PartnersΒ InΒ Health (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health centre and to referral hospitals.

Position Overview

PIH-Sierra Leone has a strong track record of service delivery in Sierra Leone’s Kono district, where we have seen drastic improvements in health outcome, including in maternal/child health, HIV/TB care, and in overall quality of care and service utilization. PIH-Sierra Leone works in partnership with the Ministry of Health and Sanitation (MOHS), and in the coming years will be supporting District Health Management Teams (DHMTs) in multiple districts in Sierra Leone as part of the implementation of a large donor-funded program to catalyze health service delivery and improve health outcomes in these districts and replicate the Kono model.

Strong all-rounders that are diplomatic and technically skilled, District Advisors will act as partners to DHMTs in the day-to-day implementation of district-level health policy and health service delivery, working closely with DHMT staff and other district level advisors focused on M&E and clinical operations. In this role, they will apply the nuts and bolts of project management and public health to help DHMTs get things done and scale up successful models of health services. Reporting to the Senior Technical Advisor, District Advisors will spent 75% of their time in their home districts, and approximately 25% of their time travelling to Freetown or Kono district.

The District Advisor helps to facilitate all DHMT-level project activities, including trainings for DHMT counterparts, developing project plans, and establishing or reinforcing DHMT workflows centered on clinical care, quality improvement, facility management, supply chain, and other domains as needed. S/he will regularly convene PIH district staff and Ministry of Health and Sanitation counterparts regularly to review human resource needs, facility and quality improvement updates, and overall project plans.

Essential Duties and Responsibilities:Β 

Responsibilities

Government accompaniment

  • Support major project components undertaken by DHMT counterparts, including the hiring of key clinical and operational staff
  • Along with the Senior Technical Advisor, facilitate management and quality improvement trainings for key DHMT counterparts
  • Work closely with DHMT counterparts and the Senior Technical Advisor to prepare for district level in-charges meeting
  • Pragmatically support government counterparts by identifying and resolving obstacles to program success, and paving the way for significant health projects and health improvements in the district
  • Visiting district-level facilities to support the implementation of trainings and improvements to selected facilities based on PIH health system strengthening models
  • Support district teams in creating full district project fora that regularly (semesterly) bring together all key DHMT, MoHS, and facility staff in order to develop a project identity and to address shared challenges beyond any one facility or program area

Planning and organizingΒ 

  • Facilitate planning, drafting, and implementation of district-level project plans
  • Facilitate rotation of DHMT and MoHS staff (especially Clinical lead and Clinical mentors) to Kono learning district work with their thematic cohort
  • Provide regular updates to the Senior Technical Advisor on project progress at the district and facility levels
  • Draft or assist in drafting of presentations, working documents and budgets, chair meetings and keep minutes. Track and monitor activities
  • Support DHMTs through assessing DHMT capacity against project goals, and supporting professional development, HR development and policy and service delivery planning
  • Lead on selected aspects on the development of PIH’s overall national approach to health systems strengthening, working closely with the Senior Technical Advisor

Leadership and relationships

  • Build strong relationships with District Health Management Teams as key representative of PIH at district-level in a spirit of partnership
  • Clarify responsibilities for district health plan outcomes; ensure that each major project component has an β€œowner” within the DHMT
  • Deliver management training on topics such as goal setting, supportive supervision, project planning and management, data for decision-making, and standardized tools
  • Promote and model tenets of PIH philosophy such as β€˜the patients are our bosses’
  • Act as coach and mentor to national district-based staff in M&E and operations

Education and Work Experience Requirements:Β 

Qualifications

Required

  • Medical Doctor or master’s in public health with at least 5 years of experience
  • Self-driven, with track record successfully managing complex projects with multiple stakeholders. β€˜Gets things done’
  • Strong organizational skills and attention to detail, and ability to structure and recall information, and develop processes and systems for project and information management
  • Strong interpersonal skills, and ability to work effectively with a range of stakeholders including from public sector and across organisations, including through 1:1 coaching and hosting formal workshops and trainings
  • Solid technical writing skills, and able to produce meeting notes, SOPs, guidelines etc.
  • Numerate, comfortable with budgeting and Excel skills, and comfortable with analysing data in Excel
  • Ability to work effectively as part of a team
  • Ability to work with humility and achieve results, including in settings with resource limitations, through an entrepreneurial mindset, planning and persistence
  • Willingness to spend multiple weeks a month in field locations in rural Sierra Leone
  • Passion for PIH’s mission and commitment to social justice and developing a preferential option for the poor in healthcare

Desirable

  • Experience working in the public health sector (ideally, alongside DHMTs) in Sub-Saharan Africa
  • Prior experience in Sierra Leone
  • Experience with large scale projects/quality improvement/management consulting or similar
  • Experience with health systems strengthening, especially maternal/child health or primary care
  • Technical skills in one or more of quality improvement; medicine; lab strengthening; pharmacy strengthening; supply chain

Position OverviewThe M&E Officer will provide critical support for monitoring, evaluating, and documenting the progress and outcomes of research and healthcare projects at Koidu Government Hospital. The role will focus on a key project titled: β€œLinking Triage Data to Patient Outcomes to Evaluate Validity of Triage Criteria at Koidu Government Hospital,” as well as other initiatives outlined in the Operational Plan and SHIS’s Strategic Plan. The M&E Officer will report to the Data Manager and work closely with the Evaluation and Research Manager and work in close collaboration with principal investigators (PIs), clinical project consultants, and the Health Statistics team.Essential Duties and Responsibilities:Β 

Primary Roles and Responsibilities:

  • Support the implementation of Research and Evaluation Projects:
      • Contribute to the design and revision of data collection tools
      • Work with the triage nurses to collect triage data from patients presenting at Koidu Government Hospital emergency department
      • Manage the extraction of datasets from CommCare and/or EMR required for research activities
      • Ensure accurate documentation of patient demographics, presenting complaints, vital signs, and triage category assigned
      • Liaise with hospital staff to gather relevant patient outcome data during and after their hospital stay
      • Help coordinate patient tracing in the community for outcome data for the conduct of research
      • Organize and maintain a comprehensive database of triage data and patient outcomes
      • Implement data quality control measures to ensure accuracy and completeness
      • Assist in the analysis of collected data using appropriate statistical methods and software
      • Work with the principal investigator (s) and the research team to interpret findings and draw conclusions regarding the validity of triage criteria
      • Prepare detailed reports documenting the research process, data collection procedures, and analysis findings
      • Collaborate effectively with other members of the research team, including principal investigators, statisticians, and healthcare professionals
      • Coordinate with hospital staff and administration to facilitate smooth implementation of the research project
      • Supervise the Research Assistant (s) to facilitate the implementation of research and evaluation projects, and help them to liaise with relevant PIH-SL individuals and entities that can support them

Position Overview

PIH-Sierra Leone is supporting the Ministry of Health and Sanitation in the implementation of the five-year World Bank funded QEHSSSP health systems strengthening project that will implement a comprehensive Hub-and-Spoke approach in 5 districts in Sierra Leone through focused investments in staff, stuff, space, systems and nutrition.

Through the project, Partners in Health, in the leadership of Ministry of Health and Sanitation, will be supporting 3 health facilities in the district (Jojoima, Buedu and Bandajuma) through comprehensive health systems strengthening approaches to develop these sites as sites for comprehensive Reproductive, Maternal, Neonatal, Child Adolescent Health and Nutrition services.

The Facility Clinical Lead is expected to bring to the clinical team working at the QEHSSSP-supported facility (Jojoima), a high level of knowledge and skills that will progressively contribute to the organization's ambition to provide high quality of Reproductive Maternal Neonatal Child and Adolescent Health services to the people that we serve, as well as to support the vision to train the next generation of health care workers in the country by providing effective mentorship, on-the-job training and formal training sessions to the clinical staff. The position is open to either an Obstetrician/Gynaecologist or a Family Physician with extensive experience in OBGYN/Surgery.

When requested, the specialist is also expected to contribute to the overall QEHSSSP strategies and planning processes by sharing his/her expertise to advice on procurement of medical supplies and equipment, support the development of tools, clinical guidelines, clinical protocols and other related documents. He/she will also participate when requested in the effort to strengthen our partnership with the ministry of health by also sharing his/her experience and expertise on areas related to MOHS effort to strengthen the provision of quality of care to its population.

Essential Duties and Responsibilities: Clinical Responsibilities : Clinical Care, Supervision and Accompaniment

  • Β Serve as Jojoima CHC's Maternity Lead, focused on the accompaniment, mentorship, and supervision of physicians, nurses and Community Health Officers (CHOs) in the areas of reproductive, maternal, and newborn health.
  • Β Collaborate with Jojoima CHC Midwife to provide clinical oversight for the Jojoima Maternity Ward including:
  • Β Direct supervision for QEHSSSP supported CHOs (including SACHOs)and nurses on maternity wards
  • Β Collaborative supervision and accompaniment of national midwives and nurses on the maternity wards
  • Β Collaborate and work with other units of the facility e.g. General Out Patient, under 5 clinic, as necessary.
  • Β Manage the Maternity Call Schedule for CHO/SACHO coverage of maternity ward
  • Β Provide direct clinical care and manage OB/Gyn cases according to national and international clinical guidelines, including providing surgical coverage for obstetric and emergency gynae cases
  • Β Complete daily rounds on maternity ward with CHOs, midwives, and nursing staff
  • Β Oversee ANC, high risk OB, and family planning out-patient clinics
  • Β Develop and implement SGBV protocols

Clinical Education:

  • Β Perform clinical teaching, mentorship and capacity building of clinicians working at the facility, outpatient clinics, and community clinics through leading and participating in activities including teaching rounds and on the job training implementation, case reviews, and other activities
  • Β Provide Ob/Gyn surgical training, mentorship, and supervision for surgical trainees, and surgical CHOs for professional development.
  • Β Assist with and collaborate on curriculum building, implementation, and scheduling of nursing, midwifery, CHO training activities
  • Β Provide bedside training and education for all cadres of staff

Administration Responsibilities:

  • Β Attend weekly Clinical Ops Meetings at the facility as well as the daily Jojoima Maternity morning report
  • Β Work closely with the District Clinical Lead, Nursing Lead, Chief Medical Officer and PIH SL Leadership on strategic planning and budgeting

Qualification s/Requirements

  • Β Specialist or equivalent in Family Medicine or Ob/Gyn, through postgraduate training specialization. Professional registration in home country.
  • Β At least 3 years' post-registration experience.
  • Β Extensive OBGYN and General Surgery skills is essential for this position. RMNCAH services form the core of the services to be provided at the facility and is an essential skill required for the position.
  • Β Skills in OBGYN Ultrasound Scanning.
  • Β References for these 2 skills above must be submitted and will be vetted.
  • Β Excellent interpersonal and intercultural skills, as well as confidence working within a multicultural team and with senior nurses and CHOs from partner institutions;
  • Β Ability to work under high pressure situations

It would be advantageous if the candidate has:
