Job Purpose: Concern Worldwide is recruiting District Data Clerks for the Saving Lives 3 program in Sierra Leone based in Western Area Urban, And Kambia. The Data Clerks will work under the oversight of the M&E Officer in the respective districts. The DDCs will be responsible for carrying out data collection and entry while ensuring accuracy of data and supporting DHMT data staff.

This position is contingent on funding.

Main duties & 

Responsibilities:

Specific Responsibilities:

  • Assist in timely data collection for M&E requirements including routine monitoring and periodic evaluations;
  • Manage the program database in District – including updating/entering program data into the agreed framework/system;
  • Support data cleaning and providing basic data summaries as required;
  • Ensure that the program data is kept up to date at all times while liaising with the M&E Officer in case of any errors identified;
  • Support District Delivery Manager to monitor the project indicators against activity work plans;
  • Cross check the data with the data sources for accuracy before submitting the reports, carry out spot checks, data triangulation, validation, etc.;
  • Maintain data confidentiality and security per Concern and country policies;
  • Support DHMT data focal points;
  • Contribute to reporting – internal, donor and GoSL – by providing relevant data sets and supporting analysis around it.

Other responsibilities:

  • Promote full accountability and staff, compliance with Concern’s Code of Conduct & Associated Policies, including promotion of Concern’s Complaints & Response Mechanism (CRM), to ensure maximum protection of programme participants and the efficient and transparent use of Concern’s resources;

Education:

Experience Required:

  • Hands on experience in data entry and analysis with a non-governmental organization;
  • Experience in doing data entry in an online database (Familiarity with COMET, Box Folder, Mobile apps will be an added advantage);

Job Purpose: The Accountability supervisor will support in ensuring accountability within the Saving Lives Phase 3 Programme. This includes the management, functionality and popularisation of the Saving Lives Phase 3 Complaints Response Mechanism (CRM) system. The post holder will implementation, and maintain the context-specific community complaint and feedback mechanisms that can inform organizational accountability and best practice in the programme. Ensuring the CRM systems adheres to the key principles of Accessibility, Confidentiality, Transparency and Safety.  The successful candidate will be part of the Consortium coordination unit with strong linkage to the development and quality team and work within the wider organizational MEL framework.

The Accountability supervisor will be expected to maintain the Saving Lives 3 CRM database by ensuring proper documentation and aggregation of CRM data including, ensuring confidentiality and qualitative and quantitative analysis of complaints received, investigated and responded. S/he will provide anonymous detailed summaries of complaints issues to feedback to the program team during monthly and quarterly meetings/reports. The post holder will promote accountability in the programme though capacity building, championing and technical guidance.

The Accountability supervisor will work with key stakeholders (internal and external) to complement existing good practice and addresses current and emerging Accountability gaps.

This position is contingent on funding.

Main duties & 

Responsibilities:

  • Under the guidance of the CCU MEAL Manager, compile and ensure confidentiality of sensitive complaints like harassment, SEA, abuse, and exploitation and process according to the Concern CRM SOP.
  • Develop an activity implementation plan for complaints and feedback with support from MEAL Manager.
  • Lead/organize regular monitoring visits and if required project action plans revisions and modifications.
  • Ensure compliance with Core Humanitarian Standards on Quality and Accountability.
  • With the support of the MEAL Manager support partners to ensure that all programme participants and stakeholders have access to timely, accurate, and relevant information on their rights/ entitlements with in the Saving Live Programme
  • ensure that the programme measures and improve accountability through assessments of performance on accountability-
  • With the support of the MEAL Manager, support programme staff and partners to ensure that evidence generated and learnings are shared with programme participants, stakeholders and partners
  • Working with MEAL Manager, ensure adequate data capturing and correct storing of project participants.
  • Coordinate and support CRM activities, especially at the community level. These can include: delivering sensitizations and training, overseeing implementation and conducting monitoring in the field.
  • Under the supervision of the MEAL Manager advisor provide practical advice and guidance to Consortium members.
  • Take the lead in regular collection and categorisation of complaints and feedback including those received through the Complaints phoneline.

Job Purpose: Concern Worldwide is recruiting District based project officers for the Saving Lives 3 program in Sierra Leone based in Western Area Urban, and Kambia. The project officers will work under the oversight of the District Delivery Manager in the respective districts. This position is contingent on funding.
Main duties & 

Responsibilities:

Specific Roles and Responsibilities – Under the supervision of the District Delivery Manager

Project specific;

Oversee and ensure quality of activities and outcomes for the community system strengthening activities under Saving Lives phase 3

Increased access to quality Health services

  • Provide monitoring for the cascade mentorship program to ensure CHC mentors are visiting the target CHPs and MCHPs.
  • Support the health facilities to track and document priority health issues as part of the Surge approach.
  • Support the regular community data review through community dialogue meetings.
  • Support the interaction between CHWs, community members and health facilities.
  • Support the M&E team to conduct regular mystery client visits.
  • Support the mentorship or health facilities on Adolescent and youth friendly services and respectful and dignified nursing care.

Programme Cycle Management:

  • Oversee, manage and ensure quality implementation of activities and achievement of Saving Lives Project 3 outcomes coordinating with district counterparts in DHMTs as well as community stakeholders
  • Prepare regular narrative reports on project activities and submit to District Delivery Manager.
  • Ensure all aspects of project activities under their responsibility adhere to programme quality standards and policies (PM&E, accountability and mainstreaming) in a coherent and integrated manner;
  • Ensure that the project activities under their responsibility are accurately reflected in the integrated MEAL system, identifying activities to be monitored and data to be collected;

The project officers will work under the oversight of the District Delivery Manager in the respective districts. This position is contingent on funding.
Main duties & 

Responsibilities:

Specific Roles and Responsibilities – Under the supervision of the District Delivery Manager

Oversee and ensure quality of activities and outcomes for the gender equality, inclusion and nutrition activities under Saving Lives phase 3

Increased access to quality Health services

  • Facilitate trainings and workshops in areas of responsibility ensuring all paperwork are properly filled and procedures followed (such as attendance list, payment receipt etc.);
  • Support other project officers in quality health service activities where needed/appropriate;
  • Coordinate with local partner where needed on activities.
  • Facilitate with CHC colleagues regular cooking demonstrations to improve household dietary diversity.

Programme Cycle Management:

  • Oversee, manage and ensure quality implementation of activities and achievement of Saving Lives Project 3 outcomes coordinating with district counterparts in DHMTs as well as community stakeholders
  • Prepare regular narrative reports on project activities and submit to District Delivery Manager.

Job Purpose: Concern Worldwide is recruiting for District Delivery Managers (DDM) for the Saving Lives Phase III program in Sierra Leone based in Western Area Urban and Kambia. The DDM will hold the overall responsibility for supporting the implementation of the Saving Lives 3 program in the assigned district. Working in close collaboration with the MoHS and other key stakeholders in the districts, the DDM will play a key role in ensuring that the Saving Lives 3 program is implemented to a high technical standard and is in full alignment with relevant national policies and protocols.

S/he will be responsible for ensuring day to day oversite of project district budget, reporting and implementation of MEAL and procurement plans and with Line Manager ensure harmonisation of project activities and cross district learning.  S/he will coordinate with Concern’s other projects in the District and represent the Saving Lives 3 Programme in external meetings and related events at the District Level as well as build and maintain positive relationships with District Ministries, and other stakeholders.

Approximately 50% of his/her time will be spent in the field carrying out supportive supervision visits to the project implementation areas

Responsibilities:

Specific Responsibilities:

 Programme Management 

  • Support the District Medical Officer (DMOs) and Medical Superintendent MS) in planning, management and implementation of the annual District Health Plan including; requests for and liquidation of funds.
  • Co-lead with the DMO and MS, in their respective districts, on developing the Saving Lives Phase III district plan in accordance to the District Health Plan, while ensuring the effective use of resources
  • Provide ongoing technical advice and mentorship on implementation of the Saving Lives Phase III plan
  • In collaboration with the M&E officer provide support and mentorship to DHMT and hospital staff on how to interpret and interrogate qualitative and quantitative data for decision making
  • Support and mentor DHMT and district hospital staff to ensure key human resource tools are available – job descriptions for key posts, organograms, key performance indicators, etc.
  • Support DMOs in the coordination of all RMNCAH partners in the districts
  • Support DMOs to organise monthly PHU-in charges meetings and use it as a forum for discussion and analysis of health data from facilities
  • Mentor and support the Social Mobilisation lead in the DHMT to hold regular adolescent sexual and reproductive health stakeholder meetings

Responsibilities:

Programme Cycle Management:

  • Prepare and implement district M&E activity plans that correspond to the approved consortium M&E plan.
  • Ensure that the Saving Lives 3 activities are accurately reflected in the integrated M&E system, identifying activities to be monitored and data to be collected.
  • Support the Program Quality unit to integrate mainstreaming activities (gender, HIV&AIDS, accountability) in the Saving Lives 3 program
  • Participate in reviews and revisions of project documents as necessary during the life cycle of the project

Program Monitoring and Evaluation:

  • Lead data collection, entry, and analysis activities for internal assessments including ongoing monitoring and periodic evaluations.
  • Manage Saving Lives 3 field activity reports and other means of program monitoring for the assigned district.
  • Clearly understand and support other project staff to understand the project log frame, objectives, indicators, and targets
  • Draft Terms of Reference (TOR) for data collection activities including purpose, methodology, logistics, and budget.
  • Conduct basic analyses of data and present in narrative, charts, tables, etc.
  • Draft district reports for all internally conducted Saving Lives 3 assessments and M&E activities which include purpose, methodology, results, and discussion/recommendations.
  • Communicate and collaborate with Consortium members on M&E activities.
  • Attend partner meetings which pertain to M&E requirements.
  • When necessary, guide and support external evaluators, enumerators, and other contracted workers.
  • Participate in review and validation of externally produced M&E reports for Saving Lives 3projects.
  • Maintain a systematic database system whereby relevant project information, data and lessons for the assigned district are documented and communicated to inform ongoing implementation and future programming.
  • Directly supervise data entry clerk to collect, enter, and clean data with a high standard of accuracy and quality.

People Management: 

  • Line manage DDC in your district, contributing to their capacity building and career development through technical support and on-the-job training and coaching, including a thorough induction at the start of their contract.
  • Ensure that all team positions have accurate job descriptions and that each member of the team fully understands deliverables, which are expected of them, by setting SMART objectives, and that they are aware of the success criteria relating to their work.

Person specification: Essential

  • University degree in in M&E, Mathematics, Statistics, Social Sciences, Development Studies or related field
  • Minimum of 2 years’ experience in planning, monitoring, and evaluating donor funded projects for INGOs, preferably for RMNCAH projects
  • Field experience in health projects working directly with communities, partners and government officials.
  • Clear understanding and experience of quality assurance in data collection
  • Strong analytical skills
  • Excellent computer skills: MS Office (Word, Excel) and experience in analytical software packages such as SPSS an advantage
  • Strong writing skills in English
  • Ability to motivate a team to reach shared objectives

  • Fluency in Krio language (spoken)

Desirable

  • Experience with Digital Data Gathering (DDG)

Job Purpose: Concern Worldwide is recruiting for Program Coordinator for the Saving Lives Phase III program in Sierra Leone based in Freetown with regular travel to field sites in Western Area, and Kambia. The Saving Lives Project Coodinator will work under the oversight of the National Health Coordinator.

Overall the role of the Project Coordinator is to provide strong management of the Saving Lives III program operating in Western Area, and Kambia.

The Project Coordinator will provide solid leadership and management of the District Delivery Managers and other project staff and ensure accurate and timely program planning, budgeting and reporting. S/he will be responsible for the day to day management of the district based teams, developing project plans and ensuring they are carried out, and ensuring the M&E plan is properly implemented. Approximately 60% of his/her time will be spent in the operational districts carrying out supportive supervision visits to the team and 40% will be office based in Freetown. The Project Coordinator will ensure that close coordination between the health team and other sectors is maintained at all stages of the project while also maintaining positive relationships with District ministries, Consortium Partners and other district partner organisations.

Main duties & 

Responsibilities:

General Responsibilities: 

  • Promote accountability and ensure compliance with Concern’s Programme Participants Protection Policy, Anti- Fraud Policy and Humanitarian Accountability Partnership (HAP) standards, including the complaint and response mechanism (CRM), to ensure maximum protection of programme participants and the efficient and transparent use of Concern’s resources.
  • Promote Equality, especially gender, within the organisation and across programmes, in line with Concern’s Equality Policy and, and ensures targeting and project implementation is informed by How Concern Understands Extreme Poverty (HCUEP).
  • Promote and protect the reputation of Concern in external settings, ensuring that the organisation’s experience and expertise is well communicated and consistently presented, and that we are looked upon as a professional organisation, guided by organisational policies and Concern’s Code of Conduct

Specific Responsibilities:

 Technical

  • Directly line manage the 2 District Delivery Managers and ensure they are appropriately managing their district teams.
  • Collaborate with consortium partners to monitor and share learning on all aspects of program delivery and maintain clear information flow from National level to operational districts.
  • Support District Delivery Managers to develop fully costed annual district RMNCAH plans with DMOs in collaboration with the district councils.
  • Coordinate activities with other Consortium members to meet the wider objectives of the program;
  • Participate in supportive supervision in the operational districts for RMNCAH related activities, as and when needed;
  • Support the District Delivery Manager and coordinate with consortium colleagues on the delivery of training for the DHMTs;
  • Support the District Delivery managers to coordinate activities of all RMNCAH partners in the districts
  • Support all assessments for the programme by providing information and/or data as and when needed.
  • Responsible for compiling National level reporting for internal, donor and GoSL compliance and coordination.

Programme Management

  • As the budget Holder for the Concern Worldwide Saving Lives III budget, track budget and ensure spending is meeting projections.
  • Participate in Budget revision exercises throughout the project period.
  • Develop activities based budgets for each of the districts and support District delivery Managers to utilise these for day to day management of district specific implementation.
  • Support District Delivery Managers to Plan work schedules and ensure the Detailed Implementation Plan for the program is harmonised across districts
  • Be flexible and use negotiation skills in dealing with problems in the field and Concern Worldwide office levels;
  • Support the District Delivery Manager on all programme related work;

Other:

  • Attend National level RMNCAH meetings and other workshops, working groups, and coordination forums as required to ensure close coordination and collaboration as requested.

Person specification: Education, Qualifications & Experience Required

Education  

  • At least a bachelor’s degree in Public Health, management, other related field

Experience Required:

  • At least 5 years of relevant programme management experience
  • Experience in planning and management of programs in Sierra Leone, including experience in implementing/managing RMNCAH programmes
  • Demonstrated knowledge and/or experience of having worked with district health systems

Special Skills, Aptitude or Personality Requirements:

  •  Demonstrated strong data analysis skills
  • Excellent English and Krio speaking/writing skills required.
