The Market Access officer will lead all field activities relating to: Nutrition-sensitive value addition of marketable foods; Profitable marketing of foods and food products including supporting project farmers to access business skills and to access a private sectors partners’ agro-forestry out-grower scheme; Improved access to quality productive assets including access to and understanding of market information for project farmers, and linking project farmers to traders, transporters and private sector actors. Coordinating with Agriculture Officers for training project farmers on seed selection, storage and seed banking though Farmer Field School approach with Lead farmers and Ministry of Agriculture and Forestry.

S/he will coordinate his/her activities with local partner staff leading on facilitating access to finance resources and financial literacy especially related to testing and pilot VSLA for young people and linking VSLA groups to financial services.

S/he will support in the Market and value chain assessments.

S/he will ensure that agreed targets are on track, collect monitoring and case stories, and provide quality reports.

Main duties & 

Responsibilities:

Programme planning and implementation 

Under supervision Market Access and VSLA team leader

  • Contribute to the development of monthly and weekly work plans with the team based on the overall project work plan and timeframe;
  • Participate as active participant in relevant project training of trainers;
  • Participate as active participant in relevant review meetings with beneficiaries ;
  • Preparation of documentation (ToR, SRs, training curriculum, budget, float request, transport request…) for a programmatic and logistical preparation to implement agreed field activities – trainings, workshops, coaching and monitoring visits;
  • Facilitate trainings and workshops in areas of responsibility ensuring all paperwork are properly filled and procedures followed (such as attendance list, payment receipt etc.)
  • Support other project officers in Production/Availability and Utilization activities where needed/appropriate
  • Coordinate with local partner on VSLA activities.

Monitoring and Evaluation 

  • Participate in community entry meetings and identification of project beneficiaries;
  • Participate in Market and value chain assessments;
  • Ensure that all agreed Monitoring, Evaluation and Learning requirements are captured on time through standardized data collection tools; are accurately and submitted to the Project Manager and the M&E Officer;
  • Participate in project planning, review meetings with staff and stakeholders, and ensure that key recommendations and learning are incorporated into day-to-day project implementation;
  • Participate as active participant in relevant review meetings with beneficiaries;
  • Participate in baseline, end line and monitoring surveys as required..

Reporting and documentation

  • Minimum of 4 years’ relevant experience and demonstrated knowledge and understanding of agricultural markets, financial and private sector actors, VSLA and IGS approaches (experience in fisheries markets desirable), (experience in environment, gender and nutrition an advantage);
  • Good capacity in community mobilization and knowledge of participatory approaches.

The Agriculture Team Leader will provide day-to-day supportive supervision of the Field Officers in their team – to ensure that project activities are being carried out as per the agreed work plan. S/He will ensure that agreed targets are on track to be met fully and with high quality. S/He will ensure that staff are present in their assigned field locations and will monitor the delivery and completion of their work.

Project specific:

Coordinating closely with the National partner oversee and ensure quality of activities and outcomes for the following ‘Increased inclusive climate smart food production (availability)’ key outputs in your district:

Better and more inclusive community management of natural resources:

  • Roll out of the LANN module 4 (Agriculture & NRM).
  • Facilitating re-wilding for some communities through private sector partner or other projects.

Give technical guidance and advice to national partner where needed to:

  • Through participatory approaches support the community to analyse their environment and identify local land/forests/water sources for protection.
  • Support establishment and strengthening of community-level natural resource management (NRM) committees. Linking them to Chiefdom/District-level structures to establish and enforce operational by-laws and increase ha’s of protected land/forests under their oversight.
  • Enhance women’s and young people’s community acceptance, representation and ability to influence decision-making in NRM committees.

Adoption of inclusive climate smart food production practices

  • Support the assessment of agricultural practices (crops, livestock, and fisheries) and barriers to adoption of climate smart food production.
  • Facilitate access to and control over resources (land, labour, assets, inputs and capital) for smallholder farming households, particularly female and young farmers to engage in production in identified value chains.
  • Strengthen access to effective agriculture extension and animal health services.
  • Promote climate smart best practices that increase and diversify sustainable (and profitable) agricultural production and post-harvest management in identified value chains.

Support the design, piloting & documenting ideas for young people to engage in production.

Main duties & 

Responsibilities:

Specific Roles and Responsibilities – Under the supervision of the District Delivery Manager

Programme Cycle Management: 

  • Oversee, manage and ensure quality implementation of activities and achievement of Yoti Yoti Project outcomes under ‘availability’ pillar. Coordinating with counterparts in project partners to harmonise approaches and promote sharing and learning;
  • Develop monthly and weekly work plans with their team (which are harmonized with partner plans) based on the overall project work plan and timeframe, and monitor progress against these plans recommending actions to rearrange plans where necessary;
  • Prepare regular narrative reports on project activities and submit to District Delivery Manager.
  • Ensure all expenditure is authorized and spent in accordance with Concern’s internal procedures and in line with project budget;
  • Ensure all aspects of project activities under their responsibility adhere to programme quality standards and policies (PM&E, accountability and mainstreaming) in a coherent and integrated manner;
  • Ensure that the project activities under their responsibility are accurately reflected in the integrated MEAL system, identifying activities to be monitored and data to be collected;
  • Participate in project community entry meetings and identification of vulnerable households using PRA tools;
  • Support  the District Delivery Manager to organise and implement the project baseline study and needs assessment –  highlight areas of the adaptation of District context;

This is an exciting opportunity for the right candidate to support the significant growth of Concern’s Health Programme in Sierra Leone, in partnership with key line ministries and (I)NGO partners. You will provide leadership and management to the health sector, and technical support to ensure Concern is delivering high quality, relevant, impactful and accountable programming that targets hard to reach, underserved communities living in conditions of extreme poverty. This includes oversight of Concern’s existing health portfolio which takes an integrated and system strengthening approach across 4 pillars: (i) Community Health Seeking and Health Systems (including Adolescent Sexual & Reproductive Health (ASRH) and Nutrition, in close collaboration with the livelihoods sector); (ii) Formal Health System Strengthening (at district and national levels); (iii) Disease Prevention (including vaccination programming); and (iv) Humanitarian response – technical support to the Emergency Coordinator on health related emergency preparedness and response. All pillars are underpinned by gender and equality, protection, climate and environment, disaster risk reduction and conflict sensitivity. You will also play a key role in positioning Concern towards new funding opportunities in Sierra Leone and developing high quality proposals. Concern has been awarded the FCDO-funded Saving Lives in Sierra Leone 3 (SLiSL3) as consortium lead, which is an exciting new flagship programme for Concern, under the leadership of Consortium Coordination Unit (CCU) and of significant importance for Sierra Leone. The health coordinator, however, plays a key role in ensuring quality and timely delivery of SLiSL3 in Concern districts.

You will be based in Freetown, Sierra Leone, with frequent travel to the other districts where Concern works.

Main duties & 

Responsibilities:

Programme Leadership and Development:

  • Reporting to the PD, lead the implementation of Concern’s Country Health Strategy. Updating in line with Concern Sierra Leone’s country strategic plan which is in process of being updated in 2024.
  • Design, implement and manage overall Health Programme at the national level with high quality and ensure participation of community and other stakeholders; Ensuring alignment with Concern Worldwide’s health and organisational policies and strategies.
  • Ensure the Concern health development projects are designed in line with global best practices, relevant in country evidence, and in line with the needs of programme participants and partners in the intervention including Ministry of Health guidelines and strategy.
  • Provide technical backstopping to the health teams, ensuring the development, review and utilisation of best practices for specific technical interventions.
  • Ensure that the core principles and policies of Concern regarding Concern’s Code of Conduct and Associated Policies (especially the Programme Participants’ Protection Policy and Child Safeguarding), Equality and Anti-Fraud Policy are implemented, monitored and reported across the health programme.
  • With support of Concern advisors, ensure effective mainstreaming of equality, partnership, protection, environment and disaster risk reduction including how Concern Understands Extreme Poverty approach.

Programme integration and partnership development

  • Support the project leads to ensure successful roll out of health projects with a collaborative approach (particularly essential for any integrated projects and SLiSL3).
  • Maintain effective partnerships particularly with Health Development Partners, Ministry of Health at national level and other relevant ministries (e.g. Ministry of Water Resources and Sanitation, National Secretariat for the Reduction of Teenage Pregnancy, Ministry of Social Welfare).
  • Initiate and develop partnerships with relevant international and national NGOs and CBOs. This includes working with the Partnership Manager to identify and support in the assessment and capacity strengthening of potential strategic partners.

Proposal Development, Grants and Financial Management

  • In line with the country strategy, and in collaboration with the PD, CD, BDKC Manager and Country Finance Controller, analyse funding requirements and opportunities, support positioning and lead/support developing funding proposals of high quality to expand appropriately the health programme.
  • Prepare health sector annual budget and analyse the need to seek additional funding based on the health programme strategy.
  • Overall responsible for, and to build capacity of direct reports to ensure:
  • Effective management of all aspects of donor grants for the health programme including the timely preparation of high quality donor reports.
  • All projects are on track in terms of implementation and quality of activities as well as budget expenditure through effective planning and monitoring; Manage risks and escalate to line manager when necessary, with suggested solutions/actions.
  • Build/maintain effective relationships with stakeholders and partners at district level.
  • Monthly cash forecasts and donor management accounts are prepared/jointly reviewed with comments by Project Managers/Coordinators and adjust accordingly to ensure that budgets are spent effectively;
  • All health projects have annual budgets, Detailed Implementation Plans (DIP), with realistic timeframes and milestones, and procurement plans. With the support of the PD, and liaising with relevant departments, ensure that all resources needed (technical, financial, HR) are in place to implement DIP. Regularly review the budget, DIP and procurement plan and update relevant components at least quarterly with project and finance staff.
  • Lead in starting up new projects and hand over appropriately to the respective Project lead.
  • Support the project leads to close out projects according to internal Concern and donor guidelines.

Human resource management and development

  • Line manage direct reports, and ensure they are appropriately managing their teams. Set clear performance objectives, provide regular feedback and conduct performance reviews (in line with Concern processes), holding staff accountable for meeting agreed success criteria.
  • Design appropriate and effective mentoring, coaching and career development plans for members of the Health team to build their capacities. This includes liaising with HR to ensure an effective induction when new staff join Concern and regularly providing ongoing technical and managerial support as needed.
  • Prove leadership to support the team to move towards more equitable partnership ways of working.
  • With HR, lead in the recruitment process for health project teams. This includes updating job descriptions as needed and periodically reviewing the health sector team staffing structure – with recommendations for any changes to the PD and HR.
  • Ensure that work within the health team(s) is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.

Monitoring, evaluation and learning, Innovation

  • Regularly visit programme locations to monitor implementation and quality, and coach and mentor staff and partners.
  • With the PDQ team:
  • ensure all health projects have strong MEAL plans in place, in line with Concern policies and systems, using standard and approved tools, and that the MEAL plans are feasible; indicators set for projects are reflective of project aims and are realistic and measurable;
  • evaluation and learning from monitoring is regularly shared with teams and partners for improved performance; Support partners to equally engage in effective MEAL planning and implementation;
  • review meetings (internal and external with partners, project stakeholders and programme participants) are conducted and learning used to adjust programming as necessary;
  • case stories and lessons learnt are captured and shared;
  • ensure production of high quality timely donor reports, monthly internal reports, reports for Service Level Agreements for the Government – that reports reflect contributions from the whole team and partners.
  • Lead on writing the country annual report for the health sector with high quality, ensuring it reflects contributions from the whole team.
  • Ensure that health project related documentation is continuously input and updated in Concern’s grants management system (GMS) and Sierra Leone working site.

Accountability

In line with Concern’s commitments under the Core Humanitarian Standard (CHS):

  • Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
  • Fully incorporate Concern’s Accountability and CHS commitments in Health programming design, implementation, and monitoring and evaluation;
  • Work with relevant colleagues to ensure that the Feedback Complaints and Response Mechanism (FCRM) is functional and accessible, that feedback and complaints are welcomed and addressed;

Visibility

Person specification:

Education

PROJECT SUMMARY

Street Child of Sierra Leone (SCoSL) – through its main partner Street Child UK is implementing a four-year Education For Every Child Today (EFECT) project nationwide. This project will target enrolling and retaining 40,500 highly vulnerable primary school-age children into education.

The project uses a child-centered approach and a combination of interventions to confront compounded challenges. A strategic combination of socialeconomicinfrastructural, and instructional support will be utilised to achieve increased access and retention in primary education for 40,500 vulnerable children in Sierra Leone.

 

THE SCOPE 

In relation to the achievement of Objective 1, The Social Worker shall, under the direct supervision of the Project Coordinator, have direct contact with children and their families/families of separated children. The Social Worker has the sole responsibility of providing psychosocial support to such child beneficiaries and their families.  They seeks to promote Child Rights Issues and foster Child protection within SCoSL’s communities of operations, to supports such children to cope with their situations.

 

Direct responsibilities of Social Workers include, but are not limited to the following:

  JOB RESPONSIBILITIES

  • Support the identification of beneficiaries for the EFECT Project, as per beneficiary selection criteria;
  • Develop and maintain case files for all beneficiaries;
  • Provide psychosocial counseling with OOS children and families and support children to identify and overcome individual barriers to enrolment and retention in education;
  • Liaise with school authorities and other stakeholders to support a smooth transition to secondary schooling for vulnerable categories of children, and to monitor attendance and retention;
  • Adhere to SCoSL’s safeguarding and child protection policies, remain vigilant to safeguarding incidents and report concerns appropriately;
  • Undertake regular follow-up visits to schools, beneficiary homes and other field project sites during implementation of project activities;
  • Report to the Project Coordinator, and submit weekly work plans in line with the main implementation plans of the EFECT project;
  • Support preparation of EFECT narrative reports, for donor reporting and other fundraising purposes, to be submitted to the Project Coordinator;

The Family Business Officer is expected to support caregivers to develop and maintain sustainable businesses, through adaptive mentoring and coaching skills. He/she shall also support caregivers to enroll into the savings scheme for a maximum of 20 weeks. He/she will also seek to promote Child Right Issues and Child Protection within our communities of operation and support such families cope with their situations.

Direct responsibilities of Family Business Officer include, but are not limited to the following:

 JOB RESPONSIBILITIES

  • Assist families draw up achievable business plans.
  • Assess the suitability of all business grants plans and follow up where appropriate – together with the Team Leader – Business.
  • Help families manage their family business grants.
  • Review the training needs of beneficiaries and design non-grant support to meet those needs.
  • Conduct appropriate business training for families.
  • Undertake follow-up visits and monitor project beneficiaries, in order to assess impact of the grants on the livelihood of the family – especially children.
  • Write weekly reports and updates for internal purposes
  • Collect relevant data on beneficiaries
  • Assist the Team Leader develop mitigation techniques in reducing the project’s exposure to risks of implementing a grants scheme for families
  • Work with other Business Officers to develop best practices for the monitoring and evaluation of the family business scheme.
  • Any other duties as delegated/instructed by the PROJECT Coordinator

Education and Experience

ESSENTIAL

  • Minimum, a Diploma in Business Administration, Accounting, Finance, or other related fields.
  • Minimum, 3 years’ experience, working in a similar Business Administration or Accounting and Finance role.
  • A commitment to the safeguarding and protection of vulnerable children
  • Excellent interpersonal and communication skills.
  • Demonstrated teamwork experience, including abilities to coordinate effectively with diverse individuals, teams, and stakeholders to achieve results.
  • Good team spirit.
  • Willingness to live and work in remote areas.
  • Proven skills in Microsoft Word and Excel packages.

DESIRABLE 

  • Experience working in a child protection role within the Northern Province.
  • Possession of valid motorbike driver license is an advantage.
  • Experience working with children, caregivers, and other vulnerable groups.
  • Knowledgeable about safeguarding and child protection policies.
  • Fluency in speaking two or more languages including a language spoken within the project location is an added advantage.

Job Purpose: The Safeguarding manager will be the focal point for coordinating the implementation of Concerns safeguarding policies and procedures within the Saving Lives consortium. He/she will be responsible for promoting good practice and helping the Concern and our partners reach the highest safeguarding standards by our staff, volunteers, related personnel, program participants, visitors, researchers, suppliers and contractors, as well as for the communities where we work.

He /She will also be responsible for development and implementation of agreed safeguarding activities, initiatives and training with regard to the Saving Lives phase 3 programme.

The safeguarding Manager will support partner to link users of the Consortium CRM line to appropriate identified services when appropriate and will (with support) lead on capacity building and advocacy efforts.

The Safeguarding manager will be the first point of contact for the management of safeguarding incidents in relation to the Saving Lives programme with the support of the Consortium Director, Country Director and Directorate of Protection and Safeguarding in Dublin.

Main duties & 

Responsibilities:

Reports and investigation

  • Maintain up to date and accurate database of all reported incidents registers, documents and assesses all adult and asset safeguarding in line with Concerns policies and maintaining confidentiality.
  • Assist consortium members to consult and engage with all relevant stakeholders during the program inception in order to ensure support, high-level commitment, sustainability, and community trust and ownership especially with regards to CRM.
  • Liaises with the Protection and Safeguarding directorate for support in terms of;
    • Coordinate with Concern internal audit and investigations unit and investigating officers as needed following any report.
    • Support Consortium coordination unit and consortium leadership board in planning and reporting on investigations.
  • Update and maintain service directory for operational districts to improve referral for survivor care.

Training and capacity building

Job Purpose: Responsible for ensuring the books and records for all bank and cash transactions in Sierra Leone, including reviewing all supporting documentation for payment requests to ensure Concern policies and procedures are being complied with consistently.  He/she will also be responsible for all Freetown bank payments, checking of supporting documentation,  monitoring bank/cash balances in each account and in the office safes and notifying the CFC on a timely basis when a transfer between accounts or from Dublin is required.
Main duties & 

Responsibilities:

Cash/Bank Management

  • Monitor cash levels in the petty cash box and office safe and request cash transfers on a timely basis from the CFC to ensure that there are always sufficient funds in the office.
  • Monitor the bank balance and notify the CFC on a timely basis when a transfer from Dublin is required.
  • Ensure bank transfers/cheques /cash payments are made within Concern’s limits and that all required documentation and authorisation procedures for the payment have been followed.
  • Ensure timely preparation of bank transfers/cheques for authorisation.
  • Document any findings from the review of the bank and cash books and include any further comments from the CFC Direct Reports / CFC before communicating it to the cashiers.
  • Monitor issues as they arise on the bank and cash book reviews to ensure they do not continue to occur.
  • Raise repeat issues with the CFC Direct Reports / CFC and work with the cashiers to resolve the issues.
  • Liaise with the Field Finance Officers to arrange the preparation of large cheques and liaise with programme / systems staff / suppliers regarding pick up or delivery of payments.

Job Purpose: Responsible for maintaining the books and records for both bank and cash transactions in the Concern Field Office in Freetown, including reviewing all supporting documentation for payment requests,  preparing cheques for signature and making cash payments in the field following the roster. S/he is responsible for assisting employees where necessary in opening personal bank accounts. S/he is also responsible for monitoring the bank balance in Concern’s Field Office bank account, the cash balances in the office safe and notifying the Finance Officer on a timely basis when a transfer from Freetown is required.
Main duties & 

Responsibilities:

Cash/Bank Management

  • Monitor cash levels in the petty cash box and office safe and request cash transfers on a timely basis from the Finance Officer and Donor Accountant to ensure that there are always sufficient funds in the office.
  • Monitor the bank balance and notify the Finance Officer on a timely basis when a transfer from Freetown is required.
  • Ensure cash payments are made within Concern’s limits and that all required documentation and authorization procedures for the payment have been followed.
  • Ensure the issuing and retiring of cash floats to approve float holders and that all required documentation and authorization procedures have been followed.
  • Ensure timely preparation of cheques for signature.
  • Liaise with the Senior Finance Officer in Freetown to arrange the preparation of large cheques and liaise with suppliers regarding pick up or delivery of payments.
  • Carry out weekly cash counts in conjunction with the Finance Officer and Donor Accountant and reconcile to the cash book

Books and Records

  • Maintain accurate MGP bank/Cashbooks.
  • Ensure that all receipts are properly checked and verified, including any payments to local partners.

Payments

  • Make prompt and timely payment to Suppliers

Review of Financial Documents

  • Review all hard copies of Freetown payment documents.  Advise the Finance Officer of any anomalies with CWW finance policies and procedures.
  • Communicate with the systems and programme staff to ascertain financial policies are understood and the required documentation is provided to finance on time.

Financial Reporting, Budget and Audit

  • Assist the Finance team to handle queries related to internal and external audits
  • Work closely with Finance team in follow up, and implementation of recommendations by Auditors and Regional Accountant (RA).
  • Participate in the production of any ad-hoc year-end reports for Dublin or external audit.

Staff Management and Capacity Building

  • Support Finance Team on delivering training on finance issues to non-finance staff where a need is identified in all field office and remote locations.

Organisational Setting and ReportingThe UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator – the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level – support countries in the achievement of their development priorities and the attainment of the SDGs. The position is located in the United Nations Resident Coordinator’s Office (RCO) in Sierra Leone and reports to the UN Resident Coordinator (RC). The Head of the RCO manages the resources of the Office in order to provide support to the Resident Coordinator and the UNCT on sustainable development analysis, strategic planning, programming, financing, communications, advocacy, and partnerships. The Head of RCO serves as a key adviser to the RC in the pursuit of all their functions and is accountable for the overall quality and timeliness of the work of the office.

Responsibilities

Within delegated authority, the incumbent will perform the following duties: 1. LEADS THE PROVISION OF STRATEGIC GUIDANCE TO THE RC AND UNCT OF EFFECTIVE, QUALITY, AND TIMELY UN SUPPORT FOR THE IMPLEMENTATION OF THE 2030 AGENDA THROUGH A NEW GENERATION CCA/UNSDCF:

  •  Leads and coordinates substantive support to the RC/UNCT in articulating and actively communicating a credible and convincing strategic vision for the UN, articulated through the UNSDCF, which is consistent with national development goals and priorities, UN values, aligned with the 2030 Agenda and committed to the principles of universality, equality and leaving no one behind;
  •  In line with CCA/UNSDCF, provides strategic direction and develops recommendations to facilitate decision-making by the RC/UNCT to reposition the UN in the country to advance the objectives of UN development system reform;
  •  Develops policy recommendations to the RC/UNCT on the development, implementation, monitoring, reporting, and evaluation of the new generation CCA/UNSDCF as the primary instrument for the planning and implementation of UN development activities in the country;
  •  Ensures effective guidance to the RC/UNCT in asserting vision and accountability for the UN to operate as a nimble, innovative, and enterprising development partner, demonstrating characteristics of a knowledge-based organization and thought leader;
  •  Leads the strategic design of the UN’s policy and programmatic services, operational capabilities, and partnership mechanisms;
  •  Establishes and promotes close engagement across the humanitarian, development, and peace domains, as required by the country context;
  •  Leads the identification, analysis, and prioritization of joint programmatic work of UN entities in response to national priorities and in line with the UNSDCF and the 2030 Agenda;
  •  Leads the coordination of the UNSDCF through the Joint Workplan and results groups; directs UNSDCF monitoring, evaluation, learning (MEL), and reporting through the UNINFO platform; and guides preparation and provision of the annual UN Country Results Report to the Government and other stakeholders;
  •  Promotes the engagement of all relevant agencies – with and without physical presence in the country – from across the UN system, including at Headquarters and at the (sub-)regional level in inter-agency fora and in discussions with external partners;
  •  Ensures quality control and oversight over strategic communications and advocacy activities related to the implementation of the UNSCDF;
  •  Ensures coherence across the different intra-agency coordination bodies, including with Humanitarian Country Teams and the Security Management Team. 2. FACILITATES AND OVERSEES THE INITIATION, ESTABLISHMENT, AND COORDINATION OF EXTERNAL PARTNERSHIPS AND JOINT RESOURCE MOBILIZATION EFFORTS FOR THE NEW GENERATION UNSDCF:
  •  Facilitates and oversees the initiation, establishment, and coordination of effective working relationships with national and international public and private partners to ensure knowledge sharing throughout the UNSDCF cycle;
  •  Directs substantive support for positioning the UN as a key provider of integrated services and as a platform in support of the SDGs, in consultation with a broad range of stakeholders;
  •  Based on the UNSDCF, and in close collaboration with the Development Partnerships Officer, oversees the formulation and implementation of the partnership approach as well as the resource mobilization strategy, and other initiatives in support of SDG achievement through the UNSDCF;
  •  Oversees the implementation of the SDG Country Fund/country-level pooled fund (where relevant) in support of the UNSDCF and SDG acceleration;
  •  Oversees strategic messaging and communication initiatives by RC/UNCT. 3. COORDINATES AND SUPPORTS ROLL-OUT AND IMPLEMENTATION OF THE EFFICIENCY AGENDA (BUSINESS OPERATIONS STRATEGY, COMMON PREMISES, AND LOCAL SHARED SERVICE CENTERS/COMMON BACK OFFICE):
  •  In collaboration with the Operations Management Team (OMT), directs substantive support to the RC/UNCT on business innovations for the UN in the country;
  •  Provides substantive support to the Resident Coordinator and UNCT in formulating, implementing, and monitoring the UN country-level Business Operations Strategy;
  •  Supports the RC and the UNCT in their leading role in implementing common premises, and in establishing a common back office for location-dependent services;
  •  Promotes a culture of continuous improvement and client orientation in operational service delivery, including the implementation of high-impact standardized common services, fostering the SDG impact through common operations;
  •  Coordinates effective participation of entities at the country level in the operations management team and represents the RC in the OMT. 4. MANAGES AND DIRECTS KNOWLEDGE MANAGEMENT AND CAPACITY DEVELOPMENT ACTIVITIES IN- AND OUTSIDE THE UN SYSTEM:
  •  Creates an enabling environment for knowledge generation, sharing, and collaboration, as well as usage of existing good practices and lessons learned within the RCO and in the UN Country Team. Leads by example.
  •  Coordinates effective communications within the RCO, in the UN Country Team, and among other stakeholders;
  •  Leads and coordinates the sharing of good practices and lessons learned on issues related to UN strategic planning frameworks, methodologies, and tools, among others, within the DCO (at regional and global levels), across the UN system and with external partners;
  •  Oversees the analysis of UN experiences, lessons learned and knowledge networking to contribute to strategic planning processes.
  •  Keeps abreast of emerging innovative approaches and encourages the RCO and UNCT to apply new ways of working, where relevant. 5. LEADS AND COORDINATES OVERALL MANAGEMENT OF THE RCO TO ENSURE EFFICIENT AND EFFECTIVE SUBSTANTIVE COORDINATION SUPPORT TO THE RC/UNCT AND ADHERENCE TO ORGANIZATIONAL POLICIES AND PROCEDURES:
  •  Coordinates the formulation and implementation of the substantive work programme of the UNCT; allocates and monitors RCO resources for the delivery of outputs and reporting on results;
  •  Supervises the activities undertaken by the RCO and manages performance of RCO staff, ensuring that programmed activities are carried out in a timely fashion;
  •  In close collaboration with Service Providers, performs the role of certifying officer in the UNDP IRIS platform and performs the UMOJA approver role over processes related to human and financial resource management, procurement, general administration, security, time management, and information technology for the RCO;
  •  Manages, guides, and trains staff under his/her supervision; promotes teamwork and communications among staff in the RCO and across organizational boundaries; ensures staff complete mandatory training and UMOJA certifications;
  •  Establishes and maintains a work environment in the RC Office and across UN entities that is conducive to innovation and engagement with a diverse set of stakeholders and delivers results in line with the 2030 Agenda for Sustainable Development.

Certification in data analytics, business analytics or data science programs is an advantage.

Work ExperienceA minimum of ten (10) years of progressively responsible experience in strategic planning, sustainable development policy, and programme development and management in the context of development cooperation or related area, is required. Experience with multi-stakeholder coordination in the context of development cooperation or related areas, is required. Experience in designing and implementing partnership and resource mobilization strategies, is desirable. Experience in promoting knowledge management in the context of development cooperation, is desirable. Experience in team leadership and management is required. Experience in UN inter-agency coordination and multi-stakeholder consultations for the Cooperation Framework, is desirable.

LanguagesEnglish and French are the two working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another official United Nations language is an advantage.
