Main responsibilities of the position

 

   

Supervising and monitoring the implementation of the daily mechanical servicing activities in the capital and project according to MSF standards, protocols and procedures in order to ensure the efficient running of the workshop and the mission’s vehicles and motorized engines

Accountabilities

 

  • Supervising and monitoring on a day-to-day basis the implementation of the mechanical servicing activities in the mission    ensuring compliance to MSF standards, protocols and procedures.  This includes the following tasks:
  • Ensuring the mechanical repairs and maintenance of the vehicles and motorized engines (generators, motor pumps, etc.). Supervising, organizing, and planning the schedule for the periodic servicing of all vehicles (corrective, predictive and preventive) and motorized engines both for the capital and field, in order to ensure optimal working conditions of the fleet and extend its longevity
  • Following the Logbook and to ensure safe working conditions, supervising the services performed by the mechanics,      assistant mechanics, drivers and or trainee agents and if necessary, performing the special and complex services referred to in the logbook deciding whether a vehicle requires an urgent or unscheduled intervention
  • Managing, organizing and identifying the spare parts, consumables and tools required by the fleet and his/her team, evaluating local providers suitability and placing the corresponding order to ensure on time delivery, cost efficiency and quality. Monitoring incoming and outgoing deliveries of spare parts and consumables (fuels, lubricants, etc.) and informing the line manager of stock levels on a weekly basis, in order to ensure availability and rationale use as well as a continuous delivery service between the capital and field
  • Supervising and leading the logistic team under his/her responsibility including the definition of each person’s tasks (daily supervision and checking the quality of their work); drawing up working schedule; organising and leading team meetings
  • Planning and supervising the HR processes (recruitment, training, performance evaluation and internal, external communication) of the drivers and mechanics in order to ensure both the sizing and the amount of knowledge required for the activity
  • Providing monthly activity reports and implementing reporting practices and protocols in order to ensure that all vehicle documentation is in order and inspection reports are conveniently filled by the drivers
  • Performing delegated tasks according to his her speciality and as specified in his/her job description
  • Taking full responsibility for all motorized fleet technical activities and outcomes in the project.
  • Ensuring that weekly checks are routinely carried out on all functional generators in accordance with the weekly checks checklist and documented afterwards.
  • In collaboration with Head of Drivers, plan weekly checks for the vehicles and ensure the drivers do them correctly.
  • Managing and updating workshop soft tools like Monthly Stock Report, MSR; Workshop Activities Statis-tics, WAS; Weekly Activities Plan, WAP; Q4 etc.
  • Ensuring all cars and generators are equipped with a  logbook and are always filled out correctly after every task.
  • Managing of job request and schedules for the workshop and all other motorized fleet activities.
  • Willingness to move to other job locations (Freetown-Coordination) other than the designated location for garage support, gap-filling, on-the-job-trainings, and planned rotation.
  • Carrying out quality control for spare parts and consumables procured by the supply department
  • Assisting with diesel fuel quality test and control prior to reception.
  • Following-up in close collaboration with designated general logisticians, fuel consumption rate pattern and analysis for all motorized fleet’s equipment; reporting and investigating anomalies and outliers.
  • Ensure all safety protocols and procedures needed to carry out task in the workshop, energy zones and other job sites are strictly adhered to, including the use of personal protective equipment, PPE Working.
  • Ensure adherence to MSF protocols for disposal of waste generated by workshop activities.
  • Update regularly maintenance follow-up board at the workshop.
  • Provide a monthly report to the fleet manager, detailing the progression of activities, the difficulties en-countered and the plan of action for the coming month.
  • Support in the evaluation of external workshop for subcontracting as well as light and heavy vehicle renting.
  • Assist in the recruitment and training and mentoring for drivers and mechanics.
  • Be actively involved in data collection, analysis and forecast during annual review of operations, ARO.
  • Be always predisposed to collect motorized fleet activities data specific to the Kenema project and/or Free-town-Coordination at the behest of the fleet manager, project management team, coordination management team, and/or regional technical referent.
  • Reporting of incidents, near-miss and safety breaches promptly to the fleet manager.
  • Managing of MSF’s appraisal mechanism for all project mechanics as outlined by the feedback-feedforward process.
  • Assist the fleet manager in the planning and management of leaves for the workshop crew to always ensure continuity of service.
  • Carrying out of other essential responsibilities and tasks as outlined by the line manager necessitated by the evolution of motorized fleet’s activities in the project.
  • Organizing, identifying, and managing, in close collaboration with the garage stock keeper, the spare parts, consumables and tools required by the fleet and his/her team; evaluating local providers suitability and placing the corresponding order to ensure on time delivery, cost efficiency and quality. Monitoring incoming and outgoing deliveries of spare parts and consumables (fuels, lubricants, etc.) and liaising with the stockkeeper in the monitoring of stock levels on a weekly basis, to ensure availability and rationale use as well as a continuous delivery service between the Coordination and the project

Required Criteria

Education: Essential valid driving license, formal training in mechanics, vocational diplo-ma/degree in related field

 

Experience: At least 2-3 years’ experience in strikingly similar jobs; previous stint in a professional environment, preferably an INGO

 

LanguagesEnglish essential. Good knowledge of local language desirable.
KnowledgeComputer literacy (Microsoft Word, Excel, Power Point, Outlook)
