Job Vacancy at UN Volunteers (UNV) – M&E Specialist
Summary of key functions:
- Support the facilitation of programs planning, ensuring the coherence with CPD, and compliance with the corporate RBM policies as well as responsibility for supporting key corporate reporting such as IWP and ROAR.
- Support the establishment of monitoring and evaluation system and tools to track, monitor and evaluate programme and operations results in the CO in compliance with established corporate policies and procedures, using Balanced Scorecard, ERBM and the Programme dashboard (including closure).
- Training of Country Office Staff on RBM principles and policies
A). Support the facilitation of programme planning, ensuring the coherence with CPD, and compliance with the corporate RBM policies as well as responsibility for supporting corporate reporting such as IWP and ROAR, focusing on achieving the following results:
- In collaboration with the Programme Management Support Unit-PMSU support the establishment of monitoring frameworks for each programme and project;
- Support the preparation of corporate reports such as ROAR and IWP.
- Work with the PMSU team to prepare CO’s annual monitoring and evaluation Plan, in close cooperation with programme and operations staff and focusing on programme/project evaluation and monitoring issues;
B). Support the establishment of monitoring and evaluation system and tools to track, monitor and evaluate programme and operations results in the CO in compliance with established corporate policies and procedures, using Balanced Scorecard, ERBM and the Programme dashboard (including closure). Undertake regular field visit jointly with programme staff to ensure adequate data collection.
- Work with Programme teams for the Design and establishment of an annual monitoring and evaluation system in the CO to ensure efficient and effective monitoring and evaluation of UNDP projects and programmes in Sierra Leone, in compliance with establish corporate policies, guidelines, norms and standards for evaluation in UNDP to ensure organizational accountability;
- Put systems in place for the facilitation of internal reporting and information sharing on programme and operational issues, e.g. level of progress, successes, implementation bottlenecks, lessons learnt.
- Support field level monitoring of programmes and projects.
C). Training of Country Office Staff on RBM principles and policies
- Design and organize training on RBM to all staff and relevant partners
- Conduct research on the RBM practices within and outside of UNDP
Demonstrated experience at the national or international level in project cycle management including project design, monitoring and evaluation of development projects required.
Experience in research and policy-level analysis required.
Strong skills in the usage of computers and office software packages, experience in handling of web-based management systems required.
Excellent IT skills, good drafting ability with increased knowledge in UNDP’s operating systems
