Job title:  Monitoring, Evaluation, Accountability and Learning (Meal) Officer

Report to: Head of Programmes, with secondary supervision from Executive Director

Location: Main office, Freetown

Start date: July 2025

Salary: Competitive salary

 

Main purpose of Job:

FoRUT’s utilises the result-based management system in programme management. The MEAL Officer will work to ensure that quality monitoring, evaluation, accountability and learning activities are integrated in our programmes and projects, consistent with the MEAL system and donor requirements. The MEAL Officer will work to ensure that FoRUT’s organisational and programme MEAL system are relevant to achieve quality results.

Key Roles and Responsibilities

  • Review and implement the MEAL Policy
  • Lead the develop and implement annual MEAL Plan
  • Review relevant tools to achieve the organization’s project / programme MEAL goals
  • Maintain quality data management systems
  • Monitor projects’ annual indicator performance tracking table / results framework and report accordingly.
  • Coordinate timely data collection and analysis for the development of quarterly/half yearly/annual reports.
  • Coordinate all learnings within and from our partners/stakeholders, and ensure they are documented and shared appropriately.
  • Lead/ facilitate the development of Theory of Change frameworks and results framework processes for new proposals and projects designs.
  • Support programme staff to develop success stories.
  • Conduct frequent field monitoring to assess the effectiveness of projects.
  • Write regular MEAL reports on progress against planned activities for management decision making.
  • Carry out other task as directed by the Executive Director/Head of Programmes.

Key Competences

Education/qualifications, experience and work-related knowledge
  • Bachelor’s Degree preferably related to social science or extensive relevant experience. Practice of community development, program, design statistics or evaluation.
  • Formal training in monitoring, evaluation, accountability and learning
  • 3-5 years’ experience in monitoring, evaluation and research
  • Proficiency in MS Office, including Excel and PowerPoint.
  • Skills in using online data management systems such as kobo collect and SPSS and equivalent packages.

  • Self-motivational
  • Excellent facilitation, monitoring and coaching skills
  • Ability to work both independently and collaboratively
  • Attention to detail
  • Ability to write clear narrative reports to donors
  • Technical expertise in one or more sectors preferred – Livelihoods and Food Security, Gender Equality and Women’s Empowerment, Child Rights, Alcohol, Drugs and Development, Mental Health and Good Governance

  • Analytical mind-set and ability to study and understand new environments and systems
  • Ability to work under pressure.
