Background
N’domakeh Federation is a registered National Non-Governmental Child Protection Organization that has been working in Kailahun, Kenema and Kono Districts since 2007 in partnership with ChildFund Sierra Leone and other partner organizations such as Save The Children Sierra Leone. The organization primarily works in nine chiefdoms in Kailahun District (Jawie, Malema, Njaluahun, Mandu, Dea, Upper Bambara, Jahn, Penguia and Yawei Chiefdoms). The major thematic areas of implementation for N’domakeh Federation are Health, Water Sanitation and Hygiene (WASH), Education, Agriculture and Livelihood and Advocacy etc.
Child Sponsorship remains the major funding stream for N’domakeh Federation, which is used to develop programs for implementation in its operational communities. Additionally, Non-Sponsorship Funds and grants through ChildFund and Save the Children and other partners’ forms another cohort of funds received and utilized by the Federation.
Job Purpose
A Program Manager is responsible for overseeing and coordinating multiple related projects within the Federation to ensure they align with strategic goals, meet deadlines, and deliver successful outcomes by managing budgets, timelines, and stakeholder relationships, while actively monitoring progress and identifying potential risks to maintain overall program integrity and effectiveness; essentially acting as a strategic leader who guides the implementation and execution of complex initiatives across different teams in the Federation.
Also to lead, manage, and be accountable for Federation operations in the Area, and to facilitate the achievement of the goals in the Federation strategic plan.
Major Responsibilities:
Federation Team Leadership:
- All Members of the Federation team are aware of their roles and responsibilities, and those of other members.
- Build and maintain teamwork and team functions effectively and efficiently.
- Federation team understands and promotes agreed upon strategies and action items.
- Federation staff members promote organizational values, such as teamwork, empowerment, risk taking and customers responsiveness.
- Federation staffs are trained in and fully understand internal operational policies and procedures.
Human Resources Management.:
- Manage and develop competent and committed human resources.
- The annual performance management cycle is carried out for all staff.
- Training and development plans for all staff are in place and are relevant to the CSP and personal and organizational development needs.
- To build strong and sustainable memberships in the area.
- To ensure the Federation volunteers, children and youth groups function in accordance with bylaws, with optimal participation of families with children enrolled in Childfund. These bodies are accountable and effective.
- Staff and community volunteers are managed in an equitable manner.
- Sponsor relations performance of these bodies follows ChildFund policies and procedures, without backlogs of correspondences.
- All sponsorship demands are met and with structured and high quality.
- Conduct home visits at least once every month and make report available to staff and the area office.
- Provides technical support in the management of Child Protection grants and development proposals in this sector
- Support the monitoring of child protection issues and refer special cases to relevant institutions
- Attend meetings (C.P.COM, Core Management and inter Agency) at District level.
- Support Child Fund Protection programs including community mobilization around child protection issues.
Maintain strong accountability discipline for all resources received on behalf of the federation in accordance with Child Fund, donor and federation policies.
- Unannounced visits to communities, including family, are made, feedback is given and is followed by staff.
- Budgets are spent according to approved annual budget and monitored on a monthly basis.
- Financial controls are maintained and strictly followed.
- Budgets and financial reports are accurate, of high quality and are properly submitted on time and conform to organization requirements.
- Financial management by implementing partners, volunteers and associations is transparent, follows set policies and procedures and local law.
- Audit ratings continuously improve, and audit findings are followed up and implemented properly in a timely manner.
- Annual growth plans and / or phase out plans are achieved.
- All necessary agreements (or equivalent) are effectively followed to ensured legal operation in the area.
- Area staff members fully understand the requirements of all financial policies and procedures.
Build and maintain positive and productive partnership at levels to optimize marketing and grant funding opportunities.
- Strong and organizational membership is built in the district.
- Partners, local authorities, and federation families are fully aware of the federation’s work in the area.
- Specific activities and materials are in use to raise the level of awareness of the federation’s work in the area.
- Maintain effective communication in the federation communities and at district, provincial and national levels.
- Representation of federation to other organizations is professional and correct, promoting goodwill and cooperation.
- Information is provided to host-government agencies, media and donor countries in a timely manner.
Program Development, Implementation and Learning.
- The area strategic plan is developed based on children and community’s development agenda and multi- dimensional experiences of poverty in their communities.
- To lead the high-quality implementation of federation programs in the area and in accordance with the ASP and related project designs.
- Ensure that learning, evaluation, continuous improvement and technical assistance is an integral part of the implementation of each project.
- Clear operational plan (master plan) for the federation is developed and updated on quarterly basis.
- All projects and programs implemented in the area are child centered.
- All projects implemented are receiving appropriate technical assistance.

- Grants reporting requirement are met according to guideline and procedures.
- Provide regular update to federation and Child Fund on all proposals marketed.
- Marketing, filming, etc., sponsor visits are handled professionally and successfully.
Contribute to the development and implementation of policies, procedures and legal requirements for in-country operations.
- Contribute concrete inputs for all decisions made by the board.
- Be an active, transparent, and loyal members of the federation team.
- Participate in the federation decision making to promote effective teamwork.
- Build a sense of belonging to all staff and actions in the federation contribute to building a sense that staff are working for a larger, extended federation agency.
Relevant skills and qualifications:
- Bachelor of science Degree in Business Administration , community development studies, Human Resource management or equivalent
- Master’s degree in Project Management, community development management and related field will be added advantage
- At least 5 years of experience in similar roles
- Leadership skills: Ability to inspire and motivate teams, build consensus, and make informed decisions
- Project management expertise: Understanding of project management methodologies, including planning, scheduling, and resource allocation
- Strategic thinking: Capability to analyze complex situations, anticipate future trends, and develop effective program strategies
- Communication skills: Excellent written and verbal communication to effectively convey information to diverse audiences
- Stakeholder management: Ability to build relationships, manage expectations, and address concerns of various stakeholders
- Problem-solving skills: Identifying issues, analyzing root causes, and developing solutions to overcome challenges
- Analytical skills: Ability to interpret data, identify trends, and make data-driven decisions
- Financial acumen: Understanding of budgeting principles and financial reporting
- Change management skills: Facilitating organizational change and managing transitions effectively
- Technical proficiency: Familiarity with relevant project management tools and software
