Position:       Monitoring & Evaluation Officer

Applications are invited from qualified Sierra Leoneans to fill the position of Monitoring & Evaluation Officer at the Christian Health Association in Sierra Leone (CHASL).

ABOUT CHASL

The Christian Health Association of Sierra Leone (CHASL) is a prominent network of faith-based health facilities and community-based health programs in Sierra Leone committed to enhancing access to quality health services throughout the country. CHASL collaborates closely with the government, donors, and civil society to build health systems and implement lasting community health solutions.

JOB PURPOSE

The M&E Officer will develop and manage robust M&E systems for CHASL’s health and social development programs. The position will play a technical leadership role to ensure effective tracking of project activities, accurate analysis of data, and that findings are used to drive continued improvement and accountability to beneficiaries and donors.

KEY RESPONSIBILITIES

M&E System Design & Implementation:

  • Design and manage monitoring and evaluation frameworks, tools, and templates, including indicators and data collection.
  • Oversee the monitoring of baseline, mid-term, and end-term evaluations, as well as ad hoc surveys, to measure project impact.

Capacity Building & Support:

  • Train and assist project staff, Field Officers, and partner NGOs on the collection, management, and analysis of data.
  • Facilitate regular M&E workshops and refresher training.

Data Collection and Quality Assurance

  • Monitor regular data collection and data entry at field sites, as well as during data verification visits and spot checks.
  • Data completeness, data integrity, and accuracy against donor needs.

Analysis & Reporting:

  • Use both quantitative and qualitative data to generate timely M&E reports, lessons learned briefs, and presentations for internal and external actors.
  • Contribute to work-plan revisions and strategic decision making about M&E with the Programme Manager.

 

 

Knowledge Management & Dissemination:

  • Facilitate the exchange of best practices and lessons learned among project communities, partners, and donors.
  • Publicize M&E reports and data wherever possible.

 

Partnership & Collaboration:

  • Collaborate with NGOs and other partners to standardize M\&E methodologies and enhance organizational capability.
  • Attend coordination forums and related technical working groups as CHASL’s M\&E delegate.

Other Duties:

  • Undertake any other duties assigned by the Programme Manager and the Executive Director that contribute to CHASL’s vision and project outputs.

Core Competencies

  • Demonstrated track record in the development of excellent M&E tools, tracking of outcomes and impact, and capturing project experiences.
  • Excellent computer skills (Microsoft Office (especially Excel and Access), Power Point, Internet). Knowledge in the use of various statistical packages: Kobo Collect, Statistical Package for Social Scientists (SPSS), Anova, NVivo, and analysing p-values.
  • Excellent analytical and research skills with the ability to process complex information into actionable reports.
  • Strong team player with excellent working relations with a wide range of actors, including young people.
  • Proven ability to work under pressure, do more than one task at a time and meet tight deadlines.
  • Excellent English written and oral communication; knowledge of local languages is an advantage.

Qualifications minimum

  • A bachelor’s degree in social sciences or related discipline.
  • Minimum three years working experience in monitoring and evaluation of project activities with recognised Non-Governmental Organizations in Sierra Leone.

Duration of Contract:  Contract will be for One (1) year and shall be renewed base of satisfactory performance.
