Project Description
SLE 1070 EU funded BAFS Agribusiness ADORE Project
Welthungerhilfe is working for 13 years on the development of cocoa and coffee value chain in the district of Kenema, Kailahun and Kono focusing strongly on production, fermentation and drying of the produce for exportation of cocoa beans to international buyers in Europe. The new EU funded project is focusing on the implementation of the whole value chain – production, fermentation, drying, packing, cocoa liquor and chocolate manufacturing - as well as on capacity building at national level to support the creation of enabling policy environment for organic agriculture in Sierra Leone. The project is implemented by a consortium composed of Welthungerhilfe as lead organisation, Door-to-Europe as cocoa liquor and chocolate manufacturer, MOAWOMA as producer cooperative and IFOAM, the international umbrella organisation for organic agriculture, as policy advisor. Furthermore, the project is supported by Lizard Earth for produce aggregation.

Tasks/Responsibilities
Duties and area of responsibility:
Coordinate Project Implementation related activities of the project/program in the districts as following
Co-ordinate technical, financial and administrative aspects of Project Implementation related activities.
Monitor the area’s operational activities and provide feed-back to the Management.
Follow-up on the project/program area monitoring system in close cooperation with the monitoring Officer.
Regularly monitor the execution of Project Implementation related activities and results, provide feed-back to the Management and district team leaders
Compile and document relevant information for collaborative activities and missions
Design implements and document meetings, workshops, seminars and other events related to the program’s/project’s field of activities.
Support short-term consultants and experts of the project/program to fulfil their tasks during their assignment.
2.Contribute to the project’s/program’s strategic development
Keep informed about topics and developments related to the project’s/program’s activities (e.g. through evaluation of the press, direct dialog, forum participation, public hearings, seminars)
Develop and organize quality assurance.
Participate in identifying needs for external support and advice.
Propose new initiatives/ improvements, make policy and strategic recommendations.
Monitor the project progress and provide feed-back to the Management, with the support of and in close cooperation with the monitoring Team.
3.Plan Project Implementation related project/program activities and ensure knowledge transfer
Coordinate the planning of project/program activities within the defined area.
Develop project designs, including the preparation, organization and moderation of planning exercises.
Formulate project action plans and synchronize between the planning and budgeting system.
Develop technical concepts, guidelines, manuals, and procedures, which are ready to be applied.
Prepare inputs to project/program reports and publications for all required reports.
Support research and study activities
4.Cooperate with relevant stakeholders
Develop and maintain contacts with all relevant stakeholders.
Cooperate with government institutions, non-government organisations, and the local community.
Represent the project/program.
Act as liaison to and cooperate with other WHH projects/programs in the region.
Collect and circulate relevant information, disseminate project experiences.
5. Specific obligations

Additional Responsibilities

Experience and Education
Degree/professional qualification in Agriculture
Professional working experience in (I)NGO setting
Experience working with community-driven development and participatory methodologies
Experience representing project to partners and donors
Languages
Excellent command of spoken and written English, spoken Krio and/or Mende
Computer Skills
Advanced knowledge of basic office programmes (i.e., MS Office, Excel and Word).
Excellent knowledge of modern communication technology (i.e. e-mail, Skype, Chat).
