CONSULTANCY SERVICES TO CONDUCT A PROJECT ENDLINE EVALUATION
ABOUT TRÓCAIRE
Trócaire is an Irish development agency that was established in 1973 by the Catholic Bishops of Ireland and whose work is inspired by Catholic Social teachings, with an overarching commitment to social justice. Trócaire works in 20 countries in Africa, Asia, Latin America, and the Middle East. Trócaire works with in patterner ship with local organizations in developing countries and with the people in Ireland to tackle the root causes of poverty and injustice.
ABOUT THE PROJECT
With funding from the Irish government, Trócaire has implemented a 5-year Irish Aid Program Funding (IAPF) i.e. from 2017 up to 2022. This project has been implemented through local 10 partners in 4 districts i.e. Kambia, Bombali, Port Loko and Western Rural. The project is aimed at achieving the long-term outcomes embedded with Trócaire’s goal to ensure women and girl’s protection, voice, and influence.
PURPOSE OF THE ENDLINE EVALUATION.
To assess the extent to which the 5-year project was able to contribute to the attainment of its long-term outcomes, intermediate and immediate outcomes with reference to the corresponding indicators as outlined in the project log frame and assess the extent to which the changes in the community in reference to Trócaire’s Goal 2 and Goal 3 are attributed to project interventions.
QUALIFICATIONS OF THE CONSULTANT :
- a) Education
- Master’s degree in any of the following: Economics, Social Sciences or Statistics or any relevant field of study. Equivalent relevant experience (10 years) is acceptable in lieu of a degree. b) Experience, skills, and competencies
- 7 or more years’ experience in program/project endline studies, evaluation studies, and/or Monitoring and Evaluations (M&E).
- Must have conducted not less than three program/project endline or evaluation studies from INGO assignments.
- Must have advanced computer skills in Microsoft Office (Word, PowerPoint, and Excel). Advanced skills in statistical software such as SPSS or Epi-Info is an added advantage.
- Expertise in using digital tools for data collection most preferably Comcare.
- Good interpersonal skills, including the ability to lead a team and work with people from diverse ethnic, religious, and cultural backgrounds
