1.) Project Mentors

POSITION SUMMARY

ICAP at Columbia University is an international non-governmental organization that aims to ensure the wellness of families and communities by strengthening health systems around the world.

ICAP in Sierra Leone is hiring a Project Mentor to support a new Epidemic Ready Primary Health Care initiative in targeted districts. Reporting to a district-level Project Officer, the Project Mentors will play a lead role in coordinating the implementation of Epidemic Ready Primary Health Care project activities at 20 primary health facilities, facilitation of IPC and IDSR training for healthcare workers, supportive supervision, and project-related data collection and use. The Project Mentor will visit each health facility at least monthly to assess IPC and IDSR performance, provide supportive supervision, and facilitate data collection, and will remain in close virtual contact with health facility staff between visits.

MAJOR ACCOUNTABILITIES

  • Together with the district-level Project Officer, conduct a rapid situational assessment of IPC performance at designated primary health facilities.
  • Plan, coordinate and document project activities at designated health facilities.
  • Conduct and document site visits to each supported health facility at least once a month
  • Support health facility managers to use standardized checklists, guidelines, SOPs, job aides and supervision tools to assess and improve facility IPC performance.
  • Support, assess, and mentor health facility staff in IDSR and IPC for COVID-19 and other infectious diseases.
  • Identify gaps in staff knowledge and skills, facilitate IPC and IDSR training, and provide on-the-job mentoring and supervision at each supported health facility.
  • Support creation of an IPC  and IDSR Committee (also referred to as Patient Safety Committee) at each supported health facility and support them in developing skills to coordinate their activities, chair their weekly meetings, produce minutes, follow up on action points, and report on its activities to the line manager.
  • Produce weekly mentorship reports to the Project Officer.
  • Attend to other duties as assigned.

MINIMUM EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS:

Essential

  • Applicant must have a clinical qualification; nurses and CHO are encouraged to apply
  • A minimum 2-year experience in the management of health facility infection prevention and control and surveillance activities.
  • Experience in supervision of clinical staff including training and mentoring
  • Computer literate and proficient in word processing (e.g., Word), simple databases (e.g., EXCEL), and slide development (e.g., PowerPoint)
  • Ability to build relationships quickly with a wide variety of people
  • Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure
  • Excellent planning, management, and coordination skills, with the ability to organize a demanding workload comprised of diverse and challenging tasks and responsibilities
  • Strong communication (written and spoken), and interpersonal skills in English.
  • Experience with quality improvement in healthcare settings

2.) Monitoring and Evaluation Officer

POSITION SUMMARY

ICAP at Columbia University is an international non-governmental organization that aims to ensure the wellness of families and communities by strengthening health systems around the world.

ICAP in Sierra Leone is hiring a Monitoring and Evaluation (M&E) Officer to coordinate M&E activities for an Epidemic Ready Primary Health Care initiative in targeted districts in Sierra Leone. Reporting to the Senior SI Advisor, the M&E Officer will work closely with ICAP staff, the Ministry of Health, and other key stakeholders to plan, coordinate, supervise, and monitor project M&E activities, provide remote and in-person M&E training and supportive supervision, and foster information exchange and best practices within and between target districts. S/he will work with the Project coordinator to ensure that required data are collected, reviewed, analyzed, and reported on deadline and that program activities are documented and reported according to project objectives and donor requirements.

MAJOR ACCOUNTABILITIES

  • Develop M&E project tools and resources, including results framework, M&E plan, data collection tools, and data quality assurance tools
  • Train and supervise M&E project staff, including Project Mentors and other project staff involved in data collection and/or data management
  • Ensure that all required data are received, reviewed, and analyzed on a monthly basis
  • Write progress project reports, ensuring that the report meets or exceeds the expectations and requirements of the donor
  • Review progress on project indicators against targets and provide timely project snapshots status of achievements against set targets
  • Conduct quarterly data quality audits
  • Oversee document management and information security procedures and systems, including electronic and hard copy filing and transfer and sharing of information.
  • With support from other project staff, identify M&E activity supply needs and coordinate with the program support team to ensure materials arrive in good time.
  • Provide M&E technical inputs deemed relevant and necessary throughout all phases of execution.
  • Any other assignment by the Supervisor

 

MINIMUM EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS:

 

Essential

  • Candidate must have at least  bachelor in Social Science – Statistics, Economics or equivalent field experience
  • A minimum of five (5) years’ professional M&E experience in Sierra Leone
  • Demonstrated strong M&E skills, including data collection, data management, data quality assurance, and data analysis
  • Demonstrated proficiency in data analysis software, including DHIS2, SPSS, etc
  • Demonstrated success in project management, including developing and monitoring work plans, training and supervising staff, and ensuring timely and high-quality project deliverables
  • Experience in writing clear and effective assessment and project reports
  • Experience in developing data visualizations and PowerPoint presentations
  • Excellent English-language written and verbal communication skills
  • Capacity and willingness to be extremely flexible and accommodating in difficult circumstances

 

Desirable

  • Experience with M&E of infection prevention and control (IPC) initiatives
  • Experience designing, developing, and delivering M&E training
  • Ensures beneficiary and partner feedback is incorporated into program design, planning, and learning

3.) Project Officer

POSITION SUMMARY

ICAP at Columbia University is an international non-governmental organization that aims to ensure the wellness of families and communities by strengthening health systems around the world.

ICAP is hiring a Project Officer to support the implementation of an Epidemic Ready Primary Health Care project. Reporting to the IPC Project Coordinator, the district-based Project Officer will provide technical support and mentorship to Project Mentors and healthcare workers at 20 primary healthcare facilities. The Project Officer will also provide technical support to the DMHT IPC and IDSR focal points and other stakeholders working in the assigned districts to develop, review, implement and monitor technical approaches and strategies for strengthening IPC and IDSR.

MAJOR ACCOUNTABILITIES

  • Work with the DHMT and other stakeholders to develop, review, implement, and monitor technical approaches and strategies for strengthening IPC & IDSR.
  • Provide technical assistance to assigned health facilities in designing and implementing IPC & IDSR strengthening interventions.
  • Provide technical assistance and oversight to the project Mentors, including refresher on-the-job training and support, assistance in problem-solving IPC & IDSR challenges, and exchange of best practices and practical solutions to IPC & IDSR  quality issues
  • Work with the Project Mentors to deploy and implement appropriate tools necessary for IPC and IDSR capacity building, data collection and review, and appropriate decision-making.
  • Maintain close liaison with DHMT IPC & IDSR focal point to compile updates on IPC & IDSR progress, challenges, and way forward.
  • Coordinate with the M&E team to collect and validate relevant IPC and IDSR capacity assessment data.
  • Work with the Project coordinator to develop costed IPC and IDSR capacity-building strategies, roll-out plans, training, and follow-up timelines.
  • Contribute to the adequate documentation and dissemination of program results and lessons learned, including developing and submitting monthly reports and success stories.
  • Attend to other duties as assigned.

 

MINIMUM EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS:

  • An advanced degree in Medicine, Nursing, Public Health, or a related field is required.
  • Experience with infection prevention and control (IPC) and DSR programs/initiatives is required.
  • A minimum of 3 years of clinical experience in a hospital setting or relevant IPC and IDSR project implementation in a public health setting in Sierra Leone is required.
  • Fluency in written and spoken English is required
  • Proficiency with online training, distance education, and case-based teaching is strongly preferred
  • Strong communication, diplomatic, and facilitation skills, including the ability to coordinate stakeholders, is required.
  • Proficiency with Microsoft Word, PowerPoint, and Excel is required
  • Expertise in formal quality improvement would be a plus
