1.) Project Assistant / Entomology Database Manager - VectorLink
Project Description
Abt Associates, a major American business and government research, technical assistance, and consulting company, manages the USAID-funded Vector Control Task Order 1. Task Order 1 will support the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control approach with the overall goal of reducing the burden of malaria. Abt has implemented indoor residual spraying (IRS) for PMI since 2011, delivering high-quality IRS programs and gathering the most comprehensive vector control entomological data in the world. Under this contract, Abt will expand entomological monitoring to guide programs focused on insecticide-treated mosquito nets and IRS and continue to assist PMI in reducing the burden of malaria through IRS and capacity building in 24 African countries where malaria is endemic. Abt also will continue to support PMI in IRS monitoring and evaluation, entomological surveillance, as well as environmental compliance.
Job Summary
Under supervision of the Lead Entomologist, the Entomology Database Manager is expected to support the PMI VectorLink Sierra Leone Project’s entomological data collection, entry, and management.
Key Roles and Responsibilities
- Enter all entomological data collected on paper based data collection forms into the PMI VectorLink Sierra Leone Project’s DHIS 2-based VectorLink Collect database
- Support proper and timely data recording and entry as well as provide feedback on data collections errors
- Perform regular data cleaning to ensure high quality data to inform vector control decision making
- Ensure the tracking of entomological samples sent to the laboratory for molecular analysis
- Ensure the integration of laboratory results into the DHIS 2-based VectorLink Collect database
- Assist the lead entomologist in the development of analytics and visualizations for reports and presentations
- Assist in the migration of data from existing legacy databases (excel and access based) to the DHIS 2-based VectorLink Collect database
- File all entomological data collected according to project filing protocols
- Support the implementation of entomological field activities
- Performe other project related duties assigned to him by his supervisor
Preferred Qualifications
- Bachelor’s Degree in Entomology, Biology, Biological Sciences, Biostatistics or other health related field
- Previous experience in data collection, entry, and management is an advantage
- Previous experience with DHIS 2 is preferred
- Good interpersonal, communication and analytical skills
- Proficiency in English
- Previous experience in IRS activities or vector control activities or general experience as field biologist working with research projects in health or natural resource disciplines is an added advantage
Minimum Qualifications
- ( 4+ ) years of experience OR the equivalent combination of education and experience.

Job Summary
Under the supervision of the Monitoring & Evaluation (M&E) Manager, the Project Assistant / Database Manager supports the implementation of the M&E system of the VectorLink Project.
Key Roles and Responsibilities
- Participate in the collection, analysis, and reporting of baseline M&E data and ongoing M&E data collection, analysis and reporting according to the project M&E plan.
- Assist in the regular monitoring of project implementation against established targets and objectives. .
- Design, review and test M&E tools for reporting formats and data collection. These can include mobile-based tools, digitally-enumerated satellite images or atlases, and other innovations to data collection, data quality, data entry, and data reporting.
- Update and maintain the project database system, which is built on a DHIS2 platform.
- Ensure appropriate skills are developed and maintained with the national and district IRS staff through focused trainings for continued maintenance of the established M&E tracking systems. This includes training temporary field vector control (VC) staff on appropriate methods of data collection, entry, reporting, and quality.
- Assist with periodic internal Data Quality Assessments (DQAs) and prepare the project for possible external DQAs to ensure validity, integrity, precision, reliability and timeliness of all performance data, identifying gaps and suggesting corrective actions on time.
- The position requires frequent travel to VC implementing districts and field sites for routine monitoring, program supervision, and support and frequent communication with site and home office staff to report on VC campaign progress.
Preferred Qualifications
- Secondary School (minimum), or a Bachelors Degree (desirable) in Statistics, Community Health, Sociology, or other relevant field.
- 4 years of relevant experience in database management, monitoring & evaluation, or other relevant social science activities.
- Experience in MS Access, GIS applications, GPS measurement data collection, the DHIS2 platform, and/or Tableau desirable.
- Experience with mobile platforms (ODK, CommCare, KoboCollect, EpiInfo, Fulcrum, etc.), mobile data collection, and/or GIS satellite imagery are highly desirable.
- Experience and familiarity with PMI program monitoring and evaluation, and performance monitoring.
- Strong analytic and quantitative database management skills, budgeting and report writing.
- English language fluency.
