OVERALL OBJECTIVE:

To ensure the safe transport of all GOAL personnel and property, and to ensure the proper handling, use, and upkeep of  GOAL vehicles.

 

General Description of GOAL’s Work in Sierra Leone

GOAL has been present in Sierra Leone since 1999, with an overall aim to contribute to poverty and vulnerability reduction through  the implementation of integrated, multi-sectoral interventions, with a primary focus on improving Reproductive, Maternal, Neonatal,  Child and Adolescent health (RMNCAH) specifically addressing teenage pregnancy. GOAL is also improving rural water supply,  urban WASH focusing on faecal sludge management and promoting social inclusion, empowerment, and the promotion of decent  work through systems-based program approaches and community led social and behavioural change. GOAL currently operates  in Western.

Area Urban (Freetown), Kambia, Bombali, Koinadugu, Moyamba and Kenema Districts, with funding from Irish Aid, Charity: Water  and FGDO.

KEY DUTIES:

  1. Transport personnel and goods to their required destination safely, whilst adhering to national traffic regulations, and  to GOAL-specific transport and vehicle policies/regulations.
  2. Perform daily checks on vehicle assigned to him/her, and confirm its status by signing the Daily Log sheet.  3. Maintain general cleanliness of the vehicle, engine, body interior, and undercarriage regularly. 4. Complete the vehicle log sheet before and after every trip or stop made by the vehicle. Ensure that the vehicle log  sheets are completed accurately and correctly each and every time.
  3. Maintain absolute compliance with ALL traffic regulations at all times: i.e. speed limits, road signs, etc. Show particular  consideration for pedestrians, and other users of the road. Maintain vigilance to all potential traffic hazards, and  adherence to all GOAL safety procedures and regulations.
  4. At the beginning of every shift, carry out daily vehicle maintenance checks as outlined in the policy, especially for: fuel  level, oil level, water, battery acid status, tyre pressure, clutch, visibility, brake system response, and steering condition. 7. Ensure that there is sufficient fuel in the vehicle at all times. When/if fuel level is insufficient, alert the Fleet  Officer/Logistics Manager immediately.
  5. Assume responsibility for the security of the vehicle, and all items inside the vehicle, while on duty  9. Report any deficiencies or problems with the vehicle as soon as possible to the Fleet Officer/Logistics Manager. 10. Maintenance:

➢ Observe the periodic maintenance schedule for the vehicle; inform the immediate line manager in advance,  when any maintenance or service is coming due.

➢ Of any faults or problems are encountered, report them immediately to the line manager.

➢ When the vehicle is in the garage for repair and/or maintenance, observe and monitor all repairs, and ensure  that all work done on the vehicle is properly documented.

➢ Check to verify that all mechanical servicing conforms to GOAL service and maintenance regulations, as per  the GOAL Sierra Leone Logistics manual.

 

  1. In the event of an accident, ensure that GOAL Sierra Leone rules and regulations are duly adhered to. Immediately report  the accident to the nearest GOAL office, and follow all instructions given by that office. If witnessing any breaches of this  regulation, report them immediately.
  2. Check that all relevant vehicle documentation is safely stored in the vehicle always i.e., registration papers, insurance  certificate, accident report forms, daily logbook, and any other necessary documents. Also ensure that the vehicle has an up  to date first aid kit.
  3. Commitment to GOAL Child protection and Gender policies.

GOAL anticipates that in the performance of daily activities there will be some tasks requested of the employee that are not  stated in this job description. It is therefore an additional responsibility of the employee to be flexible regarding its’  interpretation.

Driver Rules

Every Morning, Before Commencing Any Journey:

➢ Check Oil Level

➢ Water Level

➢ Check Fuel

➢ Check Lights, Mirrors, Wipers are in Working order

➢ Check that the vehicle does not have any damage before you leave the compound.

Drivers must also inspect the vehicle after any 50-50, 100, movement or long journey.

  • National SPEED LIMITS must be adhered to strictly. Drivers must travel at speeds appropriate to the road and weather  conditions, and at which the vehicle can be safely controlled. Speed should not exceed 40km/hour in town and  80km/hour outside of town. Driver will be issued with warning letters and reprimanded if they exceed the speed limit.
  •  Drivers will receive a “lunch per diem” of NLe 30,00 for all 50-50 trips.
  • All drivers (according to normal GOAL HR policy) are required to provide their own transport to work. This includes all  shifts, day, night, and weekend – including those occasions on which the night driver is requested to report to work  directly at the office.
  • Drivers that are covering the night shift should not spend most of the day at the GOAL office, as they need time to rest.  Likewise, drivers that are off duty should not spend excessive extra time at the residence, unless requested to do so by  the transport officer.
  • Drivers must ensure that the “DRIVER’S MOBILE PHONE” is fully charged, and it must have a minimum of Two Hundred  &Fifty Units (250) at all times.

 

➢ Drivers must maintain safe and courteous driving at all times, and ensure that all passengers use their seat belts. All  drivers are responsible for their vehicles, and they represent GOAL at all times when driving a GOAL vehicle.

➢ Drivers must respect the road signs and the zebra crossings at all times.

➢ Drivers must never leave the vehicle unattended, except in exceptional circumstances.

➢ Drivers must only start the vehicle moving in first gear, not in second gear. Do not rev the engine at any time. ➢ Drivers must not repeat or discuss any GOAL business that may be discussed in their vehicle. As per HR manual  confidentially applies to drivers and desertion at all times is expected from the driver.

➢ The driver is not allowed to carry any unauthorized passengers in GOAL vehicles. Unauthorized passengers are  passengers which no GOAL member of staff has approved of.

➢ Use the handbrake when stopped on a hill, not the clutch.

➢ Do not use the hose to wash the vehicle; use a damp cloth instead.

➢ Drivers must always complete the vehicle log sheets properly at the start and end of every trip or movement and ensure  that it is signed by the driver and the passenger.

➢ Drivers must ensure that all service mileage is recorded and highlighted on the vehicle log sheet. The Transport Officer  is responsible for ensuring that the next mileage due for services is written on paper and affixed to the dashboard of  the vehicle.

➢ All long trips and journeys must be authorized by the Logistics Manager and all vehicles must return to their base  location (e.g. Freetown, Kambai, Makeni or Kenema) by 6pm every evening.

➢ In Kenema, only where mobile phone coverage is not available, drivers are required to use the Thuraya Satellite phone  on a daily basis when in the field to call the Logistics Manager at 3 intervals throughout the day: 8am, 2pm, 6pm.

➢ The night and weekend driver should assist with re-fueling the generator and related tasks, as needed and requested.

Accident Procedures

In the event of an accident the following steps must be adhered to:

➢ Seek medical attention as soon as possible, if anyone is injured.

➢ Drivers must not accept responsibility for any accident–the police will examine the accident site. ➢ Drivers must obtain:

➢ Name and address of the third party

➢ Type, model, plate number, etc. of the vehicle or vehicles involved

➢ Insurance details of the third party, including name of insurance company, the branch and type of insurance

➢ Details of the damage to the third party vehicle

➢ Details of the road and weather conditions at the time of the accident

 

➢ All accidents must be reported to the police before leaving the scene. The driver must obtain the rank, name, number,  and station of the police officers attending the scene.

➢ The driver must inform the Logistics Manager or Country Director of the accident immediately. These two individuals  will be responsible for contacting others.

➢ The driver must complete the Vehicle Accident Report Form immediately on returning to the office.

Note: If necessary, senior national staff should deal with any disputes over accidents –expatriates should not get involved in the  discussions over accidents.

SOS Children’s Villages Sierra Leone is recruiting a Resident Nurse to provide the front lines of primary health care delivery within the Freetown Village location in line with the organisation’s vision, mission, values, policies, strategies and available resources. The role will support programme development in alternative care service delivery using the Family-like Care setting.

 

The resident nurse will be responsible to monitor the health (Physical, Mental, Psychological) conditions of participant within Freetown location.

 

He/she is also responsible to ensure there is ongoing sensitize for children/youth, Mothers and Aunties about health issues according to the organisation’s policies and procedures.

 

Support the process of referrals to the Hospital, follow up properly and coordinates annual medical check-up for children, youth and staff.

 

S/he is to advise Mothers and Aunties in areas such as nutrition, basic hygiene, sanitation and immunisation of children in the Village. Advise and educate Mothers and Aunties as to the adequate nutrition for the special group of children in the Village (Malnutrition, Ulcers, etc.).

 

Be familiar with the health history of every child/youth in the Children’s Village. Fill the child’s file with basic clinical data such as height, weight, blood pressure, blood type, general physical condition; and so on.

 

Supervise health issues in Family house by visiting family houses every day to check for overnight illness.

 

Prepare and presents twice a year a comprehensive health statistical report of the Village, by Identifying major diseases and other health incidences analysing the causes/prevention/effects.

 

Must ensure that the Children’s Village have adequate stock of relevant drugs and medical supplies to carry out basic medical treatment.

 

Must organise periodic counselling sessions with children, youth and staff in areas of STD’s, other health related issues, prevention and cures.

 

Qualifications and Experience

 

The position demands the service of either a State Registered Nurse or a State Enrolled Community Health Nurse, or any other diploma deemed equivalent.

 

Minimum 3 years professional experience.

 

Experience working with a protection agency is a plus.

 

Knowledge of GBV and TIP issues is a plus.

 

Must have a willingness to closely follow child and vulnerable adult protection policy and procedures.

 

Good written and spoken English are required.

 

Trustworthiness and confidentiality as well as modelling principled behaviour.

SOS Children’s Villages Sierra Leone is seeking a trained, qualified and professional driver to join the team of dedicated and committed staff in Bo. Reporting to the Administrative Secretary, the Driver will assist SOS Children’s Villages in Sierra Leone to fulfil its mission of working for the well-being of children by providing safe driving support and general administration and logistics work.

 

He/she is responsible for the safety condition of the vehicle and equipment (presence of e.g. jack and tools, first aid box etc.).

 

He/she carries out routine vehicle inspections and refills air, diesel, lubricant, water and brake fluid, etc. as required.

 

Ensure that safe driving practices are adhered to including local driving codes and internally agreed standards. Observing the road and traffic laws and regulations of Sierra Leone.

 

He/she is to ensure the vehicle is kept clean, tidy, secure and in good working condition at all times.

 

Perform minor repairs and arrange for other repairs, prepare vehicle spare parts inventory.

 

Assist the Admin Secretary to ensure vehicle insurance and registration is updated according to schedule.

Coordination and Networking:

  • Collaborate closely with Sierra Leone Agriculture Research Institute (SLARI), Njala Agricultural Research Centre (NARC) and Ministry of Agriculture and Forestry (MAF) both at national and district level.

BACKGROUND

The Child Health and Mortality Prevention Surveillance (CHAMPS) network aims to determine and track the causes of under-five mortality and stillbirths through epidemiologic surveillance, including reporting within 24 hours, clinical sampling, and use of advanced laboratory testing and diagnostics across a network of international sites. The areas selected for CHAMPS in Sierra Leone is Bombali Sebora and Bombali Siari chiefdoms in Bombali district (population 606,544), and Tikonko and Kakua chiefdoms in Bo district. The site area in Bombali has a population of 161,383 and is mostly urban, including the city of Makeni (population 125,970).

CHAMPS employs the Minimal Invasive Tissue Sampling (MITS) procedure for post-mortem diagnosis. MITS was developed to reduce the uncertainty regarding causes of death. The data collected from the CHAMPS Sierra Leone site will be added to that collected from other sites and will help reduce child deaths in lower- and middle-income countries (LMIC) by providing detailed evidence on the cause of death to influence policy of funders and stakeholders.

The Driver operates and maintains project vehicles to meet the transportation needs of Crown Agents and CHAMPS Project. S/he will provide secure and timely driving services using Crown Agents or CHAMPS vehicles to transport staff, supplies, beneficiaries, samples, and equipment for CHAMPS activities as well as maintaining vehicle safety and cleanliness.

As a driver, you are expected to drive in a safe manner in compliance with all Crown Agents policies and procedures and obeying all local road Traffic Acts; You will ensure that passengers are driven to and from their destination in a safe manner; You will ensure that loads are secured, transported safely and meet with vehicle capacity; You are responsible for vehicle safety and will ensure that the vehicle is parked safely at all times.  If necessary stay with vehicle when parked; You will carry out daily and weekly maintenance checks on vehicles as well as check that vehicles have the standard accessories present i.e. Fire Extinguisher; First Aid kit; Wheel brace, Jack, Basic tools and Spare wheel); You will maintain a clean, tidy and roadworthy condition vehicles; You will ensure that the vehicle movement board is completed before any journey commences; You will fill out the Vehicle Log Book and have it signed for each journey.

Requirements.

Completion of Secondary School is highly desirable. At least five-year prior experience in  official or commercial driving.

Thorough knowledge of local traffic laws and traffic patterns. Must be able to monitor and do minor maintenance and check on vehicles. A valid Sierra Leone Driver’s License is required. Must be able to fill logbook and make basic reports as may be required. The ability to communicate in basic English is desirable, excellent driving record and experience in traveling through the base location and other key areas of the country. Previous work experience on a development project is desirable.

The Senior Surveyor is responsible for the completion of all Survey tasks throughout all areas of the Baomahun Mine Site to ensure all spatial activities are either controlled or captured to an acceptable level of accuracy.

 

RESPONSIBILITIES

 

Functional Planning/Scheduling:

  • Provide leadership and mentorship for the subordinates.
  • Schedules tasks for Surveyors and ensures timely completion of the same.
  • Maintain up-to-date digital maps of the mine and site infrastructure.
  • Prepare Pit Bench Certificates and Ore Stockpile Balance Certificates.
  • Provide EOM physical data to Geology and Mine Planning for period reconciliations and subsequent government audits.

  • Accurate processing of survey data
  • Conducting survey measures to enable contractual payments to be made.
  • Use Survey software to present the pit pick-up plan.
  • Use of drone for pick up for monitoring.

 

Compliance / Quality Control:

  • Promote and adhere to appropriate internal methodologies, policies, procedures, and standards.
  • Consistently maintain a high quality of work across all allocated functions.

 

Reporting :

  • Assist in developing and preparing the monthly End of Month reports on material movement and all stockpiles quantified.
  • Assist in the preparation of plans and drawings for various regulatory bodies (i.e. Mine plans, accident investigation plans, etc)

 

Qualification and Skills Requirements:

  • University Degree in Surveying/Geomatics Engineering from a recognized tertiary institution.
  • Advanced proficiency in the use of modern survey equipment: Robotic Total Stations, RTK GPS, and Drones.
  • Advanced computer literacy and proficiency in the use of mining and construction software e.g. Surpac, AutoCAD Civil. 3D, Covardis, Leica Geo Office, Spectrum Survey Office, etc.
  • A minimum of 5 years post-qualification survey experience in open-pit mining.
  • Proven work experience in mine development and construction environment.

Role Purpose

The LV Driver will be responsible for driving the company’s Minibus in Freetown and a wide range of driving and logistical support services which will include ensuring the safe transportation of people and goods promptly, as well as maintaining the vehicle in a good state and reporting data regarding vehicle use and fuel consumption.

 

 The responsibilities: 

  • Transport company staff as well as various products and materials to and from specified locations in a safe and timely manner.
  • Assist with the loading and offloading of staff luggage, products, and materials.
  • Adjust travel routes to avoid traffic congestion or road construction.
  • Promptly inform the company of any tickets or fines issued against the company vehicle during work hours.
  • Ensure that the company vehicle is parked in safe designated areas.
  • Perform any other duties deemed necessary by the FG Gold Management.
  • Record daily movement on the company-provided logbook.
  • Record fuel consumption on the company-provided logbook.
  • Report any accidents, injuries, and vehicle damage to management.
  • Perform daily pre-inspection for the vehicle before use.
  • Report any issue adversely affecting the performance of the vehicle to the Line Manager.
  • Ensure strict compliance with safety including the use of seat belts in the vehicle as well as speed limit.
  • Ensure all passengers are in compliance with the company’s safety policy.
  • Keep the vehicle clean.
  • Observe traffic rules and drive safely taking into consideration the road conditions.
  • Must be physically fit and mentally stable to drive.
  • Zero tolerance for alcohol use in driving.

Job Overview of the Role

International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1991 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. Since January 2018, the two countries have been clustered and now operating under a single management structure. The coordination office is based in Freetown, Sierra Leone overseeing the operations in Bonthe and Moyamba.

Action Against Hunger is recruiting a suitably qualified Sierra Leonean as Mechanic Driver to be responsible for carrying out regular routine maintenance and minor repairs on vehicles, generators and motorbikes; control the quality and guarantee of spare parts, provide technical support in the procurement and stock management of spare parts, raise procurement line for spare parts; drive a vehicle to transport people and goods

KEY ROLES AND RESPONSIBILITIES :

  • Carry out and follow up routine maintenance and minor repair works on vehicles, generators and motorbikes for the coordination office 

Responsibilities:

  • Regularly carry out periodic maintenance A, B and or C on vehicles, prepare stickers, administer job-cards in vehicle folders in Freetown, complete maintenance follow-up file and request spare parts from stock
  • Carry out or supervise regular maintenance on generators at the coordination office.
  • Carry out or supervise regular maintenance on motorbikes at the coordination office
  • Liaise with maintenance external suppliers, workshops and control the quality of their work when they repair vehicles, motorbikes, generators for external maintenance
  • Under the supervision of the Senior Logistics Officer, prepare a work plan every month
  • Ensure Quality control of spare parts 

Responsibilities: 

  • Visit suppliers when necessary to control quality of spare part supply
  • Check all spare part deliveries and sign on supplier delivery notes (vehicle, motorbike, generator)

 

  • Support the efficient implementation of spare part procurement and spare part stock management 

Responsibilities: 

– Raise Procurement Lines for the procurement of spare parts

– Support the SLO in optimizing the spare part stock

–  Submit timely spare part requests by completing the Stock Release Order

– Support the SLO in preparing dispatches to the field (delivery notes) and in checking the stock

  • Whenever required, take up driver duties and transport people and equipment under good security conditions: 

Responsibilities: 

  • Ensure timely transportation (pick-up and drop-off) to and from requested destination of employees.
  • When transporting employees, respect the country’s circulation rules and follow the logistician’s planning and instructions;
  • In case of an accident, immediately get in touch with the closest police station and duly inform the logistics department;
  • Follow the instructions of the manufacturer and the Action Against Hunger rules when using the vehicle;
  • Keep all personal documents as well as those of the vehicle with you and check that they are valid.
  • Reporting and Administration 

Responsibilities: 

  • Prepare and File maintenance job-cards in Freetown in equipment folders
  • Complete the maintenance and repair follow up file, spare part request on a monthly basis
  • Participate in the drivers’ meeting and give feedback on maintenance and repairs done on the vehicles

 

  • Teamwork: 

As part of the Coordination Logistics team, the Mechanic Driver may be required upon workload and request from his direct manager to support his colleagues on temporary activities.

  • Gender Action

Activities:

  • Works with field teams to ensure access and participation of women, men, girls and boys at risk to Action Against Hunger’s response, recovery and rehabilitation work.
  • Supports local stakeholders in organizing and carrying out advocacy and campaign for greater gender equality and equity in social protection programmes.
  • Engages with State and local Women’s rights organizations and mobilize collective voice around gender discrimination in the post conflict setting.
  • Proactively represent Action Against Hunger and participate in Gender and protection working
