1.) OFFICE SECURITY for ChildFund Country Office

ChildFund International is a non-governmental organization working in over 25 countries and started work in Sierra Leone in 1985, helping Deprived, Excluded and Vulnerable (DEV) children to improve their lives and become young adults, parents, and leaders who bring about lasting and positive change in their communities. ChildFund also complements government efforts by implementing transformative and high impact projects that contribute to improving the lives of vulnerable children and their families in our program communities.

ChildFund Sierra Leone is looking for:

  1. Security or Technical firm that can provides security services
  2. Painting of the exterior Country Office building at 84 Regent Road, Hill Station Freetown.

 Security Services

  • To visit and inspect the compound (between 10am to 12:30 pm Monday to Friday) for proper knowledge of the properties
  • To submit a letter for expression of interest and detail profile
  • Provide quotation or proforma for the service
  • Provide personnel to secure ChildFund properties for 24 hours a day
  • A total of 5 personnel (2 personnel for daytime and 3 at night hours)
  • All personnel must put on uniform
  • A valid tax and business registration certificate
  • NRA tax clearance, including TIN number and NASSIT clearance
  • Experience in previous services
  • Security company agree to sign contract with ChildFund

          Painting of exterior building

  • Provide BOQ and clearly indicate the type of paint suitable to carry out the work

JOB DESCRIPTIONPosition: district Officer (LIVELIHOOD & CROPS)- FOR FOUR MONTHS ONLY APRIL TO JULY 2023PURPOSE OF THIS POSITION
To manage the implementation of the project within donor compliance regulations.
To manage ChildFund EU Funded ‘Improving the Boosting for Agriculture, Food security in Sierra Leone through sustainable agriculture, and a small team to successfully deliver the project

DUTIES/RESPONSIBILITIES

KEY RESPONSIBILITIES:

Project Leadership & Coordination

  • Supervise the planning, implementation and monitoring of the EU funded Non-State Actors Project;
  • Lead the participatory development of project strategies and detailed design of project activities in the district;
  • Ensure timely implementation of all project activities through the development of realistic action plans and effective team management;
  • Responsible for producing high quality and accurate donor reports that meet all internal and donor reporting deadlines;
  • Ensure compliance with donor requirements in all aspects of the project; and
  • Overall management of the partnership in line with partnership policy and agreements within the district.
  • Liaises with partners for activity planning, implementation and supervision with regards to improving accountability and responsiveness of BAFs project service providers, and community participation in agriculture activities and service delivery
  • Support training activities of the projects around public sector monitoring and advocacy

Partner Coordination

  • Design and manage relevant capacity building activities with District Council;
  • Provide support and guidance for the implementation of project activities conducted within the District.
  • Provide support and guidance to ensure donor compliance in all aspects of project delivery and reporting;
  • Meet regularly with the District Council; and MAFFs staff within the district
  • Represent ChildFund/Oxfam and coordination with government, agencies within the district, I/NGOs and other networks as appropriate.
  • Coordinate and communicate with project staff, beneficiaries, strategic alliances and local authorities for project implementation and advocacy purposes

Budget Management

  • Regular monitoring of expenditure to ensure realistic forecasting and avoid over and/or under spend;
  • Work closely with Finance to address any budget management issues;
  • Ensure all project expenditure is in line with all donor requirements and relevant ChildFund internal policies and procedures; and
  • Ensuring that partners capacity in budget management and reporting is strengthened and in line with ChildFund and donor policies and procedures.

Team Management

  • Provide guidance, training and support to the training organized at district level  to ensure they have the necessary skills and knowledge to be competent in their role and deliver the project;
  • Support the team to produce annual objectives in line with organizational and programme priorities and provide regular feedback on staff’s performance in their role; and
  • Undertake any other duties as assigned by the Programme Manager.
SKILLS AND COMPETENCE:

  • Degree in a relevant field;
  • Minimum three years’ experience in development and supervision of agriculture related work and development projects  in Sierra Leone or other developing countries;
  • Familiar with pro-poor, participatory approaches;
  • Solid budget, contract management and project cycle experience, experience of implementing EU-funded projects is an asset;
  • Experience managing a team;
  • Good organizational and personal management skills, with ability to priorities work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through;
  • Excellent communication skills;
  • Experience in working with government entities desirable;
  • Sound political judgment and sensitivity, and proven experience of engaging with and influencing decision-makers like traditional authorities.
  • Demonstrate a commitment to working on gender and an ability to influence and engage others to support gender issues and programme;
  • Must be a good team player and be consultative and supportive towards other team members;
  • Ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular problems;
  • Computer literate with working knowledge of Word and Excel;
  • Fluent in English (writing / speaking);
  • Demonstrate a commitment to working on gender and an ability to influence and engage others to support gender issue
  • Willingness to travel frequently to the field; and
  • Strong sense of integrity and personal commitment to the goals of ChildFund and commitment to ChildFund’s values of equal opportunity and policies on Gender, HIV & AIDS and Diversity.
