Global Health Supply Chain- Procurement Supply Management (GHSC-PSM) Sierra Leone
A. Job Title: Global Health Security Agenda (GHSA) Short Term Consultant

C. Background:
The purpose of the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief, the President’s Malaria Initiative, and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM develops and manages a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
The Consultant will support the implementation of GHSC-PSM technical assistance activities in Sierra Leone in two primary areas:
Support for Global Health Security Agenda (GHSA) activities in-country
Support for COVID-19 supply chain management technical assistance
To support the government of Sierra Leone in its preparedness for emerging pandemic threats, the GHSC-PSM project will continue to provide technical assistance in the customization of an emergency supply chain framework. This activity will contribute to the GHSA, which was founded to bring together nations to achieve the preparedness goals described in the World Health Organization’s International Health Regulations and elevate global attention to the shared risks posed by infectious diseases. In addition, this activity will improve the government’s ability to provide commodities needed to manage disease outbreaks that could develop into pandemics.
An additional ongoing activity for the GHSC-PSM project in Sierra Leone is to provide technical assistance to support the procurement of health commodities related to the COVID-19 global pandemic. GHSC-PSM will support the Ministry of Health and Sanitation (MoHS) to review commodity needs in terms of products and conduct quantification in line with the Ministry’s response strategy. These reviews and commodity quantifications will be used to guide supply planning for COVID-19 health products.
D. Tasks
Provide coordination and technical leadership between local stakeholders for GHSA and COVID-19 supply planning activities
Engage local stakeholders in the implementation phases of the activities to fulfill their commitments and ensure that best practices are followed
Support commodity quantifications and the development and updates as needed to the MoHS commodity supply plan for COVID-19-related health commodities
Plan and coordinate scheduling and logistical arrangements for GHSA and COVID-19 technical meetings and workshops with the GHSC-PSM office
Actively participate in regular meetings/calls with the GHSC-PSM project staff and key local stakeholders
Prepare documentation/reports on the implementation of GHSA and COVID-19-related activities and share lessons learned and best practices, as well as information or data needed to prepare activity reports
Perform other duties and responsibilities as needed.
E. Qualifications of Consultant
5 to 7 years of experience in supply chain management of health systems, health system strengthening, and/or emergency preparedness in Sierra Leone. Experience with the GHSA is highly preferred.
Experience working with MoHS in Sierra Leone
Master’s Degree in public health, international relations, epidemiology, health management systems, or a relevant discipline.
Fluency in English
Experience working on USAID-funded projects.
Proven ability to effectively represent activities and programs and engage partners, government counterparts, and funders.
Excellent interpersonal, written, and oral communication skills
Computer skills in Microsoft Office Suite applications including Word, Excel, PowerPoint, and Outlook.

Background

Job Description
The Supply Chain Technical Consultant will provide technical and logistical assistance to support the implementation of GHSC-PSM project activities in Sierra Leone. This is a short-term consultant position and will be based in Freetown, Sierra Leone. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
Provide coordination and technical leadership between local stakeholders for supply chain management technical activities
Engage local stakeholders in the implementation phases of the activities to fulfill their commitments and ensure that best practices are followed
Plan and coordinate scheduling and logistical arrangements for technical meetings and workshops with the GHSC-PSM office
Provide logistics coordination support for commodity procurement and distributions related to malaria and COVID-19 supplies.
Serve as key resource for providing technical support to the malaria commodity quantification team during the annual quantification, supply planning, and quarterly forecast review exercises.
Support the monitoring of malaria commodities stocks in various Sierra Leone warehouses and health facilities for prompt supply plan update and procurement planning
Maintain professional and timely communication with the GHSC-PSM project team in Sierra Leone and Washington, DC and with project stakeholders and counterparts in Sierra Leone
Perform other duties as required or assigned.
Qualifications:
Bachelor’s degree in public health, health management systems, or a relevant discipline required, advanced degree preferred
Minimum of five years of experience in supply chain management; knowledge of health systems, health system strengthening, and/or emergency preparedness in Sierra Leone is highly preferred.
Experience working with the Sierra Leone national government, particularly the MoHS, highly preferred
Experience supporting USAID or other donor-funded projects highly preferred
Able to work in a fast-paced environment and handle multiple responsibilities
Strong interpersonal, written, and oral communications skills
Proficiency in Microsoft Office applications including Outlook, Word, Excel, and PowerPoint.
Demonstrated leadership, versatility, and integrity.
Fluent written and oral English communication skills are required
Duration of Assignment:
The assignment duration is 3months with the possibility of extension.
Location of Assignment:
The consultant will be based in Freetown, Sierra Leone.
