1.) Finance and Grants Officer

Context

The International Institute for Democracy and Electoral Assistance – International IDEA – is an Inter-Governmental Organization that supports sustainable democracy worldwide. Its objective is to strengthen democratic institutions and processes. The Institute acts as a catalyst for democracy building by providing global comparative knowledge resources and tools, policy proposals and supporting democratic reforms in response to specific national requests, specifically in electoral processes, constitution building processes, political participation and representation, democracy and climate change, and democracy and digitalization.

International IDEA Sierra Leone is a European Union-funded project titled: β€˜Sierra Leone Democracy Strengthening Project’. The Project aims to support democratic institutions and civil society, including the media, toward credible and peaceful conduct of the 2023 elections and the democratic governance and reform processes in the years after the elections to contribute to further consolidation of democratic gains in the country.

The Finance and Grants Officer is responsible for grants to partners, ensuring timely funds transfers, adherence to grant agreements for partners, reporting and accountability. The incumbent will provide guidance on grant management, and finance and administrative support to implementing partners in accordance with the Sierra Leone programme needs and requirements. They will oversee the sub-granting process to ensure the successful allocation and use of funds in alignment with organizational goals and donor requirements.

Duties and Responsibilities

  1. Supports the programme team in administering onboarding/orientations to programme partners immediately upon their signing of the grant agreement;
  2. Facilitates the signing of partner agreements and their modifications within International IDEA procedures and using approved templates;
  3. Acts as a custodian for all documents related to sub grant management and carries out activities such as creating separate records, filing, maintaining, and updating all related documents for each sub grantee as per the sub grant management policy including all transfers and fund accounting documents;
  4. Maintains a database of existing and potential partners;
  5. Tracks all agreements with end date, approved amount, and other specific requirements;
  6. Ensures compliance with EU rules, sub-grant agreements and other related requirements;
  7. Regularly monitor sub-grantee's financial and programmatic performance to ensure compliance with grant agreements;
  8. Conduct site visits and desk reviews to verify that sub-grantees meet project objectives and adhere to reporting requirements;
  9. Facilitate effective communication between the organization, sub-grantees, and other stakeholders;
  10. Assist the sub-grantees with financial reporting and ensure timely submission of required documentation;
  11. Assist the sub-grantees with advance requests and ensure the following of the International IDEA policy;
  12. Coordinate with the team to ensure timely financial and progress reporting is completed and submitted by sub-grantees, reviewed and approved in a timely manner and upload the report in UBW – ERP System;
  13. Provide on-going training and support to sub grantees in required sub grant overall financial reporting, procedures and assist in conducting formal subgrantee training workshops/kick-off meetings;
  14. Sub grant close-outs ensuring that all requirements of the sub grant agreement have been met and that subgrant funds have been properly settled;
  15. Assists with expenditure control, advising team members on possible cost-saving measures;
  16. Enters data into the ERP system and prepares monthly expenditure receipts and reports;
  17. Contributes to the preparation of and response to the office and project audits;
  18. Carries out other duties and responsibilities related to the post that may be assigned from time to time.

Education and Experience

  • University degree in business, financial management or other relevant discipline;
  • Minimum five (5) years of progressive responsibility in supporting Accounting, Finance, Administration and Grant Management functions;
  • Full or part professional qualifications in finance and accounting, for example, ACCA are considered advantageous;
  • Knowledge of award and contract regulations and reporting requirements of EU and/or other major donors advantageous;
  • Experience in working in an international context, e.g. in an intergovernmental organization, considered an advantage;
  • Excellent knowledge of Microsoft Office package (including MS Work, Excel, and PowerPoint) and Internet is required; Knowledge of ERP systems (particularly Unit4);
  • Fluency in written and oral English is required. Krio language would be an advantage.

Terms of Contract:

  • Local Post.
  • Fixed term appointment untill 31 May 2026.
  • Remuneration - Gross Salary of 20,484 Sierra Leonean Leone per month.

2.) Communications Officer

Context

The Communications Officer position will contribute to all public information activities of the project, including through print, digital and broadcast media; and will act as liaison for the project’s implementing partners in all matters related to public communication and visibility. These tasks require interfacing with multiple partners to gather information, prioritizing content, and staying ahead of news and events. Tasks will include updating the programme website and uploading key publications and events, producing the quarterly newsletter and liaising with regional and head office communication units. The Communications Officer handles writing, editing and targeting dissemination for the promotion of the project’s events and results. The Communications Officer will ensure results are in line with International IDEA’s and donor’s communications strategies. The Communications Officer provides support to the staff and partners in accordance with the project’s needs and requirements.

Duties And Responsibilities

 

  • Provides communications and media support to the International IDEA office in Sierra Leone and to all partners within the project;
  • Regularly coordinates and hosts communications meetings with the focal points of all partners to stay informed about planned activities, upcoming events and campaigns, and provide guidance and support;
  • Leads the project’s branding and visibility activities;
  • Coordinates inputs from project partners, and uploads content generated by the project to the relevant communication forums;
  • Updates the programme website and publicizes project events including regular communication with the website developers;
  • Maintains the project’s social media platforms;
  • Responds to media/press inquiries and pitches Op-Eds and stories to media for placement;
  • Maintains the project database by soliciting inputs from implementing partners and including International IDEA updates;
  • Undertakes regular media monitoring (on social and traditional media) for references to project activities;
  • Contributes to and regularly updates the project’s press list;
  • Serves as a content editor. Writes and edits web articles, tweets, social media posts, press releases and other outreach content as necessary;
  • Coordinates the timely content development of a monthly newsletter with project colleagues and manages an editorial calendar for the proposed content and themes;
  • Works in close coordination with project colleagues to ensure that the project communicates according to the donor Communications and Visibility Strategy;
  • Creates clear infographics and digital assets for use online and in presentations. Handles digital art manipulation;
  • Provides content for the donors public communication channels in close coordination with the Programme Manager and ensures adequate visibility of the donor of the project throughout all project communication activities;
  • Monitors and reports on impact and analytics. Generates monthly and quarterly analytics reports, as appropriate, for all social media platforms and for the newsletter.

  • Minimum of three (3) years professional experience in a similar role, or as a writer in communications for development, preferably within the governance context;
  • Experience in communication for gender equality with integration of a gender and diversity perspective in all activities.is essential;
  • Experience in communications strategy development and implementation;
  • Demonstrated experience in creating and maintaining social media campaigns;
  • Strong graphic design skills and ability to use all related Adobe tools;
  • Knowledge of social media tools, Google Analytics, and content management systems including Drupa;
  • Experience of working in an international context, e.g., in an intergovernmental organization, considered an advantage;
  • Fluency in written and oral English is required. Knowledge of written and oral Arabic and French is an asset.

3.) Monitoring and Evaluation Officer

Context

The Monitoring and Evaluation Officer will manage the development, implementation and supervision of the country programme results management framework in line with International IDEA’s Learning-Based Management framework. The incumbent will also will provide leadership on the country programme reporting requirements for both the donor and International IDEA.

Duties And Responsibilities

 

  • Develops monitoring and evaluation frameworks, processes and practices for the project that responds to both donor and International IDEA needs;
  • Coordinates all project evaluations in collaboration with the regional Monitoring and Evaluation Officer and International IDEA’s Budget and Programme Performance Team;
  • Supports project planning and the compilation of partner inputs;
  • Supports effective collaboration between the project’s partners on monitoring and evaluation;
  • Liaises with the donors on monitoring, evaluation and the communication of results;
  • Supports the internal and external communication of project results;
  • Leads the development and production of all reporting under the project – including quarterly, yearly and final project reports and working with the regional Monitoring and Evaluation Officer ensures reports are quality checked and signed off by the Budget and Programme Performance team;
  • Participates in the continuous development of policies, guidelines, standards and tools for planning, monitoring, evaluation and results-based management in collaboration with International IDEA’s HQ, RO and the donor;
  • Contributes to trainings for national partners on monitoring and evaluation related processes; Contributes to internal training;
  • Contributes to the identification and recording of project outcomes, and documentation of outcome stories;
  • Integrates a rights-based approach, gender and diversity perspective in all monitoring, reporting and evaluation activities;
  • Conducts risk management in line with the organizational risk management policies and procedures.

Education And Experience

 

  • University degree in development studies, business administration, public policy, international development or other relevant discipline within the social sciences and humanities;
  • Minimum of five (5) years professional experience in monitoring and evaluation, responsible for implementing monitoring and evaluation activities of international development projects, preferably with a focus on support to democratic institutions and civil society organizations on issues related to elections and civic education;
  • Proven success in designing, implementing, and operating project monitoring and evaluation systems from project initiation to closeout stages is essential;
  • Experience with EU funded projects and requirements, as well as familiarity with their processes and systems is essential.
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies is essential;
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans is considered an advantage;
  • Experience in planning and managing surveys on behavioral impact of programmes implemented is considered an advantage;
  • Fluency in written and oral English is required. Knowledge of written and oral Arabic and French is an asset.
