International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1991 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of undernutrition in both countries. The Sierra Leone Coordination office is based in Freetown, Sierra Leone overseeing the operations in Bonthe and Moyamba.

ABOUT THE ROLE

Under the technical and line supervision of the MEAL Manager and in close collaboration with other members of the ACF-Sierra Leone program team and MEAL team, the Accountability Officer will provide support to the mission’s MEAL Manager in all aspects of the design, planning, and implementation of the accountability strategy and the feedback and complaints response mechanism (FCRM) across Action Against Hunger’s programs in Sierra Leone, including the “Core Humanitarian Standard on Quality and Accountability (CHS)”, framework documents and “Prevention of Sexual Exploitation and Abuse (PSEA)”. In particular, the Accountability Officer will design and develop operational guidance notes and tools for Accountability and FCRM in close linkage with the guidelines and tools developed by the ACF network. He/she will promote and monitor the use of the developed tools by the program and MEAL teams. He/she will strengthen the capacity of program team members to ensure the integration and consideration of accountability aspects in the implementation of activities and will coordinate closely with MEAL staff, program, and other departments’ staff to ensure a systematic approach of integration and implementation of quality and accountability engagements. He/she will ensure that lessons learned from the information generated by the FCRM are shared and communicated to key internal and external stakeholders, while reviewing, contributing to the development of, and managing the processes that will enable this.

Objective 1 Strengthen the accountability system and its procedures in the mission 

  • Support the Country MEAL manager in the setup and deployment of an effective accountability policy in the mission in compliance with the minimum standards and related SOPs set up by Action Against Hunger.
  • Ensure and establish accountability requirements mainly through FCRM in line with Core Humanitarian standards – CHS and ACF’s HQ Guidelines.
  • Strengthen the capacity of Action Against Hunger staff and implementing partners on the concept of accountability and CHS.
  • Work closely with Program Managers to ensure that they have adequate support to develop and implement accountability system across their programs.
  • Develop checklists to monitor and evaluate the application of the accountability framework in the programs implemented in the mission.
  • Coordinate, consolidate and document lessons and best practices learned from the FCRM and share them with all relevant actors.
  • Propose various solutions to address gaps and weaknesses in the accountability system of the Action Against Hunger mission in Sierra Leone.

Objective 2. Ensure the management and oversee the operationalization of the feedback and complaints response mechanism.

  • Support the development of standardized methodologies and tools for consulting communities on their preferences (based on the operational context) for feedback and complaints collection channels to ensure that the channels used are safe, accessible, and adapted to the local context.
  • Develop visual, auditory, or other communication tools (adapted to the local context) for community mobilization on the FCRM, in line with the tools developed by the ACF network.
  • Develop training materials to help project managers ensure that all beneficiaries, stakeholders, and other community members understand ACF’s Accountability Framework, the PSEA policy, and how to access the channels that have been set up.
  • Support the establishment of standards for feedback to communities, promotion of community participation and engagement, and community-based FCRM.
  • Provide support to implementing partners in setting up FCRM that comply with ACF’s policies on accountability to affected populations.
  • Contribute to the improvement and harmonization of accountability tools (training modules, mobilization tools, FCRM information collection and management, briefing manual for new staff, etc.).
  • Develop adapted training modules on the FCRM for Action Against Hunger employees and Accountability Committees.
  • With the technical support of the Country MEAL Manager, organize training for staff, partners, and local structures (focal points, local feedback and complaints management committees, targeting committees, community leaders, etc.) in accountability, quality and community engagement.
  • Ensure the management of the FCRM, including the various communication channels and procedures.
  • Provide technical support to Field Coordinators and MEAL staff in the implementation and monitoring of the FCRM.
  • Develop and improve internal and external communication materials for the FCRM.
  • Ensure monthly centralization, compilation, archiving, and data protection of the complaints and feedback databases from the operational bases.
  • Ensure that feedbacks & complaints are properly recorded and categorized in the database and processed on time.
  • Continuously upgrade the FCRM information system and prospect for innovative technological solutions.
  • Manage the overall FCRM information database, compile monthly data from all projects, analyze it and produce a summary report of trends to be shared with mission coordination and the program to draw out learning elements.
  • Work with the Country MEAL Manager and Program Managers to facilitate and monitor the use of learning elements from the FCRM for program improvement.
  • Provide support in the investigation of sensitive complaints cases on demand.
  • Provide up-to-date consolidated information for monthly Mission KPI indicators related to accountability.
  • Support the Country MEAL manager in conducting regular evaluations to assess FCRM performance and user satisfaction, using tools developed by the ACF network.

Objective 3. Support the development and deployment of community participation approaches within the scope of Accountability

  • In collaboration with field staff, analyze the mechanism and determine corrective measures to continuously improve the feedback and complaints mechanism using a participatory approach with different stakeholders, especially community members.
  • Promote and develop approaches to improve the knowledge of beneficiaries and non-beneficiaries on Action Against Hunger’s programs, interventions and key messages related to the fight against sexual exploitation and abuse, as well as fraud and corruption according to the organization’s policies
  • Support Program Managers to gather feedback from communities during implementation and use it to adjust their projects.
  • Develop sources of verification to help the Country MEAL Managers and Program Managers demonstrate community participation at different stages of the project cycle.
  • Develop training materials to ensure that all beneficiaries, stakeholders, and community members understand Action Against Hunger’s accountability framework and PSEA policy and how they can access to the feedback and complaint mechanisms
  • Accompany field teams and Senior MEAL officer to ensure that beneficiaries and non-beneficiaries have knowledge about ACF’s programs and interventions in their communities and have access to key messages related to the fight against sexual exploitation and abuse, as well as fraud and corruption according to ACF’s policies.
  • Ensure that program teams provide all relevant information about ACF, the projects concerned, the rights of the community members and the expected behavior of ACF staff, during their introduction to each community.
  • Contribute to the creation of a positive image and credibility of ACF, notably through the application of the code of conduct, ethics, values, and the promotion of the consideration of the views of other internal and external actors.

QUALIFICATIONS 

Minimum of Higher Diploma (Bachelor’s degree preferred) in a relevant field of study such as MEAL, Information Systems, Statistics, human rights, etc.

ESSENTIAL SKILLS  & EXPERIENCE

  • Minimum of 2 years of previous experience working in the humanitarian sector: in protection, accountability, data analysis (quantitative, qualitative) and/or project monitoring and evaluation.
  • Strong background in setting up accountability systems, as well as the ability to support effective communication with communities.
  • Ability to design and implement FCRM activities.
  • Good understanding of community structures and community engagement.
  • Experience coordinating between different stakeholders.
  • Demonstrated understanding of data protection and privacy and ability to respect and maintain confidentiality.
  • Can fluently communicate in English and Krio.
  • Excellent facilitation skills and a strong understanding of how to collect feedback safely and accurately from all members of a community regardless of their ethnicity, religion, gender, age, or other diversity factors.
  • Excellent presentation skills.

PREFEREED SKILLS  & EXPERIENCE

  • Proficiency in social research methodologies, including strong analytical and communication skills and the ability to process and disseminate information to a wide range of audiences.
  • Training Certificate in MEAL
  • Knowledge of database management, information analysis, presentation of results and report writing.
  • Proficiency and familiarity with data information management systems and data visualization software (e.g. Power BI, Tableau, etc.).
  • Mastery of Pack Office mandatory.
  • Strong commitment to the core principles of ACTION AGAINST HUNGER, and the ability to consistently uphold them with all stakeholders (beneficiaries, colleagues and partners)
  • Proficiency in at least one platform commonly used in data collection (e.g. KoBoToolbox, ODK, Data Winners, iForm Builder, Comcare, etc.) is an asset.
  • Knowledge of the operational environment of Action Against Hunger is highly valued – in one or more of the following areas: nutrition, health, EHA, food security, mental health.
  • Familiarity with CHS and experience conducting CHS self-assessment or quality management assessment desirable.
  • Previous experience in development and emergency projects is an asset.

WORK CONDITIONS

Objective:

Social Impact (SI) has been contracted by the Global Partnership for Education (GPE) and the World Bank (WB) to provide monitoring, evaluation, and learning (MEL) technical capacity strengthening support to assist partner countries to successfully undertake mid-term reviews (MTRs) of their GPE compact priority reform. The technical team who will carry out this contract will provide the following services: Phase I. Conduct a needs assessment, prepare an implementation plan, provide technical assistance to the Ministry and key stakeholders to collaboratively produce five compact MEL framework planning documents designed to create the foundation for the MTR: 1) Refined theory of change (TOC), 2) revised results framework (RF) – including detailed indicator review, 3) mapping data sources against compact MEL outcomes, 4) developing plans for data collection, analysis, and reporting – including roles and responsibilities, frequency, etc., 5) preparing a work plan detailing data curation, analysis, and reporting for the compact MTR.

Additionally, produce a short feasibility/evidence availability assessment with gaps in compact MEL as related to phase 2 support.

Phase II. Prepare an MTR Reform Progress Report, including preparing and presenting on the MTR experience. Support will include:

  •  MTR preparations, 1) Support data gathering – based on MEL TOC/RF (including enabling factors, top-up triggers, learning assessment data), 2) data analysis, 3) determining and planning appropriate reporting plans (facilitation, visuals, short reports/briefs, etc.)
  •  2 MTR progress report stakeholder presentations, 1) Preliminary Findings Presentation – at a meeting organized by government or other country-level partners (could be the MTR event) and 2) Second Stakeholder Presentation of FINAL Reform Progress Report – at a meeting organized by government or other country-level partners.
  •  Draft written reform progress report based on MTR experience.

Additionally, produce a brief evaluation report on the role and performance of country partners in implementing and monitoring the GPE compact programs.

Position Description:

SI is seeking a consultant to serve as the Local MEL Specialist for this activity. The MEL Specialist will support the Team Lead to complete the phase I & II tasks detailed above. The candidate must demonstrate a professional familiarity with the national education system, the MOE and its leadership, and their history, policies, and current challenges. Experience with the Global Partnership for Education and/or World Bank is a benefit. This is a short-term consultancy with an estimated level of effort (LOE) of 75 days, and a tentative period of performance from September 2024 until October 2025.

Responsibilities:

  •  Support the production of contractual deliverables by agreed upon deadlines.
  •  With the support of a Team Lead, lead and support MEL capacity building to Ministry staff, and assist with the production of all technical processes and deliverables.

Job Summary:  

As one of the leaders for the Global Fund project Field Operations will facilitate the achievement of project  objectives through coordinating, and relationship-building, with district government and non-government  strategic partners in Health, Education, local councils, agriculture, and traditional leaders at all levels, and  reporting on all project activities and providing technical guidance and advice to project implementing staff  advancing Catholic Relief Services (CRS) work serving the poor and vulnerable. Roles and Key Responsibilities:

Job Summary:  

As one of the leaders for the Global Fund project Field Operations you will facilitate the achievement of  project objectives through coordinating, and relationship-building, with district government and non government strategic partners in Health, Education, local councils, agriculture, and traditional leaders at all  levels, and reporting on all project activities and providing technical guidance and advice to project  implementing staff advancing Catholic Relief Services (CRS) work serving the poor and vulnerable. Roles and Key Responsibilities:

Tasks and responsibilities

Within the framework of the Emergency Centre for Transboundary Animal Disease programme (ECTAD), the overall policy and technical guidance of the Senior Animal Health Officer/ECTAD Global Programme Coordinator, in line with the programme management guidance from the Emergency and Rehabilitation Officer/ECTAD Global Programme Budget Holder (OER), the functional and administrative supervision of the FAO Representative in Sierra Leone, the direct supervision of the ECTAD Country Team Leader in Sierra Leone, the technical guidance of Regional Epidemiologist for ECTAD Western and Central Africa, and in close collaboration with the ECTAD team in Sierra Leone , the National Epidemiologist will undertake the following duties and responsibilities:

  •  Contribute to the development/review of country strategies/emergency preparedness and response plans and/or programs for the management of high-impact priority zoonotic diseases (PZDs), as well as emerging and re-emerging zoonotic and non-zoonotic diseases in line with the national priorities as defined by the country CPF and FAO’s Strategic Framework 2022-31.
  •  Support the design, coordination, and implementation of surveillance activities relevant to PZDs as well as emerging and re-emerging zoonotic and non-zoonotic diseases, to mitigate the high (current/potential) impact of diseases in Sierra Leone. These include:
  •  Contribute to the preparation of program work plans and detailed implementation plans (DIPs).

  •  Plan, organize, and implement capacity development of in-service professionals using field epidemiology training and participatory epidemiology approaches targeting veterinarians, animal health technicians, community animal health workers, farmers, and where appropriate, public health or other stakeholders/partner.
  •  Conduct risk assessments at human/livestock/wildlife interface and supervise in-country expert missions on epidemiological missions to ensure the success of the missions.

Technical Focus

The incumbent will contribute to implementation of activities under the National Laboratory Systems and Biosafety and Biosecurity technical areas of the FAO Global Health Security (GHS) programme which aims to build sustainable animal health and One Health capacities to mitigate risks and threats caused by emerging and re-emerging zoonoses, endemic zoonoses and antimicrobial resistance (AMR).

Tasks and responsibilities

Within the framework of the Emergency Centre for Transboundary Animal Disease programme (ECTAD), the overall policy and technical guidance of the Senior Animal Health Officer/ECTAD Global Programme Coordinator, in line with the programme management guidance from the Emergency and Rehabilitation Officer/ECTAD Global Programme Budget Holder (OER), the functional and administrative supervision of the FAO Representative in Sierra Leone, the direct supervision of the ECTAD Country Team Leader in Sierra Leone, the technical guidance of Regional Laboratory Expert for ECTAD Western and Central Africa, and in close collaboration with the ECTAD team in Sierra Leone, the National Laboratory Specialist with two support from the international laboratory expert in Sierra Leone will undertake the following duties and responsibilities:

  •  Contribute to the preparation of country strategies and programme for the management of high impact priority zoonotic diseases (PZDs), as well as emerging and re-emerging zoonotic and non-zoonotic disease in line with the national priorities and FAO’s Strategic framework 2022-2031
  •  Contribute to the design, coordination, and implementation of national strategies and programmes/projects, in line with the FAO/WOAH Global Framework for the Progressive Control of TADs, PZDs and Regional priorities.

The project uses a child-centered approach and a combination of interventions to confront compounded challenges. A strategic combination of socialeconomicinfrastructural, and instructional support will be utilised to achieve increased access and retention in primary education for 40,500 vulnerable children in Sierra Leone.

 

THE SCOPE 

In relation to the achievement of Objective 1, The Social Worker shall, under the direct supervision of the Project Coordinator, have direct contact with children and their families/families of separated children. The Social Worker has the sole responsibility of providing psychosocial support to such child beneficiaries and their families.  They seeks to promote Child Rights Issues and foster Child protection within SCoSL’s communities of operations, to supports such children to cope with their situations.

 

Direct responsibilities of Social Workers include, but are not limited to the following:

  JOB RESPONSIBILITIES

  • Support the identification of beneficiaries for the EFECT Project, as per beneficiary selection criteria;
  • Develop and maintain case files for all beneficiaries;
  • Provide psychosocial counseling with OOS children and families and support children to identify and overcome individual barriers to enrolment and retention in education;
  • Liaise with school authorities and other stakeholders to support a smooth transition to secondary schooling for vulnerable categories of children, and to monitor attendance and retention;

The Maternal Center of Excellence: At this critical juncture in the fight to end preventable maternal and child mortality, PIH will establish a Maternal Center of Excellence (MCOE) in rural Kono District, Sierra Leone—an epicenter of the world’s maternal health crisis. In Sierra Leone, a woman’s lifetime risk of dying prematurely from a maternal cause is one in 20—one of the highest maternal mortality rates in the world. Twelve percent of children will also die before their fifth birthday in Sierra Leone—among the highest rates in the world. The MCOE will provide high-quality care to women and families who need it most, build local health capacity for sustained impact, and create a blueprint for scaling proven interventions in women’s health around the world.

 

The MCOE is PIH’s response to both the devastating circumstances and promising advancements we’ve seen in women’s health in Kono District, across Sierra Leone, and around the world. In partnership with the Ministry of Health of Sierra Leone, PIH will:

 

  1. Construct, equip, and staff an estimated 166-bed national center of excellence for maternal and child health

 

  1. Launch and scale services to improve and expand access to a comprehensive, advanced package of care for women and children

 

  1. Establish the MCOE as a hub of innovation through the development of clinical training, mentorship, and research programs

 

  1. Promote the scale and replication of the MCOE model in Sierra Leone and globally, through Ministry of Health accompaniment, advocacy, and the transfer of knowledge and innovation.

 

Position Overview

The Chief of Party will be responsible for providing leadership overseeing the full scope of the MCOE project. The role of the Chief of Party will be to work to understand the clinical, operational, programming, staffing, supply chain, and construction teams’ priorities and ensure that there is an integrated vision across departments, expertise, and stakeholders. The ultimate goal is to minimize delays, proactively identify issues and find quick solutions, and coordinate the work across myriad stakeholders. To achieve this effectively requires tapping into the deep and existing expertise that has been focused on the planning of this project for years, both in Sierra Leone and at the U.S. based coordination site.  This individual will be expected to quickly and proactively identify issues related to program planning and implementation and have a keen sense of how different obstacles will impact the program downstream. Issues must be addressed in a timely manner, and solutions for appropriate program adjustments should be identified quickly, and in collaboration with the clinical, operations, finance, and construction leads for this project. This individual shall oversee the collaboration across PIH Sierra Leone and PIH Coordination site and will work with other stakeholders as necessary to move the program forward.

The Director of RMNH is managing relationships with stakeholders such as the local government and construction contractor, and the Chief of Party is accountable for the success of these relationships to move the initial phases of groundbreaking, construction, and planning forward. This position requires extensive coordination skills, program design and management skills, technical knowledge of hospital construction and operations, and experience in impoverished settings. Ability to thrive under tight deadlines and comfort with ambiguity is essential.

Team Leadership

  • Ultimately “own” successful execution and planning of the Maternal Center of Excellence by translating the team’s vision into concrete action points, building alignment across stakeholders, unblocking obstacles, ensuring decisions are made, recorded and disseminated, and providing consistent strong follow-up to ensure steady progress for the project against timelines and deliverables.
  • Oversee MCOE project planning, including the aspects of budget, operations, high-level workplan timelines, and cross-team collaboration
  • Be the primary point of contact for MCOE planning and programs with PIH leadership in Sierra Leone and the Coordination site.
  • Make recommendations to the Executive Director about what additional resources, staff, and skills are required to ensure the planning and implementation of the MCOE is a success and we are ready to operate the facility when it opens.
  • Lead team planning efforts for the next 18-24 months (about 2 years), ensure the capture of all the deliverables required for the continued operational planning for the MCOE, and the ongoing construction phases of the MCOE.
  • Understand the skills and contributions of the clinical, operations, finance, and policy and partnerships teams and then put together and execute the plan that drives progress towards achieving our MCOE deliverables.
  • Ensure finance team members dedicated to the MCOE understand the ever-changing nature of the MCOE program, keeping them up to date on the latest program changes and ensuring all program components are fully costed.

Project Management

  • Strengthen and maintain robust operational, financial and administrative planning systems to enable PIH to successfully oversee its mission of opening the MCOE on time, with the right staff, appropriate supplies, equipment, and pharmaceuticals, world-class design, and support structures.
  • Compile from every technical group all of the policies, protocols planning documents that will be required to operate the MCOE. Keep an easy to access library of these protocols liaising with the Senior Director of Systems and Growth.
  • Implement an effective project management system “to get things done,” and ensure that the team has a strong handle on program management tools, software, and other solutions to track and follow up on multiple levels of growing complexity across different technical departments.
  • Promote and model tenets of PIH philosophy such as ‘the patients are our bosses’
  • Provide supportive supervision and accompaniment to MCOE planning team staff on a regular basis

 

Stakeholder Management

  • Ensure regular communication with the Finance Director to ensure there are strong links between the MCOE financial planning and analysis team and the overall financial oversight of the organization.
  • Partner with the Executive Director and Director of RMNH in leading stakeholder engagement strategies across the country and internationally. Identify areas where there are ongoing gaps and work with the Executive Director and Director of RMNH to determine how those gaps might best be filled.
  • Represent PIH-SL and the MCOE Team in critical high-level communication with construction partners, government entities and community stakeholders.

Position Overview

The principal objective of the M&E Officer is to provide technical and administrative support to M&E process in Kailahun district within the QEHSSSP project specifically the health facilities. The M&E Officer will be supporting M&E activities with the clinical team in Kailahun. This position will provide technical support, including training, mentoring, coaching and to ensure compliance with data quality assurance protocols. This position will work closely with the PIH SHIS team, PIH & MoHS Clinical team, DHMT, DPPI and IHPAU in strengthening the M&E system for the project.

The M&E Officer will provide programmatic decision-making and quality improvement support, working closely with the clinical team to enhance data utilization processes. This role will be providing supervision and guidance to the M&E Coordinators in Kailahun to ensure that the data collection and monitoring is of standard quality and meet the required standards.

Roles and Responsibilities

1. To Support the implementation of QEHSSSP Project  specifically;

  • Work with clinical team in Kailahun to strengthen overall monitoring and evaluation activities across QEHSSP supported sites, including the reviewing M&E framework, supporting data utilization for both internal and external use
  • Provide feedback to the SHIS Management on data monitoring and evaluation strategies and activities;
  • Report monthly, quarterly, and annual progress on all SHIS activities
  • Provide analytic support including analyses of monitoring and other routinely collected data, and support the preparation of reports and monthly dashboard presentation.
  • Work to ensure the availability of quality strategic information that is used to make QEHSSSP programs more effective and demonstrate their impact broadly through formal dissemination (abstracts, publications, etc.)
  • Represent PIH at relevant meetings at the local and district level
  • Assist with scheduling and coordination with partners and clinical staff, preparation of program reports for donors, and other activities.

Under the overall of the Area Coordinator, specific duties and responsibilities of the procurement officer include;

  • Work with the program, Logistics staff and HR and Admin Officer to ensure procurement needs are planned in advance and that all staff are knowledgeable about the documentation needed to support the procurement and payment process.
  • Working with staff to determine the purchasing requirements from different departments, collating orders with the view of processing requests.
  • Ensuring best value in terms of prices, delivery, quality etc., and that purchase procedures are properly implemented as per concern system

Responsibilities

The Director of Finance and Operations (DFO) manages the finances of the activity and will supervise the procurement, finance, human resources, and administrative staff. The DFO position ensures that adequate and appropriate internal financial management controls are in place, in compliance with USAID policies and procedures. She/he will also ensure that the Activity’s financial management processes and controls meet generally recognized accounting standards. The DFO oversees and manages all bookkeeping, bank accounts, and cash flow, and manages SIHSA project funds for appropriate execution of the activity.

The DFO is also responsible for tracking project expenses, overseeing and approving the preparation of monthly financial reports, quarterly accrual projections, while leading the annual budgeting process. He/she manages the financial and administrative aspects of all sub-agreements under the activity, as well as managing all financial aspects of the activity. The incumbent shall serve as the principal point of contact to USAID in these areas, while keeping the COP informed of all contact and communications with USAID.

Key areas will include:

  • Leadership & People Management: provide leadership direction, support and capacity build in all areas of finance and operations for the project
  • Financial Management & Reporting: prepare and monitor budgets, advise on burn rates, review and consolidate monthly reports, oversee and support on-granting to partners etc.
  • Compliance & Risk: ensure compliance with USAID rules and regulations, manage the project risk register, conduct regular compliance checks. Remain abreast of local regulations and laws to ensure to project remains compliant.

The Director of Finance and Operations is expected to have the following skills and qualifications:

  • Master’s degree or higher, ideally in finance, business administration, procurement, or related area;
  • An internationally accredited Chartered Accountant qualification (ACA, ACCA, CIMA, CPA or equivalent).
  • Experience in managing large grants with international health non-governmental organizations and/or private voluntary organizations;
  • Direct experience of at least two to three (2-3) years in supervision of staff and team management;
  • At least 5 years of experience with U.S. Government financial management instruments, policies, financial and operational procedures and requirements;

Job Purpose

The Senior Monitoring, Evaluation and Learning Advisor is responsible for the overall management and technical oversight of the monitoring, evaluation, adaptive learning, and any research efforts of the SIHSA activity. He/she shall develop monitoring, evaluation and reporting systems that align with existing Sierra Leone data reporting systems, such as DHIS2, as well as with data reporting systems used by USAID. The Senior Monitoring, Evaluation and Learning Advisor would oversee selection of appropriate SIHSA activity indicators, baseline data, targets, and preparation of a plan to evaluate activity performance and produce timely, accurate and complete reporting.

The Senior Monitoring, Evaluation and Learning Advisor has the responsibility for oversight and approval of the Activity AMELP.  The Deputy Chief of Party/Technical Director (DCOP) will serve as the project’s technical leader, responsible for providing the vision and ensuring quality implementation of the project. The DCOP will support the Chief of Party (COP) as needed, acting as delegate and carrying out tasks assigned to ensure proper management of the activity. Beyond technical responsibilities of leading the range health system technical activities focused on maternal, newborn and child health, family planning, reproductive health, adolescent health, and malaria, the DCOP will manage the performance of senior and mid-level staff overseeing these technical activities, ensuring that there is a shared vision for project activities and outcomes, addressing implementation challenges and encouraging the sharing of best practices and project successes. The DCOP will have a key role in ensuring there is a culture of learning, knowledge exchange, innovation and capacity strengthening. 4.) WASH & Climate Change Coordinator

GOAL has been operating in Sierra Leone since the late 1980s, initially in emergency response, with a permanent presence since 1999 response, with a permanent presence in country since 1999. GOAL operates from its main office based in Freetown, with other sub operational offices in Kenema, Kambia, Bombali, and Moyamba Districts. GOAL implements programmes in 8 of Sierra Leones 16 districts: Western Area Urban, Kambia, Kenema, Bombali, Port Loko, Koinadugu, Karene, Moyamba, and hires over 165 staff across the country. Our programmes focus on the WASH and Health sectors including urban and rural WASH programmes, health system strengthening, social and behaviour change; Blue Economy and FSL; and emergency response programming.

The GOAL Sierra Leone WaSH programme has two components: Urban and Rural WaSH. While the Rural WaSH focusses on creating access to safe drinking water, the urban WaSH component has focused on Waste Management. GOAL co manages an Urban Waste Treatment Plant (Fecal Sludge Management) in Sierra Leone, in collaboration with the Freetown City Council. Innovative climate change adaptation and mitigation project components were developed on top of and building on the experience of the Liquid Waste Treatment plant and have been in implementation in tandem: Home Biogas; Compost and Briquette production-these are waste to energy and value micro projects intended to join the dots in the circular economy. Besides, SatoPans are being piloted and marketed to enable households adopt their use with the bid to enhance their sanitary and hygiene a practice as well as reduce possible emissions from Waste by linking it with the innovative micro projects.

RURAL WaSH

GOAL operates rural WASH programming in Kenema and Moyamba Districts, integrated with positive sanitation community approaches.

• Construction of over 500 sustainable water points in hard-to reach communities with continued Operation and Maintenance support through the Water Management Committees. • Social Behaviour Change approach used in every community to effect positive change in hygiene and sanitation through CLA and CLTS.

URBAN WaSH

GOAL is one of the lead urban WASH operators in Sierra Leone, and has supported Freetown in improving liquid and solid waste management since 2016 by:

• Constructing Freetown’s first wastewater treatment plant opened in May 2021 • Capacity development of the FCC on FSM, Business Development Services (BDS), and Service Level Agreement (SLA) in operationalisation of liquid waste vacuum trucks.

• Supporting the importation of low-cost sanitation marketing approach • Development of end-use product innovations from the treatment plant including cooking briquettes and co-compost.

• Innovative FSM solutions for hard-to-reach communities including the waste to energy innovation HomeBiogas.

Health: GOAL SL GOAL also focuses on health system strengthening with Irish Aid-funding on Adolescent Sexual and Reproductive Health.

Blue Economy and FSL: Moreover, GOAL SL has engaged since 2022 in the assessment of the Fishery sub sector in Western Urban and Rural and subsequently implemented micro projects while aiming to expand its work in 2024 and beyond with funding from Community foundation Ireland and Faroe Isalnas and the IcSP.

The WaSH portfolio of GOAL SL also has gotten a new FCDO grant that runs for 4 years and focusses on WaSH systems for Health and its focus include Solid and Liquid Waste management, enhancing access to and utilisation of WaSH services and action by the Health Service facilities and WaSH Governance , which is mainly networking and advocacy as well as WaSH accounting. The focus of the programme is Urban West and Five Districts. In a nutshell, the WaSH and Climate Change coordinator will coordinate WaSH and CC themes across the GOAL SL programmes.

Purpose of the Role

The post holder will provide overall strategic leadership, guidance, and coordination of integrated Environment, Climate Change and WASH programming in terms of technical support in system strengthening and capacity development; design, implementation, monitoring, and evaluation; accountability, learning and innovation; and resource acquisition, engagement & networking. All these are aimed at achieving well designed, integrated, and sustainable climate change response initiatives and sustainable WASH systems for building climate resilient systems and communities.

In order to successfully do so, the post holder must be able to effectively communicate GOAL Global Climate Change Policy, Programme and approach and demonstrate the linkages between and among the different programmes on resilience and climate change; and ensure adaptation and mitigation measures are planned and executed as unique selling points of the GOAL SL programme in CC programming and innovations. The post holder is responsible to provide technical support in Climate Change mitigation and tailored services in the origination, development, and financing of carbon interventions, such as introducing cleaner and more efficient cooking technologies and Nature-based adaptation solutions to climate change through coordination across Sierra Leone. The postholder will pay particular attention to system strengthening, private sector engagement, localisation, and partnership, mainstreaming of climate change through all programmes, design, operationalization and promoting CC innovation Hub, and catalysing and mediating between the different institutions and communities.

GOAL mainstreams gender, child protection, HIV and environment across all programs and operations. GOAL is engaged in direct implementation of hardware and software activities as well as supporting a mix of national and international partners including community-based organizations which require significant capacity building of operational and technical capacity.

Key Areas of Responsibility

Technical Support and system strengthening

  • Provide effective technical support to project teams on roll out of Partnership and other recognized and approved models on WASH, Environment & Climate Change (e.g. Participatory Forest management approaches, Climate Smart Agriculture, climate smart urban sanitation, Conservation Agriculture with Trees, Nature-Based adaptation solutions to climate change, clean cooking practices – Renewable Energy sources and energy Saving Cook-stoves for Carbon Credits projects, Climate Resilient WASH programming, PPP, Private sector engagement, etc);
  • Provide technical support to systems strengthening at various projects of Climate Change and WASH portfolio like Operation and Maintenance for WASH infrastructures; Operations and systems for Faecal Sledge Management; Deepening privatisation of mechanized emptying services through Service Level Agreement and supporting the restructuring/strengthening the governance of urban sanitation with FCC taking the lead ; etc
  • Support the strengthening of the technical capacity and overall governance of the FSM unit and Environmental sanitation department to ensure the senior leadership of the FCC (Department of Environment and Sanitation) takes more roles and ownership of the management of urban sanitation systems including FSTPs and leased vacuum trucks (SLA) with enhanced and better engagement.
  • Support the strengthening of the O&M system of the Rural Water Infrastructures including networking and representation at National level.
  • Participate in joint technical coordination, planning and review meetings for all WASH, Environment & Climate Change actions;
  • Identify capacity gaps in WASH, Environment & Climate Change to inform the GSL and key partners staff capacity development strategy;
  • Ensure skills and capacity development for staff and partners in WASH, Environment & Climate Change strategies, models and approaches;
  • Coordinate regular learning forum to profile, communicate and ensure adoption of promising practices;
  • Lead the development of National Strategy, Technical Approaches and Programmes regarding WaSH and Climate Change- including other GOAL SL portfolios .
  • Ensure Linkage and lead coordination with Health Coordinator, WASH Coordinators/Managers, Blue Economy and FSL Coordinator for continued backstopping to enable quality programming in WASH and Climate change within GOAL SL programmes;
  • Identify, collaborate and develop business models with the local partners including mainly the private sector for their involvement in the climate change and circular economy in urban waste management and sanitation marketing and closely work with the Partnership HUB for GOAL Global which is based in our Uganda office.
  • Work towards the development of a private sector strategy for GOAL SL (in collaboration with The financial inclusion advisor, the PD and relevant staff) and ensure it aligns with our localisation policy as well as is fit for purpose for operationalising PPP (CGOAL mediates amongst the communities, private sector and public institutions).
  • In coordination with the CD and PD, develop and operationalise a strategy to strengthen our product and service marketing (deepening the problem solving and acceptability of our products and services including HomeBioGas, Compost, Briquette, SatoPans, etc)).
  • WASH, Environment & Climate Change Implementation Guidelines are available at the project and country level;
  • Lead Climate change innovations, mitigation, and adaptation actions, promote GOAL SL as centre of excellence in Climate change Innovations in SL and GOAL Global;
  • Provide guidance

 

Accountability, Learning and Innovation

  • Support programs/projects to ensure that high quality Technical Program/Project Designs are in place;
  • Ensure interpretation and utilization of assessment, baselines, evaluations and verification on quality of designs;
  • Ensure development of standardized monitoring tools are in use with appropriate feedback;
  • Analyse and interpret Climate Change assessment findings and utilize the findings to generate evidence-based recommendations for subsequent Programme designs across all GOAL SL programmes;
  • Gather and analyse data at National level for reporting on WASH, Environment & Climate Change;
  • Support in ensuring quality (re)-design for WASH, Environment & Climate Change projects, proposals and concepts as per MEAL guidelines and other standards;
  • Upscale and support GSL’s current work and integration on Environment & Climate Change within and among GSL areas of operation;
  • Facilitate Programs to develop high quality integrated Environment & Climate Change projects through conceptualization, innovation, development and planning;
  • Expose GSL staff on issues of green economy, carbon trading, and possible ways that communities can benefit from the two; and
  • Ensure that lessons learnt are shared across programmes and are fed into GSL’s policy and practice.
  • Coordinate pilot innovative CC actions and scale up while creating demand for the products and deepening acceptability of products like Sato Pans, energy efficient stoves/ fuel saving stoves; carbon finance actions-stoves, clean water structures, etc.

Programme and Business Development

  • Lead in development and utilization of MOUs / working agreements with Environment & Climate Change strategic, funding and program/project implementation partners such as UNEP, GCF, and other accredited organizations.
  • Participate in Go-No Go Processes, write ups, meeting with prospective donors and submission of concepts/proposals.
  • Technically support PDQM and PD team to develop proposals/concepts to prospective donors for WASH , Environment & Climate Change Projects.
  • Respond effectively to calls and queries by donors on Urban Resilience, WASH, Environment & Climate Change Concepts/Proposals in coordination with PD and PDQM; and work closely with the PDQM Department in the production of materials for donors and for marketing purposes.

Coordination, Partnership, and Advocacy

  • Establish and maintain strategic contacts with the UN, Government, INGOs, Universities, Research Institutions, Donors, and Embassies.
  • Catalyse/mediate between and amongst the varying local to national institutions in pursuit of GOAL Climate change, resilient WASH agenda including capacity support.
  • Work with relevant institutions like Ministry of Environment and Climate Change, EPA, MoWS, MoPED, Ministry of Agriculture; Ministry of Fisheries and, etc to develop key national baselines and parameters useful for programme design, accessing funds, etc.
  • Work with government institutions and facilitating changes in the enabling environment and mitigation and removal of barriers for promoting stakeholders’ engagement; etc.
  • Ensure GSL representation in key strategic WASH, Environment & Climate Change working groups and forums to strengthen key partnerships & networks;
  • Ensure mainstreaming of advocacy in Environment & Climate Change projects and working with climate change advocacy organisations like Trocaire; and ensure key International Days are celebrated.

The Person

  • A very strong and solid experience in liquid and solid waste management in urban settings
  • Minimum of a Master’s degree in Environmental sciences, climate change, waste management, urban planning, Climatology, Forestry, Agriculture or related discipline.
  • Minimum seven years of relevant work experience in a similar or related position.
  • Literate in Microsoft Office and data analysis programs such as SPSS, EPI Info; etc
  • Knowledge and awareness of current end emerging climate change related narratives and discourses;
  • Experience and interest in Agro-forestry, waste to energy and clean cooking practices and technologies, Carbon markets/projects and related issues;

5.) Project Manager (Kingtom FSM Plant)

Job Purpose

Reporting to the GOAL WASH Programme Lead based in Freetown, the Project Manager has responsibility for managing the upgrade and operational improvement programme planned for the Freetown Faecal Sludge Management Plant. The Project Manager is intended to develop resilient operation of the plant, work with site staff to improve operational practices, logistics of the truck deliveries including schedule control, document an Operations and Maintenance Manual, including schedule and specification details of consumables and spare parts.The Project Manager would be expected to liaise with Freetown City Council (FCC) and to work towards transitioning the operation of the plant from GOAL to FCC (or third party operator). As part of the role, you will be expected to liaise and engage with GOAL Head Quarters (HQ) and its Water-Share partners in Ireland who will provide technical and financial support.

Key Areas of Responsibility:

  • Manage the delivery of the programme of work defined by GOAL including the liaison with FCC, GOAL locally and in Ireland and its Water-Share partners
  • Ensure all procurement processes are carried out in accordance with GOAL procedures.

JOB SUMMARY 

The MITS Technician/Clinical Abstractor will report directly to the Supervisor and he/she is responsible for  making sure that specimens are collected and ensure compliance with the Standard Operating Procedures  (SOP’s) and best practices.   •  Oversee utilization of standard protocols and sequence the specimen to the Lab staff for handling and  processing;

  • Observe biosafety regulations, ensure adherence to health and safety procedure in the mortuary and  MITS room;

SPECIFIC ROLES OF THE POSITION 

  • Field work leadership 

Serve as the lead of the field (surveillance) teams and coordinate the core functions of field  teams (the HDSS and nested projects), including those involved in pregnancy and mortality  surveillance.

Provide ongoing guidance and support to field staff to ensure accurate and high-quality  delivery of activities.

Oversee and work with the filed coordinators on training and monitoring of field teams’  performance, providing specialized training on pregnancy and HDSS protocols as needed.  o Conduct regular assessments to evaluate the competency and effectiveness of field staff in  data collection and management.

Oversee and supervise the entire HDSS data collection processes, as well as provide  oversight on the PS field work and data streams. Work with the Team Lead to ensure that all  field teams adhere to protocols and SOPs related to surveillance activities and support in  addressing any challenges or discrepancies that may arise.

Participate in the development of the HDSS protocol, SOPs, and field manuals.

Collaborate with relevant stakeholders to ensure that all scientific protocols are  comprehensive and aligned with best practices.

Work with the field coordinator, supervisors, SBS, and community stakeholders to address  any identified problems in the field, including barriers to data collection, data discrepancies,  or community concerns. Inform the Team Lead and Epidemiologist to implement strategies  to overcome challenges and improve surveillance.

Research coordination. 

Liaise with other workstreams/departments to implement the HDSS and nested projects,  facilitating coordination across different teams involved in surveillance activities.

Foster cross-workstream collaboration and information-sharing to maximize the impact of  surveillance efforts.

Overall responsible for maintaining quality assurance and quality control of the HDSS as  well as pregnancy activities.

Implement corrective actions as needed to address any issues identified during quality  assessments in collaboration with the HDSS.

Participate in team lead meetings, providing updates and insights on HDSS and pregnancy  surveillance.

Collaborate with other unit heads to ensure alignment and integration of surveillance efforts  across different departments.

 

Scientific writing and reporting 

In coordination with the CHAMPS Epidemiologist/Biostatistician, participate in scientific  writing/manuscript development, contributing to the dissemination of findings related to  pregnancy and mortality surveillance through research publications and reports.

Collaborate with colleagues to analyze data and communicate key findings effectively to  varied audiences.

Work with the Data and Informatics Team to oversee data collection, data entry, data  cleaning, and management of designated data sets, ensuring the accuracy and completeness of  HDSS, pregnancy and mortality data.

Implement quality assurance measures to maintain data integrity.

 

Provide quality assurance by sampling data and verifying the source together with the field  coordinator.

Together with the surveillance lead, prepare HDSS activities monthly report, and pregnancy  surveillance activities, data quality indicators, and any challenges or successes encountered  during the reporting period. Present findings to relevant stakeholders for review and  feedback.

 

Study oversight and management. 

Work closely with the Surveillance Team Lead in budget preparation and management.

Assist in the development of new projects and proposals as the research continues to evolve.

Collaborate with stakeholders to identify gaps and opportunities for enhancing surveillance  activities.

Report directly to the Surveillance Lead with a link to the HDSS Lead in CROWN Agents  providing regular updates on HDSS, Pregnancy and Mortality Surveillance activities and  seeking guidance or support as needed. Maintain open communication channels with both  supervisors to ensure alignment of priorities and objectives.

Be accountable to WHI staff (supervisors and field coordinator) that report directly to him/her.

Perform other duties assigned by the CHAMPS Principal Investigator (Crown Agents), the  Health and Nutrition Manager (WHI), the CHAMPS Epidemiologist/Biostatistician (Crown  Agents) and the Surveillance Lead

 

RECRUITMENT REQUIREMENTS :

Minimum Higher diploma in Math/statistics, social science, geography, public health, CDS  Health, from an accredited and approved Institution/University.

Minimum 2 years proven working experience with an NGO, INGO, or Health Facility/  institution in similar position.

Minimum 2 times participated on data collection/ survey in similar position

Good problem-solving skills

Good written and verbal communication skills

Excellent interpersonal and good teamwork spirit.

Must be fluent in speaking English, Krio and local language within the area of operation  (Bombali Shebora and Siari chiefdoms)

Proficiency in using MS Word, Excel, PowerPoint and Outlook or ability to learn
