PIH currently has implementation programs in Haiti, Rwanda, Lesotho, Liberia, Malawi, Peru, Mexico, Russia, Sierra Leone and Navajo Nation. Through our partnership with Harvard Medical School and the Brigham and Women’s Hospital, we support a wide range of programs in dozens of other countries around the world.

Our Work In Sierra Leone:

Partners In Health Sierra Leone LLC (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.

Position Overview:
The primary responsibility of the Project manager is to oversee all aspects of infrastructure projects ensuring completion within schedule, budget, safety, and quality. PIH seeks individuals committed to the mission and values (see PIH Values) of the organization to join the team.
Essential Duties and Responsibilities: 
Project Team Leadership 

  • Provide strategic leadership and direction to the project team throughout the entire project lifecycle, ensuring alignment with organizational goals and stakeholder expectations.
  • Supervise and mentor project staff, fostering capacity building, professional growth, and career development.
  • Oversee daily operations by assigning tasks, managing priorities, and ensuring optimal performance from all project personnel.
  • Establish and maintain strong relationships with key stakeholders, including donors, regulatory agencies, and community representatives, ensuring effective communication, alignment of expectations, and successful project outcomes.
  • Proactively engage with stakeholders to gather feedback, address concerns, and incorporate their input into project planning and execution, ensuring transparency and collaboration.

Design Phase Management

  • Lead the design team to ensure efficient collaboration and innovation in project planning.
  • Drive the project through design completion, ensuring alignment with project objectives, donor expectations, and budgetary constraints.

Project Management Responsibilities

  • Draft, review, and negotiate subcontracts to ensure contractual clarity and compliance.
  • Collaborate with cross-functional teams to plan, organize, and oversee project activities from inception to completion.
  • Ensure the project is executed in strict adherence to end-user requirements and industry best practices.
  • Provide support in resolving scope-related issues with subcontractors, maintaining contractual integrity and project momentum.
  • Implement proactive and reactive change management strategies to mitigate financial and scheduling risks.
  • Continuously monitor project progress through updated schedules, ensuring timely completion and adherence to milestones.
  • Enforce project safety policies and procedures to maintain a secure working environment.
  • Develop and oversee a robust quality control plan, conducting initial and periodic inspections with junior staff.
  • Identify and assess project-wide risks, developing and implementing comprehensive risk mitigation strategies.
  • Interpret and communicate project plans, contract terms, and technical details to administrative staff, workers, and clients.
  • Act as the primary liaison with external agencies, including EDSA and SLRA, ensuring regulatory compliance and effective coordination.
  • Serve as the central point of coordination for all aspects of project execution, ensuring seamless integration of various project components.

Budget Management

  • Maintain strict financial oversight to ensure project expenditures remain within the approved budget.
  • Develop and present detailed financial projections to PIH Sierra Leone leadership on a monthly basis.
  • Oversee billing processes and manage contracts with subcontractors and suppliers to ensure financial accountability.

Project Scheduling

  • Maintain and update the overall project schedule, ensuring alignment with key milestones and deliverables.
  • Collaborate with internal operations and clinical teams to establish and prioritize project scheduling requirements.

Reporting & Documentation

  • Prepare comprehensive monthly reports detailing project financial performance, schedule adherence, quality control updates, and safety compliance.
  • Manage contractor oversight and project status, ensuring timely and cost-effective procurement and execution.

Qualification and Experience
Technical Competencies 

  • Bachelor’s Degree in engineering, project and or construction management, a master’s degree will be an added advantage.
  • Minimum of 10 years of project management or related experience.
  • Experience working in a hospital setting and or hospital operations.
  • Proficient in Microsoft Excel, word, outlook.
  • Proficient in AutoCAD, Bluebeam, Revit.
  • Experience using pdf editor, i.e. Adobe suit.
  • Knowledge of construction & safety practices

Managerial Competencies

  • Experience leading a team towards the successful completion of complicated hospital construction projects within set budget and schedule.
  • Experience working in an active hospital environment.
  • Experience working with external design teams, external contractors, material vendors
