World Hope International (WHI) is a Christian relief and development Non-Governmental  Organization (NGO) working in Sierra Leone with vulnerable and exploited communities to  alleviate poverty, suffering, and injustice through Health, Education, Anti-trafficking in  persons, Water and Sanitation, Agriculture and Livelihoods interventions. We seek  applications from suitably qualified and competent people to fill the following position.  In partnership with African Programing Research Initiative to End Slavery (APRIES), WHI  seeks applications from suitably qualified and competent individuals for its Prevention and  Response to Child Trafficking in persons (PARC-TIP) project, which is being implemented  in four (4) strategic Districts- Kambia, Kono, Kenema and Kailahun, with required travels  linking National, community-based stakeholders and the Local Government.

Job Summary:  

The principal responsibilities of the MEL Officer are to provide Monitoring, Evaluation &  Learning (MEL), and assuring quality in data management systems design, data collection  analysis, monitoring, evaluation, and research. He/she will guide policy and planning  interventions to respond to child trafficking issues in Sierra Leone, in partnership with  African Programing & Research Initiative to End Slavery (APRIES) for the PARC -TIP  Project.

 

Responsibilities: 

  • Collects survivor’s related data from case management staff daily/weekly/monthly
  •  Manages survivor’s related data daily/weekly/monthly.
  • Updates the survivor Database weekly/monthly.
  • Submits monthly updated survivor Database to your line manager for review.
  •  Coordinates with the case management team to scan and upload survivor files into the  respective case files on SharePoint.
  • Reviews case files and provides status report to Protection Manager, Prevention Manager,  Protection Specialist and Supervisor monthly.
  • Provides required support on implementation of survivor project activities in the MEL  sheet.
  • Leads the quarterly reporting on survivor project  activities/outputs/outcomes/CPIS
  • Attends and contributes to the weekly MEL meetings and project monthly  meetings.
  • Develops and manages a system to consolidate survivor’s and parent’s feedback.
  •  Collects, registers, reports, and maintains information on survivor project activities,  follow up on all aspects of specific projects.
  • Provides functional support to case management team.
  • Provides functional support to project implementation.
  • Identifies areas for intervention and provides advice on future strategy directions and  opportunities and develops initiatives to support the Anti-Trafficking Program goals,  particularly those related to combatting trafficking of human beings and gender aspects.
  • Support the MEL Coordinator in (design and implementation) M&E components of  the project including monthly updating of the project’s MEL Sheet,
  •  Assist the MEL Coordinator to set up the MEL system of the project and ensure that  the system and tools produce relevant, timely, quality data in accordance with the  MEL plan.
  • Support the MEL Coordinator to produce monthly dashboards, summarizing data  from monthly reports on MEAL findings and prepare presentations based on M&E  data as required.
  • Support social workers and other staff to strengthen beneficiaries’ documentation.
  •   Contribute to team’s efforts in development of standards and good practices in M&E  documents; support development of guidelines (manual, users aids, training materials)  for staff regarding specific topics related to M&E systems and analysis.
  • Ensure the application of global best practices in the generation and use of routine  data for this project.
  • Any other duties as may be assigned by his/her supervisor.

 

Qualifications: Education/Knowledge/Technical Skills and Experience Education  /Qualification 

  • Higher National Diploma in any of these Fields: Economics, Statistics, Mathematics,  Computer Science, International Development, or any related field from an  approved/accredited University/Institution-Desirable
  • Training and a qualification in monitoring, evaluation and learning in an international  development context – Desirable.

 

Knowledge and Skills: 

  • Skills in collecting, analyzing, interpreting qualitative and quantitative data – Essential.
  •  Knowledge of Education systems and development – Desirable
  • Knowledge and skills in Information Technology – Essential
  • Technological awareness and knowledge of analytical software (MS office, Excel,  Kobo, Stata, SPSS-Essential

 

Experience: 

  • At least 3 years of work experience in the design and implementation of M&E for  projects implemented by national and international NGOs.
  • Experience in the role of which MEAL is/was a key component.
  • Experience in using quantitative and qualitative methodologies in MEAL analysis.
  •  Experience in designing tools and strategies for data collection, analysis, and production  of reports.
  • Expertise in analyzing data using statistical software.
  • Strong training and facilitation skills
  • Language Requirements: Fluency in written and spoken English.

JOB SUMMARY:

As a waste management officer, you will be a part of developing, planning and executing projects  aimed at providing a reliable and efficient service for the collection, transportation and disposal of  waste. You will also be responsible for ensuring legislation is followed and budgets are managed  effectively. Waste management and recycling coordination may be combined into one role, so an  understanding of local and national environmental policies may be required.

In the role of Waste Management Officer, you will organize and manage waste disposal, collection and  recycling facilities to make well informed decisions to support the projects, support field staff (WHI +  Skills Pool), and international partner and volunteers (EWB-DK) and engage community members in  order to establish robust project implementation strategies and ensure project success, effectiveness, and efficiency, achievement of goals and objectives, with a specific focus on waste management.

The main Duties and Responsibilities of the Waste Management Officer will include:

  1. Oversee waste management projects, including waste collection at the lagoon, a waste management facility, and landfill sites.
  2. Supervise the transportation and handling of waste to ensure that it takes place efficiently without contaminating air, land, or water sources.
  3. Assist with the development, promotion, and implementation of new waste disposal plans and projects.
  4. Advise the EWB-DK Project Manager and project members in the design, appraisal, and implementation support of investment operations in the field of waste management.
  5.  Ensure compliance with current legislation in the transportation, handling, and disposal of  waste.
  6. Formulate and control budgets and activity plans for waste disposal projects.
  7. Support exploration of potential waste value-chains, with focus on reusing, recycling, and business generating.
  8. Collate statistics and compile reports often to strict deadlines.
  9. Monitor the quality and performance of waste services, including contract management of external providers.
  10. Assist with the development of information and promotional materials.
  11. Support to meet waste reduction and recycling targets.
  12. Deal with enquiries and complaints from members of the public both in person and by phone or email
  13. Investigate and follow up claims of the illegal dumping of waste and work with other waste regulation enforcement staff.
  14. Identify and target areas with fly tipping or black bag problems, working to find solutions to eliminate these.
  15. Consult with residents, community groups, councilors, housing associations and traders’ associations about waste management issues, identify their requirements and provide appropriate solutions.
  16. Develop research projects and contribute to the activities of national groups concerned with waste disposal. Provide guidance to local partner (Skills Pool), field staff, volunteers, stakeholders and affected communities on the latest techniques and information related to  waste management.
  17. To ensure the waste management Project objectives and results are fully accomplished.
  18. Help formulate long-term waste management plans for the communities.
  19.  Help in the design and implementation of systems of monitoring and evaluation and report the impacts of waste management projects.
  20. Analyze the constraints and opportunities of the solid waste management projects with an emphasis on support services.
  21. Conduct regular field visits to program sites to provide hands-on assistance to waste management community groups and monitor program activities.
  22. Facilitate and attend workshops and seminars in core areas related to the waste management sector.
  23. Keep updated and promote strong collaboration with Freetown City Council (FCC) on waste management activities.
  24. Assist donor partner (EWB-DK) in interacting with national and regional research bodies, for enhancing collaboration and stimulating global research towards WHI goals.
  25.  Prepare clear and concise reports in line with the requirements of WHI and partners.
  26.  Support engagement and mobilization of the local community in project activities.

 

 

Education/Experience & Desirables:

A degree in Waste Management or similar is often preferred. Other relevant  subjects include:

Biological or Biochemical sciences

Chemical and Physical sciences

Civil, Structural or Mechanical engineering

Earth sciences

Environmental science

Geography and/or Geology.

  • A master’s or any other relevant postgraduate degree will be an added advantage.
  • • A minimum of 3 years’ experience working in Waste Management related  activities in INGO/UN development work.
  • Current/previous experience coordinating the participatory community-based implementation of projects with INGOs in an urban and rural context.
  • Current/previous field-based work experience.

Position Overview
The Architect will support the day-to-day planning and management of various new-construction and rehabilitation projects at multiple Primary Health Units across multiple districts in Sierra Leone.

 

This position will work hand-in-hand with the Ministry of Health and Sanitation towards the successful designs for the renovation and expansion of 12 primary health units.

 

Essential Duties and Responsibilities:
 

  1. Documenting of Existing Facilities
    • Evaluates existing building conditions to understand spaces, integrity of structure, staff and patient flows
    • Compiles existing conditions into as-built documents; architectural floor plans, building elevations, ceiling plans, window and door schedules, site layout plans. All drawings and details shall be produced to-scale
    • Generates reports of all existing building conditions, surrounding areas
  2. Facility Layout and Design
  • Works with hospital clinical and administrative staff to understand spatial needs of the facility
  • Assess if there is need for extension or expansion of the facility in order to accommodate clinical services
  • Document required renovation works for each facility i.e., wall patching, painting, ceiling repairs, floor refurbishing, window and doors replacements, electrical works, plumbing works etc…
    • Drawing Creation – Responsible for the creation of all necessary construction drawings for renovation and expansion, i.e., floor plans, building elevations, ceiling plans, window and door schedules, site layout plans, construction details, finish material schedules
    • Creates building designs in 3D design software, i.e., Revit, SketchUp, to allow for in-depth understanding of space by clinical and administrative teams
    • Collaborates with clinical and administrative teams on the determination of future clinic layout and staff/patient flow, working through multiple review and approval periods (Schematic Design, Design Development, Construction Documents)
    • Undertakes multiple design projects concurrently
    • Provides material lists for building renovations and expansions

Position Overview
PIH-Sierra Leone is supporting the Ministry of Health and Sanitation in the implementation of the five-year World Bank funded QEHSSSP health systems strengthening project that will implement a comprehensive Hub-and-Spoke approach in 5 districts in Sierra Leone through focused investments in staff, stuff, space, systems and nutrition.

Through the project, Partners in Health, in the leadership of Ministry of Health and Sanitation, will be supporting 3 health facilities in the district (Jojoima, Buedu and Bandajuma) through comprehensive health systems strengthening approaches to develop these sites as sites for comprehensive Reproductive, Maternal, Neonatal, Child Adolescent Health and Nutrition services.

The positions will be based in one of the health facilities in Kailahun: Jojoima CHC, Buedu CHC or Yawei Bandajuma CHC

The assistant nutritionist will work under the supervision of facility in charge and will support in delivering high quality nutrition services to the patients. She/ he will also be responsible for monitoring the standards of food being provided at the birth waiting home. The incumbent will also be responsible for providing counselling on Maternal, Infant and young child nutrition and providing nutrition support to clients identified with under nutrition.

Main duties and responsibilities
  • Ensure the standards and operational procedures regarding the delivery of nutrition services are adhered to.
  • Collate individual and monthly reports on nutrition support provided through the facility.
  • Monitor the availability and usage of food supplies and develop a system for reordering so as to avoid stock out of nutrition commodity
  • To assist in maintaining dietetic standards and provide diet counselling to patients at the health facility.
  • To monitor the standard of food being prepared at the birth waiting home.
  • Provide counselling to clients on maternal, infant and young child feeding practices.
  • Ensure appropriate nutrition specific behaviors are being promoted at the Postnatal wards and in the OPDs
  • Support growth monitoring OPD and provide appropriate counselling to the mother.
  • Identify patients with malnutrition or who are at high risk of malnutrition and link them with the nutrition support at the health facility.
  • Support recording and reporting of nutrition related data to HMIS and to MEQ team.
  • Additional duties as assigned by the Facility in charge.

 Partners In Health (PIH) is looking for a detail-oriented, results-driven Award and Compliance Manager with experience working on World Bank financed projects. We are looking for someone with strong cross-cultural competence and superb interpersonal and organizational skills to provide guidance and support to PIH Sierra Leone in grant compliance and award management.

 

As part of PIH’s cross-site Grants Management and Compliance function, this position will report to the Associate Director of Award Management. The Award and Compliance Manager will provide focused support to PIH Sierra Leone on a five-year award from the World Bank to strengthen the quality of essential health services and systems, in partnership with the Ministry of Health and Sanitation Sierra Leone, ensuring internal controls are strong.
Sitting outside day-to-day operations, the Award and Compliance Manager will work closely with PIH Sierra Leone staff to ensure strong management of program, finance, procurement, human resource, and operational functions in line with the Project Implementation Manual and donor regulations. In each of the foregoing areas, the Award and Compliance Manager will play a pivotal role in ensuring the implementation of internal controls and donor requirements to deliver on time, on scope, and on budget. This position will be a primary grant compliance resource for the implementation and oversight of project operations and compliance systems and processes in accordance with PIH policies, the Project Implementation Manual, MOHS and donor requirements. This work includes ongoing monitoring, accompaniment, and training of staff for clear and accurate demonstration of results on the project’s goals, financial management, donor assessments, and audits.

Essential Duties and Responsibilities:
  • Ensure PIH Sierra Leone has adequate policies, procedures, systems, and staff capacity to operationalize the quality essential health services and systems project in accordance with the requirements of the project implementation manual.
  • Act as the primary point person for matters arising from the project implementation manual including comprehensive consideration of donor regulations into the activities and project operations. This work includes donor’s prior, post-approvals, and waivers for exceptional needs and circumstances.
  • Train and equip project implementation and administrative staff to effectively implement and oversee procurement, finance, and human resource functions. Oversee cost allocations and assets including underlying inventory and stock records.
  • In addition to the Senior Grant Specialist, serve as an additional control for conducting regular spending and budget reviews, identifying risks, assessing revenue and expenditures variances.
  • In coordination with award management and compliance staff at PIH Boston Coordination site, perform periodic spot checks, and guide and support PIH Sierra Leone on areas of development.
  • Implement tools and training to enhance efficiency and effectiveness of project implementation, award management, and compliance activities. Provide guidance and support to resolve any specific issues expeditiously and effectively.
  • Enhance visibility of achievements (e.g., programmatic deliverables, procurement, supply chain, audits, funds flows etc.) and strengthen coordination among PIH Sierra Leone and PIH Boston Coordination site teams for continued support for project activities.
  • Perform review of and organize due diligence checks on financial and audit reports, agreements, including other contractual, Human Resources, procurement, and financial documents. As required, organize appropriate approval of these documents through donor and PIH systems.
  • Communicate project progress, areas of improvement, and other recommendations to the PIH Sierra Leone leadership team.
  • Support project teams to plan, prepare, and respond to the donor or PIH audits and organizational capacity assessments. Follow up on audit findings and assessment recommendations to address and close any observations in a timely manner.
  • Support project teams to plan and implement award start up and closeout processes, including timely submission of final deliverables and formal receipt and acknowledgement by the donors.
  • Perform other tasks including donors and collaborators communication, recommendations to the PIH Sierra Leone leadership team on important matters, and participation in awards design, grant negotiations, budgeting, and record keeping.

Position Overview
 

The main purpose of the position is to provide support for PIH Microbiology Laboratory (ML) to ensure reliable results on time to Clinicians for management with targeted treatment rather than empirical treatment by WHO standards and project needs and ensure that the role of the microbiology laboratory in antimicrobial stewardship is enhanced.

  • Support the PIHSL Microbiology Lab team to be operational based on the Clinical Laboratory Standards Institute (CLSI) or European Committee on Antimicrobial Susceptibility Testing (EUCAST) to process blood cultures for patients.
  • Support the activities from the project side and be the link between PIHSL and project team.
  • Ensure competency of all Lab personnel and adherence to PIH/MOHS Quality Management System.

 

 

Essential Duties and Responsibilities:
The Microbiologist will be responsible to oversees all aspects of PIH/MOH microbiology Lab at Koidu Government hospital in Kono District.

 

  • Train PIH/Ministry of Health (MoH) laboratory technicians on microbiology techniques in accordance with PIH/MOHS and international standards.
  • Ensure to provide timely, reliable, and reproducible identification of microorganisms and antimicrobial susceptibility results.
  • Actively participate in the antimicrobial stewardship committee and development of guidelines for the most common infectious diseases.
  • Ensure the implementation of an Internal and external quality control system in the laboratory.
  • Adapt the existing WHO Standard Operation Procedures for microbiology and other tools in accordance with MoH guidelines.

  • Mix concrete materials or chemicals with water or other liquids to create concrete and batched mixtures.

She/he must maintain a comprehensive record of all major & minor maintenances & repairs carried out at any given time.

 

The Maintenance Assistant must keep a proper stock record of all tools and materials issued to him/her and use them efficiently.

 

Inspecting control panels and electrical wiring to detect any issues that require immediate attention.

 

Promptly responding to requests for emergency repairs and clean-ups.

4.) Community Liaison Officer

 

Position Overview:

The Community Liaison officer plays a vital role as the focal point of our community health workers program in Kailahun, and supports our overall Community-based programs as required. The PIH Liaison officer will coordinate and link all Community health worker programs in Kailahun to Partners In Health supported health facilities or projects. He / She will Provide day to day managerial and administrative tasks within the PIH community-based programs in Kailahun The candidate will be expected to work with all relevant clinical and other department teams within PIH, and also work with other external partners, government counterparts, stakeholders and community leaders to ensure that our activities are in line with the government requirements and that these activities are complimentary (and not duplicate) to the activities of other government partners/stakeholders. Additionally, the candidate will document and report on Key Performance Indicators (KPI’s), trainings, mentorships and supervisions performed both at facility and community level, as required.

  • Work closely with CBP manger and the Director of Primary Care to rollout a PIH Community Health Worker (CHW) support to the national CHW program in Kailahun as part of the QEHSSP program.

  • Provides capacity building through trainings and systems implementation to the community Health worker program team

To succeed in this role, you will have a Certificate in Auto Mechanics Minimum grade C valid driving license with a minimum of 5 years riding experience, Minimum of 3 years maintenance/repair experience on motorbikes and Basic knowledge of auto electrical systems

12. To ensure spare keys are available for each motorbike

13. To keep accurate and up to date records of repairs and servicing and to ensure that each motorbike  is serviced every 1000kms. REQUEST FOR PROPOSAL 

RFP Ref: WVISL-FY22/ RFP0004/2022-02-25 /2031877/ Provision of Solar Power Solution to be Installed at the World Vision International Sierra Leone Provincial Office situated at Tikonko, Bo District, Southern Province, Sierra Leone.

World Vision International Sierra Leone (hereinafter called WVISL) intends to hire the services of a qualified Service Provider to provide a Solar Power Solution to be installed at the World Vision International Sierra Leone Provincial Office situated at Tikonko, Bo District for which this Request for Proposals (RFP) is issued.

WVISL now invites a qualified Service Provider to provide proposals for the following Services:

  • Solar Power Solution to be installed at the World Vision International Sierra Leone Provincial Office situated at Tikonko, Bo District, Southern Province, Sierra Leone





PURPOSE

World Vision Sierra Leone is seeking a solution that provides power for its Southern Provincial Office at Tikonko BO District to take care of entire office power needs on a 24hts basis, simple to maintain, expandable and most importantly cost-effective. Integration into an existing locally-based Solar Power Grid is preferred to minimise risk and issues with cumbersome installation. The vendor’s proposed solution must meet the following requirements for identified office.

Vendors are also encouraged to initiate the preparation of proposals immediately upon receipt of this RFP and before the preproposal conference so that their relevant questions and information needs can be identified and answered. WVISL Tikonko Office needs a solution for a load requirement of 12Kva. Vendors are required to submit the cost for implementation of this solution to accommodate the power requirements.




OBJECTIVE OF THE ASSIGNMENT

The objectives of this RFP are: 

  • Acquire a good Solar Power Solution for 24 hrs
  • Make provision for expansion to absorb future LOAD.
  • Integrate with internal network or deploy an end to end internal electrical power infrastructure
  • Provide prompt after implementation support
  • Implement a power solution that will last for a reasonably long time without any major maintenance even after the warranty period

SCOPE OF THE ASSIGNMENT

Service Providers are expected to consider the following as part of their proposal in their submission:

  • All Hardware and related costs
  • Project management and installation services and costs
  • Service Level Agreement covering the warranty period.

REQUIREMENT, EXPERIENCE & SKILLS:

Desirable:

  • Describe your solution’s capability to provide 24 hrs power according to the needs of the Office.
  • What are your solution’s requirements to achieve efficient performance?
  • Provide detailed information regarding your solution’s architecture, design, connectivity and





floor/roof space requirements.

  • Discuss your firm’s product life cycle and support, including the processes required to enhance

or expand your proposed solution.

  • Discuss the help desk support and problem escalation procedures you provide as part of the

solution.

  • Describe the training required if any for your solution.
  • Describe the documentation you will provide with your solution.
  • Provide 4 or more references with current Customer name, contact name, address, phone and





fax numbers.

  • Describe your implementation plan.
  • Experience in undertaking similar assignments in Sierra Leone in a similar or related topic
  • A strong understanding of multi-sectoral coordination mechanisms for service delivery in rural communities
  • Excellent communication skills including oral and writing skills
  • Readily available to carry out the baseline assessment
  • Ability to live in and adapt to rural settings
  • Strong belief and value for most vulnerable children
  • Strong ability to produce a quality report on time
  • Ability to remain flexible in a constantly changing environment

SUMMARY OF THE POSITION

The Logistics Unit is currently seeking an experienced and talented Motorcycle Mechanic to join the dynamic team. In this position, the Motorcycle Mechanic will be responsible for maintaining and repairing all project motorcycles in all Plan International Sierra Leone operational locations. Her/his duties will include monitoring inventory of spare parts, inspecting, and assembling/maintaining/repairing of motorcycles





DIMENSIONS OF ROLE

To succeed in this role, the Motorcycle Mechanic should be physically and mentally fit and have a solid knowledge of basic mechanic’s tools, service, and diagnostic equipment. The ideal candidate will have strong attention to detail, with excellent communication and customer service skills.

KEY ACCOUNTABILITIES:

  • Conduct regular maintenance on machinery, systems, and automotive vehicles/motorbikes.
  • Meet with clients/users assigned with motorbikes to understand their concerns better and identify the
  • issue.
  • Assemble mechanical components according to specifications.
  • Examine motorcycles and oversee diagnostic tests to determine functionality problems.
  • Design a plan of action for all maintenance tasks and upgrades.
  • Maintain work logs, repairs, and maintenance records.
  • Monitor inventory and order new parts when necessary.
  • Offer consultation on maintenance and preventative procedures to machine and motorcycle users.
  • Perform motorcycle assessments and alert clients/users on issues that will prohibit their vehicles from passing inspection.
  • Determine the riding skills of new motorcycle users before motorcycle is assigned to them

  1. Job Summary:

Execution of all day to day preventative and breakdown maintenance activities and also responsible for carrying out all maintenance activities involving cargo handling equipment, bobcats, JCB’s, forklifts, vehicles and auxiliary equipment.

  1. Job Responsibilities:
    • Coordinate closely with all members of the Technical and Operational Team to ensure that operation and maintenance activities of the equipment are planned in coordination.
    • Carry out preventative and corrective maintenance activities on the equipment in accordance with specific maintenance schedules and manuals.
    • Carry out equipment inspections as per the manuals recommended frequency and action activities following the inspections.
    • Perform breakdown repairs where necessary and ensure that quality of work is in accordance with company standards
    • Observe and make recommendations to the Technical Manager on any maintenance related issues and potential problems.
    • Ensure full compliance with PPE and safety measures established in the terminal by the technical team.




  • Maintain housekeeping standard across the terminal.
  • Assist with investigating any accidents & incidents and implement actions to prevent re-occurrence.
  • Provide technical personnel assigned to you with guidance where necessary regarding safe and appropriate use of equipment and tools and correct methods of use of these items.
  • Contribute to periodic risk assessment audits to identify high risk areas and activities then apply appropriate controls to limit the risk.
  • Take part and contribute to regular safety workshops and ensure that the environmental impact of any maintenance activities carried out within the terminal are minimized.
  • Ensure proper treatment of any waste products within environmentally acceptable methods in line with best industry practice.
  1. Qualifications & Experience; 
    1. High school certificate, Specific technical or vocational training certification
    2. A minimum of 2 years’ experience in a similar role.
    3. Practical experience in carrying out scheduled preventative maintenance activities in an industrial environment
    4. Safety training certification is an added advantage
    5. Driving license for heavy vehicles (added advantage)
