage with a wide range of stakeholders.

KEY AREAS OF ACCOUNTABILITY:

  • On a sample basis, support in carrying out regular reviews of financial, Supply Chain, HR, Administrative and program operation transactions, and implementation, ensuring documentation supporting the transactions follow Save the Children policies and procedures, grant agreements and donor regulations both at Borno Area office and the country office.

1.3 Main Responsibilities:  

  1. Take overall responsibility of the project work in the assigned  communities, including utilization and adherence to the project  budget, activity planning, and timely delivery of expected project  results.
  2. Manage, motivate and oversee the work of Community/Field  Animators/Staff and community Volunteers in the operational areas.  3. Coordinate project implementation with relevant ministries,

The Program Officer (Food systems) will support the food systems activities of Helen Keller Intl in country. S/he will contribute to the overall effort of HKI’s food systems programs in planning, organizing, training, supervising, and monitoring.

 

Essential Duties and Responsibilities

 

Coordination and Networking:

  • Collaborate closely with Sierra Leone Agriculture Research Institute (SLARI), Njala Agricultural Research Centre (NARC) and Ministry of Agriculture and Forestry (MAF) both at national and district level.
  • Facilitate market linkages along the orange flesh sweet potato (OFSP) value chain (from producers →processors → market), dialogue and advocate with stakeholders.
  • Support in developing implementation plans and sub awards, as needed.
  • Support the team to identify and engage processors, bakers and producers to improve the OFSP value chain.
  • Support identification and migration of vines from both upland and low land sites and from first cropping season to second cropping season.
  • Support all procurements, BvAs and knowledge management initiatives in the team.
  • Represent Helen Keller on all external platforms, as requested by supervisor.

 

Training:

  • Support/co-facilitate the training of farmer-based organizations (FBOs) and mother support groups (MSGs) in target districts on best agronomic practices package.
  • Support/co-facilitate the training of processors, bakers, and petty traders on processing technique of OFSP for commercial purposes.
  • Support the revision and adaptation of training materials.
  • Support/co-facilitate all other relevant trainings under the program inlcuding climate smart agriculture practices.

 

Research, Monitoring and Evaluation:

  • Support the M&E Officer in data collection and monitoring.
  • Monitor maintenance and multiplication of all farmers’ groups nationwide.
  • Provide supportive supervision and feedback to beneficiaries and the program.
  • Contribute to and participate in any program evaluations/assessments, as needed.

 

Advocacy

  • Source and write success stories inlcuding photographs for donor reports and social media pages of the organization.
  • Support and participate in advocacy meeting, sharing of results and learning event along value chain actors.

 

Reporting:

  • Contribute to the donor reporting.
  • Contribute to any global reports, as needed.
  • Contribute to the CO matrix and strategic plan.
  • Carry out any additional appropriate tasks that are requested by Helen Keller

Qualification and Experience

  • Must be able to work in a dynamic and complex environment.
  • Ability to carry out responsibilities independently with minimal guidance.
  • Excellent written and verbal English language skills.
  • Proficiency in MS Office.

Job Summary 

The Monitoring and Evaluation Officer (Food Systems & Nutrition) will support in all data collection, analysis and learning activities related to the food systems and nutrition portfolio of the Helen Keller Sierra Leone Country Office. The person will work closely with both program teams to facilitate data collection, build/contribute to research protocols and data collection tools, assess field realities and support capacity building, as needed.

 

Key Responsibilities

  • Conduct regular field visits to ensure proper monitoring of all food systems and nutrition programs to ascertain adherence to timelines and standards of implementation.
  • Support and contribute to all donor reports, as needed for the two portfolio projects.
  • Hold regular reviews of M&E plans, tools and data for the food systems and nutrition projects with the relevant teams.
  • Ensure collection and analysis of high quality (complete, accurate, consistent, and regular) data for the food systems and nutrition projects.
  • Contribute towards strengthening M&E functions across the two portfolios.
  • Contribute to the proposal and program design, as needed.
  • Contribute towards development of program logframes, indicators, M&E tools, M&E workplans, etc., for food systems and nutrition projects.
  • Actively collaborate with the region and global counterparts, as needed.
  • Carry out additional tasks, as delegated by the supervisor.

Qualification and experience

  • A bachelors’ degree in a relevant field – social science, statistics, international development, etc. A post-graduate degree will be an add on.
  • Minimum of 3 years of proven experience in monitoring and evaluation in an office of similar size;
  • Strong measurement, analytical and data skills inlcuding demonstrated experience in developing both quantitative and qualitative data collection tools.
  • Excellent skills in data visualization, information management systems including different software.
  • Must be able to work in a dynamic and complex environment.
  • Proven experience in research, analysis and publication an added advantage.
  • Excellent written and verbal English language skills.

4.) Monitoring, Evaluation and Learning (MEL) Manager

Job Summary

The Monitoring, Evaluation & Learning (MEL) Manager will provide leadership to the HKI Sierra Leone Country Office (CO) to meet its monitoring, evaluation and learning commitments as per our internal strategy and donor agreements. The MEL Manager will lead the M&E team in the CO, support harmonization of M&E efforts ongoing in HKI, contribute to evidence-based program design and build a culture of data for decision making in the CO as the main responsibilities.

Key Responsibilities

  • Lead development of all new MEL related initiatives for the CO.
  • Establish and rollout a common M&E approach across the different programmatic areas in the CO;
  • Ensure proper monitoring of all programs including but not limited to donor commitments.
  • Ensure high quality (complete, accurate, consistent, and regular) data collection and analysis across the CO portfolio.
  • Encourage and support use of technology driven tools and systems for MEL.
  • Develop and roll-out KPIs for CO performance in consultation with program leads and senior management.
  • Lead on planning, implementing and managing all program evaluations, impact studies, lessons learned, etc.;
  • Contribute to the proposal and program design, as needed.
  • Lead development of program logframes, indicators, M&E tools, etc.;
  • Manage the M&E team by supervising and mentoring direct reports following internal HR guidance for managers.
  • Actively collaborate with the region and global counterparts, as needed.
  • Serve as CO focal point for all M&E initiatives.
  • Carry out additional tasks, as delegated by the Program Director/Country Director.

Qualification and experience

  • A bachelors’ degree in a relevant field – social science, statistics, international development, etc. A post-graduate degree will be an add on
  • Minimum of 5 years of proven experience in monitoring and evaluation of multi-program portfolio in an office of similar size
  • Strong measurement, analytical and data skills inlcuding demonstrated experience in developing both quantitative and qualitative data collection tools.
  • Excellent skills in data visualization, information management systems including different software.
  • Experience in managing staff and teams.
  • Must be able to work in a dynamic and complex environment.
  • Ability to carry out responsibilities independently with minimal guidance.
  • Must be able and willing to work in a diverse office in terms of language, culture, etc. Proven experience in research, analysis, and publication an added advantage
  • Excellent written and verbal English language skills.
