The Millennium Challenge Account (MCA) in Sierra Leone, collaborating with the government of  Sierra Leone and the Millennium Challenge Corporation (MCC) of the Government of the United  States of America, delivers projects under the $500 million compact that addresses development  challenges in the country through the implementation of the Power Sector Reform Project, the  Transmission Backbone Project, and the Distribution and Access Project.

We are now recruiting for the position of Procurement Director of MCA-Sierra Leone.

Position Summary  

The Procurement Director leads the procurement unit and has overall responsibility for the day  to-day management of MCC Compact delivery and implementation of procurement-related  services for MCA-Sierra Leone. In addition, this position is responsible for supervising staff and  managing the Procurement Agent (PA) contractor in accordance with the Procurement Agent  Agreement.

This role will be working from Freetown, Sierra Leone.

Duties and Responsibilities 

  • Lead the overall Procurement function of MCA-Sierra Leone, including managing the  Procurement Agent, and ensure that sufficient support is provided to the operational and  programmatic functions of the Procurement unit to strengthen its ability to deliver on the  targets of the Compact in accordance with MCC Accountable Entity Procurement Policy  and Guidelines (PPG).
  • Serve as the primary liaison between MCA-Sierra Leone, PA, MCC, and outside entities on  all procurement and contract administration issues.
  • Facilitate the interconnected operations between and among all elements of the  procurement process, synchronize the substance, and process elements of procurement  and contract activities within required timelines.
  • Lead procurement team and ensure compliance with MCC’s policies.
  • Review requirements and all other documents submitted by the MCA Sector Leads to  confirm that the Terms of References/Specifications are consistent with the estimated  budget in the Procurement Plan and the market conditions as per the PA’s market  research.
  • Analyze MCA-Sierra Leone operational and programmatic needs and oversee the  development of procurement plans and budgets that are both consistent with the overall  plans and budgets of the Compact and are well aligned to the needs of MCA-Sierra Leone.
  • Liaise continuously with the PA and Fiscal Agent (FA) and interact frequently with the  Sector Leads on all phases of the procurement processes and contract administration  issues.
  • Lead all negotiation meetings with contractors/consultants in coordination with the  Sector Leads and the Legal Director, as well as any other involved personnel. • Represent MCA-Sierra Leone as the primary procurement lead in implementing the  Compact program, including identifying initial procurement needs, organizing  procurement operations, and reviewing and approving reports as necessary. • Develop and sustain the high quality of the procurement and contract administration  documents throughout the life of the Compact and recommend any necessary changes or  improvements to ensure it responds to the operational reality of MCA-Sierra Leone. • Create and monitor planned procurements, including works contracts, strategically to  identify delayed procurements and provide recommendations to improve procurement  planning.
  • Ensure procurement plan is updated regularly and Management Information System  (MIS) entries as prepared by the PA are timely and data is high quality.
  • Implement bid challenge, coordinate the preparation and record of the Contractor Past  Performance Reports (CPPRS) for MCA-Sierra Leone procurement, including advising  and timely reporting to MCA-Sierra Leone’s management and MCC on issues of non compliance.
  • Review and clear all procurement documentation prepared by the PA, including General  Procurement Notices, Specific Procurement Notices, solicitation documents,  clarifications, amendments, evaluation reports, other reports, procurement plans and  amendments, procurement implementation plans, and procurement performance  reports; responsible for the coordination of clearances from other MCA-Sierra Leone  Departments.
  • Develop coordinated efforts to prevent fraud and corruption within MCA-Sierra Leone’s  procurements and contract management processes and report instances of fraud and  corruption to appropriate MCA-Sierra Leone and MCC staff.

Requirements (Education, Experience, Technical Competencies

Required:

  • University degree in Business Administration, Procurement, Law, Finance or related field  is required. Advanced degree in Business Administration, Procurement, or Finance  preferred.
  • Minimum ten (10) years of relevant experience in senior position(s) or in senior advisory  role(s) in the management of project(s) that required procurement of goods, works and  services.
  • Fluent written and verbal communication skills in English.
  • Strong computer skills with office productivity applications (Word, Excel, PowerPoint, MS  Project) is required.
  • Experience in drafting, reviewing, and approving procurement documents and their  adherence to international procurement standards.
  • Proven excellent leadership and team building and communication skills are required with  a commitment to endorsing positivity, sustainability, equity and trust within the  procurement team and embracing diversity and inclusion within the team.
  • Proven experience successfully managing teams of procurement professionals (five plus  people) delivering high quality outcomes is required.
  • Experience in managing large works procurement/contracts using the FIDIC  (International Federation of Consulting Engineers) red and yellow books required.

Preferred:

  • Experience managing contractors with multiple personnel is preferred. • Communication skills in Krio strongly desired.
  • Demonstrated experience with procurement policies of international development  organizations, including but not limited to the World Bank, the African Development  Bank, the European Development Bank, the U.S. Agency for International Development  or MCC.
  • Proven abilities of result-oriented leader who understands procurement, collaboration,  compliance, and international development.

The basic salary scale for this position is SLE to 42,409 SLE per month. Disclaimer: Qualified  candidates will be offered the minimum of the salary pay band, with opportunities to advance  within the pay bands based on performance. We are now recruiting for the position of Director of Finance of MCA-Sierra Leone. Position Summary  

The Director of Finance leads the finance unit and has overall responsibility for the strategic and  day to day management of the compact’s budget and ensuring the health of the compact financial  management through the life of the compact. In addition, this individual is responsible for  supervising staff, managing the Fiscal Agent contractor in accordance with the Fiscal Agent  Agreement, and support services in accounting, budget management, grants and disbursements,  as well as overall financial control of the MCA-Sierra Leone office.

This role will be working from Freetown, Sierra Leone.

Duties and Responsibilities 

  • Lead the overall Finance functions of the MCA and ensure that sufficient finance and  accounting is provided to the operational and programmatic functions of the MCA to  strengthen its ability to deliver on the targets of the Compact.
  • Analyze MCA-Sierra Leone operational and programmatic needs and assess the capacity  of a multi-fund, multi-year set of resource complex projects as well as daily operational  requirements.
  • Forecast cash flows, accurately project future needs, and lead the development of  quarterly funding requests to ensure disbursement of funds from MCC and the  Government of Sierra Leone (GoSL).
  • Develop policies and plans for managing the MCA’s fiscal resources, aligned with the  overall plan of the MCA and in accordance with MCC fiscal accountability and  transparency policies, as well as internal and external audit standards and requirements.
  • Oversee the production of periodic financial reports for the decision making of MCA  management and Board, MCC, and GoSL stakeholders.
  • Lead MCA-Sierra Leone’s management team during budget and audit exercises,  including serving as the authority on compliance with financial requirements of the  compact and related agreements.
  • Recruit and supervise the Finance team and identify technical resources (e.g. external  consultants, MCC technical resources) to provide external advice and expertise, aligned  to the strategic needs of the MCA.
  • Guide MCA-Sierra Leone program staff and implementing entities on MCC financial  management and reporting regulations, and national government procedures, to ensure  compliance and transparency.
  • Manage the Fiscal Agent Agreement, the MCA financial audit program, collaborate with  the MCA IT Manager on managing the SITA and Ironvine contracts. Provide  presentations for the MCA Board when necessary, on contract deliverables.
  • Evaluate MCA’s and implementing entities’ fiscal and reporting system and determine  their compliance with MCC standards, identify financial or compliance risks and then  design and implement actions to mitigate those risks.
  • Lead the efforts of MCA in the development of an accounting and financial reporting  system, including training financial and non-financial staff in the use of that system  while maintain proper segregation of duties and internal control.
  • Manage administrative, IT and financial tasks, including small purchases and petty cash,  for the administration of MCA-Sierra Leone. This includes managing staff while ensuring  the highest degree of integrity and compliance with policies and procedures.

Requirements (Education, Experience, Technical Competencies

  • University degree in Administration, Finance, Management, Accounting or a related  field. Advanced degree is Administration and Finance preferred.
  • Minimum ten (10) years experience in finance and accounting management, and overall  administration including supervisory experience for with international development  organization, NGO, international donors, or government agency.
  • Experience in financial system design of large-scale projects required with a focus on  infrastructure or energy project strongly preferred.
  • Knowledge of the development environment in Sierra Leone and the challenges of  program execution and coordination with government institutions.
  • Knowledge of financial regulations and procedures in Sierra Leone.
  • Experience managing contractors with multiple personnel.
  • Experience in a supervisory role over a staff of two or more strongly desired.
  • Fluent written and verbal communication skills in English. Communication skills in Krio  strongly desired.

We are now recruiting for the position of Director of Communications and Public Affairs of MCA-Sierra Leone.

Position Summary  

The Director of Communications and Public Affairs is responsible for leading the  Communications unit under the guidance of the CEO. The Director of Communications and  Public Affairs is accountable for the successful communications surrounding the implementation  of the compact (from initiation to execution to completion), building collaborative relationships  with Project and Sector Directors to build out communications on the compact, and overseeing  communication department budgets, contracts, and staff if applicable. The Director of  Communications and Public Affairs ensures the alignment of project execution with the overall  objectives of the compact and the judicious management of its resources.

This role will be working from Freetown, Sierra Leone.

Duties and Responsibilities 

  • Lead the Communications and Public Relations for the compact and ensure that these are  aligned to the established strategies, frameworks, budgets, and resources defined by the  compact and developed by Project Directors
  • Lead and manage events, media and stakeholder outreach, and public information  campaigns related to the compact and its projects.
  • In compliance with MCC and GoSL guidelines, develop an integrated communications  strategy- including outreach to local and national media, government officials,  stakeholders, and other audiences relevant to the success of projects throughout the life of  the compact.
  • Engaging with stakeholders and project affected persons to amplify compact work and  utilize communication to advance project success through events, media, materials, and  other channels.
  • Coordinate with the Environmental & Social Performance (ESP) Director and  Environmental and Social Oversight Consultant (ESOC) to review and provide input to the  Compact Stakeholder Engagement Plan.
  • Adapt communications strategy throughout the life of the compact to address emerging  needs, tailoring MCA-Sierra Leone’s communication approach to reflect organizational  priorities and enhance messaging.
  • Devise tools and processes to enhance the quality of the communications strategy of the  compact.
  • Establish a workplan to guide and track work against the communications strategy.
  • Provide guidance to project staff and other team members on the MCA-Sierra Leone on  the Communications Strategy to ensure its implementation.
  • Develop a cohesive messaging framework to inform all aspects of compact outreach and  create tools which may include talking points, fact sheets, presentations, and others, to  support outreach undertaken by staff across the MCA-Sierra Leone.
  • Work closely with MCA-Sierra Leone directors, managers, staff, and contractors to  provide clear key messaging for use in all communications with stakeholders including,  but not limited to, local communities, administration, and project affected parties.
  • Build a strong communications network with local and regional media to promote the  achievements of the Compact in Sierra Leone and represent MCA-Sierra Leone in public  engagements.
  • Serve as the official spokesperson for MCA-Sierra Leone and the compact.
  •  Ensure that collaborative relationships are built and maintained with project stakeholders  (e.g. national/local government counterparts, civil society, project beneficiaries, etc.) to  facilitate the delivery of the program.
  • Collaborate with the Monitoring, Evaluation, and Economic Analysis Director and Project  Directors to strategically keep stakeholders and audiences apprised of progress via  targeted channels (i.e., blogs, reports, newsletters) to provide updates on compact and  project impacts, including highlighting beneficiaries.
  • Establish, manage, and leverage channels, including the MCA-Sierra Leone website and  social media, to ensure public access to information on MCA-Sierra Leone and compact  activities, including upcoming MCC-funded procurement activities, MCA-Sierra Leone  environmental and social policies, and health and safety bulletins.
  • Develop and implement market outreach activities for procurements when relevant.
  • Coordinate closely with MCC Resident Country Mission and MCC Headquarters on  communications strategy, high-profile issues, and in-country events.
  • Coordinate high-profile efforts with the local US Embassy to advertise MCC and MCA Sierra Leone.
  • Manage implementation of MCC branding guidelines.
  • Develop and maintain a library of communications tools, including photos, videos, and  other materials, as needed to strategically support communications plan.
  • Guide Communications and Public Affairs team to ensure the use of resources and the  implementation of project activities are aligned to the overall project plan.
  •  Build the Communications and Public Affairs team through recruitment, training and  development, and performance management to ensure a capacity to deliver the project’s  objectives.

  • University degree in Communications, Journalism, Community Development, Business  Administration, or related field. Advanced degree in Communications or Business  Administration preferred.
  • Approximately ten (10) or more years of relevant working experience in corporate and  public communications, community and public outreach, or advocacy communications,  approximately three (3) years of which should be at a senior management level.
  • Ability to think strategically and manage projects.
  • Experience working with national and local media houses and agencies and extensive  knowledge of the media environment in Sierra Leone and West Africa; previous on-the record experience preferred
  • Demonstrated knowledge and expertise in managing public information campaigns.
  • Demonstrated knowledge and expertise in crafting and delivering messages to diverse  stakeholders.
  • Strong and documented writing skills.
  • Experience coordinating communications across technical teams.
  • Experience managing a team of communications professionals, PR firm contracts and/or  outside consultants.
  • Strong computer skills (MS Office, social media).
  • Experience working cross-culturally in Sub-Saharan West Africa, especially Sierra Leone.
  •  Experience working with international organizations or donors.
  • Fluent written and verbal communication skills in English. Communication skills in Krio  required.
