PSI is implementing the USAID IMPACT Malaria (IM) project under USAID’s President’s Malaria Initiative (PMI) providing implementation support and technical assistance to countries for malaria service delivery in health facility and community settings. Working with national governments and PMI, IM will identify efficiencies and standardize best practices in the scale up of malaria case management, the control of malaria in pregnancy (MIP), and the introduction of other malaria drug-based approaches.





PMI recently began activities in Sierra Leone in 2018, in collaboration with the National Malaria Control Program. With Fiscal Year 2017 funding, PMI elected to buy in to the IM global service delivery mechanism.

PSI seeks a Country Representative that will oversee the overall management and achievement of objectives for PSI Sierra Leone, focus on managing overall strategic alignment, program portfolio performance, risk mitigation and donor compliance and lead the network member Senior Management Team and reports to the Regional Representative, Africa Operations.

Your contributions

  • Responsible for the overall management and achievement of objectives for PSI Sierra Leone, focus on managing overall strategic alignment, program portfolio performance, risk mitigation and donor compliance and lead the network member Senior Management Team and reports to the Regional Representative, Africa Operations. 25% of the Time
  • Ensure compliance of all activities (i.e., financial, minimum standards, program quality assurance, donor regulations) and that all audit recommendations are implemented according to schedule. Proactively perform risk assessments to identify and mitigate risks, including operational, financial, legal, contractual, reputational and safety and ensure mitigation actions are implemented. 25% of the Time
  • Oversee program budgets, financial and internal controls; assure timely and accurate financial reporting as required by PSI/Washington and donors. 15% of the Time
  • Fundraise for existing and new activities and expansion of the health program’s portfolio. 15% of the Time
  • Maintain and foster strong external relations with strategic partners such as government, development partners, implementing partners and UN agencies, among others. 10% of the Time
  • Develop and enforce field office administrative policies. Promote an ethical environment in line with PSI’s values. Maintain a working culture that fosters diversity, equity, and inclusion. Develop and maintain systems that ensure the safety and security of staff and assets in all aspects of work per best practices, PSI operating standards, and field realities. 10% of the Time

What are we looking for?

  • Bachelor's Degree (or international equivalent) in a related field
  • Master’s Degree (or international equivalent) in a related field (e.g., MBA, MPA, MPH) preferred
  • At least 10 years of related experience managing budgets and international public health programs
  • At least 5 years of supervisory experience
  • Demonstrated work experience in similar operating environments.
  • Demonstrated experience in government and donor relations and collaboration.
  • Demonstrated fundraising experience.
  • Fluency in English with excellent writing skills. Foreign language skills required depending on location.
  • Demonstrated leadership and passion for building technical, management and leadership capacity.

PSI seeks an Impact Malaria Chief of Party, based in Freetown, Sierra Leone that will be responsible for: leading successful project implementation throughout the project lifecycle; accountable for delivery of all aspects of the projects, including technical implementation, financial and administrative compliance and oversight and supervision of project staff; oversee the project team to ensure that country level implementation is provided with a high standard of excellence, achieving its set goals and targets and within budget; provide high level technical thought leadership and has the managerial capacity to strategically manage risk, monitor finances and ensure each phase of work is started or completed on time; responsible for using evidence to improve project design and implementation. The Chief of Party should have significant management qualifications and international experience with USAID and other donors. We are looking for someone with a proven track record of delivering results in field offices and working in fast paced environments.

Your contributions

  • Program Leadership & Management, including financial oversight, compliance, and management of a consortium of partners (if applicable). 35% of the Time
  • People Management 15% of the Time
  • Thought Leadership / Knowledge Management and Technical Leadership on the project (unless the project has a Technical Director). 15% of the Time
  • External Representation. 10% of the Time
  • Internal Representation and coordination. 10% of the Time
  • Fundraising (with non-project funds). 5% of the Time
  • Donor Liaison. 10% of the Time

What are we looking for?

  • Master’s Degree (or international equivalent) MSc, MPH, MBA, MHA, MPA or equivalent
  • At least 10 years related work experience in public health or related field. Equivalent combination of relevant education and experience may be substituted.
  • At least 5 years supervisory experience.
  • At least 7 years program management for global health projects in low or middle-income countries (LMICs) preferred.
  • At least 5 years in the relevant technical field of the project preferred.
  • At least 3 years living and working in LMICs preferred.
  • Proven success in management of complex operations, under specific donor awards and procedures, in a challenging, developing country environment.
  • Ability to manage agreements and all required programmatic and financial reporting requirements, including sub-grants management.
  • Ability to monitor and assess performance of self, other individuals, and / or organizations to make improvements or take corrective action.
  • Demonstrated strategic thinking and planning skills, with emphasis on the ability to operationalize and oversee the execution of workplans.
  • Strong leadership skills, with a demonstrated ability to collaborate and work across teams and roles. Ability to persuade and motivate people and teams.
  • Experience developing capacity of government entities, staff, and other organizations.
  • Demonstrated experience in managing government and donor relations.
  • Ability to work effectively and sensitively in a cross-cultural context.
  • Strong written and oral communication skills.
  • Excellent diplomatic skills and proven ability to work effectively with government officials, partners, donors, and stakeholders at high levels.
