Role purpose

To be responsible for supporting and managing robust evidence generation of outputs and impact of the USAID Civic Engagement in Local Governance for Accountability (CELGA) Activity in line with committed targets and objectives.

The Role will ensure the programme has a robust results framework and action plan to operationalise it, and support and manage the monitoring and evaluation team in the field and with partners to gather, clean, analyse, package and commnicate the outputs, outcomes and impact of the CELGA Action. The role will provide quality assurance of routine data being collected by partners, data analysis, oversight over external evaluations and value for money analysis to ensure the programme delivers intended quality and excellence in evidencing, dissemination, USAID engagement and communication. This will be done in collaboration with the respective technical advisor and thematic specialists. The role holder will use experience from doing this to contribute to the development of Christian Aid policy and strategy related to evidencing the results and impact of our work.





Representation: This role will use evidence-based reporting and communicatoin products for strategic representation of Christian Aid internally and externally to USAID, and supporting the Chief of Party and Country manager engagement with USAID, other relevant programmes in Sierra Leone, government and other stakeholders.

Personal development to ensure up to date knowledge and practices around good practice in monitoring, evaluation and learning through reading, online courses, mentorship and coaching, conference attendance and presentations, publications.

Role context

The Monitoring and Evaluation Specialist is a key position responsible for leading the design and implementation of the programme monitoring and evaluation framework of a multi-million USAID funded CELGA Programme in Sierra Leone. The role works within the international programmes role family and the wider programme management unit.





The goal of the Civic Engagement in Local Governance for Accountability (CELGA) in Sierra Leone is to strengthen the social contract between local governments and citizens in Sierra Leone by fostering increased accountability of local-level decision-makers to citizens on issues of importance to the community. The specific objectives of this activity are to:

•Increase effective and informed citizen and civil society participation in local government and political processes, and

• Bolster the capacity of local governance institutions to provide critical services and be more transparent in their processes.

Appraise, monitor and review programme in line with CA and external requirements.

Position Overview

The M&E Coordinator plays an important role on the team, working to strengthen the monitoring of operational activities and projects by providing specific support related to collection of high quality data and using that data for project improvement. 2.) Finance and Operations Associate

 

Position Overview

The Maternal Center of Excellence (MCOE) Operations and Finance Associate is the primary financial officer for the MCOE, a new state-of-the-art maternity hospital being built by Partners in Health (PIH) in Sierra Leone. This role manages the overall budgeting, risk management and operational planning functions for the Maternal Center of Excellence. Additionally, the Associate will work with PIH to ensure that financial and operational functions and processes support the timely and effective implementation of the project, and proactively identifies and minimizes risks. This role will work with PIH-Sierra Leone’s Finance and Operations Directors, as well as the Director of the Maternal Center of Excellence, MCOE Program Specialist, and Sierra Leone Senior Management Tea

Essential Duties and Responsibilities:

Financial management, planning and analysis

Working closely with the MCOE Program Specialist and key staff involved in the MCOE, lead the MCOE annual budget development process, including any mid-year budget modifications, or partner budget revisions.

Gain understanding of and manage the MCOE budget tool.

Ensure budget changes are incorporated into the overall MCOE budget model tool.

Closely work across PIH-Sierra Leone and with Boston-based Finance team on all financial reporting, analysis and planning related to the MCOE.

Maintain and, where possible, improve systems for expenditure monitoring and tracking.

Perform monthly financial analyses of MCOE expenditures versus actuals and organizes monthly meetings to share the results with the MCOE team.

Quarterly analyses of MCOE procurements, documenting and monitoring overall performance, analyzing trends, highlighting issues, identifying gaps to ensure efficient and sound project management.

Establish and nurture effective working relationships with the National Revenue Authority (NRA).

Apply, manage, track and record the MCOE Goods Services Tax (GST) reimbursements via the NRA.

Troubleshoot financial aspects of project implementation.

Communicate with PIH site staff on grant requirement, budget availability, budget changes and other relevant financial matters.

Ensure that required reports are submitted on time and in compliance with any donor standards

Provide any ad hoc reports and analyses requested by PIH leadership or external partners.

Work closely with any internal and external auditors

Supervise implementation of budget lines in accordance with rules and regulations and in coordination with Director of Operations.





Develop a fluent understanding of operations components of the budget and make day-to-day spending decisions within decided upon guidelines.

Assist with budget planning activities and ensure that any needed modifications are appropriately incorporated

Operational Planning and implementation

Working closely with the MCOE Program Specialist, work with key staff involved in the MCOE project to set monthly priorities and determine key tasks, keeping an overall timeline of activities, proactively identifying what needs to be done to avoid unnecessary delays.

Establish and nurture effective working relationships with the Tax and Revenue departments at the Ministry of Finance (MOF) and relevant MCOE budget holders at the Ministry of Health and Sanitation (MOHS).

In collaboration with the MOHS and MOF, apply, manage, track and record the MCOE Duty Exemptions applied to all MCOE imports arriving in Sierra Leone.

Support the procurement team to achieve timely clearance of imports – including supporting any relevant paperwork and assisting with necessary payments.

Assist departmental and program Managers/Directors in day-to-day coordination and management of MCOE operational activities.

Monitor, control and manage MCOE budgeting, planning, operations to meet staff expectations and organizational goals.

Takes accountability for operations processes including quality assurance, control, and compliance.

Work closely with country leadership to develop, communicate, and implement necessary operational policies

Communicate regularly with operations managers and supply chain managers to cross-share information and troubleshoot.

Collaborate across the team to create and present timelines charts for key initiatives to facilitate planning and decision making

Maintain accurate operations materials and documents for reference purposes

Support the MCOE Program Specialist Coordinate project launches, organization meetings, and seminars.

Identify problems in financial or operational process related to the MCOE and resolve them in quickly and timely manner.

Work with infrastructure director to understand operational needs of the MCOE and ensures that they are executed effectively and efficiently.

Responsibilities Include

  • Lead the design, development, and implementation of the project MEL Plan, indicators, and learning agenda, including developing relevant indicators;

  • Design data collection tools, schedules, analysis methods, and applied learning approaches for stakeholder training;

  • Oversee implementation of a baseline study on the indicators, including review of tools and survey methodology and review of data quality and analysis;

  • Drive the project’s overall learning agenda to derive lessons learned and best practices from project activities, and contribute to quarterly program evaluations;

Qualifications

  • Bachelor’s degree in statistics, social science, development economics or a related field. Masters preferred;
  • At least twelve years of experience in data management and analysis for M&E, learning and adaptive management;
  • Skills in qualitative and quantitative analytical methods, data collection and analysis, and establishing MEL systems. Demonstrated ability to lead baseline data collection and analyses;
  • Knowledge of and experience with M&E frameworks, and reporting systems;
  • Experience with USAID programming highly preferred;
  • Proficiency in Excel, Word, and other MS Office software; data analysis software, e.g. SPSS or Stata;
  • Demonstrated leadership skills and ability working collaboratively and independently;

Working within a Country Office environment, you will provide monitoring and evaluation quality assurance for the overall country programme activities, and will coordinate and strengthen the staff capacity and implementing partners in programme monitoring, evaluation and reporting.

The M&E Analyst will work closely with other programme and operations staff so as to help ensure effective, efficient and timely delivery of UNFPA Sierra Leone’s 7th Country Programme results.

You would be responsible for:

  •  Supporting and strengthening the country office staff and Implementing Partners’ capacity to develop Annual Work plans aligned to UNFPA’s monitoring and evaluation guidelines and donor signed agreements;
  •  Providing technical inputs and building the capacity of Implementing Partners to strengthen monitoring, reporting and evaluation systems and enhancing quality of programme data collected and reported;
  •  Coordinating and providing technical support in preparing quarterly, annual, UNSDCF and donor programme implementation reports;
  •  Providing technical oversight to ensure that all monitoring, evaluation and reporting activities are compliant with the result-based management principles, UNFPA guidelines/standards, and donor requirements;
  •  Providing technical input to the design of technical and joint monitoring visits, participating in their implementation and supporting their follow-up by preparing synthesis reports of findings, and monitoring the implementation of monitoring mission recommendations;
  •  Providing technical leadership to the review, evaluation and documentation of programme results, best practices and lessons learned and sharing these with relevant partners to inform programming, policy and advocacy;
  •  On a continuous basis, implement data visualization strategies that enhance the communication of programme data, according to the varying needs of targeted stakeholders;
  •  Supporting the digitalization of knowledge management for ongoing programmes, optimization of monitoring and evaluation data reporting, analysis and storage systems, and capacity strengthening for UNFPA staff and implementing partners to utilize ICT-based monitoring and evaluation and reporting tools;
  •  Supporting national partners’ capacity to analyse and utilize monitoring and evaluation data for evidence-based decision making, policy and programme formulation, and monitoring and evaluation in support of integrated national development.
  •  Provide substantive support in the planning, monitoring and reporting of the strategic information system of the Country Office and ensure smooth delivery of milestones.

Qualifications and Experience

Education:

  •  Master’s degree in statistics, population studies, demography, health economics, public health or related field.

Knowledge and Experience:

  •  Three years of relevant experience in a related field and/or research.
  •  Proven experience in monitoring and writing project activity reports.
  •  A thorough understanding of the UN system in general, especially UNFPA mandate, its policies and operations.

The Role

4.) Monitoring and Evaluation Coordinator

Monitoring and Evaluation Coordinator (Based in Freetown)

The Role
Reporting to the Legacy Project Manager. You will be responsible for overseeing the planning, monitoring, evaluating and oversees the functionality and performance of OPAL at National level. The post holder should ensure QA/M&E data, from project is effectively used to reflect on the projects’ quality Assurance performance and to inform project design to improve where necessary. Provide MEAL support to the programs and partners to ensured accountability and quality in all Oxfam programmes throughout the project cycle. To support the EU project team to develop and institutionalize inclusive Programme Quality and Learning framework in compliance with Oxfam’s programme standards, while implementing the project. Coordinate MEAL processes across programmes including direct support to project partners in developing their M&E systems. Ensure key programmes quality and performance issues are communicated with management and any relevant linkage with the Oxfam GB and Child Fund programmes been followed up. Provide technical support to Consortium staff through planning, monitoring, evaluation and learning activities that may contribute to meet quality standard in progammes/project cycle management. Contribute to the development of project proposals and donor reports including guidance on budgeting for MEAL activities within projects. In conjunction with Project team, ensure learning influences annual planning processes at all levels (Oxfam and Partners) and facilitate staff, drawing up of ToRs and agreement on processes for impact assessment, mid-term and final evaluations with all key stakeholders.
Lead and Coordinate the quarterly review of the project. Coordinate annual community development planning processes at District level; Guide and facilitate the preparation of the Project operational Plans,
Coordinate project baseline surveys, monitoring and evaluation of programs/Projects in accordance with Programme Quality and develop indicators for monitoring and evaluation. Undertake any special research studies and evaluations as requested by the Management and develop terms of references for research studies, project review and evaluation,
Organize and facilitate regular programme monitoring reviews (quarterly/ biannually) and Country Learning Reviews.
Ensure staff and partner’s common understanding and coordinate training of Oxfam and Child Fund ’s MEAL framework and processes to enable a coherent and harmonized approach to MEAL across the programmes.
Proactive management and oversight of all activities related to systems to ensure Project complete such activities in a timely & accurate manner; Ensure adherence to OPAL mandatory procedures/business rules and that the approval process is done in a timely manner, by following up with Regional Office contact persons. Maintain updated and systematized, accessible information on all aspects of MEAL for programme team and partners.

5.) Finance & Compliance Coordinator

The Role
The Finance and Compliance Coordinator will lead the implementation of Oxfam’s internal controls, finance policies, systems, and procedures within and across teams. You will develop financial analysis tools to assist budget holders in the management and monitoring of budgets and identifies significant variances in spending. Ensure compliance of government law and regulation in relation to taxation. Review the balance sheet accounts and submit monthly Balance Sheet reconciliation and closing documents for Programme Manager and the regional platform for review and further submission. You will be responsible to review all supporting documents related to the project to ensure that they compile to EU and Oxfam rules prior any commitment to suppliers. Leads in financial management capacity building activities to staff and partners. Ensures the completeness, accuracy, and timeliness of all financial reports for internal and external purposes. Make sure that the originals of the supporting documents of all project transactions, including partners transactions, are files/archives in Oxfam office to allow an easy access during donor audit or Pre audits by Oxfam Headquarters. Preparation of monthly top-up and cash flow forecast to ensure adequate availability of funds. You will provide support to the PMU Manager in the production of the payment request for the projects according to the signed donor and the Executing Affiliate agreement. Providing support to the Finance Officer in cash and bank management including, cash handling and cash flow monitoring. Ensures the conduct of partners’ assessment and review of financial reports from partners to ensure that they are compliance with Oxfam and donor’s standards and guidelines. What we’re looking for

You should have a bachelor’s degree or equivalent in Finance, Accounting, Business Administration, Economics.
Minimum of 7 years “hands-on” working experience in providing a whole range of financial services within a structured organisation, 3 years of which must be at senior level in an INGO program work, including field experience and/or with institutional donors. Experience of developing EU funded projects budget, monitoring them, preparing the financial reports, leading the donor audits, and training local partners on EU funded projects financial management. Proven ability to interpret financial procedures and standards and put them into practice and influence others in their implementation. The IRC, along with its Consortium partner has bid for a funding opportunity from ECHO in a Covid-19 Vaccination Implementation Consortium as a sub-agency. The Covid-19 Vaccination Consortium seeks to support the Ministry of Health and Sanitation (MoHS) by ensuring healthcare workers receive COVID19 vaccination and in turn reduce the risk of health personnel transmitting the virus to patients in their care, many of whom may already have underlying health conditions that could place them at an elevated risk for COVID19 mortality and severe morbidity.

SCOPE OF WORK

Under the overall guidance of the M&E Coordinator and direct supervision of the Saving Lives M&E Manager, the M&E Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.

The M&E officer will be responsible for designing and implementing the M&E activities of the Project; assisting the Program Manager in preparing Monthly/Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the collection & analysis of different data in relation to the project activities. The Monitoring and Evaluation Officer Works in close collaboration with Saving Lives project team, Government officials, and partner organizations.

Job Overview/Summary

The M&E Officer will be responsible for all M&E related ECHO Covid-19 project actions (Initiation, project start-up, implementation, and close-out), providing technical M&E leadership for the Saving Lives project with specific attention to data quality and use. With direct support from the Project Coordinator, s/he will continuously assess the current M&E systems and capacity of staff related to Saving Lives M&E and based on this, address the identified needs through capacity building and technical support on data collection methods, data analysis, data quality assurance and result-based management. S/he will also ensure that quality data collected is entered into data collection platforms; data analysis is completed by project teams and will play a key role in the process of reporting on the impact of the IRC program to relevant stakeholders. Major Responsibilities

Compile quantitative and qualitative data to showcase IRC’s ECHO Covid-19 project, covering all outlined program outcome areas.

Support the provision of technical training and capacity building in monitoring and evaluation to Covid-19 Vaccination program staff.

Perform regular field visits to ensure the quality of data collected by Program staff and to verify the accuracy of the data reported

Support program teams in analyzing and interpreting monitoring and evaluation of data.

Overview preparation of consolidated reports including concise narratives that capture progress against indicators and provide both management and donors with accurate and user-friendly information.

Assist in creating standards for capturing data and its storage in the database in accordance to the IRC Measurement universal expectation.

Assist in the development of custom tables used to describe donor characteristics so that they are meaningful and not redundant.

Update project M&E plan timely and provide feedback to program staff on status and quality of implementation.

Support the implementation of processes to review the quality of existing project data, information collection methods and the suitability of the existing data for the provision of sound baseline information.

Maintaining a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate.

SCOPE OF WORK

The Senior Grants and Partnerships Coordinator will assist the international Senior Grants Coordinator in leading the grant management and program development for the IRC in Sierra Leone. The position reports to the Senior Grants Coordinator. This position is based in Freetown with frequent trips to field sites. The Senior Grants and Partnerships Coordinator will act as the focal point for IRC implementation and mainstreaming of the partnership principles and IRC Partnership Excellence for Equality and Results System (PEERS). This role will work collaboratively with the IRC’s senior management team, the technical coordinators, measurement team, finance, programs and operations teams, and partners.

Main Responsibilities

Grant Management

Review sub-award agreements and amendments as needed, and follow the IRC internal review process of all sub-award documentation;

Review and lead on the process of coordinating the development and revision of IRC and partner’s budgets;

Facilitate grants management meetings including awards start-up and close-out meetings. In addition to regular partnership project meetings in line with the IRC PEERS, in coordination with support functions, Program teams and the Senior Grants Coordinator;

Lead the planning and organization of, and participate in, partnerships/sub-awards technical and financial partnerships’ monitoring visits to partner offices (including field offices) to assess Partners’ performance and compliance against their Partnership agreement, donor’s regulations and overall Program plans, in line with the IRC PEERS. This includes; leading on tools development, coordinating inputs ahead of review meetings/ visits to ensure that the IRC commitments to the donor are met and working closely with Program Managers and Finance teams to make sure that partnerships’ monitoring schedules are rigorously followed, and supporting documentations are prepared for review;





Support the planning and organization of, and participate if/when requested in donor’s monitoring visits, as per the agreed schedule;

In close collaboration with Supply Chain units, maintain accurate records of Programs assets; this includes managing the IRC and Partners assets registers, leading on assets disposal process when required, monitoring assets during regular partners’ monitoring visits, in line with the IRC PEERS and donor’s regulation on assets management;

Support the Senior Grants Coordinator with any other tasks and responsibilities when and where required.

Ensure all donor and partner special conditions and any requirements are completed in a timely manner through close coordination and follow-up with various departments within IRC and the different partners.

Partnerships and Sub-Awards Management

Under the direct supervision of the Senior Grants Coordinator, ensure that IRC Programs follow the IRC PEERS that sets out efficient and responsive processes, delineates clear roles and responsibilities, and articulates IRC’s strategic approach to partnerships;

Maintain regular communication and schedule regular visits to the partner offices to ensure consistent relationships, up to date information, and ongoing two-way feedback is being provided and received;

Promote an atmosphere of mutual respect and development among partners – including facilitating information sharing between partners and establish relationships based on the IRC partnership principles;

Work effectively with the IRC various departments including Program, Supply Chain and Finance partners’ teams to ensure that sub-granting mechanisms are in-line with the PEERS;

Lead on the process of due diligence process and ensure quality and timely update in line with PEERS guidelines and tools;

In the event of partner issues, work closely with the Senior Grants Coordinator to advice on the appropriate progressive corrective action, assisting in alerting partners’ Senior Management Teams/Boards and the IRC Ethics and Compliance Unit, as required; This includes promptly reporting any suspicion or ascertained case of violation of Do Not Harm and Child Safeguarding requirements that may arise from partnerships/sub-awards reviews meeting and/or monitoring visits;

Develop processes and tools to monitor partner performance against set indicators in line with IRC’s principles and way of working;

Mobilize, train and provide on-going technical support to Technical focal points in the Program Teams on working with partners.

Collect and review of IRC and partners’ program narrative reports and ensure timely submission and quality assurance;

Consolidate feedback on partners’ reports and act as the focal point for partner communication;

Partners Capacity Building

Review the capacity building/development plan for the partners based on the pre-award assessment result, ensure capacity building/development plan is tailored, targeted and responsive to their organizational needs and priorities;

Design tools and create systems to effectively monitor progress made against partner capacity building plans and to partners in their organizational development; particularly around safeguarding;

Review partner submission and progress reports against capacity building plans and ensure they are completed in a timely manner.

Information Management & Communication

Ensure all IRC grants files are maintained and filed on IRC Box system and in line with the set archiving system;

Ensure tools are developed and maintained to record and track essential grants information and deadlines;

Together with the Senior Grants Coordinator work on improving policies and developing SoPs and tools to explore and pursue new and innovative ways of working;

Contribute/lead as/if required to collate lessons learned on a regular basis and disseminate these among IRC and its partners to maximize the Programs’ impact and contribute to future Programs’ strategy and direction;

Specific duties and responsibilities include the following:

  • Lead the needs assessments and baseline surveys/data collection process prior to IRS campaigns.
  • Roll-out the new DHIS2 platform, in conjunction with the Database Manager, for use on the VectorLink project for IRS data collection, management and analytics.

  • Ensure appropriate skills are developed and maintained with the national and district IRS staff through focused trainings for continued maintenance of the established M&E tracking systems. This includes training temporary field VC staff on appropriate methods of data collection, entry, reporting, and quality.
  • Track and report data on all project indicators to the Abt Home Office, local clients and PMI/Washington. This includes regular updating of the project’s official Monitoring and Evaluation Plan.
  • Prepare monitoring and evaluation plans, including defining program indicators and sources of data, as well as annual reports and other project documents.
  • Conduct periodic internal Data Quality Assessments (DQAs) and prepare the project for possible external DQAs Audits to ensure validity, integrity, precision, reliability and timeliness of all performance data, identifying gaps and suggesting corrective actions on time.
  • The position requires frequent travel to VC implementing districts and field sites for routine monitoring, program supervision, and support and frequent communication with site and home office staff to report on VC campaign progress.





Preferred Qualification

  • BS or Masters Degree (preferred) in a relevant health sector field, such as Environmental Health, Public Health, Community Health, Health Information Systems, or Health Economics.
  • At least (8) years of relevant experience with BS or (6) years with a Masters in program monitoring and evaluation and in research, with previous IRS or other malaria program experience desirable.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Essential

  • Minimum – a recognized Diploma or similar qualification from a reputable institution of learning;

  • 2 to 3 years of relevant experience in related fields with reputable organization;

  • Team working skills with attention to contributions from other team members

  • Capacity to prioritize and manage various workloads with short deadlines in fragile and culturally dynamic environments.

  • Diplomatic and interpersonal skill including negotiation and influence skills.

  • Capacity to work with many stakeholders belonging to different professional environments.

  • Excellent IT knowledge, especially capacity to use common applications, Word, Excel, PowerPoint, email and Internet.

  • Loyal, honest, trustworthy and respectful of procedures.

 

 

Desirable

  • Good communication skills. Comfortable working with colleagues from different cultures and various internal departments;

  • Good writing skills in English.

  • Preference for team work and a collaborative working environment

  • Great availability;

  • Great listening skills, discreet and tactful.

  • Sensitive to cultural and social conditions.

  • Commitment to continuous learning; willing to update knowledge in logistics field.

  • Ability to respond/manage multiple demands from various sites/departments

  • Work experience in an INGO




 

PHYSICAL ENVIRONMENT

Travel to Programme units and activities is required as necessary to ensure that programmes are effectively monitored.

LEVEL OF CONTACT WITH CHILDREN

The post holder has medium contact with children. It is expected that children shall be protected at all times.
