Job Advert for M&E Officers

The National HIV/AIDS Secretariat (NAS) in Collaboration with World Vision Sierra Leone (Global Fund PR2) is the Service Provider (SP) for Human rights services under the Global Fund grant cycle 7 in Sierra Leone.

NAS has secured funding from the Global Fund through WVISL to support human rights interventions related to TB, HIV, and TB/HIV. Funding commenced on July 1, 2024, and will end on June 30, 2027. TERMS OF REFERENCE (TOR)

Title: Monitoring & Evaluation (M&E) Officer

Number of Positions: 2 (Two)

Time Commitment: Full-time

Duties and Responsibilities

 

This position offers national coverage and includes a range of tasks.:

 

    • Lead the development of and oversee the review of the project-level Monitoring & Evaluation system for the Human Rights Services delivery.
    • Develop M&E plan and associated work plans for each component/activity
    • Develop TORs for M&E tasks to be carried out by other contracted Institutions for the design of surveys, evaluations (mid-term and final evaluation), etc., using a combination of quantitative and qualitative methods.
    • Be responsible for sourcing data and information for specific Human rights M&E needs directly from Human rights Volunteers, KP-CSOs, Clients/Service Users and other partners.
    • Support technical work such as reviewing M&E data, methods, carrying out training needs, designing M&E tools and advising Management on M&E technical system strengthening approaches.
    • Oversee and participate in evaluations and assessments.
    • Ensure quality control of M&E outputs (e.g. surveys, etc.), including contributing substantively to the design and field testing of the monitoring methodology, review, supervising the design and implementation of the survey, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract.
  • Develop and maintain the M&E database for the project and contribute to the maintenance of a database of clients and beneficiaries.
  • Lead the digitalization of the Human Rights data tools, including integration into the CommCare database  
  • Lead the training and mentorship of Volunteers and KP-CSOs on the use of electronic data collection tools.
  • Monitor and review project implementation regularly to assess delivery, identify challenges and bottlenecks and explore practical solutions.
  • Periodically monitor progress against agreed indicators, as described in the Results Framework data tools
  • Lead, quarterly and end-of-project reports.
  • Develop systems/tools to verify data collected over time
  • Collaborate with other implementing partners to standardize and harmonize human rights data collection tools

 

Role Purpose :

  • The Successful candidate will work to support SP, National HIV/AIDS Secretariat in the implementation, monitoring and evaluation (M&E) and reporting.
  • S/He will take the lead in the use of the Results-based Management (RBM) approach to develop an appropriate M&E framework and tools for this project.
  • S/He will support the teams in the 16 Districts across the country to collect Human rights data to assess HIV-related knowledge, attitudes, and practices (KAP), quality of life and access to care and support services, develop and use participatory tools including: focus group discussions, semi-structured interviews and PRA mapping techniques.

 

Role Output

  • Monitoring and evaluation capacity of Human rights Volunteers assessed, and a plan of action developed to improve existing M&E Systems.
  • Capacity development of Human rights Field Officers, Partners and volunteers to enhance implementation, monitoring and reporting.
  • Technical support to enhance Human rights Volunteers to effectively monitor and evaluate the Programme using the RBM approach.
  • Best practices document lessons learned to  strengthen program implementation .
  • Good internal narrative reports with evidence of changes in the programme, including case studies, graphs, figures, etc., written and submitted to management for onward submission to donors.
  • Effective communication and coordination, including maintaining partner relationships with other actors
  • Carry out other duties assigned by Management

 

Competencies:

  • The M&E Officer should possess excellent technical skills in research, program and project performance assessment.
  • Demonstrate experience in monitoring and evaluation of development project activities.
  • Strong communication and facilitation skills and ability to maintain good working relationships with colleagues and stakeholders in a sensitive environment.
  • Must be able to respond quickly to requests for information
  • Must demonstrate strong interpersonal and motivational skills and sensitivity to the local environment, as well as the ability to work with minimal supervision.
  • Experience in planning, monitoring and evaluation of community-based projects and
  • Having good computer skills, databases like  DHIS2, CommCare, and excellent MSW, Excel, PowerPoint, MSW, Excel,  Access, SPSS, etc.

Desirable

 

  • Good writing and reporting
  • Previous working experience in developing  and/or operating M&E systems

 

Qualification Requirements

 

  • At least a degree in Social Sciences, Mathematics or Business Administration from a recognized university
  • At least 3 years of relevant experience working with NGO in M&E or project management.
  • Fluency in oral and written English
