Job Profile

Mott MacDonald was appointed by the UK Foreign, Commonwealth and Development Office (FCDO) as Managing Agent for the Sierra Leone Secondary Education Improvement Programme (SSEIP) also known as Leh Wi Lan. Leh Wi Lan has run for an initial 5-year (2016/17 to 2020/21) period supporting the Ministry of Basic & Senior Secondary Education (MBSSE) to improve learning outcomes for boys and girls at secondary level and to increase the enrolment, retention and well-being of girls and children with disabilities in school. Five outputs have been addressed by the programme: supporting girls and children with disability to be in secondary school and safe, improving learning conditions in schools, strengthening MBSSE’s capacity to oversee service delivery, strengthening the capacity of districts to hold schools and teachers to account, and improving understanding through monitoring and research.

An extension of the programme for a further 12 months (April 2021 – March 2022) has been approved by FCDO to consolidate on work done during the initial phase, strengthen institutional buy-in of government and facilitate transfer of project resources, capacity and lessons learned. The project workplan and configuration of staff and field personnel have been reorganized as a result, and implementation commenced on 1 April 2021. The existing 5 outputs have been streamlined into 3. Output 1 continues to support girls and children with disabilities to be in secondary school, safe and learning. Outputs 2 will strengthen capacity of MBSSE, TSC, districts and schools to respond to COVID-19 and deliver FQSE. Output 3 will improve data and evidence to drive sector monitoring and deliver legacy resources to communicate lessons learned.





The District Programme Support Officer (DPSO) will provide direct operational support to 2 Regional Coordinators and 16 District Officers as the programme continues its field implementation phase. The DPSO will fill an important liaison role in interfacing with MMSL HQ Operations Team to ensure high quality and effective operational delivery, with responsibility for coordinating logistical and operational support to all 16 districts to achieve the 3 outputs above.

Job description

The District Programme Support Officer position is based in Freetown and will support District Officers based in 16 districts across the country.

Enforce policy compliance:
• Ensure that MMSL employees, consultants, suppliers and partners in the districts are aware of MMSL finance and operations policies;
• Provide guidance (tools and trainings) to consultants and partners to support them in complying with policies;
• Identify non-compliance issues and report to MMSL management and recommend interventions to address the issues;
• Verify the authenticity and capacity of suppliers in the districts and make appropriate recommendations to MMSL management;
• Monitor security and risks in the districts and report to MMSL management where appropriate.

Health and Safety:
• Monitor and support MMSL employees, consultants, suppliers, and partners to implement MMSL health and safety policies;
• Provide periodic updates to MMSL management on issues related to health and safety;
• Monitor and ensure that all MMSL vehicles and office premises are fitted with valid fire extinguishers;
• Monitor and ensure that all MMSL approved riders are provided with and use approved PPEs at all time
• Provide monthly district motorcycle usage report and report non-compliance issues to management for appropriate disciplinary action;





Programme Support:
• Work with the Regional Coordinators and District Officers to support the delivery of MMSL activities in the districts;
• Validate Orange money numbers of participants and confirm registration with Orange Money;
• Verify payment spreadsheets with attendance list for all MMSL activities and forward validated lists to Senior Operations Officer for processing;
• Ensure that each district has a verified list of trainees that the programme constantly engages in the districts;
• Maintain an up-to-date database of teachers and other government personnel who receive ongoing training from the programme.

Operations
• Work with RCs and DOs to ensure motorcycles are in good working order.
• Provide monthly motorcycle repairs and maintenance report with supporting approved work orders
• Provide districts monthly fuel monitoring and consumption reports including districts generator reports together with supporting documents.
• Provide monthly stationery and consumables requests and follow-up on deliveries;
• Conduct quarterly physical verification of assets in all districts and update assets register;
• Ensure that all districts assets are tagged according to tag numbers in assets register;
• Ensure that each district has a validated vendor list to support district activities;
• Ensure motorbikes licenses and insurance are up to date and that all riders have valid license
Candidate Specification Competencies
Skills
• Advance knowledge in compliance with programme policies and procedures, health, and safety and programme support functions;
• Knowledge of finance and administrative support processes and tools;
• Knowledge of district level development-aid work in Sierra Leone;
• Fluent use of core computer skills, including Microsoft Office (Word, Excel, PowerPoint)
• Ability to produce reports - formal written documents in Word and PowerPoint;
• Strong communication skills to communicate clearly and succinctly both in written form (e.g., email updates) and verbally (e.g. phone discussions, meetings, remote, coaching and updates to DOs and MMSL Freetown team members
• Ability to work effectively as part of a team, which includes supporting government district offices;
• Ability to prioritise and work under pressure.





Qualifications
• Higher (undergraduate) degree in a relevant area or equivalent
• Practical experience in project compliance, health and safety, project support and coordination, finance, and operations with reputable international organisation(s);

Language
• English (professional proficiency)
• Krio (fluent spoken)
