Project Description

Abt Associates, a major American business and government research, technical assistance, and consulting company, manages the USAID-funded PMI VectorLink Project. The project will support the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control approach with the overall goal of reducing the burden of malaria. Abt has implemented indoor residual spraying (IRS) for PMI since 2011, delivering high-quality IRS programs and gathering the most comprehensive vector control entomological data in the world. Under this contract, Abt will expand entomological monitoring to guide programs focused on insecticide-treated mosquito nets and IRS and continue to assist PMI in reducing the burden of malaria through IRS and capacity building in 24 African countries, Cambodia, and Colombia where malaria is endemic. Abt also will continue to support PMI in IRS monitoring and evaluation, as well as environmental compliance.

Job Summary

In Sierra Leone, under the supervision of the Finance and Administration Manager the Driver operates and maintains project vehicles to meet the transportation needs of the VectorLink Sierra Leone Project. This position is based in Freetown with frequent travel to other provinces.




Key Roles and Responsibilities

  • Drive project, and project affiliated personnel to project sites within the base location, and throughout the project implementation area for project activities, including official site visits
  • Maintain up-to-date record keeping systems for vehicle issues, including fuel, mileage, and trip logs
  • Observe all company vehicle utilization policies, in country traffic laws
  • Responsible for maintenance of project vehicle, keeping accurate records, and following a schedule of routine maintenance, cleaning, etc.
  • Ensure the readiness of the vehicle for transport service by checking oil, water, fuel and other parts of the vehicle prior to driving
  • Perform project routine business around the province, such as receiving and delivering official project documentation to and from district office, general office purchasing
  • Purchase of basic cleaning and kitchen supplies and assist in the purchase of other project authorized items
  • Perform relevant general service activities such as collection of proforma, processing customs duty clearances and tax exemptions
  • Make arrangements for repairs, maintenance, and improvements to the office, as requested by the project management
  • Regularly check post office boxes, collect and dispatch letters, parcels and other correspondence, and perform other local errands

Preferred Qualifications

  • Completion of Secondary School is highly desirable
  • Valid Sierra Leone Driver’s License
  • At least one year prior experience in commercial driving
  • Thorough knowledge of local traffic laws and area traffic patterns
  • Excellent driving record and experience in traveling through the base location and other key areas of the country
  • Previous work experience on a development project is desirable
  • The ability to communicate in basic English is desirable

Located in Aberdeen, Freetown, Sierra Leone, the centre provides a variety of maternal and child health services. Our fistula unit provides free surgical treatment for women suffering from obstetric fistula from all over the country. The maternity centre opened in 2010 and has the capacity to deliver over 100 babies a month. Full antenatal and postnatal care is offered to women mainly from the Freetown area. The paediatric outpatient clinic provides care for children aged 12 and under. It serves mainly the Aberdeen area. All services are provided free of charge.

Plan International Sierra Leone is recruiting to fill the position of a Driver based at the Country Office and Programme Area Offices to deliver the tasks outlined below: Summary of the position

This role will support staff movement for various project activities across districts in Sierra Leone and contribute to Plan International Sierra Leone’s adherence to Sierra Leone’s driving rules and regulations.

Key Responsibilities

  • Keep documents related to the car up to date
  • Maintain a file wherein the registration document, licensing evidence and insurance papers are kept for reference
  • 3 months before expiration of insurance and license, alert Supervisor and follow up until timely renewal
  • Print and keep in the vehicle folder invoices of all works completed on it
  • In case of accident, inform the supervisor by phone and comply with any national requirement
  • Within 24 hours following an accident, prepare for supervisor’s review a report that informs on the circumstances of the accident, the witnesses, the time and place where the accident has taken place.
  • Apply Plan International Sierra Leone’s rules regarding fueling and reporting
  • Use the TOM card related to the assigned car to fuel it
  • Alert supervisor after 70% of the amount of the TOM card is used and trigger the replenishment process
  • Complete the car logbook and submit it every Monday morning to supervisor for review
  • Make sure the column related to the project to charge costs to on the mileage recording form is well filled in
  • Prepare for supervisor’s review every Monday morning the breakdown of km run per project for the week before.
  • Ensure the car is clean and ready for easy
  • Conduct customary daily verification on the car: oils, water, lights;
  • Keep the car in a constant neatness state
  • Share with the in-house mechanic any observed abnormal situation
  • Upon the in-house mechanic’s advice, file a request of repair for prompt maintenance/repair
  • Make sure the car goes for servicing every 5,000 miles
  • Follow up with external partner garage on any reparation to ensure the required work is conducted in the respect of quality standards.
  • Ensure security in the assigned car
  • Always request and take a gate pass before taking Plan car out of the office premises
  • In evening, park the car in Plan office premises and when in mission where Plan has no office, either park the car in the hotel or at a police station
  • Make sure all passengers in the car put their seat belt before moving
  • For highway missions, make sure all passengers have their orders of mission
  • Make sure a minimum security kit is available in the car
  • Keep a “first aid” box in the car and regularly check the expiry dates of material it contains.





Qualifications , Skills and Behaviours

  • A driving license for the category of car assigned
  • Certificate in WASSCE or Diploma in any discipline.
  • At least three (3) years of relevant experience
  • Good communication skills
  • Some knowledge in mechanic
  • Capacity to anticipate
  • Be able to take initiative to better deliver the work.
  • Clean, loyal, honest, trustworthy and respectful of procedures
  • Great availability
  • Great listening skills, discreet and tactful

Job Summary: The driver is responsible for arranging regular cleaning and maintenance services for the vehicle, planning each route based on road and traffic conditions. He/she is responsible for driving all WHI CHAMPS Surveillance vehicles and transporting staff, supplies, beneficiaries, samples and equipment for CHAMPS activities.

Responsibilities:




  • Map out driving routes ahead of time to determine the most expedient trip;
  • Obey all road safety rules, traffic and weather reports to stay up to date on road conditions;
  • Perform emergency repairs such as changing tires, installing light bulbs, fuses, tires, and spark plugs;
  • Ensure the car seats are clean and comfortable for all riders and schedule regular car service appointments and report any issues – Perform appropriate disinfecting after all transports.
  • He/she is to inspect the vehicles and perform basic support undertakings like changing the oil, refueling the car(s), changing the batteries, and checking and repairing some minor issues;
  • He/she is responsible for conveying materials, equipment, and staff of the organization to the areas where they are required;
  • Carry out routine checks on vehicles and recognize electrical and mechanical faults and report to the Supervisor or technician;
  • Report any case of accident, injury or damage of vehicles to his/her supervisor or manager; • Coordinate family and corpse movement with CHAMPS team post MITS
  • Participate in community engagement particularly in relation to returning corpse to village;
  • Pick up CHAMPS staff from the place and at the time they’ve requested and assist beneficiaries/staff with loading and unloading their luggage;
  • Transport samples materials, and staff securely to areas where they are needed, including one vehicle to and from Bo/Makeni on daily basis;
  • Complete all logbooks and participate in safety and IPC training on an annual basis for all riders and drivers
  • Working closely with WHI logistics department for seamless reporting
  • Any other duties as may be assigned by his/her supervisor.

Qualifications: Education/Knowledge/Technical Skills and Experience

Minim WASSCE or GCE O’ level Certificate

  • Minimum 4 years proven driving experience with an NGO and INGO in a similar position.
  • Good written and verbal communication skills
  • Excellent interpersonal and good teamwork spirit
  • Must have a valid Sierra Leone Driver’s License
  • It is a plus to be able to ride a motorbike
