1.) Fish Field Officer
Scope of work: Fish Field Officer
Level of responsibility:Nutrition & Orange-Fleshed Sweet Potato (OFSP) - Manager
Where: District level Western Rural Area (Tombo)
Time:8:30am–5:30pm, or equivalent 40 hours/week
Background:
Helen Keller International (HKI) is an international, non-profit organization, with 21 country offices worldwide. Created in 1915, HKI’s mission is to save the sight and lives of the most vulnerable and disadvantaged by combating the causes and consequences of blindness and malnutrition through evidence-based programs. HKI opened in Sierra Leone in 2004 and currently receives funding from USAID, Irish Aid, UNICEF and others.
HKI’s portfolio of programs covers a diverse range of infectious disease control/elimination and nutrition programs that target vulnerable communities, households and family members. HKI is lead partner for the Ministry of Health, Sanitation integrated community-based program to control/eliminate onchocerciasis, lymphatic filariasis, schistosomiasis, and soil transmitted helminths through mass drug administration. Within its nutrition programs, HKI currently supports the government in its two programs; Six Monthly Contact Point and Orange Flesh Sweet Potato.
In line with our global mission, HKI’s main objective in Sierra Leone is to support the government to develop policies and programs that address mortality and morbidity associated with malnutrition; and morbidity and disability caused by neglected tropical diseases and to assist the country to achieve the Sustainable Development Goals
The Field Officer will support the implementation of fish activities towards empowering women as fish entrepreneurs by improving fish hygiene, better quality of smoked fish with reduce risks to human health and mangrove and improve livelihoods. S/he will work closely with Bank for Innovation and Partnership Sierra Leone (BIP-SL) to provide microfinance loan to fish processors, traders, and water-based organizations (WBOs).
Responsibilities
Support the empowerment of women through the promotion and implementation of fishing entrepreneurship;
Work with existing networks to identify suitable fish processors, traders, and WBOs;
Support training of 20 women fish processors and traders on hygienic fishing handling;
Support training on fish processing and improved fish smoking techniques;
Support WBOs adopt new fishing technology to increase catch and safety;
Support the construction of cold chain and its operation;
Support the strengthening of fish value chain from fishing (fishermen), processing, transportation, wholesale, or retail sales point (marketers) to the consumers
Support community selection for support on improved cold storage facility
Participate in demand creation activities through radio discussion program, community meetings, pico-videos, WhatsApp, Facebook and through civil societies.
Support the development of profitable business plans for loan beneficiary groups;
Support the identification and assessment of loan beneficiaries;
Support the financial education training with WBOs on the terms and conditions for micro-finance loans;
Follow-up on BIP beneficiaries on cash loan utilization and repayment plan;
Coordination and Reporting
Identify and follow up on any potential case study for success story;
Read all emails and respond without delay when appropriate;
Compile all photos and share with PM/POs;
Carry out any additional appropriate tasks that are requested by Helen Keller
Work arrangements: The Field Supervisor will work in the Nutrition department under the OFSP program and will be based in Western Rural Area working closely with fish mongers in Tombo community and possibly the Ministry of Fisheries and Marine Resources. The Nutrition and OFSP PM will provide feedback on the quality of the work. This SOW will be modified as appropriate.
Skills Required:
Being able to work under pressure and meet deadlines;
Strong interpersonal relationship;
Good writing and communication skills;
Good data management and analytical skills;
Being accurate and self-motivated.
