Background: We are looking for a qualified Project Director (Care and Treatment Lead) to provide technical expertise in the areas of HIV care, treatment, and testing services for an anticipated 5-year Centers for Disease Control and Prevention (CDC) project funded through the US President’s Emergency Plan for AIDS Relief (PEPFAR). This project aims to support the government of Sierra Leone in speeding up progress to end the HIV/AIDS pandemic as a public health threat by 2030 through direct service delivery and technical assistance (TA), including: carrying out a sustainable HIV care and treatment program and quality improvement projects; building local capacity, human resources for health, and partnerships to strengthen sustainable public health systems.

JOB SUMMARY

The Project Director (Care and Treatment Lead) will operate under the Principal Investigator and serve as the lead for overall strategic and technical vision and implementation of project activities in the areas of combination HIV prevention; linkage to care and treatment; adolescent sexual and reproductive health; gender-based violence prevention and response; and local capacity strengthening.

SPECIFIC RESPONSIBIITES:

  •  Provide technical oversight, strategic direction and definition of project activities within their areas of expertise
  •  Ensure the incorporation of evidence-based best practices, and local and global technical guidance into the project’s capacity building strategy and operational plan.
  •  Provide technical inputs into project activities, including activity design, work planning, implementation, monitoring, and evaluation in coordination with the Principal Investigator.
  •  Provide technical quality assurance through training, mentorship, technical support, and capacity building.
  •  Develop and maintain strong relationships with host country government, local organizations, and private sector stakeholders.
  •  Ensure that Project HOPE provides high quality technical assistance and capacity development to local partners and project stakeholders; conduct regular monitoring and mentoring visits to local partners.
  •  Lead staff in the development and implementation of technical capacity assessments and technical capacity building processes for local partners ensure high quality, sustainable combination HIV prevention, linkage, care, and treatment services
  •  Develop and facilitate delivery of innovative activities and evidence-based approaches for project partners aimed at improving desirable HIV-related outcomes in project areas, including the identification of appropriate trainers and curricula; development and use of relevant methodologies, standard operating procedures, mentorship guides and tools; supportive supervision, on-going mentoring and overseeing the successful implementation of corrective action; cross-organizational learning between Project HOPE, Government counterparts, and local partners;
  •  Maintain excellent relationships with the donor and in-country stakeholders and develop rapid responses to requests
  •  Work closely with the Principal Investigator on setting project priorities and directions, and responding to requests for support from local counterparts
  •  Document successes, lessons learned and challenges in implementation and contribute to reports of project activities and results to the donor, including routine quarterly and annual reports, and other reporting requirements as requested

  •  Master’s Degree in Public Health or related fields is required; and MD/PhD or related advanced degree is desirable
  •  A minimum of 15 years of professional experience is required and at least 7 years should be on HIV Prevention, Care and Treatment in a lead or supervisory role
  •  Knowledge of current PEPFAR and national HIV/AIDS prevention, treatment and care guidance, including experience with monitoring and evaluating PEPFAR programs
  •  Demonstrated experience in design and implementation of field operation support mechanisms
  •  Demonstrated capabilities in capacity building at the organizational and individual levels, and experience working effectively with the local government
  •  Demonstrated ability to write abstracts, scientific reports and case studies for local and global audience
  •  Demonstrated ability to communicate clearly and concisely in written and spoken English.

JOB SUMMARY

The PI’s overall responsibility primarily focuses on ensuring that the project is implemented per its design and is on track to achieve its’ strategic objectives. S/he will oversee program leadership and management, staff mentoring, and oversight of technical strategies and activities as defined in the technical narrative as well as the workplan. S/he will also be responsible for high level representation and communication with CDC/Sierra Leone, Government counterparts, and other stakeholders to effectively implement the project. S/he will lead annual workplan development and implementation strategies. He/she will ensure that the project achieves results—including project deliverables and targets—in an effective and compliant manner. The PI will supervise a team of highly qualified staff.

SPECIFIC RESPONSIBIITES:

JOB SUMMARY The Human Resources Manager develops and manages the Human Resources functions within Project HOPE to optimally achieve attraction, retention and development of staff/human capital. S/he is directly responsible for the overall administration, coordination and evaluation of the human resource function, and develops and administers various human resources plans and procedures for all staff. This entails the development, implementation and maintenance of effective people management processes, as well as the administration of staff matters concerning remuneration, benefits and records, human capital management and support services based on the actualization of potential and motivation to succeed in career. SPECIFIC RESPONSIBIITES:

  •  Develops policy, directs and coordinates human resources activities, such as employment, compensation, labor relations, benefits, training, and employee services.
  •  Analyzes salary reports and data to determine competitive compensation plan.

JOB SUMMARY The Monitoring and Evaluation Lead with overall technical guidance from the PI will be responsible to develop and manage the overall project’s Monitoring and Evaluation Plan. S/he will develop and maintain systems to collect data and lead analysis to produce information on program inputs, outputs, outcomes, and impact. S/he will provide feedback on data collection and indicators; analyze data reported from community and implementing partners, and support training of M&E personnel in quality assurance methods. S/he will also oversee publication and dissemination of information on successful and promising approaches, lessons learned and other program results to program partners, donors, local Government of the counterparts and other key stakeholders. The task requires closely working with donors, Ministry of Health, UNAIDS, National HIV/AIDS Control Program, National HIV/AIDS Secretariat, National Leprosy and TB Program, Regional Health Bureaus, other local and international implementing partners and stakeholders.   •  Design and oversee the monitoring, evaluation and learning activities of the project.
