International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1991 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. Since January 2018, the two countries have been clustered and now operating under a single management structure. The coordination office is based in Freetown, Sierra Leone overseeing the operations in Moyamba Field Office and Liberia Country Office.
Action Against Hunger is recruiting a suitably qualified Sierra Leonean, Capacity Building Midwife to support DHMT and the Program Manager in designing, planning, conducting and monitoring of capacity-building activities for the PHUs to ensure high-quality health services.
KEY ROLES AND RESPONSIBILITIES
Support the planning, implementation, monitoring and coordination of activities at DHMT and PHU level for the provision of high-quality health services
Support the PM and DHMT in planning and organizing trainings for healthcare workers on sexual and reproductive health and on maternal, neonatal, child and adolescent health;
Co-facilitate trainings as needed;
Support the PM and DHMT in plaining, organizing and conducting the supportive supervision and monitoring visits;
Support the PM and DHMT in developing procurement plans, in delivering equipment or materials procured to the PHUs;
Identifies priority needs for support to out-reach activities in hard-to-reach communities and develops and monitor action plans to support these activities;
Develops with the DHMT on-site monitoring/coaching plans and tool with each focal points (data management, pharmacy, nutrition, RMNCAH…) and do joint coaching to PHU staff;
Supports the implementation of adolescent-friendly services in relationship with the DHMT;
Provide on-site support and coaching to healthcare workers and on data management according to the gaps identified, with a focus on quality;
Participates in meetings with national programs of the MOHS as needed, to support the development of tools, preparation and conduction of monitoring visits;
Represent action against hunger in DHMT partners meetings, identifies coordination issues and proposes actions for proper coordination with other health partners;
Ensure a strong communication and linkage with the community activities, notably the activities implemented by AAH’s local partner with Facility Management Committees, Mother Support Groups, Father Support Groups, and School Health Clubs (to promote linkages with the PHUs and ensure follow-up by PHUs of feedbacks or complaints collected);
Ensure a strong communication and linkage with the advocacy activities;
Support the PM in the plaining of activities by proposing quarterly and monthly action plan for the project, and in forecasting budget needs;
Including, where appropriate, target populations and local actors in the identification of needs and ways of responding to them.
Monitoring and reporting of activities and health services
Ensure the monthly data collection from the DHMT (DHIS data) and their consolidation;
Propose a quarterly analysis of the data and indicators trends to the PM, along with recommendations (good practices, mitigation measures, adjustments, etc.);
Support the PM in preparing and animating the Project Quarterly Review Meeting with DHMTs including by consulting the local implementing partners;
Support the PM in monitoring monthly expenses for the activities with DHMT and PHUs;
Ensure the availability of attendance lists and signing sheets for trainings and activities, and signing of participants, ensure pre and post-training tests are conducted and analyses and ensure the signing of all donation certificates done to PHU/Hospital
Collect and consolidate activity-based data for activities at DHMT and PHU level (trainings, supervision, coaching, support to PHUs….);
Reports monthly to the PM (narrative and quantitative reports) on activities at DHMT and PHU level;
Support the conception and conduction of any study realized during the project;
Report any issue affecting the activities or relationships with stakeholders to the PM and proposes solution;
Ensure constant information sharing with the DHMT and PHUs as well as with local implementing partners;
Ensure that all AAH procedures (HR, Logs & IT and Finances etc.) are respected in the project implementation.
Cross-cutting activities
Support training and capacity-building of other project staff and local implementation partners’ staff on RMNCAH as per project needs;
Ensure the project and activities promote a gender approach and the inclusion of boys, girls, women and men;
Participates in coordination meeting (forums, bilateral meetings) as needed;
Support the Programme Manager, Health and Nutrition Head of Department on other tasks as needed.
QUALIFICATIONS
- Bachelor's Degree in Nursing and Midwifery.
- Minimum 2 years’ experience working in health facilities or DHMT level
- Minimum 3 years’ experience in supervision, management and monitoring/data management
Required Competencies and Skills:
- Good capacity to work in team
- Capacity to manage competing priorities, precision, capacity to share knowledge with good facilitation skills;
- Capacity building skills
- Good knowledge of writing narrative and qualitative data
- Ability to communicate with mutual respect, flexible and well organized
- Good knowledge of the intervention area
- Fluent in local languages of the working area and English
WORK CONDITIONS
STARTING DATE: As soon as possible
DURATION OF CONTRACT: Six (6) months Sierra Leonean contract (Renewable)
LOCATION: Freetown, with frequent travels to Moyamba, and other field areas
REMUNERATION:
Monthly Basic Salary: SLL 5,236,350.00
Monthly Transport Allowance: 10% of Monthly Basic Salary
Housing Allowance: 10% of Monthly Basic Salary
