Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.

Position Overview

The internal Medicine Consultant is expected to bring to the existing clinical team working at the PIH-supported facilities high level of knowledge and skills that will progressively contribute to the organization ambition to provide high quality of health services to the people that we served, as well as to support the vision to train the next generation of health care workers in the country by providing effective mentorship, on-the-job training and formal training sessions to the clinical staff.

When requested the consultant is also expected to contribute to the overall PIH-SL strategies and planning processes by sharing his/her expertise to advise on procurement of medical supplies and equipment, support the development of tools, clinical guidelines, clinical protocols and other related documents. He/she will also participate when requested in our effort to strengthen our partnership with the ministry of health by also sharing his/her experience and expertise on areas related to MOHS effort to strengthen the provision of quality of care to its population.

Essential Duties and Responsibilities: 

Specific Responsibilities: 

Clinical Responsibilities:

  • Serve as Koidu Government Hospital (KGH) Internal Medicine Consultant and provide support to clinicians of other PIH sites (Wellbody Clinic, SLPTH, Lakka Teaching Hospital and CHCs).
  • Conduct daily rounds in Medical Wards, Emergency Unit and support the other clinical staff to develop expertise and knowledge in Internal Medicine (Medical officers, Clinical Officers, Community Health Officers – CHOs, nurses, etc.)
  • Facilitate the growth of outpatient care such as Internal Medicine, external clinic, but also provide support to specialized clinics such as Non Communicable Diseases -Hepatitis B clinic.
  • Actively participate in the planning and the teaching of the Bachelor’s degree in Internal medicine program and other different academic programs at the KGH
  • Provide supervision and clinical mentorship of the CHOs and Medical officers in the Medical wards.
  • Provide support in the management of medical cases according to national and international clinical guidelines in the wards with bedside teaching for medical officers, clinical officers and community health officers.
  • Work with the PIH HIV/TB Program Manager to provide high standards of care to the patients in these areas and provide supportive supervision to health care workers for HIV/TB services in KGH (Including testing, treating, OI management, etc.).
  • Provide clinical and strategic support the infectious diseases wards when needed.
  • Participate in district hospitals, outpatient clinics, community health clinics case reviews, and other activities that may increase the knowledge and expertise in clinical medicine with special interest in Internal Medicine and infectious diseases, as required.
  • The Internal Medicine consultant is also expected to actively participate in and support the PIH program systems, such as the data collection systems and feedback loops, the KPI presentations and discussions, and other general systems that will help improve patients’ clinical outcomes.
  • The Internal medicine consultant at KGH, in collaboration with the Clinical Services Lead, Director of Nursing and Clinical educator, is also expected to actively make inputs to the clinical trainings curriculum for other cadres of clinical staff working at the PIH supported sites.
  • Demonstrate interest in clinical and academic development of the KGH staff.
  • Develop system implementation, and quality improvement projects to improve the quality of care of the patients.
  • Be willing to provide consultations to any other department as needed and demonstrate interest to create a positive and rich environment to work in collaboration with any other department
  • Clinical work covers the following areas:
    • Medical wards, Triage and Emergency Unit, NCD and Hepatitis B clinic.
    • Collaboration with CHOs and Medical officers rounding on medical wards and Clinical advice to other departments in KGH, WBC and PIH supported CHCs.
    • Collaborate with the Pediatric and Surgical consultant, HIV/TB Program manager, OBS/GYN Consultants, Mental health team, Clinical Educator, Director of Nursing and Clinical services lead in achieving the highest standards of care for patients at KGH, WBC and PIH supported CHCs.
    • Participate in the roster of Internal Medicine to cover with the other members of the Internal Medicine team the clinical services 24/7 in the Emergency and Internal Medicine department as needed with close mentorship to CHOs and Medical Officers and nurses during the clinical rounds.

Administration

  • Work closely with the Clinical Services Lead, Chief Medical Officer and Kono Leadership team on strategic planning and budgeting for our medical work.
  • As the Internal Medicine consultant, serve as the point of contact for the following:
  • Support the implementation of the national and international guidelines at KGH with the supervision of the Clinical Services Lead and Chief Medical Officer
  • Referral team – collaborate with the Director of Nursing, Clinical services Lead & Social Work Program Manager as needed for patients requiring referral for diagnostic or specialty services to other facilities

Qualifications:

  • Specialist or equivalent in Internal medicine (More than 5 years of experience after graduation), through post graduate training specialization.  Professional registration in home country.
  • At least 5 years’ post-registration experience. Experience in delivering medical education for an academic institution is essential.
  • Excellent interpersonal and intercultural skills, as well as confidence working within a multicultural team and with senior nurses and CHOs from partner institutions; skilled at multitasking and prioritizing, working independently with minimal supervision, and leading and designing projects autonomously; an appreciation of the philosophy behind PIH health partnerships.

It would be advantageous if the candidate has:

  • An educational qualification, Master in Global Health or diploma in tropical medicine
  • More than 6 months of work experience in low resources settings.
  • Previous experience of working in similar setting to Sierra Leone will be appreciated.
  • Experience in HIV/TB, tropical diseases and Emergency care preferred.
  • Skills in use of ultrasound

Additional skills/ knowledge/experience

  • HIV/TB clinical and program management strongly preferred
  • Additional skills in system development, project management and quality improvement.
  • Knowledge in research projects.
  • Experience in treating malaria, Hepatitis B and other Infectious diseases
  • Experience in Non-Communicable Diseases (NCD) such as HTN, DM, CV disease, Cancer, Mental health, etc. management strongly preferred
  • Experience in emergency and acute critical care
  • Experience in ultrasound is desirable

Position Overview

Partners In Health Sierra Leone through the Research Unit within the Strategic Health Information System (SHIS) Department aims to conduct and support robust, high-quality research that explores the experiences of accompanying the Ministry of Health and Sanitation (MoHS) in serving the neediest patients in Sierra Leone. PIHSL believes that research is an essential part of its programmes and an essential component of accompanying the MoHS. PIHSL current strategic plan recognizes research as an important strategy for strengthening the national health systems. Additionally, PIHSL recognizes that locally-led research and projects facilitate knowledge generation, quality improvement and provide a strong evidence base for policy and program innovations.

The Research Assistant will help support the conduct of research and program evaluation activities underlined in SHIS Operational Plan. In this position, the Research Assistant will work under the supervision of the Research Officer with a dotted reporting to the Evaluation and Research Manager. This position will help support all components of the research lifecycle (lit. rev, research question, protocol writing, plus data management).

The principal objective of the Research Assistant is to support the implementation of the PIHSL overall research projectsDr. Mohamed Bailor Barrie’s research thesis, and other evaluations across the study districts in Sierra Leone. S/he will work closely with the Research Officer, principal investigator (s), and program managers when appropriate. S/he will be responsible for providing support on data collection in four domains; Household survey, SARA Survey, Quality of Care survey and Patient Satisfaction survey. This position will demonstrate experience in conducting surveys and data quality assessment. S/he might also be given tasks from the SHIS unit to support other data management related tasks but generally involve data entry, data quality assurance, basic data analysis, and presentation of data. To be efficient, the Research Assistant should maintain strong collaboration with different stakeholders such as the clinical team, community stakeholders/leaders, non-clinical staff, and the District Health Management Team (DHMT).  The Research Assistant will play a strong role on the survey team in Kono and/or Kailahun, working closely with the PIH SHIS team in Sierra Leone to implement and strengthen data collection across catchment areas to evaluate health services.

Essential Duties and Responsibilities: 

Primary Roles and Responsibilities:

1. Support the implementation of Research and Evaluation Projects:

  • Lead data collection for research and evaluation purposes such as Household surveys, Service Availability and Readiness Assessment Survey (SARA), Quality of Care (QoC), patient satisfaction (PS) survey, and any other research related surveys.
  • Participate in data analysis, interpretation and presentation of preliminary find to key stakeholders
  • Provide accompaniment, administrative and logistical support to research staff
  • Support in training enumerators working on research and evaluation projects.
  • Travel to research and/or evaluation sites as needed for program activities
  • Support the Research Officer in coordinating chiefdom meetings as well as clinical staff meetings for the conduct of research and evaluation project (s).
  • Work to ensure syncing of mobile data collection tablets after every data collection from the field.
  • Ensure the proper use of data collection tools, and the conscious use of data while respecting beneficiaries’ confidentiality rules

2. Data use and knowledge sharing:

  • Support the extraction of datasets from CommCare, EMR and KoBo collect required for research activities.
  • Support the Research Officer in the coordination of PIH-SL annual research and Quality Improvement Symposium, and other research events at the national level to promote data use and knowledge dissemination

3. Governance

  • Perform regular quality audits on data collected for research and/or evaluation purposes, and share findings with the Research officer
  • Undertake on the spot data quality checks with field enumerators

4. Others

  • Undertake other related duties as may reasonably be assigned by the Research Officer
  • Participating in team decision making, planning and joint activities

Position Overview

The primary responsibility of Director of Infrastructure is to oversee all aspects of infrastructure day-to-day operations and long-term vision across multiple Districts; facilities management, biomedical equipment, power generation, hospital campus master planning, project design & management.

Essential Duties and Responsibilities: 

Facilities Management: 

  • Oversees hospital facilities and maintenance teams responsible for continuous maintenance across all sites
  • Ultimately responsible for functionality of hospital infrastructure including power supply & water distribution, carpentry, masonry repairs & maintenance

Biomedical Equipment: 

  • Responsible for supervising and supporting biomedical engineering team, ensuring the development and implementation of preventative maintenance systems to minimize equipment downtime
  • Ensures resources including tools, spare parts, consumables are readily available for biomedical maintenance activities
  • Provide support to biomedical engineering team for corrective maintenance as required
  • Coordinate with Boston facilities & biomedical teams to plan biomedical equipment growth strategy, equipment replacement plans, end-user training programs

Power Generation:

  • Ensures all resources and staffing are in place to provide uninterrupted power supply to all sites. Sources of power include generators, solar, utility power
  • Ensures all necessary systems for spare part tracking, routine maintenance, generator tracking are in place and adhered to
  • Escalate troubleshooting issues to third party vendors, as required

Hospital Campus Master Planning:

  • Works with Hospital Administration to strategically plan hospital expansion and renovation projects in a way that efficiently uses available hospital space and stays in line with clinical and operational priorities
  • Works with PIH clinical team to establish quarterly clinical priorities, plans work to align infrastructure projects with priorities and available budget

Project Design & Construction Management:

  • Liaises with clinicians, operations staff, stakeholders to develop project scope documents, ensuring project design meets clinical and operational needs
  • Responsible for managing the internal and/or external design of projects across all sites including the creation of project drawing package & specifications, bid package, subcontracts, etc…
  • Responsible for stewarding contractor selection process for infrastructure projects; coordinating across multiple teams and procurement committee when required
  • Responsible for overseeing construction management team throughout new construction and renovation projects until successful completion. Ensures projects are completed within contractual obligations
  • Coordinates and implements relocation plans of departments, programs, staff, patients, etc., as required to enable and initiate projects

Human Resource Management

  • Responsible for overseeing construction, facilities, generator, biomedical teams
  • Responsible for long-term planning around infrastructure team needs
  • Works with Infrastructure Manager, Construction Manager, Generator Manager, Biomedical Engineer to ensure training and team capacity building programs are ongoing
  • Ensuring all infrastructure teams are compliant with and consistently adhering to PIH procurement policies

Budget Management 

  • Fit work and maintenance activities within yearly budget, prioritizing activities when needed
  • Works with Operations and Finance teams to develop yearly budget for all infrastructure activities
  • Perform regular budget projections, understanding and accounting for programmatic risk
  • Review monthly costs and budget projections with infrastructure budget managers, operations teams as required

Grant & Fundraising Support

  • Provides ad hoc support to grant & fundraising teams for project scope, budget, schedule development to accompany project grant proposals
  • Responsible for maintaining a comprehensive library of pre-defined project scopes, drawing packages, budgets for projects across all sites

Team Leadership

  • Evaluates, identifies and implements new ideas, technologies or process improvements to organizational efficiencies and promote cost savings.
  • Leads infrastructure team by example, providing a path to direct others towards the completion of a common goal
