Purpose for the job: The Supply and Logistics Manager reports to the Chief of Operations as per the Country Office (CO) set-up and is responsible for managing the supply chains of the country office, and/or emergency response operation. The supply chain operations include planning, procurement, contracting, customs clearance, warehousing, in country transport and distribution, as well as monitoring of supplies, services and construction works. The incumbent collaborates closely with programmes in defining supply interventions to meet programmatic needs and achieve results for children, and provides technical and advisory support to governments, national systems and partners on supply chain management.

How can you make a difference?

The purpose of this consultancy is to assist the Ministry of Health (MOH) in enhancing and updating Sierra Leone's Human Resources for Health (HRH) profile, as well as improving the collection and use of HRH data for planning and management. This will also provide critical insights for the development of a new HRH Strategic Plan. The specific objectives are:

  •  Conduct an assessment to update Sierra Leone's National HRH profile, including volunteer health workers in facilities, and produce advocacy materials for use by MOH and UNICEF.
  •  Coordinate the development of HRH roadmap including the plan for gradual absorption and regulation of volunteer Health Workers (UHWs) into existing pin coded formal Health workforce.
  •  Evaluate the existing Human Resources for Health Information System (HR HIS), identify key challenges, and offer recommendations, including the potential for digitalization and interoperability with other systems such as DHIS 2.
  •  Deliver comprehensive technical assistance for the digitalization of HR HIS and ensure proper alignment with Directorate of Policy Planning and Information (DPPI), other key directorates, and partners.
  •  Provide guidance and direct support to health sector leaders and partners on capacity-building initiatives related to using HRH data for planning and management.

Management, Organization and Timeframe:

The following deliverables, at the least, would be expected to be approved and provided to the UNICEF team in consultation with the MoH:

  •  HRH assessment report
  •  National HRH profile
  •  At least three targeted advocacy briefs and materials based on needs expressed by MoH and UNICEF.
  •  HRH Strategic Plan Roadmap, including the plan for gradually integrating and regulating volunteer health workers (UHWs) into the formal, pin-coded health workforce.

This is an individual consultancy for a 11.5-month assignment. The Consultant will be stationed in Freetown MOH / HRH directorate with an estimated 85 days of in-country travel.

The Consultant will work under the direct supervision of the of the Health Specialist (Health Systems Strengthening) at UNICEF Sierra Leone office and in close collaboration with the Director of HRH, MoH and other relevant directors in MoH.

Consultants are be expected to provide their own work tools including laptop and other communication tools required.

The purpose of this consultancy is to support UNICEF Sierra Leone for the successful, inclusive rollout of the Digital Learning Hubs and lead the development of a comprehensive ADAP strategy for the Country Office that integrates a strong, intentional focus on girls' empowerment.

Additionally, the consultancy aims to strengthen resource mobilization efforts for the ADAP and Innovation programme, ensuring sustainable funding and strategic alignment with the new Country programme.

Methodology and Technical Approach:

The consultant will adopt a hybrid approach, combining both remote and in-person work to ensure efficient, flexible support to UNICEF Sierra Leone. Key elements of the methodology include:

  •  Desk Review: Conduct a review of existing policies, programmes, and strategies on adolescent development, with a focus on cross-sectoral integration, gender equity, and adolescent participation.
  •  Stakeholder Consultations: Engage with key stakeholders, including government ministries, UNICEF teams, civil society, community leaders, and youth organizations to gather insights, align priorities, and identify gaps in adolescent programming.
  •  Field Visits and Participatory Workshops: Conduct site visits to Digital Learning Hubs and other key program areas, involving adolescents—particularly girls—in workshops to ensure their voices are central to strategy development and programme design.
  •  Resource Mobilization: Work closely with the Country Office to develop a targeted resource mobilization strategy for the Innovation and ADAP programme, identifying potential funding sources and partners to ensure long-term sustainability.

Capacity Building for Multisectoral Empowerment: Design and facilitate capacity-building initiatives that go beyond life skills to include civic engagement, youth-led climate action, mental health, and gender-responsive programming for the Digital Learning Hubs.

Management, Organization and Timeframe:

The Consultant will work under the overall guidance and oversight of the UNICEF Innovation Specialist, with a secondary reporting line to the Social Transformation Chief for ADAP Programme strategy. While primarily home-based, the consultant will undertake at least two trips to Sierra Leone, totaling approximately 10 weeks, including a minimum of three field trips to Digital Learning Hub sites and other key program locations. Field travel requirements will be discussed and agreed upon with the Consultant at the start of the assignment.

To qualify as an advocate for every child you will have...

  •  An advanced university degree (Master's or higher) in Social Sciences, Gender Studies, Development Studies, Education, Public Health, International Relations, or a related field. Specialized training in adolescent programming, life skills, or digital education would be essential.
  •  A minimum of 5 years of professional work experience in the fields of youth programming, education, gender and development, or social protection, preferably within international development organizations.
  •  Proven track record in leading adolescent-focused programming with significant experience in designing and implementing life skills, digital learning, civic engagement, or gender-focused initiatives. eeIFCnN C0zkMl
