1.) Chief of Party , USAID/ Sierra Leone Integrated Health Activity (IHA)

 

RTI International’s Global Health Division is currently accepting applications for a Chief of Party (COP) for an anticipated USAID-funded Integrated Activity (IHA) in Sierra Leone. The new project will support Government of Sierra Leone’s efforts to prevent child and maternal deaths, combat infectious disease threat, improve integrated health service delivery and strengthen the health system. The project will focus on building self-reliance and providing technical assistance for priority issues such as malaria prevention, treatment and control, maternal and child health, and family planning and reproductive health.

The COP will have primary responsibility for the overall strategic leadership and oversight of the activity. This position will oversee project implementation and ensure the project meets stated goals and reporting requirements and strengthens health reform impact through technical and managerial leadership. The COP will also have principal responsibility for representation of the project to USAID, provide overall strategic leadership and vision for the RTI-led team and manage long- and short-term technical expertise across all result areas. The position will be based in Freetown, Sierra Leone.





Responsibilities

  • Bear ultimate responsibility for all project management and operations, including financial management, cost control, sub recipient management, performance monitoring, financial reporting, and client relations.
  • Serve as RTI’s project liaison to USAID, host government counterparts, local organizations, other stakeholders, and program partners.
  • Provide strategic leadership and technical and managerial direction for the successful implementation of the project.
  • Responsible for the overall performance and results of the project, including management and oversight of the program’s technical, operational, and administrative staff.
  • Interface regularly with USAID on management and decision-making. Ensure that the project activities are meeting client and stakeholder expectations and that project results are proactively disseminated.
  • Develop and implement annual program work and performance milestone plans and negotiates an agreement of those plans with USAID and other partner organizations. Lead annual project work planning and reporting and be the principal point of contact with USAID, Ministry of Health and Finance, other implementing partners.
  • Ensure the timely and quality completion of all program technical and financial deliverables and reports in accordance with USAID guidelines.
  • With the Finance and Operations Director, adapt and implement management systems with standard operating procedures to administer all activities funded by the agreement, ensuring appropriate financial resources, monitoring, and tracking expenditures, and preparing financial reports for submission to USAID.
  • Directly supervise senior technical and operational staff members.





Minimum Qualifications

  • Master’s degree or equivalent in public health, business administration, or other field directly related to the activity’s focus. PhD/MD preferred.
  • Minimum of 12 years of experience working in healthcare systems delivery and reform, primary and/or public health, health governance, health financing.
  • Minimum of 8 years of experience managing large, complex health systems strengthening projects in Malaria control and Reproductive, Maternal, Newborn and Child Health (preferably in Sierra Leone and West Africa)
  • Demonstrated ability to create and maintain effective working relations with key stakeholders to promote health reform initiatives (e.g., MOH and other government stakeholders, national and international bodies, international organizations, NGO partners, and U.S. Government Agencies)
  • Demonstrated experience in health systems, policy influence and development, and health economics and financing (preferably in sub-Saharan Africa)
  • Experience working as COP, Country Director, or DCOP for USG-funded project is highly desirable with proven capacity to effectively manage project funds and a diverse team, including remote staff

Desired Skills

  • Demonstrated success in complex health program management including experience in the following: client relationship management, developing program work plans, developing program budgets, managing program implementation, and fielding and managing short term technical assistance for donor-funded programs (preferably USAID-funded programs)
  • Ability to develop a common vision among partners and lead multi-disciplinary teams
  • Strong organizational, interpersonal and management skills
  • Strong written and oral presentation skills.
  • Must be fluent in English
  • Ability and willingness to live and work in Sierra Leone

2.) Deputy Chief of Party, USAID/ Sierra Leone Integrated Health Activity (IHA)

 

RTI International’s Global Health Division is currently accepting applications for a Deputy Chief of Party (DCOP) for an anticipated USAID-funded Integrated Activity (IHA) in Sierra Leone. The new project will support Government of Sierra Leone’s efforts to prevent child and maternal deaths, combat infectious disease threat, improve integrated health service delivery, and strengthen the health system. The project will focus on building self-reliance and providing technical assistance for priority issues such as malaria prevention, treatment and control, maternal and child health, and family planning and reproductive health.

Responsibilities

  • Supports the Chief of Party (COP) in providing technical direction and leadership of the project.
  • Provides oversight of the Regional Offices and district level implementation.
  • Facilitates close coordination with the central, regional, and district technical teams.
  • Develops and adapts technical strategies, approaches, and activities to achieve objectives, and applies and contextualizes global best practices and learning to the country setting.
  • Oversees assessment and planning activities in the field and be responsible for coordinating the input of project’s Technical Advisors and Specialists to the 14 districts.
  • In the absence of the COP, serves as Acting COP and the project’s key representative to USAID, Government of Sierra Leone, relevant civil society organizations, and other stakeholders.
  • Takes a leadership role in work planning and implementation of project activities by collaborating with the COP and ensuring that project activities meet USAID and stakeholders’ expectations.
  • Works with the COP to manage project performance and results, including oversight and direction of the project’s technical, operational, and administrative staff.
  • Works closely with the COP throughout the first two years of the project to take on greater responsibility and oversight of project activities, management of staff, and collaboration with local stakeholders.
  • Ensures coordination and collaboration with other USAID implementing partners and cross-sector programs, as appropriate, at the subnational level.





Minimum Qualifications

  • Master’s degree with at least 8 years’ experience in international health programming, including at least five years’ experience in senior level management positions and experience leading large and complex health projects.
  • Expertise in malaria control, maternal and newborn child health, or strengthening health systems with a focus on capacity building of local stakeholders and health governance.
  • Demonstrated experience in effectively engaging partners and managing multi-partner collaboration in the field.
  • Demonstrated ability to manage staff and decentralized branch/field offices.
  • Proven ability to develop effective working relationships with USAID, government counterparts at all levels, local organizations, and other program partners.
  • Ability to develop a common vision among partners and lead multi-disciplinary teams.
  • Strong organizational, interpersonal and management skills.
  • Possesses strong oral, written communication, presentations skills.
  • Must be fluent in English
