1.) District Supervisor
Position Title: District Supervisor
Reports To: Programs and Operations Lead
Location: Field-Based (Districts in Sierra Leone)
Position Type: Full-Time
Overview
The District Supervisor role is field based, with the primary work location being within the premises of the DHMT in the district of assignment. You will spend a significant amount of your time in the communities doing supportive supervision. You will represent CHAFβs programs at the district level, ensuring alignment with agile cycles and the CHIP (Community Health, health Informatics, Innovative Finance, and Performance Management) pillars.
Key Responsibilities:
Community Mobilization:
β Train CHWs on digital tools (CHIS) and financial literacy using HACI values (e.g., Candor in transparent reporting).
β Support recruitment, training, and managing Community Health Workers (CHWs).
β Motivate CHWs in-field to achieve health metrics. Work to support strong performers, increase the effectiveness of medium performers, and support to improve.
β Ensure all Community Health Workers (CHWs) are delivering impact in the communities both through remote checks and through in-field checks (esp. diagnosis and treatment).
β Support Community Health Workers in learning and correctly using their SPICE app.
β Support experiments and innovations in the learning sites.
β Build strong relations with MoH, communities and partners.
β Conduct regular on the job supportive training for CHWs.
Agile Implementation:
β Conduct daily check-ins to address field challenges and adjust workflows per stakeholder feedback.
Data Integrity:
β Ensure real-time data entry into CHIS for Health Informatics analytics and risk stratification.
Qualifications:
β Fluency in agile field operations and local languages.
β Degree or Diploma in Public Health, Community Health, Social Sciences, or health-related professional preferred.
Experience:
-At least 1 yearβs work experience, preferably in health/community / social workspaces.
Competencies & Attributes:
-Team player with a drive for results and strong performance management skills.
-Ability to mentor and coach Community Health Workers.
-Willingness to work extensively in the field under minimum supervision.
-A good communicator with excellent public speaking skills.
-General computer proficiency and experience in handling.
-Passionate about working with poor rural households in remote areas is a great plus.

Position Title: Governance and Programs Director (GPD)
Reports To: Chief Executive Officer (CEO)
- Strategic Governance & Partnerships Oversight
β Governance Framework Leadership:
β Design and maintain robust governance structures to ensure compliance with Sierra Leonean regulations, ethical standards, and accountability.
β Oversee risk management protocols, board relations, and transparent decision-making processes aligned with CHAFβs mission and Theory of Change.
β Champion data governance principles to ensure reliable, timely, and accessible health and financial data for decision-making.
β Strategic Partnership Development:
β Cultivate and manage partnerships with NGOs, government agencies, donors, and community networks to amplify CHAFβs impact.
β Align partnerships with strategic goals, including microfinance integration, digital health innovation, and equitable service delivery.
β Supervise the Governance & Partnerships Lead to ensure stakeholder engagement supports CHAFβs growth and sustainability.
- Programs & Operations Excellence
β Program Design & Delivery:
β Oversee end-to-end program execution, ensuring alignment with CHAFβs mission to leverage community networks and digital technology (e.g., the Community Health Information System/CHIS).
β Drive data-driven programmatic decisions, incorporating Human-Centered Design (HCD) principles to address low-income householdsβ needs.
β Collaborate with the Health Impact, Research & Analytics Lead in managing district-level impact initiatives, health research, and analytics to optimize service delivery and monitor outputs (e.g., risk stratification, client-driven services).
β Operational Efficiency & Capacity Building:
β Ensure seamless coordination across teams (QA, finance, administration) to maximize resource efficiency and program scalability.
β Lead capacity-building efforts, including training programs for staff and community networks, to strengthen data capture, analytics, and health/financial service delivery.
β Supervise the Programs & Operations Lead and indirectly manage district supervisors to ensure alignment with CHAFβs Theory of Change.
- New Business Development & Sustainable Growth
β Fundraising & Revenue Generation:
β Spearhead donor engagement, grant writing, and revenue diversification to support CHAFβs expansion and sustainability.
β Identify growth opportunities, including innovative financing models (e.g., microfinance linkages, performance-based incentives).
β Innovative Program Design:
β Develop scalable program models that integrate digital technology (e.g., CHIS updates) and community-driven solutions to enhance health access and financial inclusion.
β Supervise the Business Development Manager (contingent on funding) to explore new markets and partnerships.
- Cross-Functional Collaboration & Technology Integration
β Technology-Driven Solutions:
β Collaborate with the Innovation/Technology Lead to enhance CHAFβs digital platforms, ensuring agility and alignment with community needs.
β Integrate data analytics and closed-loop communication systems to improve service delivery and early threat detection.
β Financial & Resource Alignment:
β Partner with the corporate services lead to optimize budgeting, resource allocation, and financial reporting, ensuring value for money and alignment with strategic priorities.
- Strategic Alignment & Impact Monitoring
β CEO Vision Execution:
β Act as a bridge between internal operations and external strategy, ensuring all activities align with the CEOβs vision for equitable health access and poverty reduction.
β Facilitate cross-departmental communication to embed CHAFβs mission into daily operations and partnerships.
β Performance Evaluation & Learning:
β Monitor KPIs (e.g., cost per life saved, U5 mortality rates, financial inclusion metrics) to assess program impact and ROI.
β Lead adaptive management processes, using data to refine strategies and address gaps in health outcomes (e.g., malaria, TB, malnutrition).
