Function
The Team Leader shall possess extensive experience and knowledge in various aspects of livestock program commercialization, private sector engagement, public-private-producer partnerships (PPPP), livestock production, value chain development, market linkages, agricultural financing, and agribusiness/agricultural value chains. This expertise will be applied to promote and strengthen the Sierra Leone Livestock and Livelihoods Development Project (SLLDP), which is being implemented by the Ministry of Agriculture and Food Security of Sierra Leone.
The role holder will provide leadership and management to the SLLDP IFAD Technical Assistance (TA) team, which is based in 8 districts (with the possibility of expansion). The Team Leader will coordinate and support the Project Management Unit (PMU) of the Ministry of Agriculture and Food Security, IFAD, and other stakeholders to deliver high-level technical assistance as required.
As the national-level representative of Heifer's Sierra Leone Technical Services Provision Project, the Team Leader will coordinate with SLLDP stakeholders and IFAD. This position will report to the Senior Vice President (SVP) and receive support from the Heifer Africa Business Development and Partnership Director, as well as Heifer's Regional Livestock Development and Commercialization Expert.
The Team Leader is responsible for building strategic relationships with the Ministry of Agriculture and Food Security and IFAD. Working closely with the Heifer Africa Regional team, the Team Leader will serve as Heifer's chief brand ambassador for the SLLDP IFAD TA provision project in Sierra Leone, representing Heifer in strategic forums and ensuring strong brand recognition for Heifer in relation to the project
Essential character Traits critical for success include:
High-level knowledge and experience in private sector engagement for livestock commercialization and development, agricultural financing, and the development of agribusiness livestock value chains in the Sahel region. This includes expertise in Poultry, Red Meat, Live Animals, Hides and Skins, and Dairy/Milk value chains.
The role requires the ability to apply a strategic mindset, business insight, and organizational acumen to drive results in the livestock commercialization sector. The ideal candidate must possess strong collaboration and communication skills, the ability to instill trust, and demonstrate self-awareness. Additionally, the role demands the ability to build effective teams, be resourceful, and provide strong leadership to foster team spirit.
Key Role Dimensions
Complexity of Decision-Making:
High autonomy and strategic decision-making, which has a significant impact on the project. A high level of technical leadership is required because the country has limited skilled manpower and high demand on the Team Leader. The Team Leader will face complex challenges and will require high-level problem-solving skills.
Scope and Scale of Impact:
Wide-reaching impact. The project spans 8 districts, with plans for expansion as additional funding from other donors becomes available. This will extend coverage to more districts, each with unique geographic and production system characteristics, requiring high-level technical leadership. The project operates in a multi-stakeholder environment involving two major donors, the government, and the private sector. The Team Leader will need to navigate this complex landscape and make critical technical decisions at the highest level.
Financial Accountability:
No direct budget administration, but a strong requirement for oversight. Must align with the financial policies of IFAD and MAFFS.
People and Team Influence:
Leads a team of 4 experts, 1 MEL Manager, and 1 Senior Veterinary Expert under direct supervision. Based on the first-year evaluation, TA project staff numbers may increase.

High stakeholder engagement and influence. This role is of significant value as it will, among other things, determine the future presence of Heifer in Sierra Leone.

Responsibilities and Deliverables
A. Conduct livestock value chain assessments and analyses, and support stakeholders in developing guidelines, manuals, and periodically monitoring the performance of project activities (15%)
- Stay informed about and commission market-driven, demand-based value chain studies.
- Facilitate and lead value chain assessments and analyses.
- Lead the development of guidelines, Terms of Reference (ToRs), and manuals as outlined in the TA document, supporting stakeholders' experts in various assessments and analyses.
- Provide Training of Trainers (ToT), orientation on methodologies, and guidance on assessment and data analysis to experts and key technical officers.
- Support the development and preparation of guidelines and manuals as required by the SLLDP project and the Ministry of Agriculture and Food Security.
- Prepare and submit work plans for the delivery of TA activities, to be reviewed and approved by SLLDP's PMU, in consultation with IFAD.
- Facilitate the increased visibility of Heifer among the larger public, including government officials and other stakeholders.
- Represent Heifer International at the country level, engaging with government entities, non-governmental organizations (NGOs), the private sector, stakeholders, and partners.
- Demonstrate creativity and innovation in approaches and solutions.
- Position Heifer as a thought leader on key thematic issues: livestock, agriculture, livelihoods, smallholders, women, and youth.
- Regularly monitor the performance of TA activities and submit progress reports (program and finance) to IFAD, stakeholders, and Heifer Africa.
- Ensure the transfer, internalization, and adoption of technical assistance learnings and best practices (both national and international) into the SLLDP Project for impact.
- Document and share project learnings with stakeholders.
B. Ensure the effective implementation of the private sector development and engagement components of SLLDP, delivering commercial outcomes for Smallholder Producers, while simultaneously strengthening local capacity building (30%)
- Enhance stakeholders' capacity to identify and analyze livestock value chains and promote Public-Private-Producer Partnerships (PPPPs) to support livelihoods opportunities for PAP.
- Develop realistic and commercially viable business plans with actors in pilot PPPPs to drive productivity and increase income.
- Ensure access to relevant animal production technologies and services for SLLDP clients through PPPP arrangements.
- Empower women by improving their social status, access to assets and services, and enhancing their livelihoods.
- Strengthen stakeholders' understanding of the 4P approach, with a particular focus on empowering producers, the weakest link in the PPPP framework.
- Foster strong partnerships and maintain regular communication with SLLDP's PMU at the Ministry and the Project Office in Bo, as well as with IFAD.
- Provide necessary training to ministry and district teams as required.
- Lead the strategic visioning process for Heifer International at the country level, aligning with Africa Regional priorities.
- Form strategic partnerships that embrace the triple bottom line: social, environmental, and financial.
- Strengthen strategic alliances and partnerships (Public, Private, and Producer) with key stakeholders.
- Build and maintain strong relationships among stakeholders at both federal and regional levels.
- Coordinate TA project activities and resources, providing technical support to the TA project staff (including animal production and livestock value chain experts).
C. Livestock commercialization with a strong private sector engagement and market systems approach (20%)
- Support the transition from subsistence to market-based livestock production (market-informed, market-oriented, and market-led) in selected districts of Sierra Leone.
D. Capacity building, relationship management with SLLDP stakeholders and IFAD, and oversight of the SLLDP team across the 8 districts (30%)
- Provide coaching and training to equip MELS staff in the PMU of SLLDP to deliver the assigned responsibilities efficiently.
- Train SLLDP PMU staff in MEL and provide them with technical support to build their MEL capacity.
- Contribute to the recruitment, training, and supervision of external parties that are contracted to implement special surveys and studies required for evaluating the SLLDP project effects and impacts.
- Collaborate with the SLLDP's PMU to facilitate capacity-building ToT training and implement biannual review workshops.
- Maintain, cultivate, and grow a strong signature program portfolio.
- Work with signature program leaders to ensure the quality delivery of Heifer's model.

Minimum Requirements
- Master's degree from a recognized university or equivalent in Livestock Science, Extension and Rural Development, Agribusiness, Agricultural Economics, or a related field.
- 10-15 years of relevant experience, including at least five (5) years in a supervisory role. Fluent in English, both spoken and written.

Key Purpose Of Department
Systematic Monitoring, Evaluation and Measurement of Project Progress: Establish and implement robust systems to regularly monitor, evaluate and measure SL SLLDP project progress towards achieving project outcomes and higher-level strategic objectives through systematic and accurate tracking of key performance indicators (KPIs).
Enhance Accountability to Stakeholders: Improve transparency and accountability to stakeholders by providing them with transparent, accurate, and comprehensive information, ensuring they remain informed about project progress, achievements, and resource utilization.
Facilitate Data-Driven Decision-Making: Provide timely and reliable data to inform evidence-based decision-making, enabling adaptive management and strategic adjustments to enhance project effectiveness.
Promote Organizational Learning: Foster a culture of continuous learning by generating insights from project data and evaluations, sharing best practices, and facilitating knowledge exchange to strengthen program design and implementation.
Function
The MEL Manager will manage the development and implementation of Planning, Monitoring, Evaluation and Learning and Systems for projects executed in Sierra Leone, where heifer has not yet established a country Office. A strong emphasis is on data collection, integrity, data analysis, reporting and dissemination to MAFFS and IFAD. The MEL Manager will provide technical input to SL SLLDP project reviews and provide leadership and supporting the implementation of Heifers regional and global Monitoring and Evaluation Systems in Sierra Leone, ensuring the standards in baseline surveys, living income benchmark (LIB), impact monitoring the evaluation process that contribute to the global strategies.
The PMEL Manager represents Heifer's program knowledge and perspective in the development of strategies within Heifer at large and the development of the private sector.
Responsibilities and Deliverables
A. Implement Monitoring, Evaluation, Learning, and Systems (MELS) in Sierra Leone SLLDP (30%)
- Conduct and manage project baseline and monitor project progress and evaluation as per the M&E plan.
- Ensure the effective implementation of MELS policies, procedures, and guidelines for SLLDP.
- Ensure proper use of available digital tools and techniques for effectively managing MELS activities.
- Provide support to the PMU of the SLLDP in preparing their MEL plan and in using digital tools for data collection and management; support Heifer-wide research for learning when needed.
- Elevate MELS-related challenges with the Team Lead for coordination with the SVP African Program to find timely solutions.
B. Contribute to program effectiveness, design, monitoring, evaluation, learning, and systems for specific country projects (20%)
- Design monitoring and evaluation plans incorporating core standards, go-to standard indicators defined by HQ, and set targets for indicators.
- Create an indicator reference sheet for all indicators.
- Develop the projects' results framework, logical framework, and Theory of Change.
- Support the SLLDP in designing data collection tools, plans, and processes for all required information ensuring high quality and integrity of data.
- Review and adjust M&E plans, targets, tools, and processes periodically.
- Ensure alignment of the SLLDP MEL plans and procedures with Heifer's standards and requirements.
- Support the development of the MELS budget and staffing plan for the SLLDP project.
- Assist in networking with other development organizations, governments, and other line agencies in promoting Heifer's development model or initiatives and potential collaborations.
C. Data management, analysis, reporting, and utilization for learning (20%)
- Summarize/aggregate data at the country level and contribute to organization-wide aggregation.
- Manage all data properly in clean form and analyze for use in project management, learning, and reporting needs.
- Ensure timely data availability for reporting as needed.
- Respond to periodic donor and headquarters requests for additional information on project activities and results.
- Document lessons learned, successes, failures, and best practices via case studies.
- Develop and monitor country project-level action agendas to ensure that they are refined and acted upon.
- Produce progress and annual reports: assume overall responsibility for production of the SLLDP official reports to HQ, donors, and MAFFS. This includes:
- Facilitate and coordinate systematic collection of the data required for producing semi-annual and annual reports.
- Ensure data quality: oversee and validate the quality and reliability of the collected data to maintain the integrity of the reports.
- Develop evidence-based reports: produce evidence-driven semi-annual and annual reports for SLLDP detailing project progress, program reach, outcomes, impacts, and alignment with the strategic goals of Heifer International.
- Ensure timely submission: adhere to deadlines by submitting all reports promptly and in accordance with reporting schedules.
- Support in preparing the annual SLLDP report: compile and submit the final SLLDP Annual Report, reflecting overall TA support performance, achievements, and strategic contributions.
D. Capacity development (15%)
- Equip MELS staff and implementing partners' staff with the skills to deliver MELS activities effectively.
- Build implementing partners' capacity in MELS activities, including proper record keeping and data management.
- Provide coaching and training to equip MELS staff in the PMU of SLLDP to deliver their assigned responsibilities efficiently.
- Train SLLDP PMU staff in MEL and provide them with technical support to build their MEL capacity.
- Contribute to the recruitment, training, and supervision of external parties that are contracted to implement special surveys and studies required for evaluating the SLLDP project effects and impacts.
F. Fundraising (10%)
- Support the development of concept notes, project proposals, and submission to potential donors.
- Support research and evaluation initiatives in Sierra Leone and other Sahel countries.
- Assist in networking with other development organizations, governments, and other line agencies in promoting Heifer's development models or initiatives and potential collaboration.
- Support the SLLDP PMU and TA Team Lead in data collection and updating for all value chains of interest in Sierra Leone.

- Help develop the MEL plan components (LogFrame, Theory of Change, and Results Framework) for all funding proposals prepared by Sierra Leone.

Function
The Value Chain Specialist shall have deep experience and knowledge of various aspects of livestock programme commercialization, private sector engagement, Public-Private-Producer Partnerships (PPPPs), livestock production and value chain development, market linkages, agricultural financing, and agribusiness and agricultural value chain development to promote and strengthen the Sierra Leone Livestock and Livelihoods Development Project (SLLDP) being implemented by the Ministry of Agriculture, Forestry and Food Security (MAFFS), Sierra Leone.
The role holder will deliver Technical Assistance (TA) to the SLLDP project implemented in the region by MAFFS as planned and required.
This position will report to the SLLDP TA Project Team Leader and will be supported by the Heifer Africa Regional Team. The expert is responsible for building strategic relationships with the Livestock Division at MAFFS and will work closely with the SLLDP on technical aspects of the livestock value chain.
This position will serve as Heifer's chief brand ambassador for the SLLDP International Fund for Agricultural Development (IFAD) TA provision project, representing Heifer in strategic forums to ensure Heifer maintains strong brand recognition within the region related to the project.

Responsibilities and Deliverables

- Remain knowledgeable of and commission market-based, demand-driven value chain studies in the region.
- Facilitate and lead the undertaking of value chain assessments and analysis.
- Participate in the development of guidelines, Terms of References (ToRs), and manuals as stated in the TA document supporting the experts of the stakeholders for the various assessments and analysis.
- Provide training and orientation to enumerators on the methodologies, assessment, and data analysis to experts and key technical officers.
- Support the development and preparation of guidelines and manuals as required by the SLLDP and MAFFS.
- Prepare and submit work plans for the delivery of TA activities, which will be reviewed and approved by the SLLDP Program Management Unit (PMU).

- Strengthen the understanding and knowledge base of stakeholders in the region on the 4P approaches, with special emphasis on producers who are the weakest link in the PPPP.
- Foster strong partnerships and liaise regularly with the SLLDP PMU.

- Together with the SLLDP PMU, facilitate various capacity-building trainings for Development Assistants (DAs) and implementation of biannual review workshops.
- Work with Signature Program Leaders to ensure quality delivery of Heifer's model.
- Systematically identify viable value chain opportunities.

Function
The Livestock Production Expert will possess extensive experience and expertise in various aspects of livestock production and livestock value chain development, aimed at promoting and strengthening the Sierra Leone Livestock and Livelihoods Development Project (SLLDP), which is being implemented by the Ministry of Agriculture and Food Security (MAFS) in partnership with International Fund for Agricultural Development (IFAD).
The role holder will provide technical assistance (TA) to the SLLDP project in the operation areas, in line with the project's plans and requirements. This position will report to the SLLDP-TA Project Team Leader and will receive support from the Heifer Regional team. The expert will be responsible for fostering strategic relationships with the regional Bureau of Agriculture and collaborating closely with the SLLDP on the technical aspects of livestock production.
Additionally, the Livestock Production Expert will serve as Heifer's chief brand ambassador for the SLLDP-IFAD TA provision project in Sierra Leone, representing Heifer in key strategic forums to ensure the organization maintains strong brand recognition within the region in relation to the project.
Essential character traits critical for success include:
High-level knowledge and experience in livestock production technologies (feed, breed improvement, animal health), rangeland management, and livestock value chain development, including poultry, cattle, sheep and goats, live animals, and dairy/milk value chains in selected districts of Sierra Leone.
The role holder must also demonstrate the ability to apply a strategic mindset, business insight, and organizational acumen to drive results in livestock sector commercialization. Strong collaboration, communication skills, the ability to instill trust, and self-awareness are essential. The ability to be a good team player and resourceful is also required.
Responsibilities and Deliverables
A. Technical assistance in establishing Livestock Farmers Field Schools (LFFSs) and selecting Community Animal Health Workers (CAHWs) Technical support to the Program Management Unit (PMU) in updating modules; in conducting Training of Trainers (TOT); and in establishing or strengthening LFFSs (20%)
- Updated modules tuned to the context of SL; assessment of the existing LFFSs and recommendations for strengthening; and guideline to establishing new LFFSs.
- Strengthen existing LFFSs and establish new ones.
- Develop and update training modules for LFFSs.
- Review and assess the current Livestock Extension Program and identify gaps.
- Develop a new Livestock Extension Program, if necessary.
- Conduct TOT for MAFS staff.
- Provide technical guidance for cascading the program to clusters of chiefdoms.
- Prepare and submit work plans for the delivery of TA activities, which will be reviewed and approved by SLLDP's Regional Coordination and Management Unit (RCMU), in consultation with Team Leader.
- Facilitate the increased visibility of Heifer amidst the larger public including government officials and other stakeholders.
- Represent Heifer International before all persons and organizations at the regional level, government, non-governmental organizations (NGOs), private sector, stakeholders, and partners.
- Demonstrate an aptitude for creativity and innovation.
- Position Heifer as one of the thought leaders on thematic issues: Livestock, agriculture, livelihoods, smallholders, women, and youth.
- Regularly monitor the performance of TA activities, prepare, and submit progress reports (program and finance) to the Team Leader.
- Ensure the transfer, internalization and adoption of the TA learnings and best practices (national and international) into the SLLDP project for impact.
- Document and share project learnings to the Team Leader and stakeholders.
B. Ensures effective implementation of the SLLDP for the delivery of commercial outcomes for smallholders while at the same time strengthening local capacity building (35%)
- Guidance and advisory on procurement and restocking/placement/ on sheep and chicken
- Provide technical assistance to the partners on relevant livestock feed and forage development strategies and water development
- Facilitate the Establishment of Community-Based Breeding Programs (CBBPs)
- Together with the Value Chain Specialist, support the development of Public-Private Partnership (PPP) mechanisms related to animal health and production
- Look for ways of strengthening the CAHWs function and explore other similar approaches like the Heifer's Community Agro-Vet Extension (CAVE) approach
- Assist partners in the improvement of the local animal breeds for commercial livestock production
- Participate in the identification and analysis of value chains together with stakeholders and the Value Chain Specialist
- Assist the development of realistic and commercially viable business plans developed with Micro and Small Livestock Enterprises (MSLEs) to drive productivity and income increases
- Women empowered through enhanced social status, access to assets and services, and enhanced livelihoods
- Foster strong partnership and liaise regularly with SLLDP's PMU
- Provide trainings as required to district-level stakeholders as required and demanded
- Build and maintain.
C. Livestock commercialization with strong private sector engagement and market systems approach (20%)
- Support the transitioning of subsistence livestock production to market-based (market-informed, market-oriented, and market-led) livestock production in communities located in the project operation areas
- Facilitate the accessibility of relevant animal production technologies and services to SLLDP.
D. Capacity building, relationships with the SLLDP stakeholders (20%)
- Design and implement animal health care service.
- Mainstream Nutrition and Gender in LFFSs.
- Technical support in Market Assessment and Beneficiary Selection.
- Technical support in the assessment of the capacities of the established MSLEs; technical assistance in developing guideline for the MSLEs.
- Provide support in facilitating South-South Technical Cooperation (SSTC).
- Train and coach district extension and Development Assistants (DAs), cooperatives, and smallholder communities.
- Together with the SLLDP's PMU, facilitate the different capacity building TOT trainings for district-level experts and implementation of biannual review workshops.
- Work with Signature Program Lead at Heifer Regional to ensure quality delivery of Heifer's model.
- Support the Value Chain Specialist in identifying viable value chain opportunities.
- Foster a sense of connection and belonging.

- Maintain country-level requirements for Heifer's legal operation.
E. Any other assigned functions (5%)

Minimum Requirements
- Master's Degree from a recognized university or equivalent in Agriculture Science, Agribusiness, Agricultural Economics, or a related field.
- Fluent in English, and local languages, both spoken and written.
- 10 - 15 years of relevant experience with at least five (5) years in a supervisory capacity.

- Support Smallholder Livestock Production and Productivity for Better Incomes and Nutrition.
- Support the Ministry and PMU in establishing and strengthening Livestock Farmers Field Schools (LFFSs).

- Support the SLLDP implementers in the review, update, and development of LFFS training modules to suit the Sierra Leone context.

- Provide technical guidance and capacity building related to animal health on restocking sheep and chickens, including developing restocking guidelines and supporting procurement procedures.
- Facilitate the establishment of Community-Based Breeding Programs (CBBPs), including training for MAFFS and SLARI staff to ensure that there is critical mass of local experts to carry the task in future.
- Enhance Livestock Service Delivery and Input Supply through building the capacity of the PMU and MAFFS in assessing current livestock service delivery and input supply systems, providing strategic recommendations for improvement.
- Build the technical capacity of the MAFFS in designing and implementing an animal health care service delivery model - i.e. transitioning the CAHWs model on to Community Agro-vet Entrepreneurs (CAVEs).
- Support the SLLDP implementers in forging partnerships with academic institutions and stakeholders for animal health.
- Provide technical support and build the capacity of MAFFS and the PMU in developing technical packages, training manuals, and business plans to promote consumption of animal-sourced food.
- Provide Technical Assistance (TA) and Policy Support by supporting the PMU in upgrading the Program Implementation Manual (PIM) and providing TA to improve livestock-related policy frameworks.
- Provide support and guidance to the PMU of the SLLDP in the development of the Livestock Master Plan (LMP) for Sierra Leone.

Key Purpose of Job
The Consultant will be responsible for providing comprehensive technical assistance and coordination in areas related to livestock health and services. Their role will involve delivering strategic support through both technical assistance and capacity building to enable government staff to effectively plan and implement activities under the Sierra Leone Livestock and Livelihoods Development Program (SLLDP). The aim is to enhance the adoption of improved animal management practices, productivity standards, and animal health measures, all of which contribute to ensuring high-quality products.
Under the supervision of the Team Lead for Technical Assistance (TA), the Consultant will work closely with the SLLDP Project Management Unit (PMU) to provide technical guidance to the teams at the cluster level. This will include offering support in the implementation of the SLLDP, with a strong emphasis on technical assistance and capacity building. The Consultant will also be responsible for consolidating field data and evidence to measure and support the impact achieved.

Responsibilities and Deliverables
A. Coordinate all SLLDP livestock and livestock health-related activities and provide technical leadership and guidance to the PMU and the field experts (30%)
- Lead the planning, implementation, and reporting of animal health and production activities in the project area.
- Maintain and update databases of project beneficiaries, ensuring accurate and up-to-date records based on animal health training attendance sheets.
- Provide regular, time-sensitive project information to the PMU and the TA project team lead on a monthly, quarterly, semi-annual, and annual basis.
- Ensure the timely and efficient selection and delivery of livestock, livestock services, and related inputs.
- Supervise and assess the effectiveness of field veterinary service delivery and disease control efforts.
- Review and approve annual, monthly, quarterly, and semester technical reports from field technicians.
B. Support and provide oversight of livestock producer hubs' establishment as well as veterinary and extension services delivery (20%)
- Support the recruitment of Community Agro-vet Entrepreneurs (CAVEs) and mentor project teams and management committees.
- Coordinate the supply of quality veterinary services, equipment, vaccines, and medicines through the hubs.
- Develop plans for integrating animal health practices and innovations into extension service delivery.
C. Design and implement necessary capacity building for farmers and SLLDP stakeholders (30%)
- Collaborate with technical organizations to create training opportunities and materials, ensuring high-quality content.
- Participate in the development of training and coaching programs on animal health.
- Prepare and design training curricula and materials on animal health and contribute to training materials on husbandry and related issues.
- Provide follow-up support and guidance to trained farmers, project partners, and SLLDP staff.
- Mobilize CAVEs and technical experts for improving livestock management practices and ensure ongoing coaching and guidance.
D. Representation and Stakeholder Management (15%)
- Represent the project in cluster-level meetings, PMU, and other relevant events.
- Ensure strong, ongoing relationships with collaborative organizations at the district level, reporting any critical issues to the Project Manager.
- Share cluster work plans and reports with the district's SLLDP Implementation Unit (SPIU) and collaborative organization representatives.
- Participate in regular meetings and events related to the project, ensuring continuous communication with stakeholders.
E. Other Assigned Functions (5%)
- Perform additional duties as assigned by the TA Team Lead or their designee to support the overall success of the project, including deliverables required from the possible engagement with Islamic Development Bank (IsDB).
Minimum Requirements
- A Doctor of Veterinary Medicine (DVM) or equivalent degree in veterinary science.
- At least 7 years of experience in veterinary health, particularly in smallholder livestock production.
