Since 2008, Welbodi Partnership has worked in  partnership with hospital management, health facility staff, and the Ministry of Health and Sanitation  to improve maternal and child health outcomes in the Western Area of Sierra Leone.

CONTEXT  

Welbodi Partnership has over the last 15 years maintained consistent technical, operational, strategic,  funding, logistical and cross-learning relationship with Ola During Children Hospital (ODCH) and  Princess Christian Maternity Hospital (PCMH) the lead National referral hospitals in Sierra Leone for  Paediatric and Maternal care respectively.

There is a growing need to continue to build on this supporting relationship in a bid to continue  delivering on the ODCH strategic plan, build further on Nurse training and capacity, improve quality  of paediatric care in key areas especially in delivery and care for paediatric oncology patients and  other subspecialty areas.

In the next phase of this support to hospital operations, focus will be on securing established gains  and learnings whilst looking to building network of strong facilities and affiliates with health care

systems across the country with an aim to further reduce neonatal, infant and child morbidity and  mortality in Sierra Leone and especially reduce preventable long-term suffering and/or death from  childhood cancers.

Main purpose of the role  

The Hospital Projects coordinator (HPC) role is a co-funded cross cutting role responsible for  overseeing and leading Welbodi Partnership’s health and research work in PCMH, ODCH, PCE hospitals, and affiliates.

The incumbent will report to the Programs Manager (with dotted line to Country Director) and will be  the go-to-person for all hospital care improvement- across the country, identifying and leveraging on  partnerships to drive improved hospital functionality; liaise with hospital leadership directly on  operationalising current ODCH strategic plan, building donor trust in quality of hospital operations,  nurture Welbodi relationships with co-implementing partners supporting hospitals, and the delivery of quality submissions to interested parties. In addition, the HPC will continue to support the delivery  of research implementation projects in PCMH/ODCH/PCE held by Welbodi.

Hospitals Projects Coordinator with support from the Programs Manager will identify, review and lead  on technical needs for nurses (and potentially other health cadre) training including orientations,  onboarding, competencies assessment and other deliverables.

The Hospitals Projects coordinator (HPC) will develop key technical outputs required for improving  quality of healthcare for childhood cancer patients in ODCH and its affiliates.

In support to the Programs Manager, the HPC will liaise with key partners like KCL, USL, PCMH, ODCH,  World Child Cancer, Asuka Consulting, JICA, Global links, RCPCH, Cardiff and Vale, UBS etc to foster  cross-partner collaboration with hospital management.

Specific responsibilities are listed below but will also include other duties necessary for the success of  individual projects and of Welbodi Partnership.

Key Responsibilities:   

Reporting to, and supported by, the Head of Grants Resourcing and  Compliance (with dotted line to Country Director); the Research and Hospital Projects’ Coordinator (RHPC) will deliver the following:

Measures 

 

Technical Leadership and Quality Assurance (Role encompasses both  

ODCH and PCE, unless otherwise specified). 

∙ Oversee the development, maintenance, and updating of nurses  training databases.

∙ Oversee the development of mentorship and preceptor-ship  frameworks for nurses and ancillary health workers training and  embedding the same into context. Oversee the quality of training  and conduct regular reviews of the training curriculum.

∙ Collaborate with senior clinical staff to develop, maintain and  update standard operating procedures (SOPs) for the hospitals in  general, as well as specific wards/units/clinics.

∙ Function as the logistics liaison for the childhood cancer units in  both hospitals.

∙ # of databases developed and archived  ∙ # of quality-of-care webinars, training  and CPD seminars facilitated/initiated.  And number of health workers  benefitting

∙ # of new or updated standard  operating procedures (SOPs)  implemented in collaboration with  key laboratories.

Staff Management   

∙ With oversight from Grants Lead, provide effective oversight of 5 direct reports active in delivering hospital projects for Welbodi  Partnership.

∙ Supports international and local recruitment for Welbodi  Partnership hospital projects.

∙ Responsible for ensuring that all hospital projects’ staff have appropriate objectives and appraisals (using OGSMs and/or  OKRs), receive support and training, and manage grievances and disciplinary issues when necessary.

∙ With supervision from Grants Lead collaboration with WP’s HR/Admin, is responsible for ensuring the safety and security of  all hospital projects’ staff and assets.

∙ Completion of periodic Objectives,  Goals, Strategies, Measures (OGSMs)/ Objectives and Key Results (OKRs). 

∙ # of staff webinars, training and CPD  seminars facilitated/initiated.

Hospital Strategy, Projects’ Delivery And Partnerships  

∙ Support the ODCH, PCE and PCMH hospitals with the  development and updating of hospital strategic plans, as well as  tracking progress versus actuals as per the plans.

∙ Conduct periodic reviews of hospital strategic plans and projects’  performance.

∙ Ensure hospital projects are delivered on a high standard and in  line with the organization’s values.

∙ Oversee all Welbodi research and hospital projects, ensuring  deliverables are met in line with donor partner expectations. ∙ Facilitate Monitoring, Evaluation, Assessment, Learning, and

Research (MEALR) activities with the Welbodi Partnership  MEALR unit manager to collect, analyze, and utilize facility-based  data to evaluate and improve clinical projects and health  outcomes.

∙ Excellent scores/ratings from donor  assessments.

∙ Evidence of acceptable actual Vs  targets on internal WP and external  donor KPIs.

∙ # weekly/monthly/quarterly spotlights,  newsletters, human interest stories  submissions done.

∙ Ensure timely and high-quality narrative reports for designated projects for donors. 

∙ Identify opportunities to collaborate with other organizational  partners working in supported health facilities, to improve  clinical outcomes.

∙ Participate in senior management organizational and clinical strategy development and implementation.

∙ Support the team in identifying, drafting, and securing funding  opportunities for ODCH, PCE, PCMH and affiliates.

∙ Oversees all Welbodi research and hospital projects, ensuring  deliverables are met in line KCL, WCC, Asuka, A&O, JICA and  other donor partners’ expectations.

∙ In partnership with hospital M&E; facilitates the Monitoring  Evaluation Assessment Learning and Research pieces with the  Welbodi Partnership M&E manager to collect, analyse, and utilise facility-based data to evaluate and improve clinical  projects and health outcomes.

Overall responsibility for the delivery of timely and high-quality narrative reports for designated projects for donors.  

∙ Supports clinical oversight, expertise, and leadership to ensure improvements in the quality of healthcare provided at supported health facilities.

∙ Identifies opportunities to collaborate and develop clinical  integration/co-ordination with other organizational partners working in the supported health facilities.

CRITERIA FOR CONSIDERATION  

Qualifications  

  • Bachelors and/or master’s qualification/degree(s) in Nursing, community/public health,  medicine or related fields, business administration/project management, hospital  management, biomedical sciences and other relevant disciplines.
  • Additional post-graduate certifications in business administration / project management are  an added advantage. (and/or background of relevant pedigree in fast-paced performance driven social enterprise organization’s is also equivalent).

Experience  

  • Previous and/or ongoing experience overseeing hospitals/clinics projects.
  •  Experience in research and research management
  • Familiarity with the Sierra Leone development and/or humanitarian context
  •  At least four years’ training experience
  • A proven Nurse educator and clinical childhood oncology care practitioner.
  •  Management- level experience to include performance tracking, OGSMs and/or OKRs in  projects and personnel oversight.
  • Previous experience working with partners like KCL, World Child Cancer, Addax & Oryx, JICA,  Asuka, Cardiff and Vale, GOAC, LAD etc is an added advantage.

UN Women Sierra Leone is seeking the service of an international consultant to commission the evaluation of the IRISH Aid projects: 1) The Protection and Empowerment of Women for Equality, Resilience and Development (POWERED) from July 2021 – November 2022 and 3) the Promotion of Women Empowerment & Rights in Sierra Leone (POWER SALONE) Project August 2022 – September 2024. The evaluation will follow the OECD/DAC criteria for evaluations namely: relevance, effectiveness, efficiency, impact, and sustainability. The evaluation will further document lesions learnt and best practices for replicability of project’s intervention as well as challenges that arose from project implementation.

Duties and Responsibilities

The international consultant will be reporting to the Head of Office and will be supported by the Programme Specialist (EVAW) for contract management and contract payment. The Monitoring and Evaluation officer as the evaluation manager for this assignment will validate all deliverables

The scope is to conduct evaluation for the IRISH AID funded projects to assess the performance of the projects using OECD/DAC criteria. Below are the specific deliverables: Task 1: Inception phase: Evaluability assessment, development of survey methodology, tools, sampling plan, workplan, and incorporation of feedback on draft inception report

Task 2: Conduct field data collection including Conduct preliminary desk review of relevant documents and existing data and primary data collection.

Task 3: Data Analysis, synthesis, Interpretation, draft report, and Knowledge transition materials: Focusing on data analysis, synthesizing the data, interpretation of findings and drafting of an evaluation report and knowledge transition materials using a standard template.

Task 4: Final Evaluation Report and knowledge transition materials: A final evaluation report that addressed the comments and feedbacks from evaluation stakeholders (EMG, ERG) and Donor including a concise Executive Summary and knowledge transition materials will be produced and circulated internally including PPT, Executive summary.

Task 5: Submission to UN Women for EMG validation and approval. Consultant will submit the final report for validation by the EMG and further disseminate to stakeholders during a webinar and stakeholder engagement session.

This is a home-based consultancy.

The consultant is required to work 13 full days in UN Women office and 10 days on field work across the 7 operational districts.

Reporting to Program Manager the Programme Assistant works with and provides support to the members of the Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations. The Programme Assistant provides programme, administrative, and logistical assistance to the team for the smooth programme implementation.

JOB PURPOSE:

The principal objective of the role of the Logistics and Administrative Officer in BRAC Sierra Leone is to provide logistical and administrative support for BRAC Sierra Leone Programme in all BRAC Offices. The Logistics Officer will be responsible for ensuring efficient management of the logistics this ranges from Fleet management and to Asset register and ensure all process are followed according to the BRAC SL fleet guidelines and at the same time oversees day to day administrative matters, personnel services, repair and maintenance of office equipment and facilities in order to meet organizational requirements and support programme operations with guidance of the Operation Manager.

 

KEY DUTIES AND RESPONSIBILITIES:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

·         Surveying the transport needs of programs and developing a plan to meet both current and anticipated future needs.
·         Assist in ensuring that an effective system is in place to meet the transport needs of staff in the most cost-effective manner possible. This will involve planning and tracking vehicle allocation, vehicle movements, vehicle utilisation, fuel consumption etc.
·         Assist in ensuring that regular reports are produced. This includes monthly log sheet summary detailing fuel consumption, kilometres travelled and project allocations with calculations of key performance indicators. Scheduling and planning the maintenance and repairs of vehicles and motorcycles to ensure motor vehicles and motorcycles are maintained in good working order, ensuring high quality maintenance at reasonable costs.
·         Ensuring all security guidelines in relation to transport are adhered to. This involves reminding staff of these guidelines and popularising the policies to improve adherence. Examples of these policies include always wearing safety gears, parking in safe places, filling log sheets etc.
·         Assist in working on procurement process, always ensuring BRAC and Donor regulations are adhered to. This involves ensuring paper works for supplies and services are accurately and timely completed.
·         Place procurement requests for office equipment and supplies on timely basis and at right quantities.
·         Assist in ensuring the procurement procedures and processes are adhered to by staff and suppliers/service providers. This involves closely working on the process from the origin at Procurement requisition level down to invoice from the supplier/service provider for payment.
·         Ensuring that visitors, staff from other field locations and service providers receive the best reception services and that their needs are swiftly attended to.

·         Ensuring that all programme offices, office utility bills, subscriptions and rent are paid on time and the tenancy agreement conditions are being observed by both Brac and the Landlords. Where you identify deviations advise the Operations Manager immediately for action.

·         Ensure the safety of all Brac property including fire safety, availability of first aid are available in our Regional and Branch Offices

·         Continuous improvement of the organizational image through ensuring proper office lay out and outlook by maintaining the office environment clean, well-organised and attractive to provide staff the comfort to perform their duties uninterrupted.

·         Ensuring that other Administrative Services are provided in a timely and reliable fashion. This includes travel arrangements, conference/ workshop/meeting arrangements, accommodation for staff from other programmes and other official visitors.

·         Assist Doing purchase of supplies and services as required by authorised members of staff, ensuring that the best price, quality and conditions for BRAC are negotiated as far as is possible in all procurements.

·         Ensuring Driver PMS are done and reviewed, that drivers are given appropriate workloads and what is clear   expected of them.

The Area Coordinator will provide overall management and supervision of the Programme activities in the field (2-3 districts) in liaison with other Programme staff and the target beneficiaries to ensure that the Programme’s objectives and results are achieved in a timely manner and according to the agreed standards in the Programme framework and in the grant agreement document. The Area Coordinator will be accountable for planning, implementing, monitoring and quality assurance of the Early Childhood development Programme with a focus on ensuring equitable learning opportunities and outcomes for most vulnerable children.

·         Overall supervision of the Programme

·         Financial tracking of the Programme funds

Effective provision of capacity building to staff and play leaders

·         Enhance self – empowerment of children, parents and communities in the centers

·         Ensure effective advocacy with local authorities at district and regional level, ensure that they are embedded in program delivery.

·         With the support of Programme Manager, design innovative interventions and scale up ECD to increase local and external income as well as to reach more vulnerable children.

·         Promote and ensure child rights-based programming at field and office level

·         Ensuring mandatory reporting to child abuse cases in the Programme operation

·         Promote and facilitate child rights and gender inclusion based on the Programme at field level

·         Ensuring Child Protection Committees at the centers are fully functional.

Reports and documentation

Job Title: Senior Project Officer

Department: Global Fund – Health Program

Duty Location: Field Based (Regional Representatives)

Job Summary:  

As one of the leaders for the Global Fund project Field Operations will facilitate the achievement of project  objectives through coordinating, and relationship-building, with district government and non-government  strategic partners in Health, Education, local councils, agriculture, and traditional leaders at all levels, and  reporting on all project activities and providing technical guidance and advice to project implementing staff  advancing Catholic Relief Services (CRS) work serving the poor and vulnerable. Your coordination and  relationship management skills will ensure that the project for which you are responsible applies best  practices and constantly works towards improving the impact of its benefits to those we serve.

Roles and Key Responsibilities: 

  • Organize and lead the implementation of all assigned project activities as outlined in the detailed  implementation plan in line with CRS program quality principles and standards, donor requirements, and  good practices.
  • Support the Program Manager in the oversight of the project with regards to planning and execution of  activities.
  • Support the Program Manager in representation in technical meetings.
  • Provide routine one-on-one mentoring and coaching of field staff to enhance quality implementation.
  •  Plan and work with DHMTs in the operational districts for the implementation of project activities.
  •  Ensure learning properly accompanies project activities throughout the project cycle. Support

accountability through coordinating project evaluation activities and guiding staff in their efforts to  reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or  gaps to inform adjustments to plans and implementation schedules.

  • Support and coordinate capacity building and technical support activities to ensure assigned project  activities are implemented per project guidelines and standards.

Other Specific Responsibility:

Under the supervision of the Global Fund GC7 Project Manager with support from Head of Programming, the  Senior Project Officer as the technical support to all districts Field Project Officers to ensure the  implementation of IEC/SBC (Mass Media and Community Outreach) project activities in all assigned  operational districts.

Support implementation and Coordination. 

  • Coordinate with the Project Manager, MEAL Manager, to report on barriers to implementation in the  field and provide inputs to problem-solving.
  • Actively seek to understand the main interventions being promoted by other development actors in  the assigned operational area and ensure coordination.
  • Compile, analyze, and present district-level information on SBC/IEC activities for reporting project  progress.
  • Consistently use recommendations from management trip reports to structure staff capacity  building.
  • Capture and report on project challenges, major decisions, lessons learned, and best practices  gathered from monthly DHMT coordination meetings.

Provide support Field Officers in organizing 50 CAAMTA communities per month.

Provide support in organizing outreach activities, in collaboration with the District  Coordinator verify supporting documentation.

  • Support the implementation of surveys (small- and large-scale studies) in conjunction with the MEAL  Manager and District Coordinator

Capacity Strengthening of Staff 

  • Support the development of project implementation and monitoring and reporting tools.

District level representation 

  • Represent CRS in District events/meetings from time to time as assigned by the Project Manager  Supervisory Responsibilities: CRS GC7 Project Field Officers.

Job Title: District Coordinator

Job Summary:  

As one of the leaders for the Global Fund project Field Operations you will facilitate the achievement of  project objectives through coordinating, and relationship-building, with district government and non government strategic partners in Health, Education, local councils, agriculture, and traditional leaders at all  levels, and reporting on all project activities and providing technical guidance and advice to project  implementing staff advancing Catholic Relief Services (CRS) work serving the poor and vulnerable. Your  coordination and relationship management skills will ensure that the project for which you are responsible  applies best practices and constantly works towards improving the impact of its benefits to those we serve.

Roles and Key Responsibilities: 

  • Organize and lead the implementation of all assigned project activities as outlined in the detailed  implementation plan in line with CRS program quality principles and standards, donor requirements, and  good practices.
  • Supervise Project Field Officers in the implementation of project activities both at district and  community levels.
  • Provide routine one-on-one mentoring and coaching of staff to ensure quality implementation. • Plan and work with DHMTs in the operational districts for the implementation of project activities. • Ensure learning properly accompanies project activities throughout the project cycle. Support

accountability through coordinating project evaluation activities and guiding staff in their efforts to  reflect on project experiences. Analyse implementation challenges and report any inconsistencies and/or  gaps to inform adjustments to plans and implementation schedules.

  • Support and coordinate capacity building and technical support to Field Officers to ensure assigned  project activities are implemented per project guidelines and standards.
  • Coordinate the provision of any logistical and administrative support to staff.
  • Submit monthly and quarterly project activity reports.

Other Specific Responsibility: 

Under the supervision of the Global Fund GC7 Project Manager with support from Head of Programming, the  District Coordinator will serve as supervisor to all districts Field Project Officers to ensure the  implementation of all activities that pertain to the district workplan.

Support implementation and Coordination. 

  • Coordinate with the Project Manager, Senior Project Officer, and MEAL Manager, to report on  barriers to implementation in the field and provide inputs to problem-solving.
  • Prepare field staff to represent CRS to report progress during DHMT monthly coordination meetings. • Actively seek to understand the main interventions being promoted by other development actors in  the assigned operational area and ensure coordination.
  • Compile, analyse, and present district-level information on SBC/IEC activities for reporting project  progress.
  • As part of risk management, verify implementation and review staff monthly reports to ensure the  accuracy of reports.
  • Consistently use recommendations from management trip reports to structure staff capacity  building.
  • Capture and report on project challenges, major decisions, lessons learned, and best practices  gathered from monthly DHMT coordination meetings.
  • Provide consolidated monthly report to Project Manager copying MEAL Manager and Senior Project  Officer.
  • Identify and report on any gaps or weaknesses in SBC and mass media reporting and monitoring  systems.
  • Liaise with Senior Project Officer for capacity Building for Project Officers

Monitoring, Evaluation, and Research 

  • Supervise Staff in each district and report to Project Manager on project implementation.
  • Conduct supervision visits to project implementation sites:

Work with staff to cover 30 Schools Health Clubs every month.

50 CAAMTA communities per month

Supervise outreach activities, verify supporting documentation.

  • Consistently conduct meetings with staff before and after working with them in their districts
  •  Systematically ensure timely and quality reporting by Staff in each operational district.
  •  Support the conduct of surveys (small- and large-scale studies)

Capacity Strengthening of Staff 

  • Support the development of project implementation and monitoring and reporting tools and lead  the roll-out of the tools in assigned districts.
  • Work with the Field Staff to provide support to CHWs in the implementation of project activities.

DHMT Support 

  • Work closely with the district health management teams (DHMTs) including the DMO District  Medical Officers, the malaria focal person, Social Mobilizers, M&E Officers, and other key partners to  ensure that SBC and outreach activities are included in the planning and management of the  districts.
  • Ensure linkages between PHU staff, CHWs, with CRS structures within the communities (These  include SHCs and CAAMTA) as appropriate.
  • Linkages between DHMTs and other partners

Representation 

  • Establish strong working relationships with DHMTs, and other district stakeholders.
  •  Participate in District Health Management coordination meetings, technical working groups, and  general meetings.
  • Represent the project at various levels as delegated by supervisor.

SUPERVISORY RESPONSIBILITIES: CRS GC7 Project Field Officer

Project Field Officer for the Global Fund GC7 grant will facilitate the achievement of project objectives  through direct implementation at community level and relationship-building, PHUs, community structures  including, Community Health Workers (CHWs), School Health Clubs (SHCs), CAAMTA groups, and religious  and traditional leaders and reporting on all project activities there by advancing Catholic Relief Services (CRS)  work serving the poor and vulnerable. Your implementation and relationship management skills at  community level will ensure that the project for which you are responsible applies best practices and  constantly works towards improving the impact of its benefits to those we serve.

Roles and Key Responsibilities: 

  • Organize at district/community level and lead the implementation of all assigned project activities as  outlined in the detailed implementation plan in line with CRS program quality principles and standards,  donor requirements, and good practices.
  • Supervise School Health Club (SHC) monthly meetings and school outreach activities. Ensure material  supplies for SHC quiz competitions are properly accounted for.

About the project 

ActionAid Sierra Leone is implementing a 30 month (2 years 6 months) project – from July 2024 to December 2026r This projected is funded by UNICEF and it  is titled “Expanding cross sectoral opportunities for the empowerment of adolescent girls and reduction of teenage pregnancy and child marriage through  gender-transformative engagements and social protection (Cash+) programmes”. The project is part of the UNFPA-UNICEF Global Programme to End Child  Marriage (GPECM), focuses on enabling girls at risk of child marriage to choose and direct their own futures, supports households with positive social norms  change, and strengthens systems that deliver services to adolescent girls, in Pujehun, Bombali, Koinadugu, Kambia, and Tonkolili. To effectively implement this  project, ActionAid Sierra Leone (AASL) is looking for qualified, experienced, and self-motivated persons to fill the following positions:

 

Position: Project Manager (1) 

Reports to: Head of Programme and Policy 

Supervises: Project Officers and M&E Officer 

Location: Bombali with travel to the field as required

Job Purpose: The Project Manager is a mid-level management position. The Project Manager has overall responsibility to provide leadership and coordination  for implementation, monitoring and evaluation of the project. The job-holder will be required to supervise the project team. She/He has the responsibility to  consolidate the project activity and reports from the Project Officers and provide supervisory oversight to project monitoring and evaluation, ensuring full  compliance to policies and financial and other commitments signed up to.

Main/Specific Responsibilities: 

  • Experience in implementing adolescent girls programme with specific focus on increasing uptake of Sexual Reproductive Health Services, reduce  teenage pregnancy and child marriage in Sierra Leone.
  • Experience in managing safe spaces for adolescent girls.
  • Manage the project budget and all activities under the UNICEF project in accordance with AASL polices under the guidance of the Head of  Programme and Policy.
  • Develop actionable work plans to ensure the timely implementation of project activities in collaboration with the Project Officers. • Provide technical leadership in development and ongoing monitoring of the Work plan
  • Conduct regular field visits to the five project operational Districts (Pujehun, Bombali, Koinadugu, Kambia, and Tonkolili.) to ensure the delivery of  high-quality interventions.
  • Compile and develop monthly and quarterly reports and any other reports according to donor requirements.
  • Build the capacity of staff through daily mentoring, guidance, and trainings.
  • Work with the M&E Manager to ensure that key project indicators are tracked, and key project data is regularly analysed to inform decision making,  and program adaptation.

Job Profile:
FCDO awarded Mott MacDonald to lead the implementation of the Sierra Leone Secondary Education Improvement Programme (SSEIP) 2, which builds on the work of the first phase: Sierra Leone Secondary Education Improvement Programme (SSEIP), also called Leh Wi Lan (Krio for “Let’s Learn”).
The programme will support the Ministry of Basic and Senior Secondary Education (MBSSE) to improve learning outcomes for boys and girls at the secondary level and to increase the enrolment, retention and well-being of girls and children with disabilities in school.

SUMMARY OF THE POSITION

The Basic and Senior Secondary Education (MBSSE) in partnership with the Qatar-based Education Above All (EAA) Foundation seeks to implement a four-year project to facilitate enrolment into formal and non-formal learning programs for Out of School Children (OOSC) in Sierra Leone. This intervention will support and reinforce foundational learning for all, with special attention to OOSC and vulnerable children, such as girls, pregnant girls, children with disabilities, children from rural and underserved areas, and low-income families, who are at risk of dropping out of school and are currently out of school

 

The main objective of the project as agreed by the MBSSE and EAA is to support the enrolment, and retention of 120,000 OOSC in Sierra Leone through community engagement, teaching, and learning support for vulnerable learners.  To achieve this objective, two key complementary roles will be played by the NGO Consortium and the MBSSE. The NGO Consortium is tasked with demand creation among OOSC and their caregivers in hard-to-reach communities in 10 target districts, while MBSSE takes full responsibility for increasing demand through school structures as well as providing the supply side education service by establishing additional non-formal Learning Centers and as well as improving the primary school environment. The NGO Consortium will implement demand-creation activities in 300 communities in 10 target districts targeting 60,000, while MBSSE will also target another 60,000 OOSC in different communities across all 16 districts of Sierra Leone. There will be no overlaps in the demand-creation activities

 

DIMENSIONS OF ROLE:

The post holder will lead the implementation of the “Delivering Learning for Out of School Children (OOSC) in Sierra Leone Project” in Bo and Bombali Districts and will represent Plan International Sierra Leone at all Consortium Coordination meetings and other fora in furtherance of the Project. The Project Manager reports to the Head of Programme Implementation (at the level of PISL) and the Consortium Director of Save the Children International (at the NGO Consortium Level).

 

The Project will be jointly implemented by a Consortium of seven (7) NGOs comprising Save the Children International as the Lead, Plan International Sierra Leone (PISL), International Rescue Committee (IRC), Concern Worldwide, EducAID, Community Action to Restore Lives (CARL), and National Youth Awareness Forum (NYAF). The consortium is a collection of highly experienced implementing partners, with significant technical expertise and operational capacity to deliver quickly and effectively. They are passionate about achieving high quality, inclusive, and accessible education for all children and have the global expertise, knowledge of best practices, and, importantly, a long history of working in close collaboration with the Government of Sierra Leone in each of the proposed districts of implementation, as well as at the national level.

 

ACCOUNTABILITIES

  • Coordinate project resources by ensuring team management and development, program delivery, quality control, monitoring, and evaluation.
  • Develop and implement strategies in line with the other NGO Consortium Partners, and donor requirements and ensure satisfactory completion of program objectives are delivered on time, within scope, and budget.
  • Work closely with relevant Ministries, departments, and Agencies (MBSSE, MSW, MGCA, TSC, District/City Councils, etc.) to ensure that interventions are aligned with government policies that will ensure the protection and rights of children.

Plan has about 100 staff with offices located in Moyamba, Port Loko, and Freetown. Plan International Sierra Leone has been working with girls, young people, communities, and the government to raise awareness about the importance of children’s rights.

SUMMARY OF THE POSITION

The Basic and Senior Secondary Education (MBSSE) in partnership with the Qatar-based Education Above All (EAA) Foundation seeks to implement a four-year project to facilitate enrolment into formal and non-formal learning programs for Out of School Children (OOSC) in Sierra Leone. This intervention will support and reinforce foundational learning for all, with special attention to OOSC and vulnerable children, such as girls, pregnant girls, children with disabilities, children from rural and underserved areas, and low-income families, who are at risk of dropping out of school and are currently out of school

 

The main objective of the project as agreed by the MBSSE and EAA is to support the enrolment, and retention of 120,000 OOSC in Sierra Leone through community engagement, teaching, and learning support for vulnerable learners.  To achieve this objective, two key complementary roles will be played by the NGO Consortium and the MBSSE. The NGO Consortium is tasked with demand creation among OOSC and their caregivers in hard-to-reach communities in 10 target districts, while MBSSE takes full responsibility for increasing demand through school structures as well as providing the supply side education service by establishing additional non-formal Learning Centers and as well as improving the primary school environment. The NGO Consortium will implement demand-creation activities in 300 communities in 10 target districts targeting 60,000, while MBSSE will also target another 60,000 OOSC in different communities across all 16 districts of Sierra Leone. There will be no overlaps in the demand-creation activities

 

DIMENSIONS OF ROLE:

The post holder will lead the implementation of the “Delivering Learning for Out of School Children (OOSC) in Sierra Leone Project” in Bo and Bombali Districts and will represent Plan International Sierra Leone at all Consortium Coordination meetings and other fora in furtherance of the Project. The Project Manager reports to the Head of Programme Implementation (at the level of PISL) and the Consortium Director of Save the Children International (at the NGO Consortium Level).

 

The Project will be jointly implemented by a Consortium of seven (7) NGOs comprising Save the Children International as the Lead, Plan International Sierra Leone (PISL), International Rescue Committee (IRC), Concern Worldwide, EducAID, Community Action to Restore Lives (CARL), and National Youth Awareness Forum (NYAF). The consortium is a collection of highly experienced implementing partners, with significant technical expertise and operational capacity to deliver quickly and effectively. They are passionate about achieving high quality, inclusive, and accessible education for all children and have the global expertise, knowledge of best practices, and, importantly, a long history of working in close collaboration with the Government of Sierra Leone in each of the proposed districts of implementation, as well as at the national level.

 

ACCOUNTABILITIES

  • Coordinate project resources by ensuring team management and development, program delivery, quality control, monitoring, and evaluation.
  • Develop and implement strategies in line with the other NGO Consortium Partners, and donor requirements and ensure satisfactory completion of program objectives are delivered on time, within scope, and budget.
  • Work closely with relevant Ministries, departments, and Agencies (MBSSE, MSW, MGCA, TSC, District/City Councils, etc.) to ensure that interventions are aligned with government policies that will ensure the protection and rights of children.
  • Lead and organize routine project coordination meetings to monitor the progress of the logical framework and activity planning.
  • Ensure compliance with donor rules and procedures, including procurement and distribution of resources, time management, work plans, and records, timely and accurate monitoring and submission of donor reports (financial and narrative), and donor asset register.
  • Ensure Child protection and Gender are mainstreamed into all program activities in the district/chiefdom and maintain gender sensitivity towards staff and plan associates.
  • Facilitate the involvement and contribution of stakeholders at all levels in the process of refining and improving project implementation within the districts on child protection and lobbying and advocacy on girls and young women’s rights issues.
  • Ensure Community Governance structures (BoGs, SMCs, CWCs, WDC, CEC, WEC, Mothers Clubs, etc) are involved and their capacities built to promote the education of marginalized girls and children with disabilities.
  • Create and maintain comprehensive project documentation

 

Financial Management for Organizational Credibility:

  • Collaborate with the Finance and Grant teams to ensure contract compliance and financial accountability for the project
  • Develop monthly and quarterly financial projections informed by the work plan.
  • Work closely with the System Coordinator to ensure financial and budget management within the system
  • With the support of the Grants and finance team, undertake regular budget reviews
  • Consolidate and review activity reports from Project Officers to ensure that they follow donor requirements and meet the needs of PISL and the NGO Consortium Partners

 

Capacity Building

    • Provide technical support and/or capacity building to Project Officers and community stakeholders on Child Protection, safeguarding, and relevant Government policies and the importance of education to OOSC.
    • Organize and lead training, develop training materials, and provide ongoing support throughout the project to ensure good practice and project adaptations are fully cascaded to school-level staff and government partners.
  • Ensures that Plan International’s Global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.

Project Monitoring and Reporting 

  • In strong collaboration with the MERL department, develop tools to track project performance and reporting
  • Undertake periodic field visits with the MERL team to validate project activities
  • In collaboration with the MERL unit track project performance indicators and reporting
  • Support the project team to set targets for and monitor measurable results that align with PISL organizational objectives and KPIs
  • Prepare and submit all project-related reports for review, approval, and submission to Nos and donor
  • Oversee program evaluations (Baseline mid-line, and end-line) and ensure that they meet the needs of donors and other key stakeholders
  • Prepare and submit monthly and quarterly work plans and progress reports detailing tasks (including monitoring plans).

Technical Expertise, Skills And Knowledge

Essential 

Qualification and Experience:

  • Advanced degree in education, gender and inclusion, sociology, or a relevant discipline
  • Understand gender-responsive approach to education equality programming and meaningful child participation
  • Experience in leading advocacy
  • Experience in contributing to proposal writing
  • Experience of working with bilateral and multi-lateral donors
  • At least five (5) years of experience a managerial role, preferably in a social development setting
  • Strong understanding of gender
  • Knowledge of development challenges and contexts in Sierra Leone, particularly child rights, girl’s rights and child protection
