The purpose of this consultancy is to support primary health care and CHW programme hub in implementation of planned activities to build strong community health system with well institutionalized national community health worker program.

Specific Tasks:

The purpose of this consultancy is to conduct a feasibility assessment of the development and implementation of Management Information System for the disability registration and disability card and its interoperability with other relevant systems (such as Health, education, social protection, CRVS) to improve the registration and management of data related to persons with disabilities.

The primary objectives of the feasibility study are to:

  •  Provide possible options of institutional arrangement between MDAs for the development, implementation and interoperability of the DMIS in line with the draft PWDA and the current and reasonably expanded potential capacities of MDAs.
  •  Provide recommendations on the design, implementation, and management of the MIS.

  •  An advanced university degree in Computer Sciences, Informatics or related field – or Bachelor’s degree with a 6+ years of significant experiences in MIS development.

Technical Expertise:

The purpose of this consultancy is to assist the implementation of planned activities jointly with Child Health Program, MoH and Kenema District Health Management Team (DHMT) in their efforts to operationalise the CSAP, more specifically in the below areas.

The consultant will be expected to undertake the following tasks:

Overview

The Energizing Development Programme Sierra Leone (hereinafter EnDev) is an energy programme with the objective of increasing access to affordable modern energy services. It is a global initiative in more than 20 countries that GIZ is implementing on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). Donor countries are Germany, the Netherlands, Norway, and Switzerland. EnDev has been active in Sierra Leone since more than 10 years, cooperating with government institutions, national and local non-governmental organization, donors, and the private sector.

 

In Sierra Leone, the programme consists of two components a) access to electricity through Pico PV, solar home systems b) access to modern cooking systems through energy-efficient cookstoves, sustainable biomass production to avoid deforestation including efficient charcoal production. Moreover, the project has recently been commissioned to implement the “Transformational Energy Use for Sierra Leone – phase 1” (TEUSL-1) on behalf of the European Union and the German BMZ ministry. That project activity has a distinct focus on productive use of (renewable) energy (PUE).

The present position will support the implementation of the TEUSL-project and will be based in the soon to be established regional EnDev office in Kenema.

 

  • Responsibilities

The driver is responsible for

  • Safely and responsibly performing all official travels using official vehicles

Position Overview

The driver will be responsible for driving PIH vehicle in a safe, secure and defensive manner whiles facilitating the movement of people, goods, equipment and or supplies in accordance with PIH Sierra Leone policies and procedures. In team spirit the driver will collaborate with other members of the team and ensure the smooth running of PIH Sierra Leone operations.

Essential Duties and Responsibilities:

  •  The driver should drive with care and in a responsible manner for the safety of passengers, the vehicle and other road users:
  •  He’s not to drive PIH vehicle whilst under the influence of drug or alcohol.
  •  He drives at reasonable speed appropriate to road, weather and traffic conditions but not exceeding 100km in all circumstances.
  •  He fastens seat belt before driving and ensures all passengers on board the vehicle do likewise.
  •  He’s not to handover vehicle key to an authorized person.
  •  He keeps luggage and passenger numbers within safety limit of the vehicle.

2 The driver should obey all traffic or security regulations and safeguard resources of the organization:

  •  He ensures vehicle registration, insurance or driving license are updated before expiring date.
  •  He notifies the supervisor, Operations or Clinical Director and the police in time of accident.
  •  He obeys security regulations established for passing through road blocks, customs, checkpoints, etc.
  •  He records relevant information on vehicle count sheet with security guards before signing off duty.
  •  He keeps phone active for effective communication but not to make or receive calls whilst driving.

3 The driver should maintain good use of PIH vehicles, follow preventive maintenance practices and proactively reports vehicle related problems to the supervisor:

  •  He performs daily vehicle routine checks wiles completing inspection sheet for submission to supervisor.
  •  He immediately notifies fleet manager in an event any onboard vehicle equipment is missing or faulty.
  •  He cleans and keeps both the interior and exterior part of the vehicle tidy.
  •  He ensures there is enough fuel to complete a trip without stopping because of insufficient fuel.
  •  He’s not to smoke or allow passengers to smoke in or near PIH vehicle.

4 The driver should maintain relevant onboard documents that facilitate legal movement of the vehicle in an accountable manner.

  •  He fully documents all vehicle movements on fuel request form in a progressive manner.

  •  He handles all adverse situations along the route in a professional manner.
  •  He’s available on phone call at all time to support any unforeseen circumstance.

The role of Technical Sector Officer, Livestock (TSO-L)  will provide hands on support to the Technical Coordinator and Regional Manager – AIM to ensure all livelihood and market development activities, including implementation of livelihoods, market development and market facilitation activities, are effectively delivered and on time. This role will also provide support to develop and contextualize asset-specific training modules; train frontline staff on the newly developed training materials; help develop the detailed participant training rollout plans and support the cascading down of the training. The role will also support the operations team in budgeting, in ensuring quality procurement, asset distribution and asset management support.

 

KEY DUTIES AND RESPONSIBILITIES:

  • Support the planning and delivery of livelihood activities in  livestock and poultry;  including training, asset procurement and transfer, asset follow-up, facilitating linkages with market actors and service providers.

We are seeking for a highly skilled and experienced Health Advisor to join our team to provide expert guidance and support to the project “Health Systems Strengthening and Epidemic Prevention in Sierra Leone III” in the field of human resources for health, focus area 1.

 

The project is commissioned by the Federal Ministry for Economic Development and Cooperation and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It aims to support the Government of Sierra Leone to better align the health system with the gender-specific health needs of the population focusing on the districts Kailahun, Kambia, and Pujehun. To do so it works in 4 focus areas:

 

Focus area 1 provides technical and process advice to the district health management teams in the respective districts on institutionalised, gender-sensitive surveys of training needs for health personnel (e.g. via iHRIS Train), and on the development of annual gender-responsive training plans at district level, as well as processing of learning experiences for the development of a national training plan and a national rural retention strategy. Additionally, focus area 1 aims to strengthen selected competences of service providers in the health sector in Kailahun, Kambia and Pujehun in a gender-sensitive manner. In line with the needs identified, healthcare providers will be trained in areas of obstetric and neonatal emergency care, digital health, as well as pandemic prevention and One Health. Furthermore, the development of a gender policy, including a policy against sexual harassment in the workplace, will be supported with the involvement of the relevant departments of the Ministry of Health as well as specialists and managers at various levels.

 

The second focus aims to improve emergency maternal and neonatal care by ensuring staff have necessary skills, guidelines are followed, referral systems are in place, and equipment and infrastructure are available.

 

The thirst focus area to improve the quality of health facility through the means of integrated supportive supervision visits and the promotion of community participation and transparency in health service planning and management.

 

Finally, the last focus seeks to strengthen epidemic prevention and response by engaging all One Health actors and ensuring continuous disease surveillance and control.

 

Responsibilities:

  • Development and execution of work plans/activities for focus area 1 in in close collaboration with the GIZ Project Director, the project team, Ministry of Health of Sierra Leone, multi-stakeholder partners and other important actors in accordance with GIZ programme outlines
