Background  

Chemonics seeks a Supply Chain Specialist for the ongoing Global Health Supply Chain  Program – Procurement and Supply Management (GHSC-PSM) project in Sierra Leone. The  project aims to ensure uninterrupted supplies of life-saving health commodities in support of  USG-funded public health initiatives around the world. The project provides direct procurement  and supply chain management support to the President’s Emergency Plan for AIDS Relief, and  the President’s Malaria Initiative

Job Description  

The Supply Chain Specialist will support the implementation of GHSC-PSM project activities in  Sierra Leone. The Supply Chain Specialist provides supply chain systems support for malaria  and other health commodities through engagement with local stakeholders, logistics coordination  for commodity procurement, guiding national supply planning and quantification, and supporting  use of commodity management information systems. This is a long-term position and will be  based in Freetown, Sierra Leone. We are looking for individuals who have a passion for making  a difference in the lives of people around the world.

Responsibilities  

  1. Provide coordination and system leadership between local stakeholders, including the  National Malaria Control Program (NMCP), Directorate of Pharmaceutical Services  (DPS), Directorate of Policy, Planning and Information (DPPI), National Medical  Supplies Agency (NMSA), and the District Health management Teams (DHMTs) for  supply chain management activities
  2. Engage local stakeholders in the implementation of supply chain system strengthening  activities to fulfill their commitments and ensure that best practices are followed  3. Plan and coordinate scheduling and logistical arrangements for strategic meetings with  the GHSC-PSM office
  3. Provide logistics coordination support for commodity procurement and distributions  related to malaria and other health products.
  4. Serve as a key resource and provide guidance to the malaria quantification technical  working group during monthly supply planning and annual quantification exercise.  6. Collaborate with the GHSC-PSM M&E/Knowledge Management and Communications  Specialist in the monitoring of malaria commodities stocks in various Sierra Leone  warehouses and health facilities for prompt supply plan updates, M&E reporting, and  procurement planning.
  5. Support the implementation and functional use of the Supply and DHIS-2 at central,  district and health facility levels for health commodity inventory management and data  reporting.
  6. Maintain professional and timely communication with the GHSC-PSM project team in  Sierra Leone and Washington, DC and with project stakeholders and counterparts in  Sierra Leone.
  7. Perform other duties as required or assigned.

Qualifications 

  • Bachelor’s degree in supply chain management, public health, health management  systems, or a relevant discipline required, advanced degree preferred
  • Minimum of five years of experience in supply chain management; knowledge of health  systems, health system strengthening, and/or emergency preparedness in Sierra Leone is  highly preferred.
  • Experience working with the Sierra Leone national government, particularly the Ministry  of Health, highly preferred
  • Knowledge of and experience with management information systems for health  commodity supply chain management in Sierra Leone highly preferred
  • Experience supporting US or other donor-funded projects highly preferred
  • Able to work in a fast-paced environment and handle multiple responsibilities • Strong interpersonal, written, and oral communications skills
  • Proficiency in Microsoft Office applications including Outlook, Word, Excel, and  PowerPoint.
  • Demonstrated leadership, versatility, and integrity.
  • Fluent written and oral English communication skills are required

The Supply Chain Specialist will be based in Freetown, Sierra Leone.
