Organizational Setting

FAO Representation in Sierra Leone implements an integrated food security programme, focusing on diversification of livelihoods, managing natural resources and building resilience. Reporting Lines

Under the overall supervision of the FAO Representative in Sierra Leone, this position will be directly supervised by the ECTAD Country Team Leader – Sierra Leone.

Technical Focus

The incumbent will contribute to implementation of activities under the National Laboratory Systems and Biosafety and Biosecurity technical areas of the FAO Global Health Security (GHS) programme which aims to build sustainable animal health and One Health capacities to mitigate risks and threats caused by emerging and re-emerging zoonoses, endemic zoonoses and antimicrobial resistance (AMR).

Tasks and responsibilities

Within the framework of the Emergency Centre for Transboundary Animal Disease programme (ECTAD), the overall policy and technical guidance of the Senior Animal Health Officer/ECTAD Global Programme Coordinator, in line with the programme management guidance from the Emergency and Rehabilitation Officer/ECTAD Global Programme Budget Holder (OER), the functional and administrative supervision of the FAO Representative in Sierra Leone, the direct supervision of the ECTAD Country Team Leader in Sierra Leone, the technical guidance of Regional Laboratory Expert for ECTAD Western and Central Africa, and in close collaboration with the ECTAD team in Sierra Leone, the National Laboratory Specialist with two support from the international laboratory expert in Sierra Leone will undertake the following duties and responsibilities:

  •  Contribute to the preparation of country strategies and programme for the management of high impact priority zoonotic diseases (PZDs), as well as emerging and re-emerging zoonotic and non-zoonotic disease in line with the national priorities and FAO’s Strategic framework 2022-2031
  •  Contribute to the design, coordination, and implementation of national strategies and programmes/projects, in line with the FAO/WOAH Global Framework for the Progressive Control of TADs, PZDs and Regional priorities.
  •  Contribute to the implementation of activities relevant to laboratory aspects of the USAID GHS, Fleming Fund and other ECTAD projects as a basis to mitigate the high (current/potential) impact of PZDs, emerging and re-emerging zoonotic and non-zoonotic diseases and AMR in Sierra Leone. These include:
  •  Contribute to the framing and the implementation of diagnostic protocols for PZDs, TADs and AMR to support surveillance plans.
  •  Supervise the assessment of national laboratory veterinary capacity for pathogen testing of samples from livestock and livestock products.
  •  Contribute to improved skills in sample collection from livestock in targeted livestock farming systems, and at critical points along the value chains and at domestic animals-wildlife interfaces using appropriate biosafety/biosecurity measures.
  •  Support maintenance and calibration of essential laboratory equipment.
  •  Support development of technical capacity and building competence of in-service laboratory technicians and other professionals working at the CVL through in-service on bench training and mentorship.
  •  Contribute to development and implementation of laboratory diagnostic and surveillance protocols for livestock in targeted livestock farming systems, value chains and at domestic-wildlife-human interface.
  •  Contribute to publications and or publish in peer reviewed journals results of capacity assessments and/or any other interesting findings/joint epidemiology and laboratory efforts following GHSP and Fleming Fund interventions.
  •  Support capacity development of national laboratories through; o Facilitation of training programs for laboratory personnel on new laboratory techniques, Quality Assurance, Biosafety and Biosecurity and tools such as Laboratory Mapping Tool (LMT), FAO Assessment Tool for Laboratories and Antimicrobial resistance Surveillance Systems (FAO-ATLASS), Laboratory Information Management System (LIMS)/SILAB. o Assist in the organization of planned training workshops, simulation exercise and meetings and other technical meetings, as needed. o Support country participation to Proficiency Tests (PTs). o Contribute to Laboratory capacity assessments using the FAO laboratory mapping tools (LMT). o Contribute to strengthening of national laboratory networks and information management systems. o Participate in animal health emergency preparedness and contingency planning exercises, or tabletop scenarios.
  •  Contribute to: o Preparation of technical specifications for the procurement of laboratory consumables and related non-expendable equipment in consultation with relevant national partners, o Organization of stakeholders’ meetings and development of animal health and other related policy instruments in Sierra Leone. o Provision of regular weekly updates of laboratory activities and reports in the country, monthly project activities, and prepare draft web/newsletter articles on technical accomplishments as needed in collaboration with International Laboratory Expert and CVL Manager. o Provision of regular updates of TADs epidemiology situation and immediate notification to the ECTAD CTL and International Laboratory Expert of any significant laboratory/epidemiological events. o Preparation of regular reports on the progress of the implementation of projects implemented by ECTAD Sierra Leone for FAO, donors, or other stakeholders. o ECTAD resource mobilization efforts to support sustainability of diagnostic laboratory work.

  •  Provides support in the areas of administration, finance and budgetary control.

The Agriculture Officer will lead all field activities relating to ‘Adoption of inclusive climate smart food production practices’ including: Farmer Field School approach with Lead farmers and Ministry of Agriculture and Forestry, support project farmers to increase and diversify climate smart (organic) production; Coaching and mentoring of project farmers; Delivery of session one of Agriculture and NRM to women’s groups.

Main duties & 

Responsibilities:

Programme planning and implementation 

Under supervision Agriculture Team leader:

  • Contribute to the development of monthly and weekly work plans with the team based on the overall project work plan and timeframe;
  • Participate as active participant in relevant project training of trainers;
  • Preparation of documentation (ToR, SRs, training curriculum, budget, float request, transport request…) for a programmatic and logistical preparation to implement agreed field activities – trainings, workshops, coaching and monitoring visits;

The Agriculture Team Leader will provide day-to-day supportive supervision of the Field Officers in their team – to ensure that project activities are being carried out as per the agreed work plan. S/He will ensure that agreed targets are on track to be met fully and with high quality. S/He will ensure that staff are present in their assigned field locations and will monitor the delivery and completion of their work.

Project specific:

Coordinating closely with the National partner oversee and ensure quality of activities and outcomes for the following ‘Increased inclusive climate smart food production (availability)’ key outputs in your district:

Better and more inclusive community management of natural resources:

  • Roll out of the LANN module 4 (Agriculture & NRM).
  • Facilitating re-wilding for some communities through private sector partner or other projects.

Give technical guidance and advice to national partner where needed to:

  • Through participatory approaches support the community to analyse their environment and identify local land/forests/water sources for protection.
  • Support establishment and strengthening of community-level natural resource management (NRM) committees. Linking them to Chiefdom/District-level structures to establish and enforce operational by-laws and increase ha’s of protected land/forests under their oversight.
  • Enhance women’s and young people’s community acceptance, representation and ability to influence decision-making in NRM committees.

Adoption of inclusive climate smart food production practices

  • Support the assessment of agricultural practices (crops, livestock, and fisheries) and barriers to adoption of climate smart food production.
  • Facilitate access to and control over resources (land, labour, assets, inputs and capital) for smallholder farming households, particularly female and young farmers to engage in production in identified value chains.
  • Strengthen access to effective agriculture extension and animal health services.
  • Promote climate smart best practices that increase and diversify sustainable (and profitable) agricultural production and post-harvest management in identified value chains.

Main duties & 

Responsibilities:

Specific Roles and Responsibilities – Under the supervision of the District Delivery Manager

Programme Cycle Management: 

  • Oversee, manage and ensure quality implementation of activities and achievement of Yoti Yoti Project outcomes under ‘availability’ pillar. Coordinating with counterparts in project partners to harmonise approaches and promote sharing and learning;

This is an exciting opportunity for the right candidate to support the significant growth of Concern’s Health Programme in Sierra Leone, in partnership with key line ministries and (I)NGO partners. You will provide leadership and management to the health sector, and technical support to ensure Concern is delivering high quality, relevant, impactful and accountable programming that targets hard to reach, underserved communities living in conditions of extreme poverty. This includes oversight of Concern’s existing health portfolio which takes an integrated and system strengthening approach across 4 pillars: (i) Community Health Seeking and Health Systems (including Adolescent Sexual & Reproductive Health (ASRH) and Nutrition, in close collaboration with the livelihoods sector); (ii) Formal Health System Strengthening (at district and national levels); (iii) Disease Prevention (including vaccination programming); and (iv) Humanitarian response – technical support to the Emergency Coordinator on health related emergency preparedness and response. All pillars are underpinned by gender and equality, protection, climate and environment, disaster risk reduction and conflict sensitivity. You will also play a key role in positioning Concern towards new funding opportunities in Sierra Leone and developing high quality proposals. You will be responsible to maintain and build strong relationships with donors, partners and the Sierra Leonean government – relevant line ministries.

Concern has been awarded the FCDO-funded Saving Lives in Sierra Leone 3 (SLiSL3) as consortium lead, which is an exciting new flagship programme for Concern, under the leadership of Consortium Coordination Unit (CCU) and of significant importance for Sierra Leone. The health coordinator, however, plays a key role in ensuring quality and timely delivery of SLiSL3 in Concern districts.

You will be based in Freetown, Sierra Leone, with frequent travel to the other districts where Concern works.

Main duties & 

Responsibilities:

Programme Leadership and Development:

  • Reporting to the PD, lead the implementation of Concern’s Country Health Strategy. Updating in line with Concern Sierra Leone’s country strategic plan which is in process of being updated in 2024.
  • Design, implement and manage overall Health Programme at the national level with high quality and ensure participation of community and other stakeholders; Ensuring alignment with Concern Worldwide’s health and organisational policies and strategies.
  • Ensure the Concern health development projects are designed in line with global best practices, relevant in country evidence, and in line with the needs of programme participants and partners in the intervention including Ministry of Health guidelines and strategy.
  • Provide technical backstopping to the health teams, ensuring the development, review and utilisation of best practices for specific technical interventions.
  • Ensure that the core principles and policies of Concern regarding Concern’s Code of Conduct and Associated Policies (especially the Programme Participants’ Protection Policy and Child Safeguarding), Equality and Anti-Fraud Policy are implemented, monitored and reported across the health programme.
  • With support of Concern advisors, ensure effective mainstreaming of equality, partnership, protection, environment and disaster risk reduction including how Concern Understands Extreme Poverty approach.

Programme integration and partnership development

  • Support the project leads to ensure successful roll out of health projects with a collaborative approach (particularly essential for any integrated projects and SLiSL3).
  • Maintain effective partnerships particularly with Health Development Partners, Ministry of Health at national level and other relevant ministries (e.g. Ministry of Water Resources and Sanitation, National Secretariat for the Reduction of Teenage Pregnancy, Ministry of Social Welfare).
  • Initiate and develop partnerships with relevant international and national NGOs and CBOs. This includes working with the Partnership Manager to identify and support in the assessment and capacity strengthening of potential strategic partners.

Proposal Development, Grants and Financial Management

  • In line with the country strategy, and in collaboration with the PD, CD, BDKC Manager and Country Finance Controller, analyse funding requirements and opportunities, support positioning and lead/support developing funding proposals of high quality to expand appropriately the health programme.
  • Prepare health sector annual budget and analyse the need to seek additional funding based on the health programme strategy.
  • Overall responsible for, and to build capacity of direct reports to ensure:
  • Effective management of all aspects of donor grants for the health programme including the timely preparation of high quality donor reports.
  • All projects are on track in terms of implementation and quality of activities as well as budget expenditure through effective planning and monitoring; Manage risks and escalate to line manager when necessary, with suggested solutions/actions.
  • Build/maintain effective relationships with stakeholders and partners at district level.
  • Monthly cash forecasts and donor management accounts are prepared/jointly reviewed with comments by Project Managers/Coordinators and adjust accordingly to ensure that budgets are spent effectively;
  • All health projects have annual budgets, Detailed Implementation Plans (DIP), with realistic timeframes and milestones, and procurement plans. With the support of the PD, and liaising with relevant departments, ensure that all resources needed (technical, financial, HR) are in place to implement DIP. Regularly review the budget, DIP and procurement plan and update relevant components at least quarterly with project and finance staff.
  • Lead in starting up new projects and hand over appropriately to the respective Project lead.
  • Support the project leads to close out projects according to internal Concern and donor guidelines.

Human resource management and development

  • Line manage direct reports, and ensure they are appropriately managing their teams. Set clear performance objectives, provide regular feedback and conduct performance reviews (in line with Concern processes), holding staff accountable for meeting agreed success criteria.
  • Design appropriate and effective mentoring, coaching and career development plans for members of the Health team to build their capacities. This includes liaising with HR to ensure an effective induction when new staff join Concern and regularly providing ongoing technical and managerial support as needed.
  • Prove leadership to support the team to move towards more equitable partnership ways of working.
  • With HR, lead in the recruitment process for health project teams. This includes updating job descriptions as needed and periodically reviewing the health sector team staffing structure – with recommendations for any changes to the PD and HR.
  • Ensure that work within the health team(s) is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.
  • Provide technical support to Project managers/coordinators – and wider team with specific focus on clinical and health technical support.

Monitoring, evaluation and learning, Innovation

  • Regularly visit programme locations to monitor implementation and quality, and coach and mentor staff and partners.
  • With the PDQ team:
  • ensure all health projects have strong MEAL plans in place, in line with Concern policies and systems, using standard and approved tools, and that the MEAL plans are feasible; indicators set for projects are reflective of project aims and are realistic and measurable;
  • evaluation and learning from monitoring is regularly shared with teams and partners for improved performance; Support partners to equally engage in effective MEAL planning and implementation;
  • review meetings (internal and external with partners, project stakeholders and programme participants) are conducted and learning used to adjust programming as necessary;
  • case stories and lessons learnt are captured and shared;
  • ensure production of high quality timely donor reports, monthly internal reports, reports for Service Level Agreements for the Government – that reports reflect contributions from the whole team and partners.
  • Lead on writing the country annual report for the health sector with high quality, ensuring it reflects contributions from the whole team.
  • Ensure that health project related documentation is continuously input and updated in Concern’s grants management system (GMS) and Sierra Leone working site.

Accountability

In line with Concern’s commitments under the Core Humanitarian Standard (CHS):

  • Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
  • Fully incorporate Concern’s Accountability and CHS commitments in Health programming design, implementation, and monitoring and evaluation;

Person specification:

Education  

  • Master’s degree in Public health/Community Health /WASH/Reproductive Health or other equivalent relevant experience.

Experience

  • Minimum of 5 years’ experience of implementing and managing health programs in development and fragile contexts (including programs relating to primary health care, WASH, Adolescent Sexual and Reproductive Health, maternal and child health) including at least 3 years at management level.
  • Proven experience with Health Systems Strengthening approaches.
  • Experience in partnership and localisation approach, working with a range of different partner organisations (national, international NGOs, private sector, research institutions etc., and strengthening their capacity.
  • Skills and experience in budget development and management, including expenditure tracking.

Tasks and responsibilities

Within the framework of the Emergency Centre for Transboundary Animal Disease programme (ECTAD), the overall policy and technical guidance of the Senior Animal Health Officer/ECTAD Global Programme Coordinator, in line with the programme management guidance from the Emergency and Rehabilitation Officer/ECTAD Global Programme Budget Holder (OER), the functional and administrative supervision of the FAO Representative in Sierra Leone, the direct supervision of the ECTAD Country Team Leader in Sierra Leone, the technical guidance of Regional Epidemiologist for ECTAD Western and Central Africa, and in close collaboration with the ECTAD team in Sierra Leone , the National Epidemiologist will undertake the following duties and responsibilities:

  •  Contribute to the development/review of country strategies/emergency preparedness and response plans and/or programs for the management of high-impact priority zoonotic diseases (PZDs), as well as emerging and re-emerging zoonotic and non-zoonotic diseases in line with the national priorities as defined by the country CPF and FAO’s Strategic Framework 2022-31.
  •  Support the design, coordination, and implementation of surveillance activities relevant to PZDs as well as emerging and re-emerging zoonotic and non-zoonotic diseases, to mitigate the high (current/potential) impact of diseases in Sierra Leone. These include:
  •  Contribute to the preparation of program work plans and detailed implementation plans (DIPs).
  •  Coordinate technical workshops to improve epidemiological activities/AH interventions in the country targeting innovative approaches addressing national and regional priority diseases.

  •  Provide regular updates on project activities and prepare web articles on technical accomplishments as needed, including scientific publications in a peer reviewed journal.

Technical Focus

Within the framework of the Emergency Centre for Transboundary Animal Disease programme (ECTAD), the overall policy and technical guidance of the Senior Animal Health Officer/ECTAD Global Programme Coordinator, in line with the programme management guidance from the Emergency and Rehabilitation Officer/ECTAD Global Programme Budget Holder (OER), the functional and administrative supervision of the FAO Representative in Sierra Leone, the direct supervision of the ECTAD Country Team Leader in Sierra Leone, the technical guidance of Regional Laboratory Expert for ECTAD Western and Central Africa, and in close collaboration with the ECTAD team in Sierra Leone, the National Laboratory Specialist with two support from the international laboratory expert in Sierra Leone will undertake the following duties and responsibilities:

  •  Contribute to the preparation of country strategies and programme for the management of high impact priority zoonotic diseases (PZDs), as well as emerging and re-emerging zoonotic and non-zoonotic disease in line with the national priorities and FAO’s Strategic framework 2022-2031
  •  Contribute to the design, coordination, and implementation of national strategies and programmes/projects, in line with the FAO/WOAH Global Framework for the Progressive Control of TADs, PZDs and Regional priorities.
  •  Contribute to the implementation of activities relevant to laboratory aspects of the USAID GHS, Fleming Fund and other ECTAD projects as a basis to mitigate the high (current/potential) impact of PZDs, emerging and re-emerging zoonotic and non-zoonotic diseases and AMR in Sierra Leone. These include:
  •  Contribute to the framing and the implementation of diagnostic protocols for PZDs, TADs and AMR to support surveillance plans.
  •  Supervise the assessment of national laboratory veterinary capacity for pathogen testing of samples from livestock and livestock products.
  •  Contribute to improved skills in sample collection from livestock in targeted livestock farming systems, and at critical points along the value chains and at domestic animals-wildlife interfaces using appropriate biosafety/biosecurity measures.
  •  Support maintenance and calibration of essential laboratory equipment.
  •  Support development of technical capacity and building competence of in-service laboratory technicians and other professionals working at the CVL through in-service on bench training and mentorship.
  •  Contribute to development and implementation of laboratory diagnostic and surveillance protocols for livestock in targeted livestock farming systems, value chains and at domestic-wildlife-human interface.
  •  Contribute to publications and or publish in peer reviewed journals results of capacity assessments and/or any other interesting findings/joint epidemiology and laboratory efforts following GHSP and Fleming Fund interventions.
  •  Support capacity development of national laboratories through; o Facilitation of training programs for laboratory personnel on new laboratory techniques, Quality Assurance, Biosafety and Biosecurity and tools such as Laboratory Mapping Tool (LMT), FAO Assessment Tool for Laboratories and Antimicrobial resistance Surveillance Systems (FAO-ATLASS), Laboratory Information Management System (LIMS)/SILAB. o Assist in the organization of planned training workshops, simulation exercise and meetings and other technical meetings, as needed. o Support country participation to Proficiency Tests (PTs). o Contribute to Laboratory capacity assessments using the FAO laboratory mapping tools (LMT). o Contribute to strengthening of national laboratory networks and information management systems. o Participate in animal health emergency preparedness and contingency planning exercises, or tabletop scenarios.
  •  Contribute to: o Preparation of technical specifications for the procurement of laboratory consumables and related non-expendable equipment in consultation with relevant national partners, o Organization of stakeholders’ meetings and development of animal health and other related policy instruments in Sierra Leone. o Provision of regular weekly updates of laboratory activities and reports in the country, monthly project activities, and prepare draft web/newsletter articles on technical accomplishments as needed in collaboration with International Laboratory Expert and CVL Manager. o Provision of regular updates of TADs epidemiology situation and immediate notification to the ECTAD CTL and International Laboratory Expert of any significant laboratory/epidemiological events. o Preparation of regular reports on the progress of the implementation of projects implemented by ECTAD Sierra Leone for FAO, donors, or other stakeholders. o ECTAD resource mobilization efforts to support sustainability of diagnostic laboratory work.
  •  Submit a final technical report upon completion of the assignment to ECTAD CTL and FAOR.
  •  Perform other related duties as required by the CTL and FAOR.

Duties and Responsibilities:

Support clinical training and implementation

  • Provide technical support to midwifery partnerships to facilitate clinical training and practice strategy, and learning for continuous improvement
  • Work closely with Seed educators, training site staff, and faculty to support and facilitate execution of midwifery improvement – activities

You will report to Sierra Leone Programme Director (PD) and will lead on the strategic development and leadership of Concern’s growing Health Programme in Sierra Leone. Your purpose: This is an exciting opportunity for the right candidate to support the significant growth of Concern’s Health Programme in Sierra Leone, in partnership with key line ministries and (I)NGO partners. Concern has been awarded the FCDO-funded Saving Lives in Sierra Leone 3 (SLiSL3) as consortium lead, which is an exciting new flagship programme for Concern, under the leadership of Consortium Coordination Unit (CCU) and of significant importance for Sierra Leone. The health coordinator, however, plays a key role in ensuring quality and timely delivery of SLiSL3 in Concern districts.

You will be responsible for:

Programme Leadership and Development:

  • Reporting to the PD, lead the implementation of Concern’s Country Health Strategy. Updating in line with Concern Sierra Leone’s country strategic plan which is in process of being updated in 2024.
  • Design, implement and manage overall Health Programme at the national level with high quality and ensure participation of community and other stakeholders; Ensuring alignment with Concern Worldwide’s health and organisational policies and strategies.
  • Ensure the Concern health development projects are designed in line with global best practices, relevant in country evidence, and in line with the needs of programme participants and partners in the intervention including Ministry of Health guidelines and strategy.
  • Provide technical backstopping to the health teams, ensuring the development, review and utilisation of best practices for specific technical interventions.
  • Ensure that the core principles and policies of Concern regarding Concern’s Code of Conduct and Associated Policies (especially the Programme Participants’ Protection Policy and Child Safeguarding), Equality and Anti-Fraud Policy are implemented, monitored and reported across the health programme.

Programme integration and partnership development

  • Support the project leads to ensure successful roll out of health projects with a collaborative approach (particularly essential for any integrated projects and SLiSL3).
  • Maintain effective partnerships particularly with Health Development Partners, Ministry of Health at national level and other relevant ministries (e.g. Ministry of Water Resources and Sanitation, National Secretariat for the Reduction of Teenage Pregnancy, Ministry of Social Welfare).
  • Initiate and develop partnerships with relevant international and national NGOs and CBOs. This includes working with the Partnership Manager to identify and support in the assessment and capacity strengthening of potential strategic partners.

Proposal Development, Grants and Financial Management

  • In line with the country strategy, and in collaboration with the PD, CD, BDKC Manager and Country Finance Controller, analyse funding requirements and opportunities, support positioning and lead/support developing funding proposals of high quality to expand appropriately the health programme.
  • Prepare health sector annual budget and analyse the need to seek additional funding based on the health programme strategy.
  • Overall responsible for, and to build capacity of direct reports to ensure:
  • Effective management of all aspects of donor grants for the health programme including the timely preparation of high quality donor reports.
  • All projects are on track in terms of implementation and quality of activities as well as budget expenditure through effective planning and monitoring; Manage risks and escalate to line manager when necessary, with suggested solutions/actions.
  • Build/maintain effective relationships with stakeholders and partners at district level.
  • Monthly cash forecasts and donor management accounts are prepared/jointly reviewed with comments by Project Managers/Coordinators and adjust accordingly to ensure that budgets are spent effectively;
  • All health projects have annual budgets, Detailed Implementation Plans (DIP), with realistic timeframes and milestones, and procurement plans. With the support of the PD, and liaising with relevant departments, ensure that all resources needed (technical, financial, HR) are in place to implement DIP. Regularly review the budget, DIP and procurement plan and update relevant components at least quarterly with project and finance staff.
  • Lead in starting up new projects and hand over appropriately to the respective Project lead.
  • Support the project leads to close out projects according to internal Concern and donor guidelines.

Human resource management and development

  • Line manage direct reports, and ensure they are appropriately managing their teams. Set clear performance objectives, provide regular feedback and conduct performance reviews (in line with Concern processes), holding staff accountable for meeting agreed success criteria.
  • Design appropriate and effective mentoring, coaching and career development plans for members of the Health team to build their capacities. This includes liaising with HR to ensure an effective induction when new staff join Concern and regularly providing ongoing technical and managerial support as needed.
  • Prove leadership to support the team to move towards more equitable partnership ways of working.
  • With HR, lead in the recruitment process for health project teams. This includes updating job descriptions as needed and periodically reviewing the health sector team staffing structure – with recommendations for any changes to the PD and HR.
  • Ensure that work within the health team(s) is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.
  • Provide technical support to Project managers/coordinators – and wider team with specific focus on clinical and health technical support.

Monitoring, evaluation and learning, Innovation

  • Regularly visit programme locations to monitor implementation and quality, and coach and mentor staff and partners.
  • With the PDQ team:
  • ensure all health projects have strong MEAL plans in place, in line with Concern policies and systems, using standard and approved tools, and that the MEAL plans are feasible; indicators set for projects are reflective of project aims and are realistic and measurable;
  • evaluation and learning from monitoring is regularly shared with teams and partners for improved performance; Support partners to equally engage in effective MEAL planning and implementation;
  • review meetings (internal and external with partners, project stakeholders and programme participants) are conducted and learning used to adjust programming as necessary;
  • case stories and lessons learnt are captured and shared;
  • ensure production of high quality timely donor reports, monthly internal reports, reports for Service Level Agreements for the Government – that reports reflect contributions from the whole team and partners.
  • Lead on writing the country annual report for the health sector with high quality, ensuring it reflects contributions from the whole team.
  • Ensure that health project related documentation is continuously input and updated in Concern’s grants management system (GMS) and Sierra Leone working site.

Accountability

In line with Concern’s commitments under the Core Humanitarian Standard (CHS):

  • Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
  • Fully incorporate Concern’s Accountability and CHS commitments in Health programming design, implementation, and monitoring and evaluation;
  • Work with relevant colleagues to ensure that the Feedback Complaints and Response Mechanism (FCRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
  • Work with relevant colleagues to ensure that information about FCRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

  • Ensure Concern is represented at a range of national and international technical fora related to our work or future strategic direction (delegate where applicable to Direct reports).

Position Overview

The Senior Supply Chain Manager is responsible for procurement and customs clearance operations for PIH Sierra Leone. The position is dynamic in nature and requires broad supply chain knowledge to strengthen all components of the supply chain, including sourcing, purchasing, logistics, and inventory management. Along with technical supply chain expertise, the role will require significant process development, implementation, and execution across all supply chain components to maximize value for money and minimize stock outs. The role provides oversight and monitoring for the supply chain of medical commodities including critical medications, lab reagents, and biomedical materials, as well as administrative and infrastructure materials including stationary, cleaning materials, and spare parts.

Essential Duties and Responsibilities:

  •  Ensure effective supply chain operations from request all the way to delivery to end user
  •  Partner with Boston based Supply Chain team to coordinate and harmonize international supply chain operations with local organizational activities
  •  Coordinating transport and procurement operations, including developing and strengthening protocols/policies for standardizing daily operating procedures for stock management, procurement, and logistics
  •  Partner with clinical teams to regularly review inventory and address both acute and long term priorities
  •  Ensure supply chain operations are compliant with grant funding requirements
  •  Oversee the inventory management and distribution of items stored in Freetown
  •  Implement procedures to track and maintain high value assets, including medical equipment and vehicles

Review and manage supplier relationships and existing contracts for all sites as well as conducting marketing surveys

Position Overview

The main purpose of the position is to provide technical and training/mentorship support for Koidu Government Hospital (KGH) Microbiology Laboratory (ML) to ensure reliable results on time for management of patients with Infectious diseases with targeted treatment rather than empirical treatment by WHO standards. Additionally, enhance the role of the Microbiology Laboratory in the antimicrobial stewardship.

  •  Support the KGH Microbiology Lab team to be operational based on the Clinical Laboratory Standards Institute (CLSI) or European Committee on Antimicrobial Susceptibility Testing (EUCAST) to process cultures and antibiogram for patients’ samples.
  •  Support the activities and be the link between PIHSL and KGH Microbiology Laboratory team.
  •  Ensure competency of all Lab personnel and adherence to PIH/MOHS Quality Management System.

Essential Duties and Responsibilities: The Clinical microbiologist will be responsible to oversee all aspects of KGH Microbiology Laboratory in close collaboration with the PIH Lab Laboratory Manager and the MoH Lab Lead, mainly in the following areas: Diagnostics:

  •  Ensure to provide timely, reliable, and reproducible identification of microorganisms and antimicrobial susceptibility results.

Training and mentorship:

  •  Train PIH/Ministry of Health ( MoH ) laboratory technicians on microbiology techniques, SOP and quality assurance protocols (QA) for essential laboratory services in accordance with PIH/MOHS and international standards.
  •  Ensure good collaboration between PIH and the MoH laboratory team.
  •  Perform competency testing of laboratory technicians in the performance of key microbiological processes and tests.

Quality control:

  •  Ensure the implementation of an Internal and external quality control and safety system in the Microbiology Laboratory in collaboration with Lab Manager and the Lab Quality Manager.
  •  Adapt the existing WHO Standard Operation Procedures for microbiology and other tools in accordance with MoH guidelines.

Reporting:

  •  Ensuring proper registration and records of all microbiology lab-related activities, including, but not limited to eHealth records, laboratory documentation and reporting of AMS and AMR activities.
  •  Implementing the correct use of the surveillance program WHONET to have proper records of laboratory results.
  •  Provide monthly reports based on extracted data from surveillance program WHONET .
  •  Collaborate with the M&E team in the development of data tools collection, reporting and development of quality projects based on results.

Logistics and supply chain:

  •  Oversee consumption of supplies and requests.
  •  Plan and supervise, in close coordination with the Lab Manager and supply chain team the local and international orders for consumables and equipment needed for the microbiology laboratory. Monitor laboratory stock ensuring that stock cards are updated to calculate proper Average Monthly Consumptions of commodities to avoid stock ruptures.
  •  Responsible for ordering and supply chain management of reagents and materials for micro lab and point of care testing in collaboration with procurement and Pharmacy Manager, in line with the approved laboratory budget. eRCIdgu BIpnb
  •  Work closely with PIHSL and Lab cross-site team and procurement teams to ensure timely order processing and adherence with the national guidelines.

Maintenance of equipment:

  •  Oversee maintenance and troubleshooting of lab equipment. Ensure all equipment in the Lab is functional and report faults timely to the PIH Biomed and other reporting lines.

Antimicrobial resistance stewardship:

  •  Compile, analyze and report microbiology lab activities and results to the medical staff providing relevant information for AMR surveillance.
  •  Actively participate and help to coordinate with the Clinical leadership the antimicrobial stewardship committee.

To be efficient at this position the lead will work closely with the PIH-Sierra Leone SMT, especially the Medical Director, to receive guidance and set priorities; work with the Boston SIS team to stay up-to-date about available resources and get technical support; and stay connected with the relevant entities at MOHS and DMHTs to provide the accompaniment needed to support the development of the health information system in the country.

 

Essential Duties and Responsibilities:

Primary Responsibilities:

Team Leadership

  • Lead a growing multidisciplinary team of SHIS comprise of 3 main units: M&E, Research and e-Health. Manage and supervise the M&E team comprise of data management specialists, data officers and coordinators and archives staff. Provide guidance and leadership to the e-Health manager in charge of implementing e-health strategies and supervising the team of e-Health specialists and technicians. Oversee the work of the evaluation and research Manager and research specialist.
  • Ensure high level of positive synergy between these units. The SHIS will accompany closely and work side by side with these units to promote a consistent team spirit   while ensuring, integration and alignment of all initiatives and tasks to be performed by these units.
  • Conduct regular performance evaluation for the team to identify strengths and weaknesses, as well as come up with strategies to improve staff performance.
  • Conduct regular training sessions, technical meetings and staff motivation activities to make sure that the team has the capacity, resources and the positive spirit to perform efficiently their tasks.
  • Work with managers of the different units to address technical issues that hinder the work of the team as well as supporting the HR department in the resolution of conflicts among members of the SHIS staff or with any other colleagues in the work environment.
  • Remain connected and engaged with the SMT, the PIH SIS leads in Boston and the relevant health officials at the MOHS and DHMT levels to ensure integration, compliance and synergies with the initiatives around health information at all levels.
  • To take advantage as much as possible of the OnePIH network, represent the PIH-SL SHIS team at senior PIH meetings in country and with Boston teams such as overall SIS Boston, Impact Initiative, Health Financing and Planning, Research Core, Health System Strengthening and Quality Improvement, etc. as well as at high-level meetings with external partners and other relevant events such as workshops, conferences, etc.
  • Request for and respond to the relevant work sessions with the Boston SIS and other health information teams in other PIH sites to learn from initiative being implemented in those sites as well as share experience and expertise to support their initiatives and projects.
  • Together with the different SHIS unit managers lead the development of the overall SHIS strategic planning and budgeting.

 

Technical responsibilities

  • Develop a clear understanding of the overall landscape of health information system at both the organization level and the country level to come up with suitable initiatives and interventions to efficiently target PIH contributions to this sector in the country.
  • Master the content and the features of the different systems and platforms being used and to be used at the PIH-SL and OnePIH and look for ways to build capacity of both the M&E, research and e-Health teams and the processes for their efficient use.
  • Ensure a continuous and positive synergy and integration between the M&E unit and the e-Health unit leading to a strong health information system to the benefit of the programs and projects requiring strong data system to support their work in providing evidence-based and quality of care  and services to the patients/beneficiaries.
  • Engage directly with the different programs and projects leads to understand their needs This will include adapt M&E processes and tools, further develop features and add modules on Open MRS as our EMR platform as needed at the different PIH-SL supported sites; accompany the CBP team in developing a suitable and efficient mobile data system based on CommCare and start making plan to integrate GIS component into their interventions, especially in the context of the adaptation of the household model; work with both units to develop with Boston team an efficient data warehouse system administered locally and compliant to the country data governance requirements and laws; etc.
  • Through evaluation of level of competency and staff performance appraisal identify technical weaknesses of members of the team in order to organize targeted training sessions, mentorship plan and supportive supervision to improve both individual and team capacity in those areas.
  • Lead as necessary the development of additional tools and/or additional features in existing tools to address specific issues or needs expressed by the clinical team and all other program teams that require information system expertise.
  • Provide the necessary technical accompaniment to the team for all relevant projects and initiatives implemented at all the PIH-SL supported sites from design, testing, development and implementation. This will include system implementation needs and feasibility assessments, choice of the right platforms and tools, adaptation/customization of system and tools, development of processes and procedures, system evaluation, etc.
  • Work with all SHIS units to trigger interest for the utilization by programs of the different systems and tools developed, adopted or customized by the SHIS team. Work with the team to put in place plan to receive and efficiently use feedback from the different users.
  • Be involved directly in facilitating the building of effective relationship with frontline clinicians to make sure systems are designed to reflect their needs and implemented to efficiently support their time and quality of work.
  • Working with the Medical Director and the MOHS facility management teams, lead with the two units the development and strengthening of efficient health information system in two teaching health facilities in the Western Area: the Lakka Government Hospital and the Sierra Leone Psychiatric teaching Hospital (SLPTH) in Kissy.
  • In the context of the implementation of the Maternal Center of Excellence (MCOE) to extend maternal services at the Koidu Government Hospital (KGH) work with the Medical Director, the Maternity team, with support from Boston, and based on existing experience in the organization, develop and implement overtime an ambitious up-to-date health information system that will respond constantly to the needs and the aspiration of this project.
  • Develop strong and effective collaboration with relevant PIH program and projects teams to contribute to the overall organization vision and goal. This will include working with clinical team, especially the Clinical Education and Quality Improvement (QI) director to provide data and data sets needed to assess quality of care and implement QI  projects; working with the research and integration manager to support research initiatives; working with the P&P team to support grants writing, donors report requirements; working with the SMT to provide up-to-date information necessary for decision making and strategic orientation and planning of the organization

This Activity aims to strengthen health information systems, interoperable information architecture and data use, and support Togo’s management of health data by enhancing capacity for local leadership and coordination. The support is expected to build on previous and on-going USAID investments.

 

Position description

RTI is looking for a Health Management Information System (HMIS) Advisor in Sierra Leone. The HMIS Advisor leads and coordinates the implementation of the project technical activities and provides informatic related technical expertise to the National Malaria Control Program (NMCP). He/she will maintains relationships with key health sector partners, consultants, host country counterparts and stakeholders by providing technical and health informatic related advice regarding District Health Information Software 2 (DHIS2) implementation and system integration. The HMIS Advisor will also ensure successful implementation of best practices and lessons learned are captured and disseminated across CHISU project.

Responsibilities

  • Works with HMIS stakeholders, partnerships and technical working groups to support the National Malaria Control Program (NMCP) and the Directorate of Policy, Planning and Information (DPPI) to improve overall HMIS – data quality and use, reporting compliance and feedback mechanisms – at facility and district levels.
  • Works with NMCP and other stakeholders to document requirements and porovide DHIS2 configuration support for developing the automated malaria bulletin.
  • Review functionality of the mobile Routine Data Quality Assessment (mRDQA) app and provide guidance on the usage of the tool for training trainers (ToT).
  • Document and have a short and feasible training manual for the mRDQA app usage by both the trainers and the users.
  • Provide the initial design for the mRDQA app interoperability architecture with DHIS2. This will ensure the malaria routine data quality instance is directly linked to the DHIS2.
  • Provide recommendation for the devices used for the mRDQA mobile app. As necessary, work on the agreement of either personal or designated mobile/tablets from the District Health Management Team (DHMT).
  • Prepare an implementation plan to scale up the mRDQA app.
  • Support the National Malaria Control Program (NMCP) coordination through the Roll Back Malaria (RBM) partnership, Malaria Surveillance, Monitoring and Evaluation (SME) Technical Working Group, HMIS, and Monitoring & Evaluation Technical Working Group.
  • Provide SME training for the NMCP SME team, particularly the newly assigned M&E officer.

Qualifications

  • Bachelor’s Degree and 8 years of experience, master’s degree and 6 years of experience, PhD and 3 years of experience, or equivalent combination of education and experience in Health Management Information System, Health Informatics, System Development.

The Global Analysis and Assessment of Sanitation and Drinking Water (GLAAS) National Consultant plays an important role in GLAAS data collection by supporting processes, coordinating, and contributing to the main GLAAS outputs.

  1. Background  

The Global Analysis and Assessment of Sanitation and Drinking Water (GLAAS) is a UN-Water initiative implemented by the World Health Organization (WHO). GLAAS objectives are defined as, at the global and regional level, monitoring the inputs (in terms of human resources and finance) and the enabling environment (in terms of laws, plans, and policies, as well as institutional and monitoring arrangements), required to sustain and extend water, sanitation, and hygiene (WASH) systems and services to all, and especially to the most vulnerable population groups. GLAAS is also mandated to analyze the factors associated with progress to identify drivers and bottlenecks, highlight knowledge gaps, and assess strengths and challenges within and across countries. It aims to facilitate the work of government-led platforms to enhance coordination across the various sectors, institutions, and actors influencing and requiring WASH service delivery.

In a national context, GLAAS aims to complement WASH sector review processes and assist in assessing the state of the enabling environment, including financial and human resources inputs directed to sanitation, drinking water, and hygiene, while identifying barriers and enablers. GLAAS is not meant to be an additional burden on countries but rather a tool to aid in existing national processes.

In addition to providing sanitation and drinking-water policymakers and practitioners with a more comprehensive evidence base, the GLAAS process also informs political decision-making, particularly through its association with the Sanitation and Water for All (SWA) Partnership. Sanitation and Water for All provides a global platform for discussion among countries and donors participating in the SWA High Level Dialogue Meetings.

For the GLAAS 2024/2025 cycle, data collection will be from August to September 2024, and the GLAAS 2024/25 final data and report will be submitted on 15th October 2024 to WHO HQ.

  1. Deliverables
  • Facilitate the GLAAS process in Sierra Leone. This includes:
  • Developing an implementation plan and receiving approval from the government and WHO country offices.
  • Organizing, convening and write report on the GLAAS inception workshop with key stakeholders, including representatives from government ministries (Ministry of Finance, Education, Health, Water Resources & Sanitation, and those working in water and sanitation) and partners (such as WHO, UNICEF, INGOs, etc.); and
  • Liaising with key stakeholders throughout the GLAAS process.
  • Coordinate data collection. This includes:
  • Reviewing sector documents as necessary.
  • Ensuring all the require data are compiled in GLAAS survey form.
  • Following up with stakeholders to receive complete data.
  • Having the survey answered as best and completely as possible; and
  • Submitting the completed GLAAS survey data base to the Ministry.
  • Manage post-data collection tasks. This includes:
  • Organize a final review of the completed GLAAS survey data with key stakeholders during a validation workshop.
  • Facilitate the completion and submission of the data release consent form, data collection process form, and country feedback form.
  • Obtain the government verification and signing off on the data; and
  • Work with the GLAAS team at WHO headquarters through WCO SL on any data quality issues and requests for additional validation, if necessary, with no cost attached.

  • The government and stakeholders, including donors and partners, use GLAAS data for evidence-based decision-making.

Background  

 Sierra Leone has some of the world’s highest maternal mortality ratio (443/100,000 live births), child deaths (105/1,000 live births) and stillbirth (23/1,000 live births) rates. Infant and neonatal mortality stand at a rate of 75 and 31 per 1000 live births respectively. Maternal deaths accounts for 23% percent of all deaths among women aged 15-49. Despite these figures, Sierra Leone’s coverage indicators are fairly comparable with many sub-Saharan African countries including neighboring countries within west African subregion. A key priority of the Ministry of Health is to improve quality of care and ensure a client-centered life-stage approach to the delivery of essential health services package for better health outcomes for all the people in the country. Central to this will be the formulation and elaboration of evidence-informed policies, guidelines, protocols, and standards of care.

Deliverables: 

  1.            PHC service delivery model redesigned.
  • Support bottleneck analysis on the existing healthcare delivery system in line with UHC, EHSP and SRHR
  • Facilitate policy dialogue with relevant stakeholders on health care delivery system redesign for advancing UHC
