Background

The Government of Sierra Leone (GoSL), in collaboration with UNICEF, is implementing the Global Partnership for Education (GPE) System Transformation and System Capacity Grants (STG and SCG 2023-2027), which are focused on “Delivering Foundations of Learning for All.” The STG and SCG are aligned with the country's Education Sector Plan (ESP) and the Partnership Compact, which identifies foundational learning as the priority reform within the education sector. The STG and SCG reflect Sierra Leone's commitment to transformative education reforms to ensure all children achieve foundational learning outcomes by the end of primary school. These grants focus on building systemic capacity to improve literacy and numeracy for early-grade learners, targeting the most marginalised children, including girls and those identified in the Radical Inclusion policy.

“Delivering the Foundations of Learning for All” aims to address the root causes of poor foundational learning outcomes, including lack of readiness-to-learn among children entering primary school, lack of teaching-learning materials, misaligned curricula and teacher training, limited support for teachers, and inadequate learning assessments. The grants are based on four components:

  • Component 1: Raise children's readiness to learn through targeted pre-primary education.
  • Component 2: Strengthen instructional core, teachers' cadre, and capacity to deliver foundational learning
  • Component 3: Increase the use of data and technology to support foundational learning and education service delivery
  • Component 4: Strengthen governance, management, and accountability for performance on foundational learning

The mid-term review (MTR) of the STG and SCG is critical in assessing activity implementation progress, identifying achievements and challenges, recommending strategic adjustments to meet its objectives and providing a sustainability plan that will enable Sierra Leone to prepare for the end of the grant period and for future funding that may become available.

The MTR of the grant will also align with country monitoring processes wherever possible, particularly the Mid-term Review of the Partnership Compact and the Education Sector Analysis. This should include but not be limited to:

  • Findings from the MTR snapshot report and monitoring questionnaire
  • Findings from the MTR inclusive policy dialogue
  • Review of the final MTR memo
  • Consultations on the ESA

Scope of Work:

The consultant will adopt a participatory and systems-strengthening approach, working closely with Government counterparts and partners to ensure that all technical assistance and implementation activities are aligned with existing national systems, institutional structures and coordination mechanisms. This will include close collaboration with Government institutions (MBSSE/TSC, MTHE and Local Education Group (LEG)).

The consultant will ensure that all interventions are consistent with UNICEF Education approaches, including safeguarding and ethical standards.

Implementation modalities will include:

  • Desk review
  • Key informant interviews and participatory stakeholder consultations
  • Qualitative and quantitative data collection and analysis

Specific Tasks:

1) Prepare a comprehensive Inception Report

2) Conduct stakeholder consultations, key informant interviews (KIIs) and workshops with Government, partners and beneficiaries of grant activities.

3) Conduct a comprehensive analysis of quantitative and qualitative data (from available progress reports, monitoring information, KIIs and consultative workshops on program implementation), to identify progress (and gaps) against the grants' program document and results framework.

4) Prepare a draft report that synthesizes findings from the data analysis and includes findings from implementation-achievements and challenges- delivery modalities, gender and equity indicators, as well as recommendations to address challenges, enhance implementation of the grants, formal restructuring (if required). The sustainability plan should be a component within the report.

5) Incorporate feedback from the Government, UNICEF and partners.

6) Present the findings of the Mid-Term Review Report to MBSSE and MTHE Senior management and the Local Education Group (LEG).

7) Submit final Mid-Term Review report, final PPT presentation, updated results framework, and fact sheet.

Work Experience:

  • Strong understanding of GPE-funded projects, including alignment with education sector plans.

  • Proven experience in gender-responsive planning and addressing equity considerations for marginalized groups aligned with GPE priorities and national policies.
  • Skilled in policy development and strategy alignment, ensuring coherence between national and global education objectives.
  • Demonstrated ability to engage diverse stakeholders and facilitate workshops or validation sessions to gather insights, build consensus, and enhance the relevance of findings and recommendations.

  • Demonstrated understanding of best practices in responsible use of AI tools for evaluation and writing purposes.
  • Experience working in Sierra Leone's education sector and on early learning is an advantage.

He/She will be responsible for providing complementary support, and monitoring related to the management of risk, including but not limited to the development, implementation, and continuous improvement of risk management practices at a process, systems, and entity level.

Context:

  • The Government of Sierra Leone (GoSL) aims to improve access to and quality of education for all children, with an emphasis on providing quality foundational learning for the most marginalized early grade learners. The Government and partners have focused on transferring basic literacy, numeracy, and socio-emotional skills to children - the fundamental building blocks for all other learning, knowledge, and higher-order skills in order to transform the country's education sector. The GoSL has prioritised investments in:
  • a). foundational years to ensure that young children are prepared for future success in school and work, and
  • b). strengthening systems to transform education by improving foundational learning out-comes across Sierra Leone.
  • To achieve this ambitious goal of transforming education across the country, the GoSL, with technical assistance from UNICEF, are implementing the "Delivering the Foundations of Learning for All" program. This 4-year program is financed by three grants from the Global Partnership for Education, the System Capacity Grant (US$ 2.6 million), the System Transformation Grant (US$ 22.5 million) and the Multiplier Grant (US$ 15 million). With technical assistance from UNICEF as the grant agent, the programme is implemented by the Ministry of Basic and Senior Secondary Education (MBSSE), including the Teaching Service Commission (TSC), across all 16 districts in Sierra Leone from 2023 to 2027.
  • Component 1 of the GPE program aims to improve the quality of and children's access to pre-primary education, while Component 2 proposes key investments to strengthen the instructional core, teacher' cadre, and system-wide capacity to improve foundational learning across Sierra Leone.
  • The UNV will support implementation of priority activities under these two components, including supporting the literacy teaching and learning materials (TLMs) development process, teacher capacity building, digital learning to support teachers and socio-emotional learning training modules development.

Task description:

  • Under the guidance of the Chief Education and the general supervision of the Education Specialist (GPE Coordinator), the UN Volunteer will actively support the planning, implementation, monitoring and coordination of education projects, with a strong focus on strengthening the quality of learning.
  • The UN Volunteer will be responsible for the following tasks:
  • 1. Literacy TLM development support:
  • Coordinate writing workshops with the international literacy consultant and national writers, in-clouding logistics, materials, and budget preparation.
  • Liaise with the international consultant to provide on-site support for the writing process.
  • Monitor progress of the writing process to ensure timely completion.
  • Review draft materials for clarity, educator accessibility, and proofreading prior to external validation.
  • Develop TORs and manage engagement with a graphic design firm for TLM production.
  • 2. Teacher capacity building (training and COP) implementation and monitoring:
  • Support planning, coordination, and delivery of national in-service teacher training for P0 and P3 and P4 literacy and numeracy.
  • Coordinate with the Ministry, district stakeholders, and FLN SQAOs to implement and monitor the Community of Practice (COP), including managing activity reports, following up with District Edu-cation Offices, and organizing district review meetings.
  • 3. Digital learning to support teachers:
  • Collaborate with the Government, teacher training institutions (TTIs), partners, and consultant to conduct a needs assessment for teacher support through digital learning tools, including AI and digital content.
  • Develop and oversee implementation of a work plan to create digital resources that support teachers' adoption of structured pedagogy.
  • 4. Socio-emotional learning (SEL):
  • Facilitate technical consultations with MBSSE, MTHE, and partners on socio-emotional learning to support development of SEL modules for national teacher training.
  • Coordinate with partners to develop a work plan, recruit technical expertise as needed, and monitor progress on deliverables.
  • Prepare for implementation of SEL modules within the national teacher training program.
  • 5. Documentation, reporting and knowledge management
  • Support preparation of technical briefs, presentations, success stories and lessons learned related to teacher capacity development, digital learning and SEL to inform UNICEF planning, partner coordination and donor engagement.
  • Support communication/advocacy on implementation progress, including maintaining activity trackers and drafting summary updates for UNICEF and partners.
  • Conduct programme monitoring and manage record of progress of the activities.
