1.) Planning and Coordination Analyst
Background:

UN Women seeks an experienced Programme Analyst in Gender Mainstreaming to provide strategic leadership and technical expertise in mainstreaming gender equality throughout all programming processes and that an enabling environment for gender parity within the country is promoted. This function is part of UN Women's efforts, to ensure senior level gender expertise and coordination support is available, to support coherent gender mainstreaming efforts and progress on gender equality across the SDGs and in alignment with national priorities nexus across all UN women joint planning, programming, and advocacy efforts, with a focus on fostering inclusive partnerships. The Officer will strengthen collaboration with government, civil society, and private sector stakeholders to advance progress on gender equality and women's empowerment (GEWE).
This position is critical in aligning global and national commitments, including the 2030 Agenda for Sustainable Development, the Medium-Term National Development Plan (MTNDP), and the Gender Equality and Women's Empowerment (GEWE) Policy. A strong emphasis will be placed on engaging the private sector as a key driver of gender-responsive economic growth and sustainable development. The Analyst will work collaboratively with government institutions, UN entities, civil society organizations (CSOs), and private sector partners to enhance gender-responsive strategies, policies, and budgeting processes, in line with global and national gender equality commitments
Reporting to the Head of Office , the Planning and Coordination Analyst will provide support to the Head of Office in strategic programme planning, inter-agency coordination, resource mobilization and partnership building, as well as advocacy and communication.
III. Key Functions and Accountabilities
- Provide support to the Head of Office in strategic planning for the Sierra Leone Country Office
- Provide substantive inputs on the formulation of concept notes for UN Women's intervention areas; as well as the office's strategic note in the area of Gender Mainstreaming.
- Provide inputs to the development of country programming processes and products, including the including the annual workplan, strategic note, and programme/ project documents, the preparation of United Nations Sustainable Development Cooperation Framework (UNSDCF) and other UN system joint programming documents.
- Follow up on required action/outstanding issues and report on outcome/ result. Alert the Head of Office / CO on critical issues to be addressed.
- 2. Provide technical support to the Head of Office and Country Office on inter-agency coordination
- Provide technical support to joint inter-agency UN planning processes and similar exercises;
- Prepare briefing materials for the CO on issues to be discussed in the UN and other events and meetings;
- Prepare background materials and analysis for the Resident Coordinator (RC) and the UN Country Team (UNCT) on the gender dynamics and opportunities to support inclusive engagement of women in the development assistance provided by the UNCT;
- Provide technical support to UNCT in monitoring and reporting and prepare analytical and regular progress reports on UN Women's programme experiences, as necessary.
- 3. Provide technical support to the development of strategic partnerships and resource mobilization efforts
- Provide support in managing activities and other promotional events to engage bilateral and multilateral institutions/ donors, private sector and civil society to expand and/or sustain interest and resources for UN Women programmes and joint UN system programmes.
- Prepare background documents and analysis for the Head of Office to forge and implement strategic partnerships to increase outreach on UN Women's work in country;
- Provide support to development partners and national counterparts on implementation of key UN frameworks and conventions on gender equality
- Provide network and capacity development to partner Civil Society Organizations and other stakeholders, as necessary.
- 4 Provide advocacy and communication support to the Sierra Leone Country Offices
- Update the CO Annual Communication Strategy, develop content and ensure proper management/ monitoring of the CO website and social media channels.
- Coordinate and implement advocacy campaigns on issues related to Gender Equality and Women's Empowerment (GEWE), with a specific focus on International Women's Day, the HeForShe Campaign and the 16 Days of Activism Against Gender Based Violence.
- Participate in and contribute to policy dialogues around gender equality and the empowerment of women, as necessary
- 5 Facilitate knowledge building and sharing
- Provide support to the development and dissemination of good practices and lessons learned; ensure incorporation into programme planning.
- Contribute to capacity building exercises, as necessary.

V. Recruitment Qualifications
Education and certification
- Master's degree (or equivalent) in international development, public administration, public policy, or other relevant social science field is required
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage
Experience:
- At least 2 years of progressively responsible experience working with inter-agency coordination and strategic programme planning processes is required.
- Experience in development, planning, implementation, monitoring and reporting of programmes is required.
- Experience working in gender equality and women's rights at the international level is desirable.
- Experience working in developing countries within the UN system, Agencies, Funds or Programs is desirable.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required
- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
Language Requirements:
- Fluency in English is required.

National Consultant - Review of Gender Policies and Development of Strategic Plan for the Republic of the Sierra Leone Armed Forces (RSLAF), Freetown, Sierra Leone

UN Women is seeking a National Consultant to Revise & update relevant existing policies of the Republic of Sierra Leone Armed Forces in alignment with international conventions/policies (e.g. National Action Plan 1325 (NAP III) 2024 - 29) and National policies and development agenda (Gender Equality and Women's Empowerment policy 2020 & Act 2022) for the project titled “Women repositioned to meaningfully participate and lead in the Republic of Sierra Leone's Armed Forces and support Peacekeeping Operations”, funded by Elsie funds value.
The project aimed at enhancing the participation and leadership opportunities of women within the Republic of the Sierra Leone Armed Forces (RSLAF) and thereby improving the eligible pool of uniformed women available for peacekeeping deployments through the promotion of institutional policies, training facilities, healthcare for female personnel and accountability for sexual harassment and abuse at institutional level.
Function/Responsibilities
Reporting to the Head of Office, with technical support from the programs specialist Women Peace Security, the consultant in collaboration with UN Women, RSALF, MOGCA and other relevant ministries and stakeholders will provide technical support including support the establishment of an inter-ministerial Policy Review Committee in RSLAF led by its Policy and Strategic Directorate, Legal and Gender Directors as well as representatives from all formations and units of RSLAF, oversee the rrevise & update relevant existing policies to enhance the promotion of gender-transformative initiatives in compliance with the GEWE (Gender Equality and Women's Empowerment Act 2022 of Sierra Leone) and the National Action Plan 1325 (NAP III) 2024 - 29
The National Consultant will collaborate with the project stakeholders with guidance from UN Women and RSLAF to deliver to develop an action plan on rolling out of the review policies including other deliverables on the assignment.
Description of Responsibilities/ Scope of Work
The scope is the national consultant is to review and update relevant existing policies of the Republic of Sierra Leone Armed Forces. Below are the specific deliveries:
Task 1: Support the Establishment and Management of Policy Review Committee: This includes developing a term of reference, Committee SOP, relevant tools and support the regular management of the Policy revie committee with relevant stakeholders including RSLAF and other ministries
Task 2: Stakeholder Management: Manage stakeholders throughout the review of policy and development of strategic plan
Task 3: Facilitate Regular Meetings: Facilitate regular policy review committee meetings, stakeholder meetings and other had hoc meetings relevant to the assignment
Task 4: Facilitate Regional Consultations: Regional consultations across five regions to take stock of stakeholder feedback on the policies to inform the analysis and review process
Task 5: Analyze and Review Policies and Develop Strategic plan: The consultant will facilitate the review/update of RSLAF policies and development of a strategic plan in line with the GEWE policy 2020, GEWE Act 2022, ensuring the integration on gender considerations, peace and security standards.
The following policies will be reviewed/updated
- RSLAF Policy on Recruitment of Women (how to promote women's recruitment at the entry level)
- RSLAF Policy on Retention of Women Officers (redefining career positions and roles for women in RSLAF)
- RSLAF Policy on Promotion of Women Officers (including special training needs for promotion of women, leadership trainings for women and identification of position where women's leadership is lacking in RSLAF)
- RSLAF Gender (Equal Opportunities), Fraternization and Sexual Harassment Policy - to be updated to include a robust and zero tolerance towards sexual harassment and promoting good working environment towards all in RSLAF.

Task 6: Validation and Finalization of Policies and Strategic Plan: Facilitate validation session with key stakeholders, ensuring Legal and Regulatory Compliance, Relevance and Accuracy and alignment with government policies including GEWE Act 2022
Task 7: Submission: Submit the full package to UN Women and RSLAF

- Previous experience in conducting evaluations on WPP, WPS or related themes would be considered an asset.
- Excellent knowledge of the UN system, especially UN WOMEN, The government of Sierra Leone policy environment especially security sector institutions
- Experience and knowledge on gender equality and women's empowerment, EVAWG, gender analysis and the related mandates within the UN system; experience/knowledge of women's movements
