1.) Food and Nutrition Security Officer

01.  Job Title Food and Nutrition Security Officer
Project Linking Agriculture, Natural Resources and Nutrition (LANN)-Nutrition Smart Community approach (NSC)

  • All project team members, but especially the Gender and Nutrition Officer; Other project teams in Port Loko. Relevant counterparts in Livelihoods team in Tonkolili.
  • Port Loko Base Manager; Port Loko & Freetown finance, system and HR staff; Freetown Programme Quality Unit & Equality and Gender Advisor;
  • Relevant Community and Chiefdom stakeholders.
Job Location: Port Loko, Lokomasama Chiefdom, Community based – with frequent travel to the other LANN-NSC Chiefdom (Kamasondo) as well as occasional travel to Concern office in Port Loko town.
Contract Details: Fixed term: 12 Months with possibility of extension
Job Purpose: The Food and Nutrition Security Officer will provide technical guidance to and be responsible for implementing the:

  • Food & Nutrition Security (FNS) network activities: Support the establishment and strengthening of FNS network through – capacity building on FNS concepts; supporting FNS in conducting outreach activities related to analysis and monitoring. Fostering greater sharing and dialogue between FNS and other the sectors on how to work collectively towards food and nutrition security at community and district level.
  • Nutrition Education activities: Through participatory approaches that raise awareness of the principles and importance of nutrition, especially for women and children, as well as on improving the use of healthy food (from mixed farming products, naturally available nutritious foods, backyard gardens etc) for dietary diversity for the household.
  • S/He will ensure that agreed targets are on track, collect monitoring and case stories, and provide quality reports.
Main duties & 

Responsibilities:

Programme planning and implementation 

Under the supervision of the Nutrition Team Leader:

  • Contribute to the development of monthly and weekly work plans with the team based on the overall project work plan and timeframe;
  • Participate in project community entry meetings and identification of vulnerable households using PRA tools;
  • Participate as active participant in relevant project training of trainers;
  • With line manager identify and support mechanisms for greater sharing and coordination between FNS including organising regular meetings and field visits with DHMT, PHU and FNS members
  • Promote participation of FNS
  • With LANN Nutrition Team Leader – Support the roll out of the Nutrition Smart Communities Nutrition Camps intervention including:
  • Organising screening of children in project counties aged 6 months to 3 years (anthropometric measurements by trained animators and Community Health Workers);
  • Participatory targeting of vulnerable households with malnourished children to engage in nutrition camp sessions;
  • Support nutrition camp sessions in areas of expertise: hands-on infant and young child feeding practices; cooking demonstrations of low-cost nutritious recipes; preparation and demonstrations of low-cost nutritious instant mixes for children; education on food and personal hygiene, safe drinking water, active feeding and care during illness.
  • Give technical input to adapting the intervention to the context of the project communities
  • Evaluate, document and share learnings/best practices coming out from nutrition camps with FNS/DHMT and other key District government stakeholders.
  • Support other project field officers in roll out of LANN+ training modules;
  • With Project team support development and implementation of nutrition-sensitive (gender sensitive) and climate-resilient community micro-development plans;
  • Preparation of documentation (ToR, SRs, training curriculum, budget, float request, transport request…) for a programmatic and logistical preparation to implement agreed field activities – trainings, workshops, coaching and monitoring visits;
  • Facilitate trainings and workshops in areas of responsibility ensuring all paperwork are properly filled and procedures followed (such as attendance list, payment receipt etc.)

Monitoring and Evaluation 

  • Ensure that all agreed Monitoring, Evaluation and Learning requirements are captured on time through standardized data collection tools; are accurately and submitted to the MEL Officer;
  • Participate in project planning, review meetings with staff and stakeholders, and ensure that key recommendations and learning are incorporated into day-to-day project implementation;
  • Participate in end line and monitoring surveys as required.

Reporting and documentation 

  • Participate in the writing of monthly activity reports through the timely submission of activities up-date to the Nutrition Team Leader;
  • Actively participate in the production of donor and annual reports by giving updates and inputs to the Nutrition Team Leader in a timely and accurate manner;
  • Actively participate in the documentation of good practices and case stories working with PDQ team;
  • Participate in correct and accurate filling of documentation (soft & hard copies).

Other responsibilities:

  • Promote full accountability and staff, partner, etc. compliance with Concern’s Code of Conduct & Associated Policies, including promotion of Concern’s Complaints & Response Mechanism (CRM), to ensure maximum protection of programme participants and the efficient and transparent use of Concern’s resources;

Person specification: Essential

  • University degree in in Nutrition or Community Development or other relevant social sciences.
  • Minimum of 4 years’ experience of implementing development projects in (and demonstrated knowledge and understanding of) gender-sensitive community based nutrition and food security (experience livelihoods, climate smart agriculture or natural resource management)
  • Strengths in community mobilization, fostering multi-stakeholder networks and platforms and knowledge of participatory approaches
  • Computer skills / MS Word and Excel
  • Valid motorbike license and ability to ride

Job Location: Port Loko Concern Office (50% in the field in project sites)

Job Purpose: The LANN-NSC Project Manager will provide overall supervision, management and leadership for the LANN-NCS project in target communities and chiefdoms of Port Loko District.

The Project Manager will provide technical expertise and effective leadership and management of the project staff and resources. Ensure accurate and timely financial budgeting and reporting (financial and narrative). S/he will be responsible for the day-to-day management of the project team, developing and implementing project plans including MEAL, activity and procurement plans; and ensuring adherence to Concern policies and procedures. Approximately 50% of his/her time will be spent in the field in Port Loko carrying out supportive supervision visits to the team. S/he will ensure close coordination with other Project Managers in Port Loko as well as Livelihoods District Delivery Manager for Yoti Yoti (for sharing learning and integration). S/He will build and maintain positive relationships with District Ministries, WHH and other stakeholders.

S/He will receive technical support from the Livelihoods Programme Coordinator both on programming and on budget management.

The post will be based in Port Loko District with participating in WHH partnership meetings, as well as government and stakeholder meetings as needed.

Main duties & 

Responsibilities:

Specific Roles and Responsibilities

Project Cycle Management

  • Prepare annual Detailed Implementation Plan (DIP), with realistic budget that correspond to approved donor proposal in coordination with Livelihoods Programme Coordinator; and ensure DIP are effectively monitored, managed and updated at least quarterly;
  • Prepare annual Procurement Plan that aligns to the budget and DIP; in coordination with Livelihoods Programme Coordinator and Senior Logs Coordinator; and ensure the procurement plan is updated at the same time as the DIP.  are effectively monitored, managed and updated at least quarterly;
  • Develop annual project budget including monthly cash flow forecasting; Ensure ToRs are in line with agreed budget; Conduct budget review including reforecasts at least quarterly; Conduct monthly Donor Management Account review with feedback; Submit monthly cash forecasts – in coordination with Livelihoods Programme Coordinator
  • Ensure the project is implemented according to agreed annual, quarterly and monthly work plans and budgets; delivers against timeframes, output and outcome targets/objectives;
  • Ensure timely project-related procurements, including timely submission of ToR and SRs for project activities (that are in line with agreed budget), purchase of supplies, maintenance and repairs, and related expenses;
  • Ensure that all project advances are liquidated properly, in line with Concern  policies and procedures, and with required supporting documents
  • Provide regular updates on project progress to Livelihoods Programme Coordinator highlighting any areas of variance with suggested corrective actions;
  • Provide leadership to ensure:
  • Effective design and delivery of training models, learning processes, resources, and workshops (including ToTs for staff) – in coordination with WHH Effective implementation of all project activities including LANN-NCS agreed Modules;
  • FNS platform is active;
  • Effective LANN+ PLA
  • Effective Sustainable Integrated Crop and Livestock Farming Systems
  • With Livelihoods Programme Coordinator and WHH ensure the is a plan in place that is implemented for effective closure of LANN-NSC project – with a focus on sustainability post-project and documenting learnings
  • Provide strong management and technical support to project staff throughout the project cycle, giving constructive feedback and ensuring their plans and activities take on all commitments in the proposal.
  • Assist in ensuring all LANN staff in the district are familiar with and adhere to all Concern financial and procurement policies and procedures.

Networking, advocacy and representation 

  • Participate in quarterly partner review meetings with WHH and Irish Aid;
  • Ensure effective collaboration and build/maintain strong relationships with District Council, District Ministries: Ministry of Agriculture and Food Security, Ministry of Social Welfare, Ministry of Gender and Youth Affairs, Ministry of Water Resources and Sanitation, District Health Management Team, District Environmental Protection Officer etc. as well as International Non-Governmental Organisations (INGOs) for successful implementation of the project
  • With District Council support Nutrition Team Leader to ensure sustainability and functionality of  the FNS Committees at District, Chiefdom and Community levels including identification of training needs on FNS concepts, monitoring, roll out of FNS plans, etc ;
  • Representing LANN-NCS and in relevant forums and meetings at district and national level.
  • Serve as a key focal person for arranging support for all project visitors to the district.

Monitoring, Evaluation and Reporting 

  • Collaborate with WHH in the organisation/implementation of  mid-term and final evaluation and other assessments –  highlight areas of the adaptation of LANN-NCS to Port Loko context;
  • Ensure that project activities are continuously monitored and evaluated according to project MEAL plan, including accuracy of data collection by LANN-NCS MEL officer and project staff; and use of project learnings to improve programming;
  • Ensure up-to-date database of all activities on a quarterly basis by MEL Officer;
  • With support from the MEL team ensure that all collected data are analysed according to logical framework of the project;
  • Ensure high quality, timely monthly reports are compiled for submission to WHH – for internal management purposes and donor reporting
  • Input into the  annual report (led by WHH) including case studies as per guidelines;
  • Prepare draft of input for Concern annual report with line manager
  • In coordination with PDQ, ensure identification and documentation of good project practices and case stories.

Human Resources  

  • Line manage the Team Leaders,  contributing to their capacity building and career development through technical support and on-the-job training and coaching, including a thorough induction at the start of their contract;
  • Ensure that all staff are aware of and comply with all of Concern’s Policies and procedures and are updated of any changes;
  • Monitor and review performance of your staff and hold them accountable for executing their job as per the agreed job description and performance objectives; give corrective feedback where required and take decisive action in the case of poor performance – seeking help and guidance from the seeking help and guidance from the your Line Manager where appropriate; conducting regular Performance Development Reviews; setting SMART objectives as per Concern guidelines and identifying areas of staff development needs;

Person specification: Essential

  • Degree in Nutrition, Agriculture, Agro Economics or Natural Resources Management, International Development or Social Sciences or accepted equivalent professional experience;
  • Strong overall technical and/or programming knowledge in area of responsibility;
  • Minimum 5 years’ experience working as Manager in INGOs and demonstrated success in programme management in Food, Incomes,  Markets, Gender-sensitive Agriculture and/or Livelihoods including project design, Planning, financial management, reporting, M&E, and staff management;
  • Experience in working with district sector offices (such as health, welfare, gender and equality, agriculture, education…), local NGOs and INGOs;
  • Demonstrated experience in line management and building cohesive high performing teams; Able to work calmly and lead teams successfully in stressful/pressured environments

The Saving Lives programme seeks to support the Government of Sierra Leone (GoSL) to save women’s and children’s lives by improving the quality, availability and accessibility of reproductive, maternal, newborn, child and adolescent health services. Job Purpose: The purpose of the role of the Consortium Finance and Compliance Coordinator is to ensure consistent application of relevant finance and operations policies and procedures to ensure effective programme implementation as well as compliance with relevant FCDO regulations. You will play a leading role in ensuring effective due diligence processes with partners and consortium members and developing & implementing effective, mutually designed, capacity building plans
Main duties & 

Responsibilities:

Consortium Financial Systems.

  • Managing the financial aspects of Concern’s role as Lead Agency in the consortium delivering a 5 year, FCDO funded Health Systems Strengthening Programme in a consortium of seven (7) partners, in line with donor requirements and Concern’s policies & procedures.
  • Ensure that financial management systems & records are adequate in order to identify and protect the assets & interest of the Consortium.
  • Ensure that processes and procedures related to sub-grants are standardised and implemented consistently across the programme, including pre-award compliance checks, agreements, disbursements, reporting, timelines and partner capacity building.
  • Ensure that adequate controls over cash and bank management are constantly monitored and updated to minimise the risk of fraud or misappropriation.
  • Closely monitor all financial activities and keep the contract management team informed of any situations that may have a negative impact on internal controls or financial management performance.
  • Undertake regular field visits in order to assess the financial systems of consortium members & put forward recommendation for improvements where appropriate.
  • Review and monitor budgets of consortium members to support financial stability, on-going programme viability, efficient cost structures and value for money that meet the requirements of external funding agencies.
  • Act as lead in the finance and systems working groups, organise finance meetings and workshops for consortium members aimed at standardising compliance and financial procedures and addressing outstanding issues. Reporting to the Consortium Director and leadership board on the outcomes of such meetings.

Financial Control/Risk Management

  • Ensure that donor compliance is adhered to within the Consortium Coordination Unit and Consortium members
  • In collaboration with the consortium coordinator review and update the risk register on an ongoing basis developing and improving appropriate controls to mitigate the risk as appropriate in compliance with donor policies and procedures
  • Maintain an effective & efficient system of internal controls which comply with donor and consortium financial guidelines to minimize the risk of fraud or misappropriation.
  • Ensure that all financial records & accounts are compiled timely, accurately and in line with international accounting standards & donor regulations.
  • Ensure that the consortium financial operations comply with legal & statutory requirements e.g. audit & financial reporting to all relevant national authorities.
  • Lead the preparation of the annual and revised consortium and donor budgets, including the preparation of the budget template, and complete responses to budget feedback.
  • Ensure that sub-grant related processes and procedures are standardized and consistently implemented throughout the program, including pre-award compliance checks, agreements, disbursements, reporting and partner capacity building.
  • In collaboration with the Systems Director, work with consortium members to ensure that relevant donor procurement rules are followed for all grants with periodical reviews of the procurement plans and participating in tender/purchasing committees with member agencies where joint procurement is being undertaken.
  • Provide support to consortium members to ensure consistent compliance with the terms of sub-grant agreements, including financial management and compliance with donor regulations, as needed.
  • Conduct visits to member agencies’ offices including field programme offices for periodical review of records and have a thorough understanding of activities in the field and recommend corrective actions for improvement reporting to the Head of Partner Organisation and Consortium Director..
  • Supervise external and donor audits and annual expense verification exercises with external auditors and facilitate audits with Consortium members.
  • Keep track of lessons learnt and share with consortium members during the course of implementation.

Financial Reporting 

  • Review and consolidate financial reports, fund requests, expenditure forecast and budget of member agencies and the consortium unit in a timely and up to a high standard as the grant calendar dictates.
  • Monitor budget utilization of the consortium unit and consortium members and take appropriate action on any significant variances.
  • Maintain accounting records for the Consortium Coordination Unit.
  • Support CFC for work related to year end accounts for external auditor and provide any ad-hoc year reports for head office.
  • Provide financial analysis where necessary especially on maximizing available funds and value for money.

Staff Management and Capacity Building

  • Train and develop the capacity of the partners’ financial team in donor and consortium financial requirements to ensure that a good level of financial management is maintained.

Other Duties

  • Ensure quality information management related to this grant by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal documentation and consortium unit tools.
  • Undertake other appropriate duties requested by the Consortium Director.
  • Preparing monthly cash flows and ensuring adequate cash levels in the field and for partners.
  • Management of pre-financing requests with donors, HQ and follow-up of pre-financing with partners.
Person specification: Essentials:

  • Bachelor’s degree in accounting/business or finance with professional accounting qualifications.  E.g. ACCA, CIMA, CPA or CA or their equivalent.
  • At least five (05) years post qualification experience in a finance/accounting role, in an overseas position in the International NGO sector. Auditing experience with NGOs would be an advantage.
  • Experience of working on projects funded by major international donors such as FCDO, ECHO and USAID.
  • Excellent written and spoken English.
  • Experience in risk management
  • Strong analytical, interpersonal, communication and organisation skills.
  • Strong coordination/negotiation skills specifically with the ability to effectively coordinate among consortium members.
  • Computer literacy, particularly in Microsoft Office programmes such as Word and Excel as well accounting packages & other database competencies
  • Proven experience of conducting training for finance and non-finance managers
  • Good organisational and time management skills
  • Experience in managing multiple budgets

Desirable:

  • Previous experience of working in or managing finance in a consortium model of working.
  • Experience in project start up and close out.
  • Experience in Audit and/or financial assessment

Job Purpose: Overall role of the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator is to provide technical support to the FCDO SLiSL consortium, ensure effective monitoring & evaluation systems are in place to ensure effective programme implementation tracking and reporting.
Main duties & 

Responsibilities:

Monitoring and Evaluation 

  • Develop detailed M&E plan for the 5 year programme
  • Contribute to the planning and facilitation of start-up workshop with consortium to include completion of detailed activity planning and M&E planning.
  • Manage field-level data collection activities in line with M&E plan for the consortium
  • Manage the implementation of M&E activity plans in coordination with consortium staff across all partners
  • Support consortium partner collection of activity- and output-level monitoring data during activity implementation in line with project and programme M&E plans
  • Keep the consortium dashboard up to date, including populating the Output and Outcome Monitoring Tabs on a regular basis
  • Develop and implement training for partner staff including; ethics and safety, sampling and respondent selection, device use, as well as survey contents.
  • Actively manage relationship between CCU and consortium partner M&E team to ensure the relationship is supportive, coordinated, and that the M&E system is meeting the needs in terms of enabling them to apply adaptive results-based management practices
  • Field manage Concern and partner consortium staff in conducting routine data collection, baseline, midterm, and endline surveys
  • Lead on the analysis and use of consortium M&E data, including for donor reporting.

Accountability and Learning 

  • Analyse M&E data and summarising it into accessible, understandable, useful information for programme teams to use for decision-making and applying adaptive and results-based project and programme management. Identify and manage effective and efficient information sharing mechanisms that are useful and supportive for the consortium
  • Complete Review Snapshots to summarize discussions and application of adaptive and results -based management after every Progress Review and Results -Based Review for the consortium.
  • Support consortium director to promote documentation and sharing of programme impact and learning
  • Actively promote sharing of learnings from baselines, end -lines, reviews and evaluations internally and externally.
  • Ensure accountability and learning through planning and facilitating periodic progress reviews (at the activity and output levels) and results-based reviews (at the outcome level) for the consortium.
  • Digital Data Gathering
  • Complete all new survey and tool requests for the consortium
