1.) RM&E Officer

Marie Stopes Sierra Leone (MSSL) is a founding member of the MSI Partnership, operating in Sierra Leone for 30 years and becoming the largest non-governmental provider of family
planning (FP) and sexual & reproductive health (SRH) services in the country. MSSL delivers services in every district of Sierra Leone through its outreach, centres/clinics and social marketing channels.





MSSL are commencing a period of geographic and programmatic expansion including an increase in static and outreach service provision. The Monitoring & Evaluation Officer will have the responsibility for monitoring and evaluating Saving Lives project, to ensure that high standards are maintained at all times. The M&E Officer will work closely with the Outreach Channel Lead, Program Manager/Operations Director and all the regional staff and stakeholders to achieve MSSL objectives. To achieve this, MSSL requires an innovative, result oriented individual who has a vision, wants the
challenge of launching and managing a new national level programme.

Specification

▪ The monitoring and Evaluation Officer will assist the Project Manager /Operation Manager with coordination of
M&E activities of the organization
▪ Develop and maintain health information system that adequately takes into consideration the needs and resources of the project
▪ Develop, produce and apply instruments and methodology required to collect relevant data on input, outputs, outcomes and impact of health interventions in the project areas.
▪ Assessing and reporting on capacities and performance of key Regional Coordinators, and Outreach team Leaders.
▪ Maintain consistent standards for monitoring and reporting.
▪ Collate and disseminate information in Marie Stopes’ project targets and indicators
▪ Supporting the conduct of small scale surveys and other relevant studies
▪ Preparing and updating monthly, quarterly, and annual monitoring and evaluation plans and reports.
▪ Undertaking regular visits to the field to support the implementation of M&E strategies and identify where adaptation might be needed.
▪ Support the supervision of quality and timeliness of implementation of Project activities of Marie Stopes
▪ Undertake any other duties and functions directly related to the efficient execution of Maries Stopes programmes.
▪ Produce monitoring and progress reports to Senior Management as required by donors
▪ Represent MSSL and liaise with stakeholders at all levels





Requirements

▪ A degree in social sciences, medical statistics or in a field related to development
▪ Experiences, working with projects in designing monitoring systems and planning for complement evaluations
▪ Experience with Management of different sources of data and multiple indicators
▪ Must have at least 5 years experience in ;
a) Analysis of quantitative and qualitative data report writing
b) Use of computer systems especially data base, excel spread sheet, access, power point and internet
▪ Must be familiar with working in rural areas with focus on participatory process
▪ Must be willing to undertake regular visit to the field and interact with different stakeholders.
▪ Must have good communication and interactive skills
▪ Must be able to demonstrate complementary and supportive attitude in the process of institutional strengthening
▪ Good communicator, able to work and adapt in a fast-moving organization

The MSSL Operations team is responsible for ensuring that all MSSL’s operational activities are carried out to the highest quality and timely manner across all clinical and non-clinical activities. The Operations team leads on programmatic activity while ensuring that all MSSL standard policies and donor projects across the channels are adhered to. The team ensures that MSSL business development strategies and work plans continually drive MSSL towards program sustainability and increased uptake of FP and SRH products and services in Sierra Leone.The Programme Management team is responsible for the day to day implementation all of MSSL projects across Sierra Leone, coordinating overall project planning, grant management, implementation, monitoring, coordination and relationship building with key stakeholders, including relevant national and local government bodies.
The team contributes to furthering MSI’s mission: Children by Choice not Chance by bringing modern business approaches to MSSL’s operations and programmes in order to move the organisation towards financial sustainability, high productivity and growth.

Specification

Under the direct guidance and support of the Senior Programme Manager, the Programme Officer is responsible for thesuccessful implementation of MSSL projects, coordinating project planning, developing granular plans, implementation, monitoring of progress, facilitation of requirements to secure project progress, synergise activities across the national and local implementing partners, coordination and relationship building with key stakeholders.
In particular the Programme Officer will ensure that the MSSL project objectives/outputs are achieved to a high standard of quality according to the log frame and budget, within the project period and in compliance with legislation, donor regulations, MSSL policies and MSI Global Goods.

Programme management
Under the direct guidance of the Senior Programme Manager, support in the key following areas:
 Ensure that all project aims, objectives and deliverables are implemented, monitored and evaluated and reports
provided to donors on time with accurate recording of data.
 Ensure MSSL and MSI standards of excellence in service delivery are achieved and maintained.
 Work with the RME team to establish and implement project monitoring and evaluation systems in order to provide regular information on progress towards indicators of outputs and objectives and assess the impact of the projects.
 Monitor achievements of project results and indicators as per log frame(s) and ensure that planned activities remain appropriate and realistic, and if required, suggest corrective measures.
 Accurate and timely reporting, coordination and accountability to donors.
 Ensure that programme activities, product models, innovations and lessons are shared with the MSSL SMT, RME, DFID Sierra Leone, Government of Sierra Leone, other donors and partners.
*Work closely with project partners (UNFPA, DFID, PMDUP, UNICEF, ERC, PMEL and other new project partners as they arise) to ensure proper coordination exists for efficient project implementation.
 Providing oversight, support, leadership and strategic management for all projects.
 Ensure MSI standards of excellence in project management are maintained.
 Working with RME to establish and implement project monitoring and evaluation systems in order to provide regular information on progress towards indicators of outputs and objectives and assess the impact of projects.
 Monitor achievements of project results and indicators as per log frame, and ensure that planned activities remain appropriate and realistic, and if required, suggest corrective measures to line management and/or project team.
 Accurate and timely reporting, coordination and accountability to donor, MSI and MSSL, ensuring full donor compliance.
 Ensure that programme activities, product models, innovations and lessons are shared with the MSSL SMT, MSI, RME, donor, Government of Sierra Leone and other partners/stakeholders.
 Donor reports submitted on time having been signed off by MSSL and MSI.
 Regular minuted or recorded updates to all key stakeholders and included in donor reports. Ensure reports are of high quality including thorough analysis of results and deliverables and are submitted to donors on time.
 Maintain up-to-date files - electronic in grants database and hard copy - of all grant documents including work plans, budgets, reports and approval documents.
 Support on the monitoring of project performance to ensure projects are on track against KPIs. This includes monitoring project deliverables and budget versus actuals ensuring cost recovery against each grant and raising any areas of concern.
 Advise and input into project deliverables such as workplans, monitoring and evaluation frameworks as required. Grant management
 Grant cycle management and grant compliance, comply with the financial management procedures and expenditure monitoring systems.
 Ensure that project expenditure is being coded correctly and consistently (i.e. allocated to correct budget lines) and that donor funds are used solely for the purposes for which they were granted.
 Develop and monitor monthly project expenditure report for accuracy and appropriateness. Regularly discuss with Finance Manager concerning financial reporting issues, errors, trends, payment delays, outstanding commitments and related matters.

Contract and compliance
 In the event of any urgent and serious matters, provide immediate reports (verbal or written) to line management. Such matters of significance may include: staff, security, financial or asset control, project performance, legal issues, events likely to gain adverse publicity, and or any other matters felt to be of significance.
 Ensure that approved objectives, outputs (targets) and budgets are reached. Any changes to the project design, objectives, outputs or budget must have prior approval by the donor.
 Ensure that assets purchased by or provided to the project comply with asset management guidelines of MSI and MSSL.
 Ensure the effective management, maintenance, security and legitimate usage of all project facilities, assets, personnel and equipment.
 Planning, implementing, reporting, monitoring and evaluation or any other aspect that requires district level government (particularly in the Ministry of Health and Sanitation) understanding and support for effective project management.
 Develop, maintain and strengthen relations with other agencies working in the country in the SRH field. External relations
 Supporting the Senior Programme Manager to establish / strengthen Government relations at the national, district and sub-district levels, support Regional Managers in developing strong rapport with district administration.
 Represent MSI in donor and other meetings as required.
 Undertake all areas of responsibility in a professional manner and in a way that enhances the reputation of the Project and the reputation of MSSL and MSI
 Develop, maintain and strengthen relations with other agencies working in the country in the SRH sector/field.
 Undertake all other duties and administrative assistance as advised by the Senior Programme Manager

Requirements

Experience working within the health or family planning sector (essential).
 Experience in project management (essential).
 Demonstrated administrative, finance and grant management experience (essential).
 Knowledge of donor regulations, policies and procedures (essential).
 A knowledge of reproductive health care (desirable).
 Fluency or strong command of spoken and written business English (essential) with a good comprehension of Krio
(desirable).
Educated to degree level or equivalent (essential).
 Post-graduate qualification in public health, international development, public management or related field (desirable)
 Knowledge of international development, clinical health, family planning, private sector (desirable).
