Aberdeen Women’s Centre (AWC) is an International Non-Governmental charitable organization located in Aberdeen, Freetown providing free surgical services to the women of Sierra Leone for correction of disorders arising from protracted labor; we are also providing free maternity services and an outpatient pediatric clinic for children between birth and fifteen years old.

Job Overview of the Role

The Human Resource and Administrative Manager is responsible for organizing and managing all human resources and administration related activities including recruitment, compensation, career development, performance measurement, training and personnel affairs. To succeed in the role, the post holder will need to establish personal and professional credibility and be able to deliver suitable HR solutions that lead to organizational success. S/he will need to be confident, assertive but adaptable and be able to demonstrate initiative as the role requires a broad knowledge of employment and tax laws. S/He will also handle the organizational matters relating to ministry and certification.

Key Responsibilities 

Human Resources Management

  • Lead the human resources planning process, collaborating with department supervisors to determine AWC’s long-term staffing needs.
  • Oversee the preparation of the human resources budget and review and refine human resources plans to align with the AWC objectives.
  • Manage all aspects of recruitment and selection, including conducting interviews to fill vacant positions and ensuring a thorough and effective hiring process.
  • Design and implement new employee orientation programs, fostering an understanding of AWC’s culture, values, and strategic goals.
  • Supervise the daily clocking in/out system for staff, ensuring accurate attendance records and monitoring employee outputs.
  • Oversee the administration of staff compensation, ensuring timely processing and compliance with the organization’s policies.
  • Conduct performance evaluation training and provide guidance to department supervisors in evaluating staff performance.
  • Manage disciplinary procedures in alignment with local laws and organizational standards, ensuring fair and consistent treatment of all staff.
  • Provide support and advice to supervisors regarding performance management and disciplinary matters.
  • Ensure that AWC’s human resources policies, rules, regulations, and procedures comply with Sierra Leonean labor laws and best practices.

Administration Management

  • Ensure compliance with local government registration and reporting requirements, maintaining up-to-date records and documentation.
  • Lead and manage the administration team to ensure the accurate and timely entry of patient data into AWC’s database monthly.
  • Foster a high-performing administrative team by providing guidance, training, and development opportunities to help staff reach their full potential.
  • Oversee and direct all administrative functions, including security, visitor management, handling incoming correspondence, and managing office supplies.
  • Support and manage events, including the annual Christmas Party, ensuring smooth execution and positive staff engagement.
  • Coordinate the arrival and accommodation of international staff and guests, addressing any needs or logistical concerns during their visit to AWC.
  • Implement and manage employee recognition initiatives, such as Employee of the Month and Year, to encourage motivation and engagement across the organization.

Qualifications and Experience

  • Bachelor’s degree in Human Resource Management, Business Administration, or related field.
  • Proven experience in human resources and administrative management, with at least 5 years in a leadership role.
  • Strong knowledge of Sierra Leonean labor laws, regulations, and best HR practices.
  • Excellent interpersonal and communication skills, with the ability to work collaboratively across departments.
  • Ability to manage multiple priorities and work in a dynamic environment.
  • Proficient in Microsoft Office Suite, and database management.
