1.) Support Services Manager

PURPOSE OF THE POSITION:

To provide leadership to Fleet Management, Offices Management, Assets Management, Protocol and Administrative Services and Corporate Security Services functions and to ensure that these functions have systems and skills to support the operations of the Head Office in Freetown, provincial and clusters offices in Regions and Districts in a timely, technologically-sound, professional and cost-effective manner.

MAJOR RESPONSIBILITIES:

  • Lead the development, implementation and or review of systems for each department/unit to ensure they are aligned to set standards, responsive to internal and external customers and cost effective.

 

  • To develop, implement and review the operating plans and budgets for Support Services Unit and support other Departments, Units and projects/programs to prepare budgets relating to Fleet Management, Offices management, Assets Management, Corporate Security and Administrative Services

 

  • Provide line management and leadership to Administrative Coordinator and Fleet Coordinator and ensure effective collaboration with others Department and Units involved in Fleet Management, Offices Management, Assets Management, Corporate Security, Protocol and Administrative Services.

 

  • Ensure effective and efficient management of all WVISL fleet (motorcars, motorbikes, boats) and fuel usage through the design and implementation of a comprehensive fleet management system, in compliance with WVISL policies, WVI Partnership standards and Government of Sierra Leone laws.

 

  • Ensure the tracking and establishment of comprehensive inventory (Assets & Inventory Register) in the Head Office, Provincial Offices, Clusters/Area Programmes and projects offices supported with adequate documentation on any legal aspect, ownership and transition plans.

 

  • Ensure effective and efficient management of WVISL Offices (rental, utilities, generators, space management, offices allocation to staff, safety, security….) in Freetown and in the provinces for an improved working environment of all staff, in alignment with WVISL policies, WVI Partnership standards and Government of Sierra Leone laws.

 

  • Lead or support in all administrative processes with the Government of Sierra Leone, Embassies and Diplomatic Missions and similar entities with regards to World Vision International Sierra Leone ministry.

 

  • Mentor, coach and develop the capacity of functional leaders under the Unit into competent, accountable and high performance teams.

 

  • Assist the Finance and Support Services Director in accessing and coordinating technical resources available from the Global Center or Region for Support Services (Admin, Fleet Management, Offices management, asset management, Corporate Security)

 

  • Other responsibilities as may be assigned by the Finances & Support Services Director

2.) Humanitarian Emergency Affairs Safety and Security Manager

PURPOSE OF THE POSITION:

To provide leadership, promote and build the capacity of the National Office and communities to prepare for and respond effectively to small-scale local disasters and with assistance from the partnership to medium and large-scale emergencies. He/she ensures that disaster risk reduction and resilience building are strengthened within all World Vision International Sierra Leone (WVISL) operational areas. He/she ensures the minimum security, safety and well-being of all personnel, visitors and the World Vision International Sierra Leone (WVISL) premises. In addition, supports the National Office to ensure all programs are planned within the minimum security and safety standards. He/she further supports the optimization of organizational security and the mitigation of operational risks for programme or ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security

MAJOR RESPONSIBILITIES:

 

1. Strategy & Planning

  • Provide leadership in integrating Humanitarian and Emergency Affairs (HEA) safety and Security into National Office (NO) Strategy and Programming; so that Country Strategy reflects World Vision Humanitarian and Emergency Affairs, Safety and Security standards.

  • National Office Humanitarian Disaster Management and Risk Reduction (HDMRR) strategy in place and functional to ensure the National Office meet Partnership and Global standards;

  • Develop and implement the National Office Humanitarian and Emergency Affairs, Safety and Security business plan in alignment with World Vision International security policy to ensure the operational priorities of the National Office, appropriately supported.

  • Ensure Security and Safety Risk Assessments, Country Risk Ratings and Core Humanitarian and Emergency Affairs Requirement standards, processes and procedures completed in accordance with WVI Standards.

  2. Capacity Building and Technical Training

 

  • Lead annual National Office Humanitarian and Emergency Affairs, Safety and Security capacity assessments and the preparation, update and revision of the National Disaster Preparedness Plan (NDPP).

  • Ensure National Office is adequately prepared for emergency response, NDPP is updated and implementation plans. For new and emerging Humanitarian and Emergency Affairs, Safety and Security issues and scenarios are in place.

  • Coordinate the implementation of the National Office capacity building Plan for Humanitarian and Emergency Affairs,

 Safety and security Management in World Vision International Sierra Leone Operations.




 

3. Safety and Security Operations

 

  • Supervises and participates in safety inspections of World Vision International Sierra Leone facilities, looking for hazardous conditions and/or safety violations.

 

  •  Develops and periodically monitors a reporting system designed to detect safety hazards in World Vision International Sierra Leone facilities and makes recommendations to correct safety hazards once identified.

 

  • Coordinates the provision of security for all occupants of World Vision International Sierra Leone Offices and provides assistance and security to World Vision International Sierra Leone partners using World Vision International Sierra Leone facilities.

 

  • Ensures systems are in place, to prevent unauthorized visitors from entering World Vision International Sierra Leone buildings and/or loitering on World Vision International Sierra Leone grounds.

 

  •  Informs Senior Leadership Team (SLT) of staff behaviour problems; Carries out investigations, upon request, regarding cases of legal status of vendors and partners; Maintains liaison with Police, Fire Force and other departments to ensure maximum use of their services in order to provide adequate security and safety.

 

  • Be directly involved in the development of World Vision International Sierra Leone building security and evacuation plan.

 

  • Lead regular National Office Security Risk Assessments, preparation, update and revisions of the National Security Plan; provide regular updates and management of the Field Security Tracking System (FSTS) including the completion of Situation and Incident

 

  • Seek to develop a culture of security awareness and monitor staff compliance

 

4. Networking and External Liaison/Engagement

  • Collaborate with the West Africa Humanitarian and Emergency Affairs Director and the West Africa Security Director in ensuring that minimum operating standards are maintained.

  • Network with the UNDSS, Police and peer organizations in ensuring adequate information sharing.

  • World Vision International National Office participates and is actively engaged in National and Regional Disaster Management, Safety and Security forums and networks and is accountable.

  • Represent World Vision at INGO and NGO security network meetings and ensure information is disseminated to relevant staff.

  • Strengthen ongoing networks for sharing security information and coordination.

  • Participate and be part of all Government led disaster preparedness and response platforms

 

5. Reporting and Documentation

  • Ensure adequate and timely follow up and tracking of all audit recommendation relating to the

National Office, Provincial offices or function as agreed in the Management Response

  • Champion Safeguarding Organization practices

  • Ensure that all security incidents reported in accordance with World Vision Security Policy

  • Support and participate in performance reviews of the field-based Humanitarian and Emergency Affairs, Safety

and security focal persons.

  • Collect, analyze and disseminate HEA, Safety and security information appropriately.

1.) Administrative Coordinator

 

Job purpose

The Administrative Coordinator will be responsible for providing a wide range of administrative and logistical support services to support the project operations teams on site and in Freetown; and also manage the day-to-day operational functions of the Freetown Office.

 

Key Areas of Responsibilities & Duties

  1. General office and guesthouse management and administration

2.) Camp Manager

 

Job purpose

The Camp Manager is in charge of the management from 95 to 200 rooms on a remote camp where the company is accommodating staff and visitors. The Camp manager will oversee the work performed by the camp operation subcontractor(s) regarding the supply of accommodation, catering, fuel, transportation and other facilities.

 

Key Areas of Responsabilities & Duties

  1. Support the construction activities

  • Be responsible for the general checking of the camp, site offices and technical services to assist in the smooth running of the day-to-day operation supporting the construction activities.

  • Make sure that all preventive actions and corrective actions are taken to allow a 24h/7 days running of the camp and utilities.

  • Manage daily camp occupancy in setting up and maintaining a camp information management system.

Job purpose

The Environmental Superintendent is responsible for the full compliance of the company with the environmental requirements of Sierra Leone Legislation and best practices, such as World Bank/IFC Performance Standards. The Environmental Superintendent advises the company on how to minimise its impact on the environment and, in some cases, oversee the delivery of impact reduction strategies.

  1. Design of the Environmental policy, plans & procedures

  • Develop and implement policy, systems, processes, procedures and controls covering all areas of the Environment so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service in a consistent manner.

  • Responsible for the development and implementation of water (groundwater, surface water, sewage), noise, waste, soil, meteorology and air quality monitoring programs.

Job purpose

The Environmental technician is responsible for performing the environmental monitoring of the company and for accurate data capturing.

 

Key Duties

  • Collect water samples from raw, semi-processed, or processed water, industrial wastewater, or water from other sources to assess pollution problems.

  • Perform project monitoring and air sampling.

  • Install and maintain data collection instrumentation.

  • Conduct bacteriological or other tests related to research in environmental or pollution control activity.

  • Operate light and heavy equipment including, but not limited to, pumps, vacuum, equipment, oil spill booms.

  • Perform basic calculations and computer data entry.

The Human Capital Superintendent is participating actively in the design, implementation and maintenance of the Human Capital tools, procedures and policies complying with the applicable law, the mining industry’s contraints and the company’s strategy. The Human Capital Superintendent is the key point of contact for all the stakeholders and is responsible for the department management. The purpose of the position is supporting the company to deliver the project within the timeline, on-budget and in compliance with the highest HSE standards, as well as promoting collaborative industrial relations and reduce the liability and company’s risks exposure.

 

Key Areas of Responsabilities & Duties

  1. Active participation in the design, implementation and continuous improvement of the Human Resources System

  • Participate in the design of Human Capital procedures and policies complying with the applicable laws, the mining industry’s constraints and the company’s strategy and make sure that all employees, supervisors and subcontractors. are aware of and apply the Human Capital procedures and policies.

  • Participate in the implementation of an efficient HRIS including payroll system and electronic filling of the personal files.

  • Set up a reliable and accurate timekeeping and absence management system and manage it.

  • Participate in pay scales design for Construction and Operations.

  • Participate in the negotiation with the insurance companies to set up necessary insurance policies for national and expats.

  • Propose a roster system and make sure that all exemptions are in place if applicable.

  • Draft the internal rules of the company and get it approved by all the necessary authorities.

 

  1. Key point of contact regarding Human Capital matters

  • Manage the external relations with government officials (Labour officials, NASSIT,  NRA…) but also seek advice from legal firms and ensuring their engagement in case of collective or individual disputes.

  • Organise the Unions elections when required by the law and manage the industrial relations to ensure a collaborative industrial climate.

  • Advise the General Management and the supervisors on the best practices regarding Human capital Management to ensure the compliance of their decisions with the applicable laws.

  • Management of personnel administration and Human Capital department.

  • Coach the team to develop skills and ensure a good work environment.

  • Be responsible for the implementation and continious improvement of the Human Capital procedures and policies especially regarding (list not limited), draft and monitoring of the working contracts, employees’ database management, registration of employees to NASSIT and medical insurances policies, disciplinary procedures management, electronic filling of the employee personal files, work-related accident management, absences, maternity and leave management.

  • Participate in the preparation of the HR budget and monitor the budget to ensure compliance.

  • Be responsible for the payroll processing and management in accordance with the payroll schedule and budget.

  • Supervise the demobilisation of the staff within the set timeline especially the end-of-contract documentation.

  • Be responsible for the employees’ database accuracy allowing a reliable reporting system.

  • Perform a legal watch on all amendments/updates on Labour law and advise the management about any change.

  • Update Organisation charts in accordance with project requirement.

  • Ensure the good management of the department (timesheets of the Human Capital team and office supplies)

  • Ensure timely presentation of reports as requested by the Management.

  • Perform any other duties deemed necessary by the Management to support the smooth running of construction project.

 

Qualification & Skills Requirements

  • Master’s degree in Human Resources Management mandatory.

  • Human Resources certification will be an advantage.

  • 7 years of experience in similar or related position.

  • Experience in the mining or construction industry mandatory.

  • Ability to work with culturally diverse groups of people, including surrounding communities with a sensibility for sustainability.

6.) IT Manager

 

Job purpose

The IT Manager is responsible for all aspects of the ICT infrastructures and systems to support the construction team with the safe delivery of the project within budget and schedule.

 

Key Areas of Responsabilities & Duties

  1. Cost controlling, budgeting and Managing ICT ressources to support project’s activities.

  • In charge of the set-up and the monitoring of the ICT infrastructure supporting the construction project.

  • Contract Management – first point of contact to ensure the company get the correct bandwidth the internet from the services provider the project paid for.

  • Diagnose IT System problems, inefficiencies and weakness.

  • Analyze and determine security threats and provide advice on technology best practices.

  • Install and configure computer hardware, software, systems, networks, printers and scanners.

  • Monitor and maintain computer systems and networks to optimize their performance and ensure they are fully functional.

  • Respond in a timely manner to service issues and requests from staff and provide technical support across the organization.

8.) Project Engineer

 

Job purpose

The Project Engineer is responsible for leading and supervising Quality Control (QC) of the roads and civils works. The Project Engineer needs to understand construction methods in order to identify potential construction issues before they become problematic, implementing the necessary remedial, corrective and aversive actions to ensure safe, on time and within budget delivery according to design functionality.

  • Ensure overall construction is executed in accordance with applicable specifications, drawings, codes and standards and project schedule.

11.) Senior Geologist

 

Job purpose

The Senior Geologist will provide strategic input and decision making in drill supervision, geological and geotechnical logging, Au and multi-element analysis, metallurgical, and geotechnical sampling on diamond drill holes.

 

Key Areas of Responsibilities & Duties

  1. Provide Geological input to ensure the safe, on-schedule and on-budget operation of the company

  • Assume a key role in the Development Group, Advancing Geology, Drilling, Metallurgical sampling and Geotechnical programs.

  • Supervise a core sampling program under really challenging time frame.

  • Execute a planned metallurgical (selective composite sampling for gold recovery and communition test work).

  • Execute a planned geotechnical sampling program for Geotech lab analysis (Triaxial, UCS, Brazilian disc, Shear Joint, tensile).

  • Prepare sampling dispatches and documentations with NMA and customs to export the samples to the certified laboratories without interrupting the chain of custody.

  • Plan and execute a systematic sampling for Au and Multi-element analysis including the insertion of QAQC samples for JORC/NI43-101 compliance.

  • Supervise the current drilling program with 3 to 4 operating rigs day and night shift (10 to 20,000m to drill within the next 6 months) from safe pad clearing and rig setup to drill completion and hole rehabilitation.

  • Supervise core handling and photography.

  • Perform core recovery /geotechnical logging (RQD, TCR, Break frequency).

  • Perform joint discontinuity (Alfa, Betha angles) -advanced geotechnical logging.

  • Perform structural logging (Alfa, Betha, Gamma angles).

  • Logging and sampling data entry on Excel templates to upload into an Access Database.

  • Participate in the redaction of the weekly and quarterly NMA report (maps, drill sections, statistics).

  • Bsc or Msc of Science in Geology or equivalent degree required.

  • Minimum 7 years of progressive mineral exploration experience required.

  • Strong experience with core sampling is mandatory for this position.

  • Experience in diamond drilling supervision required.

  • Experience in geotechnical and metallurgical sampling for DFS required.

  • Experience in gold exploration and/or mining would be an advantage.

  • Experience with Archean greenstone belts geology would be preferable.

  • Experience in Sierra Leone will be an advantage.

Position Overview

The Safeguarding Manager is a key member of the Human Resources Department working closely with the HR Director, the Regional PSEAH/Safeguarding Advisor, the Executive Director, and other relevant departments to promote of safeguarding and Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH) and facilitate the development of capacities for our staff, and our patients, families and community members that PIH interacts with in the course of their work. The safeguarding Manager will work to ensure all staff and stakeholders understand the policies and standards as well as develop resources to support PSEAH programs with readily accessible reporting and redress mechanisms for reported cases whether by staff or community members

Essential Duties and Responsibilities:

The position will primarily work to create and promote a safe and healthy working environment and culture that prevents and condemns sexual exploitation, abuse and harassment in all its forms within or outside the organization. S/he will report to the HR Director and and work closely with the Regional PSEAH/Sagehuarding Advior to support the following key delivarables:-

Support HR in implementation of PIH’s PSEAH policy standards and code conduct:

Work with the HR team to ensure that all aspects of HR policy and procedure are supportive of good safeguarding practice including integration of safeguarding standards throughout safe recruitment and the employment contracts.

Work with Directors and Managers to ensure integration and mainstreaming of safeguarding and PSEAH measures in all programme budgets activities, procedures and organisational policies

Support HR and IT department and management in enforcing Data Protection Protocols and implement appropriate procedures to maintain confidentiality of all data gathered in relation to PSEA

Ensure that complaints /reporting measures /standard operating procedures (SOPs) are functional with focal point persons both for staff and community.

Support embedding safeguarding, PSEAH and gender inclusion into PIH’s program designs and M&E frameworks




Conduct risk assessments and manage a risk register for tracking and mitigating PSEAH risks in each PIH programs

Work with HR and management to ensure PSEAH policy commitments are embedded in all polices and contracts e.g. HR manual, transport policy, IT policy, communications policy, vendor contracts & MOU with Partners etc.

Implement survivor centered support services including strengthening referral networks

Work with management to ensure availability of resources for responding to survivors of SEAH/ SGBV

Design and help roll-out a safe and survivor centered reporting and feedback mechanisms

Manage and respond to reported cases in collaboration with HR, PSEAH focal point, PSEAH Regional Advisor and leadership. This will include supporting investigations relating to safeguarding and providing professional advice and support to investigators, HR and leadership while maintaining high levels of case confidentiality

Launch and manage a toll-free line for easy case reporting by both staff and community members

Identify survivor support refferal services in community and district level and ensure timely linkage to care and follow-up.

Build capacity and awareness of staff and partners in safeguarding and PSEAH

Work with PSEAH focal point and Regional PSEAH Advisor to develop PSEAH training content and roll-out trainings across PIH staff and partners

Conduct trainings for existing staff members and orientation for new recruits , volunteers, in-terns and community health workers to raise awareness of safeguarding and PSEAH

Conduct tailored trainings for associates including vendors and visitors on PSEAH policy.

Work with Communications Specialist and PSEAH Focal point to to develop, print/publish safeguarding and PSEAH IEC materials to sustain awareness of PIH’s commitments.

Support PIH Sierra Leone to establish and manage culturally and contextually appropriate reporting lines at all levels for those who come into contact with our work.

Build internal and external safeguarding partnerships to strengthen PSEAH across PIH’s networks.

Participate in relevant district and national level stakeholder meetings

Support liaison between PIH and any relevant safeguarding and PSEAH stakeholders, local authorities, national and international partners

Participate in protection, child protection, Case Management, SGBV networks /bilateral meetings and represent PIH Sierra Leone in relevant forums.

Monitoring compliance to PSEAH and learning from practice

Support development of PSEAH M&E framework; data collection tools and support report writing and data review/analysis for improved implementation and decision making.

Establish, implement and monitor community based reporting and feedack mechanisms in collaboration with relevant project teams and key community stakeholders.




Orient stakeholders supporting community based reporting and feedback mechanisms

Develop data collection tools, reporting tools and case referal pathways for established community based reporting stakeholders

Monitor progress of PSEAH activities within the organisation and provide support where gaps have been identified in form of reports and updates to leadership teams.

Support the continual improvement of PSEAH strategy, policies and practice, sharing areas of best practice and identifying where improvements are required.

Support the establishment and strengthening of safe and gender sensitive and/ survivor centered complaints and feedback mechanisms

Compile statistical information on SEA cases received during the quarter and year and a narrative on key actions undertaken

Support HR in managing PSEAH complaints and investigations.

Work with HR to publicize complaints and investigation procedures among staff, partners and community.

Work with Regional PSEAH Advisor, HR and leadership in coordinating investigatons and responding appropriately to complaints.

Work with HR and leadership to ensure adherence to PIH’s investigation policies and procedures during SEA investigations including guiding the due process to protect survivors and rights of alleged perpetrators during investigations

work with HR and IT department in enforcing Data Protection Protocols and implement appropriate procedures to maintain confidentiality of all data gathered in relation to complains and investigations

Perform any other duties as assigned from time to time

Qualification and Experience

We are looking for a dynamic and enthusiastic team member with a minimum 06 years’ experience of working on Safeguarding/PSEAH. Strong demonstrable experience working to prevent sexual exploitation and abuse as well as identifying and mitigating risks. Experience in conducting SEAH investigations will be an added advantage:

Bachelors or Master degree or equivalent in Social Science / Gender and Development/ Law /Sociology/community Psychology or equivalent degree in other relevant fields with relevant skill and proven expertise in Safeguarding in recent roles in development sector.

Senior experience in Child Protection or demonstrable experience in safeguarding

Demonstrable interest in working to prevent sexual exploitation and abuse

Demonstrable interest in working with young people and communities.

Technical Competencies

Project management experience of at least 5 years and subsequent skills demonstrated

Strong organizational skills with the ability to manage and prioritize workload

Strong communication and active listening skills, strong facilitation and presentation skills and demonstrated proficiency in both written and spoken English and Krio. Additional Knowledge speaking Kono and Mende languages would be an added value.

2.) WASH Technician

Job Objective(S):

Based in Mattru Jong, the WASH Technician frequently travels to the field. The WASH Technician will be responsible for the construction and rehabilitation of water points. The WASH Technician will work closely with the WaSAP Lead Technician in developing bills of quantities, drawing/designs, and day-to-day supervision of field technicians to ensure quality infrastructure.

Key Responsibilities:

  • Work with WaSAP Lead Technician to conduct a continual review of the designs and functionality of the constructed or rehabilitated water supply systems to ensure efficient operation and sustainability.

  • Act as the technical person in the development of Bill of Quantities and designs for all WASH works on the various communities including but not limited to latrines construction, water points, and rehabilitation in the target communities.

  • Work with the WaSAP Lead Technician to design templates, construction contracts for WASH-related works, and a system for monitoring the progress and performance of hired technicians.

  • Provide rigorous supervision of WASH hardware works in the various communities.

  • Analyzing the Food Nutrition Security (FNS) situation to get an in-depth understanding of issues related to immediate and underlying causes of malnutrition in the targeted communities.

  • Assessing the context at local level, analyze underlying and basic causes of malnutrition, design appropriate activities addressing types and causes of malnutrition.

  • Incorporating nutrition objectives and indicators community programs.

  • Targeting the most vulnerable (marginalized groups, women, etc.) and aim to improve equity

Reporting to:

Key Responsibilities:

  • Responsible for driving and maintaining the WaSAP Company vehicle in good condition.

  • Supports the logistic department with the transport of material and staff during official duty trips.

  • Must be comfortable as a proactive member of the team, seek to identify and communicate potential problems and propose solutions to the management as far as motor vehicles and other assets are concerned.

  • Drive WaSAP Company vehicle in order to transport staff and goods for project purposes in a responsible manner according to Sierra Leone traffic laws.

  • Maintain the vehicle assigned in a good condition. This always includes cleaning the vehicle and keeping it ready for travel, servicing, licensing registration, insurance, fuel & engine oil, water, and tyres checked.

  • Informing logistics officer immediately in case of mechanical problems and advices on action to be taken.

  • Supervises closely and assist any repair, maintenance or services done to the vehicle by WaSAP mechanics.

  •  Report any incident/problem to the office or Logistics officer immediately.

  • Follow WaSAP regulations for transport. These include:

    • Non-unauthorized passengers on board the vehicle

    • No private business to be under taken with the vehicle

    • No alcohol before or during driving and working hours

    • Speed limit for driving within town is 40km/h and 80km/h on the highway outside town.

  • Complete the logbook before and after every journey (km, input of fuel, services, and signature) and filling in monthly vehicle cards. Ensure that fuel consumption is normal.

  • Assist in delivery of materials or goods needed by WaSAP to other project locations (in cooperation with logistics) – has to keep clear records, following the WaSAP guidelines for logistics and procurement.

  • Assist in clearing goods and items for WaSAP from customs or other official institutions; responsible for reception of goods delivered from other locations by road (including off- loading trucks & vehicles).

  • Follow the security guidelines when on duty and adhere to the safety and security policy of WaSAP

  • Assist in any other duties assigned by the direct supervisor or overall supervisor

 

Desirable Qualification, skills, and competencies

  • Previous working experience in a similar position is desired.

  • Must be prepared to spend much time in remote areas with limited facilities.

  • Ability to work under pressure; Flexibility in terms of working hours and working locations.

  • Valid Sierra Leone Driving License.

  • Excellent knowledge of driving rules and regulations.

  • Good knowledge of Sierra Leonean places, roads and road conditions.

  • Safe driving record and at least 3 years of experience driving on and off road in difficult and unusual road conditions.

  • Excellent knowledge of vehicle operation and ability to undertake basic maintenance and running repairs if in remote locations.

  • Primary education certificate, Secondary School certificate or its equivalent an asset.

Background

This advertisement is for recruitment to fill 6 positions (Atlas # 33227, 10976, 62073, 57903, 5320, 5826) Local Security Associates located in Sierra Leone, Mauritania, Morocco, Dem Rep Congo (Kisangani) and Swaziland. Under the overall guidance and supervision of the Security Adviser (SA) or the Field Security Coordination Officer (FSCO) of the countries where the positions are located, the Field Security Associate assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in the region of assignment.

Duties and Responsibilities

Summary of key functions:

  • Assists P/C/D/SA/FSCO in collecting, updating and communicating information regarding the security situation in the Area of Responsibility (AoR);;
  • Assists in maintaining the Security Plan(s), including updating staff lists;
  • Supports the P/C/D/SA/FSCO with the monitoring of the security measures implementation as recommended in the Security Risks Management (SRM) process ) for the AoR;
  • Assists in reporting security incidents affecting UN staff, offices and assets;
  • Organizes and delivers training courses on security awareness and preparedness;
  • Assists in monitoring the implementation of the (Residential Security Measures office safety and security preparedness;
  • Provides general administrative assistance to the SA/FSCO;
  • Performs any other duties as assigned.

1. Assists the P/C/D/SA/FSCO in collecting, updating and communicating information regarding the security situation in the AoR:

  • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations in the area of operation;
  • Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the P/C/D/SA/FSCO;
  • Communicates information on security to the heads of United Nations agencies and provides host country security advice to UNDSS in the absence of the P/C/D/SA/FSCO, as required;
  • Maintains regular contacts with Security Focal Points of UN agencies;
  • May be requested to provide technical assistance at A/SMT meetings, in the absence of the P/C/D/SA/FSCO.

2. Assists in maintaining the Security Plan, including updating staff lists:

  • Helps in the preparation and review of the UN Security Plan;
  • Supports actions during the implementation of the Security Plan, as required.

3. Assists the P/C/D/SA/FSCO with the monitoring of the security measures implementation as recommended in the Security Risks Management (SRM) process ) for the AoR .





4. Assists in reporting security incidents affecting UN staff, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report, the Security Assessments

5. Provides support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members. Conducts security briefings, as required.

6. Performs other security-related tasks assigned by the P/C/D/SA/FSCO:

  • Provides support in conducting security evaluations and provides advice on security measures for the residences (- Residential Security Measures – RSM) of UN staff, as well as on latest trends and threats to staff safety and security;
  • Establishes and maintains warden system and keeps update of information related to UN offices and residences;
  • Administers a pass and ID system;
  • Maintains liaison with commercial companies used for UN security at offices and residences, in order to ensure the effective and efficient use of the guard force.

7. Provides general administrative assistance to the P/C/D/SA/FSCO:

  • Maintains routine and confidential correspondence files/documents;
  • Maintains a database on contact details in relation to host country security authorities;
  • Arranges appointments, receives visitors, places and screens telephone calls and answers queries with discretion, and takes minutes and/or notes at meetings.

Language Requirements:

  • Fluency in English and the local language of the duty station is required.

Other Skills and Requirements:

  • Knowledge of HF and VHF radio operation;
  • Experience in diplomatic security and protection is considered as an asset;
  • Knowledge of host country safety codes;
  • Solid computers skills (MS Word, Excel, Access and PowerPoint);
